Researchers have recently begun using high spatial resolution remote-sensing data, which are automatically captured and georeferenced, to assess damage following natural and man-made disasters, in addition to, or instead of employing the older methods of walking house-to-house for surveys, or photographing individual buildings from an airplane. This research establishes quantitative relationships between the damage states observed at ground-level, and those observed from space using high spatial resolution remote-sensing data, for windstorms, for individual site-built one- or two-family residences (FR12). "Degrees of Damage" (DOD) from the Enhanced Fujita (EF) Scale were determined for ground-based damage states; damage states were also assigned for remote-sensing imagery, using a modified version of Womble's Remote-Sensing (RS) Damage Scale. The preliminary developed model can be used to predict the ground-level damage state using remote-sensing imagery, which could significantly lessen the time and expense required to assess the damage following a windstorm.
Moore, Oklahoma was hit by an EF5 tornado on May 20, 2013. The tornado track slightly overlapped with two previous tornadoes that occurred on May 3, 1999 and May 8, 2003 respectively. A research team from Texas Tech University was deployed to investigate the performance of shelters based on observation of their post-storm conditions. Sixty-one shelter units were further documented by size, manufacturer, and date of installation if available. Then they were crossed referenced with the external databases to determine their compliance with design and construction standards by the International Code Council/National Storm Shelter Association and/or criteria from the Federal Emergency Management Agency publications. Wind intensity was estimated for each shelter location using the EF scale. Results showed a marked increase in the number of exterior underground shelters as well as the popularity of a new in-garage floor underground shelter design. All of the units provided protection for their occupants with no loss of life reported. However, one older shelter had a door failure due to neglect of maintenance. Recommendations were made to improve future performance of shelters.
The funnel-shaped vortex structure of tornadoes results in a spatiotemporally varying wind velocity (speed and direction) field. However, very limited full-scale tornado data along the height and radius positions are available to identify and reliably establish a description of complex vortex structure together with the resulting aerodynamic effects on the high-speed train (HST). In this study, the improved delayed detached eddy simulation (IDDES) for flow structures and aerodynamic pressures around an HST under tornado-like winds are conducted to provide high-fidelity computational fluid dynamics (CFD) results. To demonstrate the accuracy of the numerical method adopted in this study, both field observations and wind-tunnel data are utilized to respectively validate the simulated tornado flow fields and HST aerodynamics. Then, the flow structures and aerodynamic pressures (as well as aerodynamic forces and moments) around the HST at various locations within the tornado-like vortex are comprehensively compared to highlight the importance of considering the complex spatiotemporal wind features in the HST-tornado interactions.
Starting from an overview on the research on thunderstorms in the last forty years, this paper provides a general discussion on some emerging issues and new frameworks for wind loading on structures in mixed climates. Omitting for sake of simplicity tropical cyclones and tornadoes, three main aspects are pointed out. The first concerns the separation and classification of different intense wind events into extra-tropical depressions, thunderstorms and gust fronts, with the aim of improving the interpretation of the phenomena of engineering interest, the probabilistic analysis of the maximum wind velocity, the determination of the wind-induced response and the safety format for structures. The second deals with the use of the response spectrum technique, not only as a potentially efficient tool for calculating the structural response to thunderstorms, but also as a mean for revisiting the whole wind-excited response in a more general and comprehensive framework. The third involves the statistical analysis of extreme wind velocities in mixed climates, pointing out some shortcomings of the approaches currently used for evaluating wind loading on structures and depicting a new scenario for a more rational scheme aiming to pursue structural safety. The paper is set in the spirit of mostly simplified analyses and mainly qualitative remarks, in order to capture the conceptual aspects of the problems dealt with and put on the table ideas open to discussion and further developments.
Localized wind events, in the form of tornadoes and downbursts, are the main cause of the large number of failure incidents of electrical transmission line structures worldwide. In this study, a numerical model has been developed to study the behaviour of self-supported transmission lines under various tornado events. The tornado wind fields used were based on a full three-dimensional computational fluid dynamics analysis that was developed in an earlier study. A three-dimensional finite element model of an existing self-supported transmission line was developed. The tornado velocity wind fields were then used to predict the forces applied to the modelled transmission line system. A comprehensive parametric study was performed in order to assess the effects of the location of the tornado relative to the transmission line under F2 and F4 tornado wind fields. The study was used to identify critical tornado configurations which can be used when designing transmission line systems. The results were used to assess the sensitivity of the members' axial forces to changes in the location of the tornado relative to the transmission line. The results were then used to explain the behaviour of the transmission line when subjected to the identified critical tornado configurations.
An effective numerical technique to calculate the reactions of a multi-spanned transmission line conductor system, under arbitrary loads varying along the spans, is developed. Such variable loads are generated by High Intensity Wind (HIW) events in the form of tornadoes and downburst. First, a semi-closed form solution is derived to obtain the displacements and the reactions at the ends of each conductor span. The solution accounts for the nonlinearity of the system and the flexibility of the insulators. Second, a numerical scheme to solve the derived closed-form solution is proposed. Two conductor systems are analyzed under loads resulting from HIW events for validation of the proposed technique. Non-linear Finite Element Analyses (FEA) are also conducted for the same two systems. The responses resulting from the technique are shown to be in a very good agreement with those resulting from the FEA, which confirms the technique accuracy. Meanwhile, the semi-closed form technique shows superior efficiency in terms of the required computational time. The saving in computational time has a great advantage in predicting the response of the conductors under HIW events, since this requires a large number of analyses to cover different potential locations and sizes of those localized events.
The effects of steep and shallow hills on a stationary tornado-like vortex with a swirl ratio of 0.4 are simulated and quantified as Fractional Speed Up Ratios (FSUR) at three different locations of the vortex with respect to the crests of the hills. Steady state Reynolds Averaged Naiver Stokes (RANS) equations closed using Reynolds Stress Turbulence model are used to simulate stationary tornadoes. The tornado wind field obtained from the numerical simulations is first validated with previous experimental and numerical studies by comparing radial and tangential velocities, and ground static pressure. A modified fractional speed-up ratio (FSUR) evaluation technique, appropriate to the complexity of the tornadic flow, is then developed. The effects of the hill on the radial, tangential and vertical flow components are assessed. It is observed that the effect of the hill on the radial and vertical component of the flow is more pronounced, compared to the tangential component. Besides, the presence of the hill is also seen to relocate the center of tornadic flow. New FSUR values are produced for shallow and steep hills.
Heavy damages to properties with attendant losses were frequently caused by tornadoes in recent years. This natural hazard is one of the most destructive wind events that must be fully studied and well understood in order to keep the safety of structures and infrastructure facilities. On June 23, 2016, a severe tornado, which is an Enhanced Fujita (EF) 4 storm, occurred in the rim of a coastal city named as Yancheng in China. Numerous low-rise buildings as well as facilities (e.g., transmission towers) were destroyed or damaged. In this paper, damages to structures and infrastructure facilities by the severe tornado are reviewed. The collapses of residential buildings, industrial structures and other infrastructure facilities are described. With an overview of the damages, various possible mechanisms of the collapse are then discussed and utilized to reveal the initiation of the damage to various facilities. It is hoped that this paper can provide a concise but comprehensive reference for the researchers and engineers to help understand the tornado effects on structures and expose the vulnerabilities that need to be improved in current wind-resistant design practices.
Tornadoes are the most devastating meteorological natural hazards. Many empirical and theoretical numerical models of tornado vortex have been proposed, because it is difficult to carry out direct measurements of tornado velocity components. However, most of existing numerical models fail to explain the physical structure of tornado vortices. The present paper proposes a new empirical numerical model for a tornado vortex, and its load effects on a low-rise and a tall building are calculated and compared with those for existing numerical models. The velocity components of the proposed model show clear variations with radius and height, showing good agreement with the results of field measurements, wind tunnel experiments and computational fluid dynamics. Normal stresses in the columns of a low-rise building obtained from the proposed model show intermediate values when compared with those obtained from existing numerical models. Local forces on a tall building show clear variation with height and the largest local forces show similar values to most existing numerical models. Local forces increase with increasing turbulence intensity and are found to depend mainly on reference velocity Uref and moving velocity Umov. However, they collapse to one curve for the same normalized velocity Uref / Umov. The effects of reference radius and reference height are found to be small. Resultant fluctuating force of generalized forces obtained from the modified Rankine model is considered to be larger than those obtained from the proposed model. Fluctuating force increases as the integral length scale increases for the modified Rankine model, while they remain almost constant regardless of the integral length scale for the proposed model.

Non-synoptic winds generated by tornadoes, downbursts or gust fronts exhibit significant non-stationarity and can cause significant wind load effect on flexible structures such as long-span bridges. However, conventional assumptions on stationarity used to evaluate the structural wind-induced vibration are inadequate. In this paper, an efficient frequency domain scheme based on fast CQC method, which can predict non-stationary buffeting random responses of long-span bridges, is presented, and then this approach is applied to evaluate the buffeting response of a long-span suspension bridge located in a complex mountainous wind environment as an example. In this study, the data-driven method based on one available measured wind speed sample is firstly presented to establish non-stationary wind models, including time-varying mean wind speed, time-varying intensity envelope function and uniformly modulated fluctuating spectrum. Then, a linear time-variant (LTV) system based on the proposed scheme can be generally applied to calculate the non-stationary buffeting responses. The effectiveness and accuracy of the proposed scheme are verified through Monte Carlo time domain simulation implemented in ANSYS platform. Also, the transient effect nature of the bridge responses is further illustrated by comparison of the non-stationary, quasistationary and steady-state cases. Finally, buffeting response analysis with traditional stationary treatment (10 min constant mean plus stationary wind fluctuation) is performed to illustrate the importance of the non-stationary characteristics embedded in original wind speed samples.
