The Fukushima Nuclear Accident and Environmental Risk: A Survey of Fukushima Residents

  • The Fukushima nuclear accident caused by an earthquake and a subsequent tsunami on March 11, 2011 has seriously impacted the environment surrounding the Fukushima Daiichi nuclear power plant. While all the residents near the plant were evacuated from the area deemed uninhabitable after the accident, residents of the neighboring area outside of the evacuation zone still seem to live in fear of invisible radiation. To understand Fukushima residents' thinking about the environmental risks that accompany a nuclear disaster, we utilize a poll of the residents of Fukushima conducted in 2013. Based on the survey data, we reveal factors that seem to strongly affect their knowledge and concerns about nuclear power plants. The results of the multivariate analysis show the importance of the following two factors: (1) confidence in mass media, and (2) trust in institutions in charge of administering the accident, especially the central government, the Nuclear and Industrial Safety Agency, and Tokyo Electric Power Company. We conclude that the more people trust mass media and particular institutions, the more likely it is that they are have an elevated sense of anxiety and fear of the presence of nuclear plants.

Review of Video Imaging Technology in Coastal Wave Observations and Suggestion for Its Applications (비디오 영상 자료를 이용한 연안 국지파랑 관측기술과 그 활용에 대한 고찰)

  • The wave observation system in Korea has been established with an emphasis on pointmeasurement based on in situ instrumentations. However, the system cannot fully investigate the coastal wave-related problems that are significantly localized and intensified with three-dimensional regional geometries. Observation technique that can cover local processes with large time and spatial variation needs to be established. Video imaging techniques that can provide continuous monitoring of coastal waves and related phenomena with high spatial and temporal resolutions at minimum cost of instrumentation risks are reviewed together with present status of implementation in Korea. Practical applications of the video imaging techniques are suggested to tackle with various coastal issues of public concern in Korea including, real-time monitoring of wave runup and overtopping of swells on the east coast of Korea, longshore and rip currents, morphological and bathymetric changes, storm surge and tsunami inundation, and abnormal extreme waves in the west coast of Korea, etc.

  • To reduce the damage from the coastal disaster such as typhoon and tsunami, a possible option is the eco-friendly approach to minimize the destruction of ecological system. One of feasible idea is the forest for damage prevention artificially arranged along the beach. To understand a precise physics on the flow before and after the forest, we use a CFD method. In this paper, a three-dimensional numerical model has been constructed based on tree cases in a real forest located at Byin-myeon, Seocheon-gun, Chungnam. The CFD computation using a commercial code COMSOL multiphysics is performed for the distribution of real spatial coordinate of each tree. Through this investigation, the CFD techniques are shown to be applied to the research of forest composition plan. The physics in the regime from laminar to turbulent flow is qualitatively explained, and the obtained data are compared one another quantitatively.

A Study on Deployment of Global Wireless Communications Network with Airliners (항공기를 이용한 글로벌 무선통신망 구축 연구)

  • We show feasibility of deployment of global wireless communications network with airliners, especially for disastrous vast areas by earthquakes or a tsunami as well as unwired regions of the global to extend Internet access. In this study, we collect flight information data related to civil aircraft passing through, especially South Korea, Japan, United States, and Europe. From the collected data, we obtain hourly available service area ratio and cumulative average service area when airliners are equipped with a long range wireless communication gadget. Then, we reveal that it is possible to deploy global wireless communications network using airliner ad hoc network.

  • Detection of water bodies in land surface is an essential part of disaster monitoring, such as flood, storm surge, and tsunami, and plays an important role in analyzing spatial and temporal variation of water cycle. In this study, a quantitative comparison of different thresholding-based methods for water body detection and their applicability to Kompsat-5 SAR data were presented. In addition, the effect of speckle filtering on the detection result was analyzed. Furthermore, the variations of threshold values by the proportion of the water body area in the whole image were quantitatively evaluated. In order to improve the binary classification performance, a new water body detection algorithm based on the bimodality test and the majority filtering is presented.

  • 동해의 일본쪽 해저 단층내에서 발생한 지진해일은 우리나라 동해안에 영향을 미쳐왔다. 또한 1983년 동해중부 지진해일과 1993년 홋카이도남서외해 지진해일은 우리나라 뿐만 아니라 러시아에도 인명피해와 재산피해를 발생시켰다. 우리나라 동해안에는 울진, 월성 및 고리 원자력발전소 부지가 있고, 앞으로도 수 개의 원전이 계획되어 있다. 따라서 지진해일의 영향 평가 및 원자력발전소의 안전성 확인에 대한 계속적인 연구가 필요하다. 기존에 수행된 동해에서의 지진해일 평가인구는 원자력발전소의 설계와 관련하여 안전성을 확인하는 정량적인 평가와 지진해일에 의한 예상 범람지역을 평가하는 것으로 크게 분류할 수 있다. 또한 최근에는 보다 세밀한 격자에 의한 비교적 자세한 평가연구가 수행되었다. 본 연구에서는 기존의 지진해일범람 수치모형을 이용하여 1993년 지진해일에 대하여 울진 원자력발전소의 안전성 평가를 수행하였으며, 지진해일 평가결과를 이용하여 원자력발전소의 안전성을 확인하였다. 또한 현재까지의 원자력발전소에 대한 지진해일 안전성 평가연구에 대한 검토를 통하여 지진해일에 대하여 원자력발전소의 안전성 확인을 위한 평가에서 향후 고려하여야 할 몇몇 사항을 제안한다.

The Effect of Fault Failure with Time Difference on the Runup Height of East Coast of Korea (시간차를 지닌 단층파괴 활동이 동해안 처오름 높이에 미치는 영향)

  • The fault failure process with time difference affects the initial generation of waveforms of tsunamis, which consequently changes the runup height on the coast. To examine the effect of time difference in fault failure process on the runup height, a numerical simulation was conducted assuming a number of virtual subsea earthquakes in the west coast of Japan. Results revealed that maximum runup heights along the east coast of Korea were minimal when the subfaults were aligned parallel with the shoreline. Meanwhile, if they were located perpendicular to the shoreline, the superposition effect of the initial surface by each subfault was noticeable, resulting in an increase in maximum runup height on the coast.

  • Causing by green house gas emission, global warming is being accelerated significantly. This global warming cause world climate to change quiet different than before and we call this phenomenon is Climate Change. Environmental Impact Assessment being implemented in Korea is to prevent predicted environmental impacts from deteriorating within the domestic information and situation. As the climate change is getting severe, new meteorological records can be occurred which is exceeded existing statistical data. According to KMA(Korea Meteorological Administration) data, maximum value of precipitation and temperature in many regions changed with new data within last decade. And these events accompanied with landslides and flooding, and these also affected on water quality in rivers and lakes. According to impacts by climate change, disasters and accidents from heavy rain are the most apprehensive parts. And water pollution caused by overflowed non-point sources during heavy rain fall, fugitive dust caused by long-term drought, and sea level rise and Tsunami may affect on seaside industrial complex should be worth consideration. In this review, necessity of mutual consideration with influences of climate change was considered adding on existing guideline.

Analysis on the Replacement Cost of Nuclear Energy Using a Stochastic Programming Model (확률계획법을 활용한 원자력 대체비용의 분석)

  • A nuclear energy has been one of the most important sources to securely supply electricity in South Korea. Its weight in the national electricity supply has kept increasing since the first nuclear reactor was built in 1978. The country relies on the nuclear approximately 31.4% in 2012 and it is expected to increase to 48.5% in 2024 based on the long-term electricity supply plan announced by the Korean government. However, Fukushima disaster due to 9.0 magnitude earthquake followed by the tsunami has raised deep concerns on the security of the nuclear power plants. The policy makers of the country are much interested in analyzing the cost structure of the power supply in the case that the nuclear is diminished from the current supply portion. This research uses a stochastic model that aims to evaluate the long-term power supply plan and provides an extensive cost analysis on the changes of the nuclear power supply. To evaluate a power supply plan, the research develops a few plausible energy mix scenarios by changing the installed capacities of energy sources from the long-term electricity supply plan. The analyses show that the nuclear is still the most attractive energy source since its fuel cost is very much stable compared to the other sources. Also the results demonstrate that a large amount of financial expenditure is additionally required every year if Koreans agree on the reduction of nuclear to increase national security against a nuclear disaster.

Laboratory Experiments for Solitary Wave Force on Vertical Structures (연직구조물에 작용하는 고립파 파력 특성에 관한 실험)

  • In this study, a series of hydraulic experiments are conducted to measure wave pressure on vertical structures with incident solitary waves that well represent characteristics of tsunamis. The pressure transducers measure time histories of wave pressure according to wave height to see pressure distribution. The force of incident solitary wave is estimated from integrated pressure distributions and represented with square and cylindrical columns. Experimental measurements are compared with the predictions of existing empirical formulas frequently used to design of coastal structures.
