A Practical and Secure Electronic Election System

  • E-voting is expected to offer prominent advantages over traditional voting methods. Advantages include faster tallying, greater accuracy, prevention of void ballots, and lower cost. However, many experts express concerns about the potential for large-scale fraud. Recently, many paper based end-to-end (E2E) voter verifiable systems providing individual verifiability and universal verifiability have been proposed. These systems, unlike previous voting systems, are used in polling booths and without access to trusted computing devices at the time of voting. In this paper, we propose a practical and secure E2E voter verifiable system using a paper receipt based on cryptographic technologies.

A New Universally Verifiable and Receipt-free Electronic Voting Scheme Using Only One-way Untappable Channels (일방향 도청 불가능한 채널만을 이용하여 전체검증과 매표방지를 제공하는 새로운 전자선거 기법)

  • Electronic voting schemes must provide universal verifiability and receipt-freeness, as well as basic properties such as privacy, eligibility, to make the election fair and transparent. But it is difficult to provide both universal verifiability and receipt-freeness because they are mutually contradictory in their objective. To date, most electronic voting schemes provide only one of these properties and those few that provide both properties are not practical due to heavy computational load. In this paper, we present an efficient electronic voting scheme that provides both properties. The proposed scheme uses a trusted third party called HR(Honest Randomizer) and requires only one-way untappable channels from HRs to voters. Among the schemes that assume only one-way untappable channel this scheme requires the least amount of computation. Among the schemes that provide both properties, this scheme uses the weakest physical assumption. We also discuss the security of the system and compare our scheme with other related schemes.

Receipt-free Sealed-bid Auction Scheme Using Cryptographic Techniques

  • Recently, a concept of bid-rigging is issued in electronic auction. To prevent this attack, Abe-Suzuki proposed firstly receipt-free scheme based on bidding-booth. Chen-Lee-Kim pointed out that Abe-Suzuki's scheme only provides receipt-freeness for losing bidders. Also, they introduced a new receipt-free sealed bid auction scheme using the homomorphic encryption technique. The main participants of their scheme are Auctioneer, Auction Issuer, Bidder and Seller. Bid-rigging can happen by a seller in their scheme. We propose receipt-free sealed-bid auction scheme using a universal re-encryption mixnet. For our receipt-free sealed-bid auction, we use Pseudo ID of a bidder and universal re-encryption technique of Golle et al. Also, our scheme satisfies privacy, correctness, public verifiability, non-reputation, and receipt-freeness.

  • In order to improve voters' reliability in electronic voting system, voter verifiable receipt technique is being actively researched. Since the receipt should be verifiable not only inside but also outside a polling place, it satisfies the requirements, individual verifiability and receipt-freeness. In the previous researches, there are some problems that special paper and printer is necessary or frequent monitoring is needed to confirm the voting machine's trustworthiness. In this paper, we propose a new receipt issuing scheme. Our scheme does not require any special equipments such as special paper and printer or optical scanner. In addition to that it does not require voters to trust any devices in the polling station and there is no need of frequent observations to the voting machines.

  • 선거를 전자적으로 구성하기 위해서는 비밀성(privacy), 선거권(eligibility) 등과 함께 전체검증(universal verifiability)과 매표방지(receipt-freeness) 속성을 반드시 제공해야 한다. 지금까지 제안된 전자선거 기법은 매표방지와 전체검증을 제공하기 위해 도청 불가능한 채널이라는 물리적인 가정 하에 이루어지거나 하드웨어 장치를 이용하더라도 장치에 대한 신뢰가 가정되었다. 본 논문에서는 믹스 서버나 랜덤마이저의 역할을 스마트카드와 같은 안전한 하드웨어 장치가 하므로 물리적 가정 없이 효율적으로 구현한다. 제안한 시스템은 표를 섞는 과정에서 permutation matrix를 사용하여 증명하므로 증명의 회수가 적고 간단하여 효율적이다. 또한, 지금까지 제안된 대부분의 선거 기법은 ElGamal 암호시스템의 준동형 특성을 이용하여 모든 표를 결합한 다음 해독하여 집계를 계산하는데 이는 이산대수 문제를 효율적으로 해결할 수 있어야 가능했다. 이 논문에서는 ElGamal 암호시스템과 다차잉여 기반 암호알고리즘인 Naccacne 암호알고리즘을 결합하여 표를 인코딩 함으로써 유권자의 수가 많은 선거에 대해서도 다항 시간 내에 집계가 가능하다.

1-out-of-L Electronic Voting System with Ballot-Cancellation (투표-취소가 가능한 1-out-of-L 전자투표 시스템)

  • In this paper, we present an electronic voting system based on cryptographic techniques. Recently, some countries have used e-voting systems using an electronic voting device instead of a voting sheet. These e-voting systems are the early stage which is not online voting. Many cryptographers have studied on-line e-voting systems based on cryptographic techniques. The existing 1-out-of-L e-voting systems are based on E1Gamal cryptosystem. To reduce computational complexity, we use r-th residue encryption scheme and compare the computational complexity of our 1-out-of-L e-voting system with that of the 1-out-of-L e-voting system based on E1Gamal cryptosystem. Moreover, we extend the proposed 1-out-of-L e-voting system to ballot-cancellation property The existing e-voting systems had been overlooked the ballot-cancellation property. There is the reason that the ballot is cancelled according to an election law. For our e-voting system with ballot-cancellation property, we extend the homomorphic property based on r-th residue encryption. The extended homomorphic property is used to cancel votes with guaranteeing privacy and universal verifiability.
