Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.
The national land survey is implemented for the purpose of accomplishing the basic goal called an effective development of national land through close survey on physical/social conditions and periodic/social requirements of national land. However, the situation is that there isn't much difference from other data because the data constructed at the local governments or other ministries are gathered to be processed and provided as national land index which is not a field survey while the situation is that the national land index are changed frequently according to domestic and foreign circumstances and transition so that the applicability is low because there is no data accumulated for a long period of time on the same index. Considering that most government offices and local governments are performing surveys out of their own unique necessity to construct the results followed by such survey as data which includes spatial data as a form of database since the importance of statistics data and map data has become highlighted recently, it is necessary to make a new approach in the aspect of investigating the current situation of national territory on the national level. Accordingly, this study has proposed a new national land survey system to prepare for unification of North and South Korea as well as to provide the decision making data necessary for setting up the policies for effective land development and value conservation of the national land.

The study proposed a strategy for supporting North Korea's SOC construction in the future by reviewing domestic and foreign cases. According to the literatureanalysis, we developed a candidate list of technology for SOC of North Korea in terms of Construction Management / economy sectors. The category is North Korea SOC construction support, and the sub-category is North Korea SOC construction support program. The implementation procedures included the following six steps: Preparation, Support for Establishing Construction Industry Base, Support for Establishing Business Management Base, Support for HR Management Base, Business Model Establishment/Expansion, and Monitoring of Management Result. Lastly, we developed twenty-five candidates of detailed technology. In the future, it is necessary to decide a methodology for project implementation by each scenario after selecting a study area, and to develop a more specified scenario.

Distribution of a series of procedure for establishment and revision for various instructions on information security for public institutions and diversified process of performance system following the compliance with the instruction are applied to the integrated procedure that any revision or change has led to the studies that are applied on the basis of all environment requirements and the facilitation of such studies in the integrated procedure for the entire information security. However, as the difference of possessing the work territory for each institution, maintaining and securing the security with the heterogeneous type for subject, the information still displays the issues to link to a series of process to the procedure to secure the foregoing as stability, In addition, the notice should be made by the public institutions for the result structured and notified on the basis of budget and the additional time and expenses for re-distributing to the private institutions would be another issue for the part to accomplish the purpose of such study. Therefore, under this study, the subject of information security of similar institutions should be sorted out and statistically classified, and it proposes the integration procedure through a series of diversity and multi-change process and summarize the same in the proposed procedure to engage in studies to secure the optimal stability.
Currently Korean government is rushing the new electronic government system introduced as 'platform e-government' with big data and cloud computing technologies and systems, ultimately intending to provide the public institution services customized from the integrated counter or window for the heterogeneous resident services. In this regard, this study suggested how to design the new metadata information system in which mutual integration of information systems can take place, where heterogeneous services can be shared efficiently at the application and data unit, as a separate application that can provide a single one- stop service for residents' petition at the integrated level in the back-office based on the public data in possession of each of government ministries and related organizations. If this proposed system is implemented, the achievement of customized public service can be advanced one step forward in processing the petitions of the residents by organically connected link between 'Demand Chain' and 'Supply Chain' in the integrated window. In other words, it could be made possible through the unification of both the 'Supply Chain' performed in the office space of the officials at the back-office level and the 'Demand Chain' performed in the living space of the residents at the front-office level.
As we enter the era of big data, the value of personal information is becoming ever more important. However, personal information protection laws in Korea have several issues. Furthermore, existing research are limited in their ability to facilitate a comprehensive understanding of measures to improve personal information protection laws. Accordingly, this study analyzes improvements to be made in the current personal information protection laws based on existing research. A total of 39 research articles discussing the problems of the personal information protection law were selected and analyzed by applying the meta - analysis technique. According to the results, the various issues such as the meaning and scope of personal information, the role and obligations of relevant parties, provision of personal information to third parties, and redundant and imbalanced regulations in special acts in each field. that exist in the current personal information protection laws were confirmed. This study contributes to the improvement of inconsistency between information protection laws and related special laws in each field in practice. Academically, it will contribute to understanding the problems of th law from the macro perspective and suggesting the integrated improvement ways of the law.
Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. The purpose of this study was to explore the changes of values in Korea focused on the period from liberation in 1945 to industrialization in the late 1970s. Those periods classified into 'Transitional Era' and 'Industrial Era' based on historical events significantly influenced the changes of value system of Korean people or Korean society. In this study, not only main values and right people for society but also the way of changing value system in those periods were suggested by investigating factors of politics, economy and society. The results are as follows : First, main values and right people for society on each period were as follows : In Transitional Era, main values were manners and social norms, and right people for this period were practical intellectuals pursuing the principle of action-oriented truth-and- knowledge-seeking. In Industrial Era, on the other hand, main values were sincerity, diligence, self-help and collaboration, and right people for this period were skilled man having occupational ability which was essential for economic development. Second, lasting value in Transitional Era and Industrial Era was patriotism. The patriotism in early Transitional Era was appealed to nation and people because of the collapse of ruling system and the absence of leaders, however, the patriotism changed to loyalty towards a national leader or seniors after the formation of new ruling system by building nation and electing a leader. On the other hand, the patriotism of Industrial Era was distinctly defined purpose for carrying out national economic policy and overwhelming Democratic People's Republic of Korea with anti-communist spirit and unification will.
This article tries to compare exchange relations between welfare and dictatorship in the East Germany and the North Korea. Unlike capitalist welfare aiming at correcting market results socialist welfare has been proposed to satisfy people's basic needs, but it had operated as instrument of dictatorship. Relation between welfare and dictatorship could be distinguished as hard exchange and soft one in line with social construction of welfare. Welfare-dictatorship relation in East Germany had developed from its formation(1949-1970s), crisis(1980s) and dissolution(1989-1990). There had established hard exchange relation in which the legitimacy of dominance had debted to welfare as social rights. While crisis of the exchange relation had been modest in a form of insufficient supply of consumption goods, it was one of the elements of collapse of dictatorship, leading to the unification with West Germany. The journey of the exchange relation in North Korea can be characterized by its formation(1948-1980), crisis(1990s-2000s), and transformation(2010s). Unlike East Germany, welfare was socially constructed as gift form the ruler to the ruled, which made the combination of welfare and dictatorship loosely coupled. Although economic crisis was severe compared to East German one the rulers have succeeded maintaining dictatorial dominance by creating dual exchange relation. They separated core group and subordinated one supporting the former at the expense of the latter. They blocked out most of the people from soft exchange relation making bad use of muddling-through life style dependent on market activities. This strategy led to a 'dictatorship neutral welfare extinction'. Taking the high degree of institutionalization of newly establishing welfare-dictatorship relation into account, lives of most people are hardly expected to be improved by gift by their rulers even if North Korean economy will recover in the future.
Last year, a new perception of the right to peace on the Korean Peninsula was adopted: DMZ Yanggu Peace Declaration 2021. The Declaration reflects that there is a raising of necessity for a new perception and approach from the perspective of DMZ-related laws, sustainable ecological environment and security. Gangwon is making considerable efforts to make the border area in DMZ as an area of peace by continuously enhancing publicity on the establishment of the 'Peace Special Self-Governing Province'. This study suggests the necessity of a paradigm shift towards the significance of the interkorean border region that it should function as a passage between the South and the North rather than a dam. For, to be renewed as a sustainably developing region through newly constructed flow of communication, the wall of hostility must preliminarily fall dawn. Then a question arises about how Gangwon is, out of other border region, most eligible for the reconsideration of its significance as a border area. The answer relies on the newly established agenda and understandings towards the right to peace in the perspective of founding the policy for the Unification of the Korean Peninsula. Furthermore, the conservation of DMZ ecological environment through enlistment of UNESCO Biosphere Reserve should go hand in hand with the ultimate value of global agenda of the conservation and protection of the environment. The study insists that the peace zone is a prerequisite for the adaption of the era of future-oriented glocalization featured by the Fourth Industrial Revolution. Up to this date, the border area was an area of pain and agony. It is time for Gangwon to be reborn as an area of peace and coexistence. The aim of this study is to point a direction for Gangwon to become a sustainably developing region by illuminating the value of the Gangwon border area as a new area of peace.
