  • Recently as recognition to prevent nature disasters is reaching the climax, the most important job of government official is to provide information related to the prevention of nature disasters through the Web and to bring notice to prevent disaster under people. Especially, if the case of daily forest fire hazard index is provided within visualization on Web, people may have more chances to understand about forest fire and less damages by large scale of forest fire. Forest fire hazard index presentation system developed in this paper presents daily forest fire hazard index on map visually also provides the information related to it in text format. In order to develop this system, CBDP(Component Based Development Process) is proposed in this paper. This development process tries to emphasize the view of reusability so that it has lifecycle which starts from requirement and domain analysis and finishes to component generation. Moreover, The concept of this development process tries to reflect component based method, which becomes hot issue in software field nowadays. In the future, the component developed in this paper may be possibly reused in other Web GIS application, which has similar function to it so that it may take less cost and time to develop other similar system.

Landscape Design for the New Government Buildings of Dalseong-gun (달성군청사 조경설계)

  • This landscape design proposal was presented to a design competition for the New Government Buildings of Dalseong-gun which was held by the municipal authority of Dalseong-gun in June, 2002. The site is located at 1313 Gumpo-ri, Nongong-eup, Dalseong-gun, Daegu Metropolitan City and has an area of 50,000$m^2$. The judging criteria for the landscape design set by the Dalseong-gun could be articulated as follows : an environmentally friendly design which respects the surrounding n a locale which functions as a community center of Dalseong-gun, a resting place for the welfare of its employees and visitors, and finally a place with diverse landscape elements reflecting the individual identity of each facility. The main design concepts of this project could be summarized as follows : an environmentally friendly design which respects and utilizes the existing natural landscape resources, a design which features a harmony of nature with architecture and exterior space with interior space, and a design which balances esthetic form and practical function. This design consists of four major outdoor spaces ; the lawn, the entry plaza, a pine grove, and a deck area on the third floor. The multi-purpose lawn area near the main entrance area can be used for flea markets, outdoor weddings, and picnics for its neighbors. The adjacent plaza and parking lots can be unified as one space in case of large events. The entry plaza has three axes. Each of them represents the Assembly, the Administration, and the Culture. A big circle in the paving pattern unifies the three individual axes. A group of Zelkova trees was introduced to reflect local flavor. The existing pine grove was preserved as a symbolic 'park' for the Gumpo district. The outdoor amphitheatre within the grove was introduced by utilizing the existing topography, The flow of 'nature'on the deck area was designed to connect Mt. Gumkae with the 'city'. It is a comfortable resting place for its employees and visitors.

  • This study is to comprehend the interior space of the Royal Palace in the 15th Century, the early years of Joseon Dynasty. The subject of this study is limited to the center of the Royal Palace, that is Jeongjeon(正殿, the royal audience chamber) and Haengrang(行廊, which encloses Jeongjeon on four sides and has many rooms). It is very important to understand the usage of the interior space because the architectural space consists of the space unified by the organic function of the interior and the exterior space. But there are few studies on the interior space of Jeongjeon and Haengrang at the Royal Palace. Therefore, the purpose of this study is to understand the interior space of those buildings. The result of this study is following. Haengrang has several uses such as a night duty room, a storehouse, a government office or a banquet hall etc. So the interior spaces were finished with various methods that were suitable for the use of each room, and the material of the floor were the ground, Maru(the wooden floor) or Ondol(the Korean traditional heating system) There were held many kinds of ceremonies in Jeongjeon, and the government officials could not enter the inside of that building and took part in the ceremony on the front court of Jeongjeon, except the men performing the ceremony. But the high ranking officials could enter the inside when King gave a banquet and there, they prostrated themselves before King. They sat down with their legs crossed on the ground floor instead of sitting on a chair. When King held tea ceremony with Chinese envoys in Jeongjeon, they sat on Gyoui(交倚, a kind of armchair). Then, the government officials performing the ceremony in Jeongjeon prostrated himself around the King and the Chinese envoys and others stood around them.

  • Our agricultural extension system with all its success and failures, rewards and punishment was introduced 50 years ago with particular reference from United States. Some of the established principles and policies of effective extension work were shaken off for immediate result. But the results were not praiseworthy. The purpose of this study is to throw some light on the question of systems and approaches on agricultural extension that can adequately meet the challenges of the future. Our extension system is `special government type` which administers a nation-wide network of extension and training services in close collaboration with that of the experiment station. This type, however, has innate weakness which inclined to be standardized, inflexible, and irrelevant to actual needs of farming communities and problems of farmers. In this regard, it is necessary to consider another approaches of agricultural extension: `Government Type`, `Agricultural University`, `Farmers Organization`. The characteristics features, advantages and disadvantages of these models have been discussed. Each model has been found wanting in one way or another to meet the needs and interest of the present Korean situation. In view of the agricultural situation, and considering the expected changes of farmers and technologies in the years ahead, the `modification (especially to the direction of provincial government) of preset system` was expected which would be operationally flexible and organizationally unified and decentralized. The modification of present system should include the following characteristics: 1) universal contact with client system, 2) local planning based on the needs of clients, 3) using multiple method of nonformal education, 4) fitting with both general and specialized farming systems, 5) accommodating variable clients, technologies and educational objects.

  • The purpose of the study is to research the legal nature and essence of corrupt behavior, as well as the international and national legal aspects of the fight against corruption. The article discloses the relation between the factual results of the operation of anti-corruption normative and legal acts and the goals and objectives for which they were adopted. The effectiveness of the regulatory effect and quality of anti-corruption legislation is determined by the example of the Russian Federation. The article provides an analysis of theoretical aspects of the theory and history of the formation and development of anti-corruption legislation (on the example of Russia and some other countries, as well as international legal norms) giving several practical examples from foreign legislation demonstrating the structure of the system of government bodies battling against corrupt behavior (including its latent forms). The authors suggest that there is a need for a unified conception of information and propaganda support of state anti-corruption activities. This will make it possible to inform the population that the state is actively working to prevent corruption threats and to bring perpetrators to justice, as well as contribute to citizens' trust in the state policy in this area. At the same time, it is necessary to regularly inform the citizens about the provisions of the anti-corruption legislation, explaining the importance of their observance.

  • This thesis introduce the organization system and office regulation of standardization administrative organization for the change of times, also suggest improvement plan for its effective management. The main improvement plan refer to the standardization administrative organization\`s work, this thesis suggest, 1. Readjustment of national standardization system and effective reorganization for standards information organization. 2. For industrial standards system, the korea industrial standards should be maintained uniform system, So decentralized korea industrial standard at government ,must be unified and maintained to unique policy for its effective improvement. 3. To strengthen with international standards organization, a institutional device, budget funds, and expert should be backed up. 4. For training and education of expert, Refer to the performance of one\`s duty, the proper expert should be chosen and posted. Also, systematic training and education system for expert must be developed, So they can be on duty continuously, Finally, this thesis suggest that the necessity of systematic and unique policy must be established for high position at international area. Since the limitation of data, the future research will be performed for budget funds and personnel setup.

A Study on the City Wall Ruins Preservation and Management of China (중국 성곽유적의 보존 및 관리)

  • The main objective of this study is to analyze the preservation and management for the city wall ruins of China, and to find out the implications. Firstly, Chinese walls have experienced a process from demolition to protection. The walls of the historical value of the site are gradually being certified, and many walls ruins were designated as a conservation unit. Secondly, China's institutional system is based on the central government issued Cultural Relics P rotection Law and combined with the actual situation of local governments to establish a special law. Management System is Cultural Relics Bureau, the planning department, the garden department and the tourism sector joint implementation. Thirdly, through the study of Nanjing, Xian, Pingyao, Suzhou city wall ruins finding that perfect legislation and unified management system to help protect city wall ruins.

  • This study is to examine the public participation activities in the progress of the design competition, purposed to provide urban public spaces by the reuse of industrial heritages. Through the case studies of Berlin Tempelhof Parkland, Mapo Depot and Seoul Station 7017, following activities are common: citizen idea competition, forum, field trip, survey and winners exhibition. However, those activities are more closely organized to the competition process in Tempelhof Parkland, than other tow projects of Seoul Metropolitan Government. Also, it enables to clear and develop the public ideas more that those programs such as survey, citizen idea competition and field trip, are linked to each other in the case of Tempelhof Parkland. It could be achieved by the unified organization between competition preparation and public participation operation.

  • In the last twenty years at home and abroad, there were outcries demanding conservation of local and historic environment. HAHOE, the most outstanding folk village of our country, has drawn the attention of visitors and investigators. This study aims to clarify the conservation measure of HAHOE. The conclusions of this study can be summarized as follows : a) The most efficient way to conserve historic environment is to harmonize the old and new modern living functions of the area. b) Special and new policies should be established for the rehabilitation of historic environment. c) It is necessary to give more attention to value natural and architectural vistas. d) Unified regulations and activities of the community action group or local government are requested.

  • The need for structuring an organized and systematic industrial standardization system in which to administers all standards being managed by various executive branches of the government is more than ever becoming important. Also, as the global market continues to become unified, strengthening ties to other international standardization organizations and intensify cooperative activities must not be overlooked. What our nation need to focus at the present time, in regard to industrial standardization activities, is to construct a detailed plans for making inroad for our experts into international standardization organizations at the same time to train and cultivate experts under an effective long and short term, and systematic plans for the purpose of getting involved in international standard making activities.
