  • In order to generate the gray scale image by the binary state imaging devices such as a digital printer, the gray scale image needs to be converted into the binary image by the halftoning techniques. This paper presents a new error diffusion technique to achieve the homogeneous dot distributions on the binary images. In this paper,'the minimum pixel distance'from the current pixel under binarization to the nearest minor pixel is defined first. Also, the gray levels of the input image are converted into a new variable based on the principal distance for the error diffusion. In the proposed method, the difference in the principal distances is utilized for the error propagation, whereas the gray level difference due to the binarization is diffused to the neighboring pixels in the existing error diffusion techniques. The quantization is accomplished by comparing the updated principal distance with the minimum pixel distance. In order to calculate the minimum pixel distance, MPOA(Minor Pixel Offset Array) is employed to reduce the computational loads and memory resources.

  • Defense M&S (Modeling & Simulation) is utilized as a realistic method to analyze MOE (Measure of Effectiveness) of weapon systems by modeling weapons and their operational environment on the computer, and simulating them under various war scenarios. As weapon systems become complex in their structure and dynamics, model engineering are experiencing difficulties to construct simulation models on a computer. A model repository helps model developers to save model development time and cost by systematically storing predefined and already validated models. However, most repositories for Defense M&Shave not been successful partly due to limited accessability, vulnerability to security threats, and low level of dependability. In this paper, we propose W-Cloud (Weapon Cloud), a cloud model repository for reusing predefined weapon models. Clients can access W-Cloud on any platforms and various devices, yet security and confidentiality concerns are guaranteed by employing multi-tier information protection mechanism.

  • The reservoir area is defined as the area surrounded by the planned flood level of the dam or the land under the planned flood level of the dam. In this study, supervised classification based on RF (Random Forest), which is a representative machine learning technique, was performed to detect cropland in the reservoir area. In order to classify the cropland in the reservoir area efficiently, the GLCM (Gray Level Co-occurrence Matrix), which is a representative technique to quantify texture information, NDWI (Normalized Difference Water Index) and NDVI (Normalized Difference Vegetation Index) were utilized as additional features during classification process. In particular, we analyzed the effect of texture information according to window size for generating GLCM, and suggested a methodology for detecting croplands in the reservoir area. In the experimental result, the classification result showed that cropland in the reservoir area could be detected by the multispectral, NDVI, NDWI and GLCM images of UAV, efficiently. Especially, the window size of GLCM was an important parameter to increase the classification accuracy.

  • This research paper delved into the availability and utilization of library portal services for research in university libraries in Nigeria. Two research questions and two null hypotheses were formulated to guide the study. A structured questionnaire was used for data collection. The study was carried out in Nnamdi Azikiwe Library, University of Nigeria Nsukka (UNN) and Felix Aghagbo Nwako Library, Nnamdi Azikiwe University Library (UNIZIK), Awka. A total of 70 professionals (librarians and system analysts) in these libraries supplied data for the study. Data collected was analyzed using mean and standard deviation. These were used to answer the research questions while the null hypotheses were tested using t-test statistic at 0.05 level of significance and 68 degree of freedom. Major findings showed that portal services available in the library showed that the areas of availability of library portal services in Nnamdi Azikiwe Library, U.N.N. includes Agriculture, Health Sciences, Engineering, Environmental Sciences and information about institution, Social Sciences, Arts and Humanities, Natural Sciences. • The drought risk has been increasing recently due to climate change causing the extreme climate to be more frequent. In order to supply agricultural water stably under drought, it is necessary to operate an agricultural reservoir in response to drought. To this end, it is crucial to establish appropriate drought response operation rules considering weather conditions and reservoir status. In the reservoir operation simulation, the supply amount differs from the actual reservoir supply for many reasons, including maintaining water levels for supply and accommodating farmers' requests. So, for a more realistic reservoir operation simulation, it is necessary to reflect the reservoir operation rules of the actual water management site. Therefore, in this study, through a survey, the standards for limitation of agricultural water supply applied to agricultural reservoirs in Korea were investigated, and the criteria for drought response reservoir operation (DRO) were established based on the survey. Then, the DRO was applied to the irrigation period for nine subject reservoirs. The applicability was evaluated by comparing the DRO result to the operation result of HOMWRS (Hydrological Operation Model for Water Resources System). The reservoir drought index, storage rate, and daily supply were compared for evaluation. From the result, DRO showed more stable operation results in most cases against drought as it has fewer days of water supply limitation and a somewhat reservoir storage rate which can be utilized for prolonged drought.

  • Under the "Act on Safety Control of Small Public Facilities (enacted in 2015)", each local government selects and conducts annual safety inspections for small public facilities. Among small public facilities, small bridges pose high risks and are heavily utilized by local residents, making them challenging to manage due to their large numbers and limited resources. Therefore, there is a need for a rational selection method that considers the management capacity of local governments, as well as the establishment of objective risk evaluation and maintenance planning for small hazardous facilities. In this study, we propose a selection method based on structural and functional classification of small bridges, considering the management capacity of local governments. Additionally, we present quantitative evaluation indicators for ten risk evaluation criteria, aiming to facilitate objective risk evaluation.
