  • This study is to identify the relationship in non-profit social welfare organizations(SWOs) between financial sources and service delivery. Especially the impact of the former to the latter is its main concern. For this purpose, gathered are the 1992, 1999 financial reports of those study organizations, and some qualitative data on a number of the organizations collected by the author is also used for verifying and interpreting the data. Gronbjerg's study(1992) provided an analytical tool for decomposing financial structure of human service organizations, and resource-dependency perspective was a theoretical framework for interpreting the impact of financial composition to service delivery. The findings are as follows: (1) Between 1992 and 1999, there was a noticeable change in financial composition among SWOs. Government subsidies has increased in terms of both amounts and percentages, for residential facilities 75% to 82% and for nonresidential facilities 37% to 47%. Funding from donations shows no abrupt changes, although absolute amounts were slight increasing. Fees were sharply decreasing, especially for the non-residential facilities which previously enjoyed them as valuable resources for preventing unnecessary influence from government. (2) The funding sources of SWOs and their strategies to acquire them has impact on service delivery. Although non-government fundings(donations and fees) were found to give elasticity to SWOs, various problems associated with acquiring them (i.e., changing the clientele) would prohibit SWOs from fully concentrating to those fundings. Meanwhile, government fundings are characterized as stable, and, as such, most of the SWOs prefers. Limited elasticity, red-tape, 'sacrifice of quality of service' over efficiency, etc. are referred to the problems.

  • The purposes of this study are to explore Iceberg(IB) model as a systems thinking analysis tool for high school students, suggest a systems thinking analysis method using rubrics and verify its validity and reliability. For this study, the theoretical basis was examined through literature analysis about IB model and rubrics of evaluating the systems thinking. And 6 high school students participated in IB model activity and were interviewed about polar climate change. In addition, quantitative tests using systems thinking scale were also conducted to support the results of the IB model activity analysis. Data obtained from IB model activity was analyzed by using the rubrics of evaluating system thinking developed by Hung (2008). The analysis results were reviewed by two professors to confirm the validity and reliability. In order to confirm the validity, correlation analysis were performed between the rubrics and the quantitative test results. Finding are as follows: Six students used the IB model to express their systems thinking in detail and the results of the systems thinking analysis of students using rubrics showed a distribution of 17~35 points. Furthermore, the results of correlation analysis between rubrics and systems thinking scale was highly correlated (Pearson product-moment is .856) on significance level from .05. Using the IB model introduced in this study, students express their systems thinking effectively and the results of the systems thinking analysis using IB model is considered to analyze validity and reliability. Based on the results of this study, implication suggests how to study the systems thinking in science education.

  • The purpose of this study was to find out the effect of in-service education on the nurse-newborn play interaction. The research design adopted the pre-experimental design applied only for one pretest-posttest group and Barnard's mother-infant interaction model was used as a conceptual framework. The subjects were 26 nurses who were selected from 2 nurseries in general hospital in Pusan, and 52 healthy newborns who were after 4 days from birth during data collection period at the same hospital. The data were collected from June 1st to October 5th in 2001, by video-taping for the interactive behaviors between the nurse and the newborn, played for 5 minutes in nurseries 2 weeks before and after in-service education. The in-service education consisted of the newborn's behavior responses focused on the newborn baby's states, behavior, cues and state modulation, 3 times per 1 week, 90 minutes per 1 time, lecture, demonstration and hand out project. The experimental tool used for this research was Ha Young-Soo's Korean translation of the Maternal-Infant Play Interaction Scale by Thompson, Jody Baird, Sara Gordman, Bryant(1982), some parts of which were adapted to be suitable for the purpose of this research. Mother and baby scale by Wolke & James-Roberts(1987) was also modified and used as the criterion of nurse's perception of a newborn baby. The results of this study were as follows: 1. This result supported the major hypothesis : After the intervention of in-service education, the nurse and newborn play interaction was promoted. 2. After intervention of in-service education, the nurse perception of newborn, especially the criteria of newborn's reaction was promoted., The results of this research confirm that in-service education on the newborn's behavior responses such as states, behavior, cues and state modulation is an effective way to improve the interaction between the nurse and the baby. It elevated the nurse's sensitivities to the baby's needs. Therefore, in-service education can change the conditions of current nursing practice mostly centered on physical care into a better one in which nurses consider the emotional, social, and intellectual development stages of babies. Accordingly, in-service education contributed to promoting the effective nurse-newborn play interaction so positively.

  • Until recently, the three conventional evaluation methods, which are instrumental (Chromameter$^{(R)}$ CR-400 and Mexameter$^{(R)}$ M18) and visual assessments have been used frequently for skin color evaluation. However, we took notice the potential of image analysis as a new tool to evaluate color change of skin. To reveal the reliability of the image analysis for the evaluation of whitening agents, 34 healthy female volunteers with hyperpigmentation were recruited, and the selected volunteers applied the whitening products containing Vitamin C twice a day in the morning and evening and received iontophoresis treatments once a week for 8 weeks. The changes in hyperpigmentation evaluated by Chromameter$^{(R)}$, Mexameter$^{(R)}$ and visual assessment were compared with the results from the image analysis. As with $L^*$ value trends of the analysis using Chromameter$^{(R)}$, the V value from the image analysis increased after applying the test products compared with baseline values. Furthermore, V value showed a positive correlation with $L^*$ value (r = 0.494, p < 0.01) and negative correlation with MI (r = - 0.683, p < 0.01) and VG (r = - 0.549, p < 0.01). Therefore, image analysis may be considered as an effective method to complement the limitations of visual assessment for whitening efficacy in Asians.

  • In this paper, a new and integrated approach easily used to calculate the pollutant loads from agricultural watersheds is suggested. Basic concepts of this empirical tool are based on the hypotheses that variations in event mean concentrations(EMCs) of the pollutants from a given agricultural watershed during rainstorms are only due to the rainfall pattern. This assumption would be feasible to agricultural watersheds whose land uses does not change during the cultivation period overlapped by rainy season and also in which point-sources of the pollutants are rare. Therefore, if EMC data sets through extensive sampling from various rural areas are available, it is possible to establish relationships between EMCs, shapes and land uses of the watersheds, and rainfall events. For this purpose, fifty one sets of EMC values were obtained from nine different watersheds, and those data were used to develop predictive tools for the EMCs of 55, COD, TN and TP in rainfall runoff. The results of the statistical tests for those formulas show that they are not only fairly good in predicting actual EMC values of some parameters, but also useful in terms of calculating pollutant loads on any time-spans such as the day of rainfall event or weekly, monthly, and yearly. Their applicability was briefly demonstrated and discussed. Also, the unit loads calculated from EMCs based on different land uses and real rainfall data over one of the watershed used for this study. were provided, and they are compared with other well-known unit loads.

  • In this study, the effects of variability in climate, groundwater withdrawal, and landuse on dry-weather streamflows were investigated by input sensitivity analysis using SWAT (Soil and Water Assessment Tool). Since only dry-period precipitation and daily average solar radiation among climate variables have high correlation coefficients to total flow (TF), sensitivity analyses of those were conducted. Furthermore, an equation was derived from simulation results for 30 years by multiple regression analysis. It may be used to estimate effects of various climatic variations (precipitation during the dry period, precipitation during the previous wet period, solar radiation, and maximum temperature). If daily average maximum temperatures increase, TFs during the dry period will decrease. Sensitivities of groundwater withdrawal and landuse were also conducted. Similarly, groundwater withdrawals strongly affect streamflow during the dry period. However, landuse changes (increasing urbanization) within the forested watershed do not appear to significantly affect TF during the dry period. Finally, a combined equation was derived that describes the relationship between the total runoff during the dry period and the climate, groundwater withdrawal and urban area proportion. The proposed equation will be useful to predict the water availability during the dry period in the future since it is dependent upon changes of temperature, precipitation, solar radiation, urban area ratio, and groundwater withdrawal.

  • This study proposed a new procedure of sustainable water resources planning to prevent the urban streamflow depletion, based on the Heathcote's study in 1998: (1) to understand the watershed component and processes, (2) to identify and quantify problems within the watershed, (3) to set clear and specific goals, (4) to develop a list of management options, (5) to eliminate infeasible options, (6) to test the effectiveness of remaining feasible options, and (7) to develop the final options. PSR(Presure-State-Response) concept was used for the determination of indicators of PSD(Potential Streamflow Depletion; step 2) and effect equation (step 7) and composite programming for the calculation of PSD. The instreamflow requirement was proposed as clear and specific goal (step 3) and was determined by the larger of the PHABSIM's environmental flow and the drought flow. A continuous rainfall-runoff model is necessary to test the effectiveness of alternatives. It should estimate not only the exact runoff but also the effect of landuse change, reservoir, infiltration facility and so on like SWAT(Soil and Water Assessment Tool). The proposed procedure will be applied on the corresponding paper.

  • An active layer distributed on surface of an extreme cold region causes a frost heave by repeating the freezing and thawing according to the seasonal temperature change. Since the height of frost heave is greatly affected by the thickness of active layer, an accurate evaluation of the thickness of active layer is necessary for the safe design and construction of the infrastructure in the extreme cold region. In this study, dynamic cone penetrometer, which is miniaturized in-situ penetration device, is applied for the evaluation of active layer depth distribution. As the application tests, two dynamic cone penetration tests were conducted on the study sites located in Solomon and Alaska. In addition, ground temperature variations were obtained. As the results of the application tests, the depth of interface between the active layer and the permafrost was evaluated from the difference in dynamic cone penetration indexes of the active layer and the permafrost, and a layer was detected around the interface considered as an ice lens layer. Also, the interface depths between the above zero and the below zero temperature determined from the ground temperature variations correspond with the interface depths evaluated from the dynamic cone penetration tests. This study demonstrates that the dynamic cone penetrometer may be a useful tool for the evaluation of the active layer in the extreme cold region.

  • Electronic ticketing ("e-ticketing") through the internet will be the most critical commercial tool in the international airline industry. Actually the International Air Transport Association(IATA) has announced that it's goal is to accomplish 100 percent implementation of e-ticketing worldwide by 2007. Domestically e-ticketing will be put into operation in a full scale from the next year(2007). Thus, we count on, sooner or later, e-ticketing will be accomplished globally. As a legal aspect, this e-ticketing raises many legal issues which are no longer subject to a static set of legal rules driven by judicial precedent because e-ticketing is carried out on the "cyber space" which is a new and developing law area. In this treatise, I studied these legal issues, specially on the time and place(jurisdiction) of the contract which are the most important issues based on the New Montreal Convention signed at Montreal on May 28, 1999, which would seem prove that the airline industry is receptive and capable of change. Upon this opportunity, I hope the more comprehensive legal study on the e-ticketing will be introduced in the near future.

  • Unlike other mountains in Korea, Seoul Namsan(南山), which is one of the landmarks that represent the country's capital city, is perceived as a city park. This article aims to study the process that Namsan became a park and the transformation of its place in Korean Emperor and Japanese colonial period. The serial changes in Namsan, in early modern era, mean that is associated with the colonial urbanization and the rule of space by Japan. The stages of Waeseongdae Park(倭城臺公園), Gyeongseong Park(京城公園) and Hanyang Park(漢陽公園) under the leadership of Japan, due to the extension of Japan's power, Namsan has became the park. Here, the park has become a strategic tool of other's occupying Hanseongbu(漢城府), a capital city. The process that Namsan became a park dose not mean making the space for recreation and rest, but is an excuse for using the land. Since then, Namsan's parks barely fulfilled its original function as park as it was transformed into a shrine, Gyeongseong Jinjya(京城神社), for Japanese warriors or was incurred upon by Joseon Singung(朝鮮神宮), which was established as a facility to govern Korea, sometimes is gradually and sometimes is mercilessly. The fact, transplantation of Japanese culture and replacement as ruler space, is another aspect of occupying and govern place. In other words, while the process that Namsan became a park is the way of establishing Japanese force, the transformation of its place show a colonial rule as an aspect of space. Meanwhile, in spite of transformation to shrine, Namsan became accepted as a park for a long time, because of the forest of Namsan. Japan managed forest as a sacred place. It is also a result of the Japanese rule of space.
