  • This study aim was to propose plant taxa as an alternative proposal for the purpose of solving many kinds of difficulties occurred in the floral item of environmental impact assessment (EIA) used to date. Plant taxa presented here for environmental assessment can probably be useful in understanding the excellence of natural environment to specific regional space as well as in determining the order of priority as to species preservation. These taxa, selected by the floristic analysis with distributional range, can be classified into five degrees: the fifth degree, characterized by the discontinuous and/or isolated distribution, includes 83 taxa, 76 genera, 41 families; the fourth degree, occurred in only one subprovince as southern and northern plants, includes 314 taxa, 217 genera, 78 families; the third degree, two subprovinces as southern and northern plants, includes 307 taxa, 223 genera, 93 families; the second degree, generally distributed more than 1,000 meter in altitude, a whole subprovince, includes 109 taxa, 92 genera, 43 families; the first degree, at least three subprovinces, includes 258 taxa, 207 genera, 91 families. The taxa mentioned here environmental assessment, therefore, summed up to 1,071 taxa, 559 genera, 142 families from the Korean flora. It is suggested that the taxa belonging to the fifth degree might structually have by far extinctive possibility in respond to environmental damage comparing with other degrees, simply because these have narrow distributional ranges. • Research and development projects in railroad domain are different from those in other domains in terms of their close relationship with laws. Some cases are reported that new technologies from R&D projects could not be industrialized because of relevant laws restricting them. This problem comes from the fact that researchers don't know exactly what laws can affect the result of R&D projects. To deal with this problem, we suggest a model for law retrieval system that can be used by researchers of railroad R&D projects to find related legislation. Input of this system is a research plan describing the main contents of projects. After laws related to the R&D project is provided with their rankings, which are assigned by scores we developed. A ranking of a law means its order of priority to be checked. By using this system, researchers can search the laws that may affect R&D projects throughout all the stages of project cycle. So, using our system model, researchers can get a list of laws to be considered before the project they participate ends. As a result, they can adjust their project direction by checking the law list, avoiding their elaborate projects being useless.

  • This paper aims to measure and evaluate the technical efficiency with two inputs and four outputs with the use of fuzzy DEA in Korean RCC/RSC. Especially, this paper included not only the marine accident data which occurred for the analysis in particular but also the possibility data of a potential marine accident by an Environmental Stress value and analyzed the technical efficiency. And in this paper, asymmetrical triangular fuzzy number is presented about inputs/ outputs data and a procedure is suggested for it's solution. The basic idea is to transform the fuzzy CCR model into a crisp linear programming problem by applying an alternative ${\alpha}$-cut approach. Also this paper propose a ranking method for fuzzy RCC/RSC using presented fuzzy DEA approach. The result, when ${\alpha}$-cut is 0.5, efficiency priority is found in the order of YS, BS, MP, TY, JJ, PH, US, IC, SC, DH, GS, TA, WD RCC/RSC. Finally, Inefficiency TA, WD RCC/RSC have to benchmarking with reference sets.

  • Korea started the Atlantic tuna fishery from 1964 by means of longline, then added bait-boats in 1972. Both fisheries have given the top priority to catch yellowfin tuna(Thunnus albacares). The paper reviews available catch, effort and biological data, estimates some population parameters in order to understand the status of the Atlantic yellowfin tuna as a whole. The main findings are summarized as follows: 1. The total of 476 million hook-equivalent fishing effort was thrown to catch yellowfin tuna in 1974, among which one thired was shared by longliners. 2. The dominant age group becomes younger in both surface and longline fisheries. 3. The recent mortality coefficients were calculated as 1.5 for total mortality and 0.7 for fishing mortality. 4. The weight at recruitment was 2.7 kg in 1973 which was smaller than the regulation size(3.2kg) proposed by ICCAT. 5. The maximum sustained yield was calculated to 95-145 thousand metric tons, which was the level of recent catch. Therefore, it is apparent that the present yellowfin tuna fishery should continue to receive close attention.

  • For the development of the chitosan industry in Korea, the catch of red snow crabs caught on the east coast is rapidly decreasing. Therefore, it is urgent to develop raw materials that can replace the red snow crab as the top priority to solve the supply and demand problems, as well as wastewater treatment costs account for a large proportion of the cost of chitosan. In order to solve the problems, continuous research on biological extraction methods such as enzymatic extraction and microbial fermentation will increase production efficiency and lower unit cost as well as chemical extraction methods. Further efficient manufacturing method can be established. Establishing of novel techniques is indispensable for production of high-purity chitosan and the ability to regulate and separate the molecular weight, as well as joint research with industry, academia and research institute for the research and development of high-functional chitosan derivatives.

  • Large corpus-based concatenating Text-to-Speech (TTS) systems can generate natural synthetic speech without additional signal processing. To prune the redundant speech segments in a large speech segment DB, we can utilize a decision-tree based triphone clustering algorithm widely used in speech recognition area. But, the conventional methods have problems in representing the acoustic transitional characteristics of the phones and in applying context questions with hierarchic priority. In this paper, we propose a new clustering algorithm to downsize the speech DB. Firstly, three 13th order MFCC vectors from first, medial, and final frame of a phone are combined into a 39 dimensional vector to represent the transitional characteristics of a phone. And then the hierarchically grouped three question sets are used to construct the triphone trees. For the performance test, we used DTW algorithm to calculate the acoustic similarity between the target triphone and the triphone from the tree search result. Experimental results show that the proposed method can reduce the size of speech DB by 23% and select better phones with higher acoustic similarity. Therefore the proposed method can be applied to make a small sized TTS.
