모의실험을 통한 2015년 공무원 연금제도 개정안의 효과분석 (Analysis of the 2015 reform plan of government employees pension system (GEPS) through monte carlo simulations)

  • 공무원연금제도 도입 시 구조적인 불균형과 기대여명의 증가로 인한 공무원연금기금의 재정적자가 지속되어 정부보전금이 계속해서 증가하고 있다. 이에 따라 2009년에 개정이 있었으며 개정의 효과에 대한 평가와 함께 장기적인 공적연금의 안정을 위해 2015년 공무원연금제도의 개혁에 관한 논의가 활발하게 진행되었다. 본 연구에서는 공무원연금에 대한 확률모형을 설정하여 2015년 통과된 개정안에 관한 논의 중 특히 모수개혁의 효과를 살펴보았다. 현행법과 비교해 고 부담 저 급여의 방향성을 확인하였으며 공무원연금 재정안정에 미치는 영향의 정도를 모의실험을 통한 파산확률과 정부보전금의 수준으로 검토하였다. 또한 개인가입자의 경우 2015년 개정안 적용으로 인한 연금수령금의 기댓값과 연금 보험료를 계산하고, 임용연령과 가입시점에 따른 수익비로 비교하여 공무원연금의 혜택 수준을 알아보았다. 개인가입자의 경우 더 내고 덜 받는 개정안의 방향에 따라 연금수령금의 기댓값이 줄어들어 혜택수준이 감소한 것을 확인할 수 있었다. 재정기금의 분석에서는, 파산하지 않기 위한 기금의 운용수익률이 낮아지고 정부보전금의 크기도 감소하였으나, 기존 재직자에 대한 개정안의 영향이 미미하기 때문에 공무원연금기금에 미치는 개정안의 효과는 크다고 볼 수 없었다.

효율적인 병원보건관리를 위한 태아건강분류 모델 (Design of Fetal Health Classification Model for Hospital Operation Management)

  • 본 연구에서는 병원에서 실질적인 태아분만 시스템에 관리를 위한 태아건강분류모델을 설계하는 것을 목적으로 한다. 출산 중 사망자 수는 2017년을 기준으로 295,000명인 산모 사망률과 유사하다. 이러한 사망의 94%는 환경에 의해 발생하므로 대부분 예방할 수 있다. 따라서 본 논문에서는 랜덤 포레스트(Random Forest)를 이용하여 Cardiotocograms(CTG) 검사에서 추출한 2개의 데이터(태아의 심박수, 태아의 움직임, 자궁 수축 등)로 태아의 건강을 예측하는 모델을 제안하였다. 본 연구에서 제안된 모델은 태아분만 보건운영 시스템을 안정적으로 관리하기 위해 태아분만에 대한 데이터의 분포가 불균형한 이상 데이터를 갖는 항목을 찾아 표준편차의 상한 및 하한의 임계값을 설정하여 이상값을 제거하여 정확도를 높혔다. 또한 태아의 건강상태를 나타내는 클래스의 비율이 불규칙함으로, 데이터 리샘플링을 이용하여 소수의 클래스를 복제하여 클래스의 균형을 맞추었다. 그 결과 정확도가 4~5% 향상되어 97.75%로 나타났다. 이에 예측 모델을 통해 발생 할 수 있는 태아의 사망과 병을 사전에 정확히 예측하여 우선적으로 관리함으로써 효율적인 태아 보건운영과 태아 사망 및 병 예방에 기여할 수 있을 것이라고 기대한다.

  • Recently, there has been considerable interest in micro gyroscopes made of silicon chips. It can be applied to many micro-electro-mechanical systems (MEMS): devices for stabilization, general rate control, directional pointing, autopilot systems, and missile control. This paper shows how the mechanical design of the gyroscope can be done using axiomatic design, followed by the application of the Taguchi robust design method to determine the dimensions of the parts so as to accommodate the dimensional variations introduced during manufacturing. Functional requirements are defined twofold. One is that the natural frequencies should have fixed values, and the other is that the system should be robust to large tolerances. According to the Independence Axiom, design parameters are classified into a few groups. Then, the detailed design process is performed fellowing the sequence indicated by the design matrix. The dimensions of the structure are determined to have constant values fur the difference of frequencies without consideration of the tolerances. It is noted that the Taguchi concept is utilized as a unit process of the entire axiomatic approach.

미국과 캐나다 연소노년층의 저비용 소형 주거단지 생활에 관한 연구 : 농촌지역 소도시 외곽을 중심으로 (A Study on Lives of the Young Elderly in Low Cost Small Housing Communities in America and Canada : Focused on Suburban Areas of Small Cities along Rural Counties)

  • This study has been performed to explore process of forming low cost small site housing communities and residential lives of the young elderly around small cities along rural counties of America and Canada, and suggest future implications for Korea. In this study, five low cost small housing zones such as cottage and mobile home parks in non-metropolitan counties of California and Ontario State such as Weed, Paradise, Sun City,, Wellington on the Lake, and Trenton were visited and the elderly residents and service experts were interviewed. The senior concentrating housing clusters were formed primarily from influx of both metropolitan and rural residents for the purpose of seeking warmful localities, traffic connections, and business purposes in theme focused production areas. On the other hand, residential lives in the zones are occasionally negatively influenced by unbalanced concentrations of elderly facilities such as nursing stations and funeral homes. For the future of Korean rural elderly policies, suggestions are made as follows: first, integrated forms of urban and rural township need to be settled as attracting places for early retiring people who seek low cost pastoral oriented but culturally activated environment. Second, a model town of mobile housing structures needs to be initiated as a measure of evaluating adaptation process of those movers. Third, a cooperation system among governmental ministries needs to be formed in order to integrate a long term master plan of establishing traditional rural town of independent housing districts. fourth, productive and active lifestyles need to be maintained for government lead retirement rural villages by limiting expansion of nursing related facilities around the independent areas. Fifth, visiting welfare service programs and volunteer groups need to be further developed for the housing area especially in winter time, when social integration and emotional comforts are extremely limited.

부분 구문 분석 결과에 기반한 두 단계 부분 의미 분석 시스템 (Two-Phase Shallow Semantic Parsing based on Partial Syntactic Parsing)

  • 부분 의미 분석 시스템은 문장의 구성 요소들이 술어와 갖는 관계를 분석하는 것으로 문장에서 술어의 주체, 객체, 도구 등을 나타내는 의미 논항을 확인하게 된다. 본 논문에서 개발한 부분 의미 분석 시스템은 두 단계로 구성되어 있는데, 먼저 부분 구문 분석 결과로부터 의미 논항의 경계를 찾는 의미 논항 확인 단계를 수행하고 다음으로 확인된 의미 논항에 적절한 의미역을 부착하는 의미역 할당 단계를 수행한다. 순차적인 두 단계 방법을 적용하는 것에 의해서, 학습 성능 저하의 주요한 원인인 클래스 분포의 불균형 문제를 완화할 수 있고, 각 단계에 적합한 자질을 선별하여 사용할 수 있다. 본 논문에서는 PropBank 말뭉치에 기반한 CoNLL-2004 shared task의 데이터 집합 및 평가 프로그램을 사용하여 각 단계가 시스템의 전체 성능에 기여하는 정도를 보인다.

심층신경망을 활용한 Cochlodinium polykrikoides 적조 발생 예측 연구 (Study on Cochlodinium polykrikoides Red tide Prediction using Deep Neural Network under Imbalanced Data)

  • 본 연구에서는 심층 신경망을 이용하여 Cochlodinium polykrikoides 적조 발생을 예측하는 모델을 제안한다. 적조 발생 예측을 위해 8개의 은닉층을 가진 심층 신경망을 구축하였다. 위성 재분석 자료와 기상수치모델 자료를 이용하여 과거 적조 발생해역의 해양 및 기상인자 총 59개를 추출하여 신경망 모델 학습에 활용하였다. 전체 데이터셋 중 적조 발생 사례는 적조 미발생 사례에 비해 매우 적어 불균형 데이터 문제가 발생하였다. 본 연구에서는 이를 해결하기 위해 과표집화(Over sampling) 기반 데이터 증식(Data augmentation) 기법을 적용하였다. 과거자료를 활용하여 모형의 정확도를 평가한 결과 약 97%의 정확도를 보였다.

Wind Energy Interface to Grid with Load Compensation by Diode Clamped Multilevel Inverters

  • Fluctuating wind conditions necessitate the use of a variable speed wind turbine (VSWT) with a AC/DC/AC converter scheme in order to harvest the maximum power from the wind and to decouple the synchronous generator voltage and frequency from the grid voltage and frequency. In this paper, a combination of a three phase diode bridge rectifier (DBR) and a modified topology of the diode clamped multilevel inverter (DCMLI) has been considered as an AC/DC/AC converter. A control strategy has been proposed for the DCMLI to achieve the objective of grid interface of a wind power system together with local load compensation. A novel fixed frequency current control method is proposed for the DCMLI based on the level shifted multi carrier PWM for achieving the required control objectives with equal and uniform switching frequency operation for better control and thermal management with the modified DCMLI. The condition of the controller gain is derived to ensure the operation of the DCMLI at the fixed frequency of the carrier. The converter current injected into the distribution grid is controlled in accordance with the wind power availability. In addition, load compensation is performed as an added facility in order to free the source currents being fed from the grid of harmonic distortion, unbalance and a low power factor even though the load may be unbalanced, non-linear and of a poor power factor. The results are validated using PSCAD/EMTDC simulation studies.

일부 노인의 구강보건지식·행태 및 실천에 관한 조사연구 (A study on oral health knowledge, behavior and practice among elderly people in some regions)

  • Objectives : The purpose of this study was to examine the general characteristics, oral health knowledge and oral health behavior of elderly people and the relationship of their oral health knowledge to practice of the knowledge in an attempt to provide information on the development of the senior oral health care system. Methods : The subjects in this study were 324 elderly people who used five different social welfare centers in the regions of Sooncheon and Yeosoo. Results : 1. The oral health knowledge of the elderly people investigated was at a low level. Among different sorts of oral health knowledge, they had the best knowledge on the cause of dental caries, and they were most ignorant about the right time for regular dental checkup. 2. Regarding connections between general characteristics and oral health knowledge, the elderly people who never went to a dentist had a better knowledge on oral health, and those who cared about oral health had a better knowledge than the others who didn't. 3. As to practice of oral health knowledge, the best oral health behavior they did was to clean the tongue during toothbrushing, and oral health behavior was not to have an unbalanced diet. The second best one was to be well-nourished, and the third best one was to refrain from drinking, smoking and eating sugar-containing food. The fourth best one was to get a regular dental check-up and teeth cleaned. 4. There was a positive correlation between oral health knowledge and oral health behavior. A better oral health knowledge led to a better oral health behavior. Conclusions : The better oral health knowledge of the elderly people was followed by a better oral health behavior, and the development and implementation of customized oral health education programs geared toward the elderly are urgently required. Oral health professionals should direct their energy into providing sustainable and systematic oral health education, and institutional measures should be taken to make it happen.

Seismic design of chevron braces cupled with MRF fail safe systems

  • In this paper, the Theory of Plastic Mechanism Control (TPMC) is applied to the seismic design of dual systems composed by moment-resisting frames and Chevron braced frames. The application of TPMC is aimed at the design of dual systems able to guarantee, under seismic horizontal forces, the development of a collapse mechanism of global type. This design goal is of primary importance in seismic design of structures, because partial failure modes and soft-storey mechanisms have to be absolutely prevented due to the worsening of the energy dissipation capacity of structures and the resulting increase of the probability of failure during severe ground motions. With reference to the examined structural typology, diagonal and beam sections are assumed to be known quantities, because they are, respectively, designed to withstand the whole seismic actions and to withstand vertical loads and the net downward force resulting from the unbalanced axial forces acting in the diagonals. Conversely column sections are designed to assure the yielding of all the beam ends of moment-frames and the yielding and the buckling of tensile and compressed diagonals of the V-Braced part, respectively. In this work, a detailed designed example dealing with the application of TPMC to moment frame-chevron brace dual systems is provided with reference to an eight storey scheme and the design procedure is validated by means of non-linear static analyses aimed to check the actual pattern of yielding. The results of push-over analyses are compared with those obtained for the dual system designed according to Eurocode 8 provisions.

Characterization of a Novel Fibrinolytic Enzyme, BsfA, from Bacillus subtilis ZA400 in Kimchi Reveals Its Pertinence to Thrombosis Treatment

  • Recently, the cardiovascular disease has been widely problematic in humans probably due to fibrin formation via the unbalanced Western style diet. Although direct (human plasmin) and indirect methods (plasminogen activators) have been available, bacterial enzyme methods have been studied because of their cheap and mass production. To detect a novel bacterial fibrinolytic enzyme, 111 bacterial strains with fibrinolytic activity were selected from kimchi. Among them, 14 strains were selected because of their stronger activity than 0.02 U of plasmin. Their 16S rRNA sequence analysis revealed that they belong to Bacillus, Leuconostoc, Propionibacterium, Weissella, Staphylococcus, and Bifidobacterium. The strain B. subtilis ZA400, with the highest fibrinolytic activity, was selected and the gene encoding fibrinolytic enzyme (bsfA) was cloned and expressed in the E. coli overexpression system. The purified enzyme was analyzed with SDS-PAGE, western blot, and MALDI-TOF analyses, showing to be 28.4 kDa. Subsequently, the BsfA was characterized to be stable under various stress conditions such as temperature (4-40oC), metal ions (Mn2+, Ca2+, K2+, and Mg2+), and inhibitors (EDTA and SDS), suggesting that BsfA could be a good candidate for development of a novel fibrinolytic enzyme for thrombosis treatment and may even be useful as a new bacterial starter for manufacturing functional fermented foods.
