The aim of this paper is to estimate the degree of RMB misalignment from its equilibrium exchange rate by applying the Behavioral Equilibrium Exchange Rate (BEER) approach. We employ monthly data with reference to China's top 20 trading partners covering the period of 1997 to 2012. We find that the RMB was slightly overvalued before 2001 and significantly undervalued by up to 20 per cent in the end of 2006. There is evidence showing that the RMB approached to its equilibrium level from 2007 to 2008. However, the global financial crisis interrupted the trend of declining misalignment of RMB exchange rate. The RMB's total misalignment increased to around 25 per cent in the mid-2011 mainly because the RMB was re-pegged to the US dollar and some currencies of China's main trading partners depreciated during the period of crisis. More recently, the degree of RMB misalignment slightly declined since 2012 when the RMB proceeded to appreciate and China's ratio of current account surplus to GDP dropped considerably. Our findings prove that there is a trend of the RMB approaching to its equilibrium exchange rate since 2007 except for the period of crisis.
Due to a mistranslation of Sanskrit to Chinese, East Asian Buddhist community misunderstands the original meaning of the fundamental word, 'sachal(寺刹)'. Sanskrit chattra, a parasol on top of a venerated Indian stupa buried with Buddha's sarira, became the symbol of majesty. The Indian stupa was transformed into a pagoda in China, and the highlighted parasol on the summit was transliterated into chaldara(刹多羅), an abbreviation for chal (刹), and finally designated the whole pagoda(塔). Sachal consists with lying low monastery and high-rise pagoda. Tapsa(塔寺), an archaic word of temple, is exactly the same as sachal, because chal means tap, pagoda. However, during the 7th century a Buddhist monk erroneously double-transliterated the Sanskrit 'kshetra,' meaning of land, into the same word as chal, even despite phonetic disaccord. Thereafter, sutra translators followed and copied the error for long centuries. It was the Japanese pioneer scholars that worsen the situation 100 years ago, to publish Sanskrit dictionaries with the errors insisting on phonetic transliteration, though pronunciation of 'kshe-' which is quite different from 'cha-.' Thereafter, upcoming scholars followed their fallacy without any verification. Fallacy of chal, meaning of land, dominates Buddhist community broadly, falling into conviction of collective fixed dogma in East Asia up to now. In the Buddhist community, it is the most important matter to recognize that the same language has become to refer completely different objects due to translation errors. As a research method, searching for corresponding Sanskrit words in translated sutras and dictionaries of Buddhism is predominant. Then, after analyzing the authenticity, the fallacy toward the truth will be corrected.

Strong downslope windstorms often occur in the Liguria Region. This part of North-Western Italy is characterised by an almost continuous mountain range along its West-East axis consisting of Maritime Alps and Apennines, which separate the Padan Plain to the North from the Mediterranean Sea to the South. Along this mountain range many valleys occur, frequently perpendicular to the mountain range axis, where strong gap flows sometimes develop from the top of the mountains ridge to the sea. In the framework of the European projects "Wind and Ports" and "Wind, Ports, and Sea", an anemometric monitoring network made up of 15 (ultra)sonic anemometric stations and 2 LiDARs has been realised in the three main commercial ports of Liguria. Thanks to this network two investigations are herein carried out. First, the wind climatology and the main statistical parameters of one Liguria valley have been studied through the analysis of the measurements taken along a period of 4 years by the anemometer placed at its southern exit. Then, the main characteristics of two strong gap flows that occurred in two distinct valley of Liguria are examined. Both these studies focus, on the one hand, on the climatological and meteorological characterisation of the downslope wind events and, on the other hand, on their most relevant quantities that can affect wind engineering problems.
Some part of the route in KEPCO 765kV transmission line being constructed passes through a high mountain area which is 800m above the sea level (Taebaek, Sabuk area in Gangwon province). This area is the top part of Taebaek mountains corresponding to the backbone of korean peninsula and has lots of snow during the winter season because the winter seasonal wind gone up along the mountainside of Taebaek Mts. meets open air of the East sea. KEPCO has experienced 63 faults of T/L between 1968 and 1993 in this area, which is a very serious problem. Especially 154kV Hwang-Ji T/L fault in 1990, 2 was a unprecedented case which needs to be analyzed carefully to take proper measures. After reviewing ice and snow loading conditions and analyzing the fault of Hwang-Ji T/L, we're going to determine the revisement of ice and snow loading condition in this area to increase reliability of 765kV transmission line.

Numerical prediction of nocturnal thermal high in summer of the 1995 near Taegu city located in a basin has been carried out by a non-hydrostatic numerical model over complex terrain through one-way double nesting technique in the Z following coordinate system. Under the prevailing westerly winds, vertical turbulent fluxes of momentum and heat over mountains for daytime hours are quite strong with a large magnitude of more than $120W/\textrm{m}^2$, but a small one of $5W/\textrm{m}^2$ at the surface of the basin. Convective boundary layer (CBL) is developed with a thickness of about 600m over the ground in the lee side of Mt. Hyungje, and extends to the edge of inland at the interface of land sea in the east. Sensible heat flux near the surface of the top of the mountain is $50W/\textrm{m}^2$, but its flux in the basin is almost zero. Convergence of sensible heat flux occurs from the ground surface toward the atmosphere in the lower layer, causing the layer over the mountain to be warmed up, but no convergance of the flux over the basin results from the significant mixing of air within the CBL. As horizontal transport of sensible heat flux from the top of the mountain toward over the basin results in the continuous accumulation of heat with time, enhancing air temperature at the surface of the basin, especially Taegu city to be higher than $39.3^{\circ}C$. Since latent heat fluxes are $270W/\textrm{m}^2$ near the top of the mountain and $300W/\textrm{m}^2$ along the slope of the mountain and the basin, evaporation of water vapor from the surface of the basin is much higher than one from the mountain and then, horizontal transport of latent heat flux is from the basin toward the mountain, showing relative humidity of 65 to 75% over the mountain to be much greater than 50% to 55% in the basin. At night, sensible heat fluxes have negative values of $-120W/\textrm{m}^2$ along the slope near the top of the mountain and $-50W/\textrm{m}^2$ at the surface of the basin, which indicate gain of heat from the lower atmosphere. Nighttime radiative cooling produces a shallow nocturnal surface inversion layer with a thickness of about 100m, which is much lower than common surface inversion layer, and lifts extremely heated air masses for daytime hours, namely, a warm pool of $34^{\circ}C$ to be isolated over the ground surface in the basin. As heat transfer from the warm pool in the lower atmosphere toward the ground of the basin occurs, the air near the surface of the basin does not much cool down, resulting in the persistence of high temperature at night, called nocturnal thermal high or tropical night. High relative humidity of 75% is found at the surface of the basin under the moderate wind, while slightly low relative humidity of 60% is along the eastern slope of the high mountain, due to adiabatic heating by the srong downslope wind. Air temperature near the surface of the basin with high moisture in the evening does not get lower than that during the day and the high temperature produces nocturnal warming situation.
It is quite true that the more Korean contractors receive overseas contracts, the more they need guarantees. The top market for them is the Middle East countries, consisting of more than the half of the total amount awarded last year and the trend is increasing as well. The problem, however, is that employers in these countries are reluctant to use international rules for guarantee such as URDG or ISP98 and easily make unfair callings. However, Korean contractors(applicants), especially small and medium sized enterprises(SMEs) tend to hurriedly enter a contract without looking into its contents as well as guarantees. They do not realize the importance of the guarantees until they receive callings from the employers(beneficiaries). Being independent from the underlying contracts, guarantee is the equivalent to cash in that it usually does not require any proof of demand when calling and the guarantor should make a payment within usually 5 business days after the request. It is often observed these days that several Korean SMEs go bankrupt due to liquidity risks after receiving unfair callings from employers in the Middle East countries. In retrospect, some cases could be obviated if contractors were a little more careful in checking the contents of a guarantee at the time of concluding a contract. For example, there is one case where the underlying contract includes a reduction clause in the Advance Payment bond and the guarantee does not have that clause. In the end, the Korean contractor had to take the whole burden of the bond amount though it had finished 81% of the project. Nobody could argue that contractors should take a full responsibility if they fail in their obligations. However, the employer's wrongful callings need to be prevented in the first place, if possible. As there shouldn't be a case where one party is at a disadvantage against the other like the case mentioned above, useful insight is being sought to minimize unfair calling risks for the benefit of the applicant. First, the applicant should carefully look into every detail of the potential guarantee before signing a contract, heeding especially that there is a reduction clause in the AP bond. Second, the governing principles for guarantee should be the ones that are internally used such as URDG758 that is objective in terms of callings given that, for example, it specifies that the requirement for a supporting statement when making a demand is a default rule. It is also recommended that the form of guarantees be the standard demand guarantee. Third, parties involved in issuing guarantees are advised to understand international rules for guarantee like URDG758 and ISP98 and to play a key role in guiding SME contractors in Korea so that they can protect themselves from possible wrongful callings, particularly from employers in the Middle East countries. I hope this study would give a wake-up call for Korean SMEs wishing to do business in the Middle East countries and remind them of the importance of guarantee itself and its governing principles.
In this study, the effects of sitting position of the driver on the whiplash neck injury have been analyzed experimentally by using hybrid III series 50 percentile male crash test dummy. A testing platform consisting of vehicle ground, driver foot rest, driver seat and a 3-point seatbelt has been prepared. This testing platform and the instrumented crash test dummy are prepared for tests according to the Euro NCAP whiplash testing protocol. The prepared test set-up has been exposed to 3 different acceleration-time loading curves defined in the Euro NCAP whiplash testing protocol by performing sled tests. 9 different sled tests have been performed with the combinations of 3 different seating positions of the crash test dummy and 3 different acceleration-time loading curves. The sensor data obtained from the crash test dummy and high-speed videos taken are analyzed according to the injury assessments criteria defined in the Euro NCAP whiplash testing protocol and the criticality of the whiplash injury is defined. It is seen that the backset distance of the driver head with the headrest and the height difference of the top of the head of the driver with the headrest have a great importance on whiplash injuries.
Using three-dimensional non-hydrostatical numerical model with one way double nesting technique, atmospheric circulation in the mountainous coastal region in summer was investigated from August 13 through 15, 1995. During the day, synoptic westerly wind blows over Mt. Mishrung in the west of a coastal city, Sokcho toward the East Sea, while simultaneously, easterly upslope wind combined with both valley wind from plain (coast) toward mountain and sea-breeze from sea toward inland coast blows toward the top of the mountain. Two different directional wind systems confront each other in the mid of eastern slope of the mountain and the upslope wind goes up to the height over 2 km, becoming an easterly return flow in the upper level over the sea and making sea-breeze front with two kinds of sea-breeze circulations of a small one in the coast and a large one in the open sea. Convective boundary layer is developed with a thickness of about 1km over the ground in the upwind side of the mountain in the west and a thickness of thermal internal boundary layer from the coast along the eastern slope of the mountain is only confined to less than 200 m. On the other hand, after sunset, no prohibition of upslope wind generated during the day and downward wind combined with mountain wind from mountain towardplain and land-breeze from land toward under nocturnal radiative cooling of the ground surfaces should intensify westerly downslope wind, resulting in the formation of wind storm. As the wind storm moving down along the eastern slop causes the development of internal gravity waves with hydraulic jump motion in the coast, bounding up toward the upper level of the coastal sea, atmospheric circulation with both onshore and offshore winds like sea-breeze circulation forms in the coastal sea within 70 km until midnight and after that, westerly wind prevails in the coast and open seas.

Numerical simulation on marine wind and sea surface elevation was carried out using both three-dimensional hydrostatic and non-hydrostatic models and a simple oceanic model from 0900 LST, August 13 to 0900 LST, August 15, 1995. As daytime easterly meso-scale sea-breeze from the eastern sea penetrates Kangnung city in the center part as basin and goes up along the slope of Mt. Taegullyang in the west, it confronts synoptic-scale westerly wind blowing over the top of the mountain at the mid of the eastern slope and then the resultant wind produces an upper level westerly return flow toward the East Sea. In a narrow band of weak surface wind within 10km of the coastal sea, wind stress is generally small, less than l${\times}$10E-2 Pa and it reaches 2 ${\times}$ 10E-2 Pa to the 35 km. Positive wind stress curl of 15 $\times$ 10E-5Pa $m^{-1}$ still exists in the same band and corresponds to the ascent of 70 em from the sea level. This is due to the generation of northerly wind driven current with a speed of 11 m $S^{-1}$ along the coast under the influence of south-easterly wind and makes an intrusion of warm waters from the southern sea into the northern coast, such as the East Korea Warm Current. On the other hand, even if nighttime downslope windstorm of 14m/s associated with both mountain wind and land-breeze produces the development of internal gravity waves with a hydraulic jump motion of air near the coastal inland surface, the surface wind in the coastal sea is relatively moderate south-westerly wind, resulting in moderate wind stress. Negative wind stress curl in the coast causes the subsidence of the sea surface of 15 em along the coast and south-westerly coastal surface wind drives alongshore south-easterly wind driven current, opposite to the daytime one. Then, it causes the intrusion of cold waters like the North Korea Cold Current in the northern coastal sea into the narrow band of the southern coastal sea. However, the band of positive wind stress curl at the distance of 30km away from the coast toward further offshore area can also cause the uprising of sea waters and the intrusion of warm waters from the southern sea toward the northern sea (northerly wind driven current), resulting in a counter-clockwise wind driven current. These clockwise and counter-clockwise currents much induce the formation of low clouds containing fog and drizzle in the coastal region.

Presence of bottom water nitrite in the Ulleung Basin was remarkable because it is totally unexpected phenomenon at such an oxygen-rich environment. Yet no scientific explanation was set forward. Of several plausible explanations, following the Ockham's suggestion, a leaching of nitrite as an intermediate product of denitrification in the top sediment at the slope is most agreeable to given environmental settings. There seems no complementary process to make up the loss of N in the Ulleung Basin, which seems contribute to the characteristically low N:P ratio in the deep waters. If warming proceeds that weakens the thermohaline circulation, a current biological pump may stall and the phytoplankton assemblage might replaced drastically. If so this will pause an utmost challenge to the ecosystem of the East/Japan Sea. Still there remains a contradictory sedimentary signature that requests further explanation regarding the N (or organic C)-cycle such as extraordinarily high organic carbon content despite abundant oxidants in the overlying waters.
