  • Increasing the need of national safety management system in order to an epoch-making improvement to scientific disaster management which appears new types of disasters through the exchange of traditional disaster environment and responds actively to the rapid exchange of social environment based on u-IT. Requiring the development of systematical information sharing networking system and sharing realtime data amongst government, local authorities and related organisations under both safety management in normal times and circumstance management in disaster times, and need for the establishment of national safety strategy, which has been strengthened function such as prevention and preparation. This research provides a basic scheme and strategic tasks in order to constitute preventing scientific national disaster prevention structure at anytime and anywhere from disaster which is based on ubiquitous technology and realise the intelligent national disaster prevention system of u-safe Korea.

  • U-Healthcare 서비스는 차세대 의료 패러다임으로 많은 이용자에게 편의성을 보장하기 때문에 사회에서 그 중요성이 인식되고 상용화 시도가 이루어지고 있다. 이러한 U-Healthcae 서비스 시장이 안전하게 형성되기 위해서는 정부의 보안정책이 확실하게 정립되어야 한다. 본 고에서는 안전한 U-Healthcare 서비스의 보안위협을 보안의 3대 요소인 기밀성, 무결성, 가용성을 기준으로 분류하고 살펴본 후 이에 대한 보안정책 방향을 제시하고자 한다.

  • An integrated medical information system should be equipped for the activation of u-healthcare service. In addition, the integrated medical information system should be based on an authentication system to be implemented in a safe environment. However, several requirements are being developed yet. In this paper, biometric authentication system will be designed and proposed for u-healthcare services for the integrated medical information system to go one step further.

  • The U-health service provides medical services with patients anytime or anywhere and is defined as the service that combines information and communication technology with health and medical service. However, it causes some troubles, such as the disclosure of patients' medical information or data spills (personal information extrusion). Moreover, it has the weak point of the security threats associated with data based on existing wire-wireless systems because it conducts data transmission and reception through the network. Therefore, this paper suggests a safe personal information management system by designing integrated certification schema that will help compensate for the weaknesses of the U-health service. In the proposal, the protocols for user information, certification between medical institution and users, data communication encryption & decryption, and user information disuse were designed by applying the ID-Based Encryption, and analyzed such existing systems and PKI Based-based communication process, securely and safely.

  • 서울에는 지상 60층이 넘는 초고층 건물과 지하 8층 이상의 초심층 건축물. 지하철과 상가, 백화점, 호텔, 전시장등이 연결된 대규모 복합유통시설 지역 등이 있다. 이런 지역이나 시설에서 화재와 같은 재난사고가 발생시 진압작전을 위해 투입된 소방관의 위치를 제대로 파악할 수 없으면 투입된 소방관의 안전은 물론 효율적인 지휘통제가 제한되어 결국 더 많은 자체 피해와 더불어 화재 진압 및 시민 구조에 제한을 받을 수밖에 없다. 이러한 대형재난에 유비쿼터스 기술을 활용하여 투입한 소방력의 효율적인 운영과 과학적인 진압작전을 구사하여 시민의 생명과 재산을 최대한 보호할 수 있는 재난대응지원 시스템 구축방안을 제시하였다.

A STUDY ON OXIDATION TREATMENT OF URANIUM METAL CHIP UNDER CONTROLLING ATMOSPHERE FOR SAFE STORAGE

  • The U metal chips generated in developing nuclear fuel and a gamma radioisotope shield have been stored under immersion of water in KAERI. When the water of the storing vessels vaporizes or drains due to unexpected leaking, the U metal chips are able to open to air. A new oxidation treatment process was raised for a long time safe storage with concepts of drying under vacuum, evaporating the containing water and organic material with elevating temperature, and oxidizing the uranium metal chips at an appropriate high temperature under conditions of controlling the feeding rate of oxygen gas. In order to optimize the oxidation process the uranium metal chips were completely dried at higher temperature than $300^{\circ}C$ and tested for oxidation at various temperatures, which are $300^{\circ}C$, $400^{\circ}C$, and $500^{\circ}C$. When the oxidation temperature was $400^{\circ}C$, the oxidized sample for 7 hours showed a temperature rise of $60^{\circ}C$ in the self-ignition test. But the oxidized sample for 14 hours revealed a slight temperature rise of $7^{\circ}C$ representing a stable behavior in the self-ignition test. When the temperature was $500^{\circ}C$, the shorter oxidation for 7 hours appeared to be enough because the self-ignition test represented no temperature rise. By using several chemical analyses such as carbon content determination, X-ray deflection (XRD), Infrared spectra (IR) and Thermal gravimetric analysis (TGA) on the oxidation treated samples, the results of self-ignition test of new oxidation treatment process for U metal chip were interpreted and supported.

  • 2010년 4월을 뜨겁게 달군 천암함 사태 때 사고 수색을 위해 생계인 조업도 포기하고 달려온 '98 금양호'가 침몰하였지만 금양호에 탑재된 조난 위치 자동발신장치는 1세대 탐색구조 단말기로 GPS 수선이 되지 않는 신호 장치였다고 한다. 만일 GPS 수신기가 탑재된 탐색구조 단말기가 설치되어 있었다면 상황은 달라졌을 것이다. 이와 같이 국가기반 재난뿐만 아니라 사회적 재난에 대한 대책마련이 중요시 되고 있다. 이에 u-방재 City 모델, u-Safe Korea 등 안전 및 방재에 관한 다양한 가이드 라인이 마련되고 있다. 본 고에서는 u-방재 서비의 개념 및 현황, u- 방재 서비스와 기술 동향에 대하여 기술하고자한다.

Sustainable animal agriculture in the United States and the implication in Republic of Korea

  • Agriculture has played a significant role in the national economy, contributing to food security, driving economic growth, and safeguarding the dietary habits of the population. Korean agriculture has been compelled to focus on intensive farming due to its limited cultivation area, excessive input costs, and the limitations of agricultural mechanization. In the Republic of Korea (R.O.K), the concept of environmentally friendly animal agriculture began to be introduced in the early 2000s. This concept ultimately aims to cultivate sustainable animal agriculture (SAA) through environmentally friendly production practices, ensuring the healthy rearing of animals to supply safe animal products. Despite the government's efforts, there are still significant challenges in implementing environmentally friendly agriculture and SAA in the R.O.K. Therefore, the objective of this review is to establish the direction that the animal agriculture sector should take in the era of climate crisis, and to develop effective strategies for SAA tailored to the current situation in the R.O.K by examining the trends in SAA in the U.S. The animal agriculture sector in the U.S. has been working towards creating a SAA system where humans, animals, and the environment can coexist through government initiatives, industry research, technological support, and individual efforts. Efforts have been made to reduce emissions like carbon, and improve factors affecting the environment such as the carbon footprint, odor, and greenhouse gases associated with animal agriculture processes for animals such as cattle and pigs. The transition of the U.S. towards SAA appears to be driven by both external goals related to addressing climate change and the primary objectives of responding to the demand for safe animal products, expanding consumption, and securing competitiveness in overseas export markets. The demand for animal welfare, organic animal products, and processed goods has been increasing in the U.S. consumer market. A major factor in the transformation of the U.S. animal agriculture sector in terms of livestock specifications is attributed to environmentally friendly practices such as high-quality feed, heat stress reduction, improvements in reproductive ability and growth period reduction, and efforts in animal genetic enhancement.
