국정최고의사결정자의 정책신념에 관한 연구(III): 제16대 노무현대통령의 부동산정책을 중심으로 (A Study on the Government Chief Decision Maker's Policy Belief (III): Focusing on 16th President Noh Moo-hyun's Real Estate Policy)

  • 정책결정자는 인지시스템을 통해 환경을 이해하고, 사건들에 대한 정보를 해석하고, 행동을 결정한다는 인지심리학 이론을 바탕으로 한국의 국정최고의사결정자인 제 16대 노무현대통령의 부동산정책에 관한 정책신념을 이해하고자 노무현대통령의 발언어록을 수집하고, 부동산정책과 관련된 관련변수들을 추출하였다. 이를 바탕으로 언어네트워크분석을 실시하였다. 연구결과를 요약해보면 다음과 같다. 첫째, 노무현대통령이 인지한 부동산정책의 주요변수는 서민경제, 부동산투기 등으로 나타났다. 둘째, 노무현 대통령이 인지하는 부동산정책의 주요 변수들은 다양한 경제변수들과는 밀접한 상호연관성이 약한 것으로 나타났다. 셋째, 부동산정책과 관련하여 지나친 서민경제와 서민생활변수에 대한 집착이 부동산정책을 실천함에 있어 사회적 합의보다는 사회적 대결을 지향하는 원인으로 작용하게 되었던 것으로 분석되었다. 이러한 연구결과는 정책결정과정을 인지심리학의 관점에서 설명함으로써 정책이론에 기여할 것으로 판단된다.

민주화 이후 국회-대통령-정당의 상생관계? : 역사적 관점에서 (A Historical Review Since 1988 on the Relationship Between National Assembly, President and Political Parties)

  • 이 연구는 민주화 이후 국회-대통령-정당관계를 역사적으로 살펴봄으로써 이를 상생적인 관계로 이끌어가기 위한 조건들에 대하여 고찰하고자 하였다. 연구자는 정당 내부의 권력집중도와 정당기율의 정도가 국회-대통령관계의 상생성에 결정적 영향을 미친다고 보고 이를 분석의 중심틀로 적용하였다. 2002년 이전까지 한국 정당은 권력집중형에 강한 기율이 특징이었다. 대통령 정당은 그의 의제실현을 목적으로 한 입법도구였고, 야당은 반대자로만 존재하는 집단적 대립과 교착의 시대였다. 2002-4년이후 정당정치에서 권력을 분산시키고 기율을 약화시키는 미국식 원내정당화를 포함하여 다양한 제도 개혁이 이루어졌으나 현재까지는 상생정치가 별로 진전되지 않고 있다. 개혁의 결과는 의원들 개인보다는 파벌의 중요도를 증진하였다. 그런데 파벌정치가 (잠재적)대권후보를 중심으로 강하게 응집함으로써 국회는 여전히 정당간의 당론들만이 격돌하는 입법전쟁터로 존재할 뿐이다. 분석을 토대로 연구자는 상생정치 발전을 위해서 현재 정당 및 하위 파벌들의 집단적 행태를 더욱 해체하는 방향으로의 제도 개선을 제안하였다.

The Role of Timing and Presidential Popularity in Local Elections: Upheaval in the 2018 Busan City Council Election

  • The 2018 local elections completely upended the composition of Busan's city council, with the council membership changing from being solidly and consistently conservative to being over 80% liberal. What explains this anomalous outcome? While existing literature suggests the outcome of the 2018 city council elections was the consequence of a combination of structural and strategic factors, such as the decline of regional voting, we argue that the individual-level evaluation of President Moon Jae-in is one of the primary factors driving this result. Although coattails effects are commonly considered in concurrent national legislative elections, the Presidentialized and nationalized politics of Korea makes it possible for Presidential elections to affect local elections as well. We assess our explanation through an analysis of repeated cross-sectional survey data collected just before the 2018 local elections. The results of the analysis show that support for the Democratic Party is very strongly predicted by individual-level evaluation of President Moon. When considered in the context of the timing of presidential and local elections, the results suggest that Presidential coattail effects are capable of destabilizing established political patterns, such as regional voting, if perhaps only in a sporadic and idiosyncratic fashion, depending on whether or not local elections are held early on in a President's term.

Tourism Service Quality and Tourism Product Availability on the Loyalty of International Tourists

  • Tourist loyalty is created through good tourism service quality and the availability of tourism products. This study discussed the various attributes of tourism service quality, namely, tour agents, efficient personnel, accessible transportation, and information service quality. Whereas for tourism product availability attributes were varieties of product availability, wide selection of tour agents and tourist products, and wide variety of amenity services. As a general rule, the minimum is to have at least five times as many observations as the number of variables to be analyzed, and the more acceptable sample size would have a 10:1 ratio. A total of 424 questionnaires were returned, with 35 removed due to errors. Finally, 389 questionnaires respondents were used via accidental sampling method through the distribution of questionnaires to foreign tourists at Soekarno Hatta International Airport. In addition, AMOS 7.0 software is used to test models in confirmatory factor analysis (CFA) as well as hypothetical testing using structural equation modeling (SEM). The results showed that all hypotheses were accepted, except for the effect of tourism service quality on tourist loyalty in Indonesia. This research aims to contribute significantly to the existing knowledge of tourism, specifically from a foreign tourist perspective in Indonesia.

탄소배출권 거래제도 의제형성과정의 역동성 분석 (Dynamic Analysis on the Policy Agenda Setting Process of the CO2 Emissions Trading)

  • The main purpose of this study is to find what steps are needed for a system for CO2 emissions trading to be formulated as government policy, using System Thinking approach. First, this paper analyzed Korean newspapers to consider the social issue regarding CO2 emissions trading. There were more articles related to international issues than domestic ones before 2008. This trend, however, became reversed from January 2008, which means that consideration of CO2 emissions trading has been discussed as a domestic social issue from 2008. Second, it analyzed speeches by former president Roh Moo-Hyun and current president Lee Myung-bak. In particularly, President Lee Myung-bak declared "Low Carbon and Green Growth" as a new growth engine and a Korea's vision of the future national development. Third, it examined which government agencies, including departments and committees, are pursuing policies regarding climate change, global warming, and CO2 emissions trading. Most policy has originated in the Ministry of Environment, although policy alternatives have been proposed in other agencies including the Ministry of Knowledge Economy. The study concludes that the political consideration has played a major role in the policy agenda-setting process of the CO2 emissions trading in Korea.
