Universities are considered important actors and drivers of socio-economic development in the regional innovation eco-system. This article investigates the role Kenyan universities and research institutes play in the development of regional innovation eco-system in the context of triple and Quadruple helices. A model involving Government, Industry, Universities and Society (Public) linkages in the regional innovation eco-system and with Information and Communication Technology as an enabler is used as a framework for analysing the nature of linkages in Kenya. The article uses literature review and case study methods to examine how universities and research institutes can spur the development of the innovation eco-systems. The research question is: what is the role of Kenyan universities and research institutes in spurring innovation ecosystems? Six cases of Kenyan universities and research institutes are considered in the light of Government Policy on Science, Technology and Innovation (STI) which is underpinned in Kenyan constitution 2010. The study contributes to the understanding of how deep collaboration among universities, government, research institutes, Science Cities, local, regional, national and international players spurs the creation of world-class innovation ecosystems which can contribute to regional development in developing countries like Kenya.

Today rapidly changing internal and external environment of the universities such as the reduction of freshmen quota forces most universities to be facing a dangerous existence. It is an urgent thing for the universities to secure finance and good students. Because it was thought that to know freshmen's recognition of their choice of colleges would serve to establish the screening system of each university, we studied it through the survey of the freshmen in some universities. We randomly chose some national universities, private universities and educational universities to investigate who are responsible for their choice of colleges. It is shown that the influence of their high school teachers upon their students’ choosing universities is no more than 10%. As a result, the establishment of proper policy of admission to each university on its own that makes use of the characteristics of the region and the university will be effective in choosing good students.
Purpose - Because of the emphasis on the necessity of academic-industrial cooperation between companies and universities, there are various ongoing academic-industrial cooperation programs led by the government. As government actively supports such cooperation as policy,and universities vitalize new technology development, academic-industrial cooperation between companies and universities is being recognized as an important growth engine for companies the competitiveness of academic-industrial cooperation is also attracting more interest. The government has vitalized human resource fostering, practical R&D, and technology transfer to companies since 2012 by executing a "leading university fostering project for academic-industrial cooperation." Based on an organic interlink among universities, industry, and research institutes, the government also created and is promoting several models of such cooperation between companies and universities to support shared growth of industry and local universities. The purpose of academic-industrial cooperation is growth and benefit fromtechnology development, technical cooperation, and technology transfer between companies and universities. Research design, data, and methodology - As more academic-industrial cooperation efforts are ledby companies due to the limitation in technology-focused commercialization cooperation, the academic-industrial cooperation system became fragmented and it is losing the potential for future advancement. Specifically, as differences between universities grow, academic-industrial cooperation between companies and universities based on new technology from universities is finding difficulty advancing,while systematic support from companies to enhance the performance of businesses created by academic-industrial cooperation is also insufficient. Accordingly, this study established a growth model for the advancement of academic-industrial cooperation between companies and universities and suggested a plan to strengthen the competitiveness and promote the future advancementof academic-industrial cooperation between companies and universities by analyzing the current situation of such cooperation and diagnosing its issues. Results - This study explored the concept and current status of academic-industrial cooperation relationships and analyzed related issues. For such cooperative organizations to be competitive, the employment environment of professional human resources for academic-industrial cooperation should be improved and measures to secure professional resources should be taken as early as possible. Though the academic-industrial cooperation now is being led by government, there is a limitation based on business models, which require creation of profit; however, an academic-industrial cooperation model still cannot stand alone without the support of government. This study also pointed out that a having only a plan to build competitiveness of companies and universities for academic-industrial cooperation is not sufficient. Conclusions - In order to increase the competitiveness of academic-industrial cooperation, a detailed growth-sharing model for academic-industrial cooperation should be developed, and there should be more joint development processes for the advancement of such cooperation in which the need for technology development can be verified in advance. In addition, beyond focusing on technology-focused academic-industrial cooperation, a network between companies and universities searching for ideas for academic-industrial cooperation in the fields of human and social aspects should be created. A new academic-industrial model linking current cooperation between companies and universities to the local area should be built based on such academic-industrial cooperation in human and social fields.
Universities in Korea are already saturated with fashion-related majors, and graduates are having difficulties getting jobs. For this reason, Korean universities should educate students with a competitive curriculum. The purpose of this study was to analyze and compare the curricula of fashion-related majors at universities in Korea and the United States (U.S.) in order to help develop fashion-related curricula at the universities in Korea. The curricula of the 52 majors in 47 Korean universities and the 62 majors in 62 U.S. universities were analyzed. Data was analyzed using MS Excel 2010 and R 3.0.1.; the statistical significance was determined at ${\alpha}$=0.05. There were five main differences between fashion-related majors in Korean universities and those in the U.S. universities: 1) The subjects of the U.S. were more diverse and more business-oriented than those of Korea, but the universities of Korea had more design subjects. 2) The U.S. more often utilized computer technology, than Korea, in the field of fashion design. 3) The U.S. offered more theoretical courses, than Korea, in the field of fashion materials. 4) In the clothing construction field, the U.S. offered more apparel design and technical design than Korea. 5) The U.S. mainly educated on retailing and buying subjects while Korea mainly educated on fashion marketing subjects within the fashion business field.

The purpose of this study is to conceptualize some issues around university restructuring in Korea, and explore rational-practical solutions ensuring the survival of higher education institutes confronting many challenges like rapid decreasing rate of birth, global open market of higher education system, and the phenomena of concentration on capital city area etc.. In order to achieve study goals, higher education policies and provisions of past governments from DaeJung Kim's to current MeongBak Lee's were analyzed, and also characteristics and directions of university restructuring of each government were identified. Through this analysis, it was evident that the main concern of university restucturing discourse was primarily focused on how to make public universities have high level of competitiveness. On the other hand, private universities had been totally alienated from university restructuring discourse since 1990's, despite their historical and great contributions to national development of our country. Based on some criticisms of educational policies of national government and partial revision proposal of the higher education act initiated by a few assemblymen, this study suggested eight solutions for developmental restructuring of private universities; constructing comprehensive framework of university restructuring, keeping market-friendly restructuring principle to allow universities take an autonomous position, revising methods, criteria and indexes of university evaluation, reducing the number of enrolling students, not the number of universities and colleges, a new policy to develop local universities allying with universities located at capital city area, differentiating private universities into two types of semi- or quasi-national university and complete autonomous university, legislating financial supports to private universities, and lastly, equal treatment of public and private universities in pursuit of half price tuition.
Over the last two decades, interest increased with regard to how some research universities made direct impacts on surrounding regional economic activities and growth. Although the role of basic research for most research universities has remained strong, pressure has intensified to broaden its missions to include helping local and regional economic development efforts. Consequently, many research universities have evolved their basic scientific research mission from the production of scientific knowledge to the sharing and exchange of knowledge with local industries by actively engaging in local economic development (Uyarra 2010). Previous examination has shown that most research universities contribute to local and regional economic development by various functions they provide. They are as follows: Creation of Knowledge, Human-capital creation, Transfer of existing know-how, Technological innovation, Capital investment, Regional leadership, Knowledge infrastructure production and Influence in regional milieu (Drucker and Goldstein 2007). This paper will review the existing literature on the role of universities and its impacts on local regional economic growth and development. In addition, this paper will show how two major research universities (The University of Arizona and Arizona State University) have contributed to the growth of Arizona during last two decades. It is believed that the existence of these two research universities have been instrumental in making industries more diverse and highly attractive, particularly in the Phoenix Metropolitan Area.

Because of the changing educational environments, Korean universities have to stand up to the challenge of enhancing their performances in educational activities. Therefore, Korean universities should seek ways to improve its competitiveness. The evaluation of Korean universities has been conducted by the Government and other media agencies like JoongAng's Daily to promote the development of universities. The purpose of this study is to evaluate and compare the relative efficiency of Korean universities using DEA (Data Envelopment Analysis) and AHP (Analytic Hierarchy Process) models. To produce reasonable results, major input and output variables have been determined in a step using a Profiling method, Spearman correlation analysis and AHP model. Also, this study shows that the relative efficiency for Korean universities is obtained not only based on quantity of output, but also on the basis of the quality of the output. Drawing upon the results of the analysis, this study provides a comprehensive and practical method for evaluating the performance of universities in terms of efficiency.

Globalization of higher education deepens the competition in the global educational services market. Competition between higher education institutions is based on the use of a wide range of activities and tools that are constantly evolving and becoming more complex. Digitalization significantly transforms the approaches to competition between universities in educational, research and marketing activities. Digital technologies are becoming an integral part of this competition. In addition, in the current conditions of globalization of the scientific and educational space, numerous rankings of universities have become an important tool of the competition; the most significant rankings of universities are as follows: Academic Ranking of World Universities (China), Times Higher Education Rankings of Universities (Great Britain), Webometrics (Spain). In the article, the key principles of the formation of world rankings of universities are analyzed, the main sources of information resources for their compilation are determined. The authors have concluded that the improvement of the position of educational institutions in the world rankings of universities should be implemented within the framework of the state educational policy. The key positive effects of universities due to increasing the competitiveness level of the national higher education system are specified.

As a result of this study, the income generation effect generatded by regional universities for the region is KRW 130.6 billion (direct and indirect income effect KRW 90.9 billion, induced income effect KRW 39.6 billion). In addition, it is estimated that the effect of regional universities on inducing employment in the region is 2,145 per year. Unless quality jobs are secured, the outflow of population to the metropolitan area will accelerate, and the disappearance of local areas will emerge as a social problem in the near future. Considering the effect of local universities on the local economy revealed through the results of this study, that is, the income and job creation effects, the government will be able to prevent local extinction by providing bold financial support to local universities. If it is difficult to afford it with government finances alone, it can be solved by opening the door to universities for admission through donations, which many advanced countries are introducing..

Recently, as the environment issue has been stand out, people's interests in energy consumption of the building have been increased as well. Especially, university has been classified as the one of the main causes of excessive energy consumption. Therefore, domestic and foreign universities are trying to build a green campus in an attempt for sustainable development. Since early 2000s, foreign universities have been aware that one of the main causes of global warming is an excessive consumption of energy in universities. Accordingly, they adopted various energy management programs for the conservation. Ultimately, enforcing energy conservation and using alternative energy resulted in lower expense and it was a great help for the universities. On the other hand, excessive consumption of energy in domestic universities has been considered as serious, which led them to become the second main energy consumers in 2010. However, it seems people do not truly recognize the impotance of energy management, therefore, relatively little attention has been paid to this matter. Based on Leadership in Energy & Environmental Design(LEED) rating systems for on-campus building operation and maintenance, this research suggests the evaluation standard to effectively analyze the energy management activity with the best practices conducted in foreign universities and to solve the problem of campus facilities management in domestic universities. The result shows that domestic universities do not have a designated task force for effective energy management and the lack of energy professionals hinders for the long term development. Therefore, domestic universities should recognize the seriousness of the excessive energy consumption and develop low carbon green campus through proactive management practices since this is very essential for domestic universities to get more competitive in this global era.
