This study was conducted for the purpose of the basic direction for the new regulations and categories of Ruralism changing in the new era. To this end, the results of Delphi analysis and AHP analysis by dividing it into the definition, criteria, scope and component items of Ruralism based on systematic literature review are as follows. First, through studies representing most rural areas, it was found that Ruralism was the most problematic keyword and most of the studies did not cover it as they were studying various ranges of rural areas. Second, the Delphi survey was able to derive keywords that can be used as evidence for item classification and clear concept establishment for the regulation and category setting of Ruralism. Third, through the hierarchical decision-making method, it was found that landscape factors are the most important thing in forming Ruralism as well as deriving priorities that can be a baseline for each item. This study is meaningful in providing a minimum baseline as basic data for establishing the concept of Ruralism, and it is believed that future-oriented Ruralism can be established if reviews are added from various perspectives to overcome limitations dependent on expert groups.
The purpose of this study is to examine a monitoring method, management zones, and maintenance strategies for water friendly facilities in urban streams after the completion of ecological restoration projects. Maintenance monitoring items are composed of 'use space& facilities', 'trails& bike roads', 'access', and 'boards'. The evaluation standards of water friendly facilities are 'maintenance conditions', 'safety', and 'usage level' which are rated as 'good', 'moderate', and 'poor'. Through a field survey and evaluation of 15 stream sections in Jeonjucheon,the management levels of each water friendly facility are determined as 'priority maintenance', 'general maintenance', 'maintain/remove', and 'remove'. Based on the evaluation results, management zones and maintenance strategies are proposed for each stream section. As a results, the stream sections of J2, J3, J4, and J9 which have 5 to 9 facilities with 'priority maintenance' are determined as 'intensive management zone'. The stream sections of J5, J6, J7, J8, J11, and J14 which have 1 to 3 facilities with 'priority maintenance' are determined as 'regular management zone'. The stream sections of J1, J10, J12, J13, and J15 which have no facilities with 'priority maintenance' are determined as 'minimum management zone'. The process of monitoring & evaluation system and determining management zones can be applied to establish a systematic maintenance plan for water friendly facilities by participation of governance in the future.
This study aims to establish basic data of operating status for ecological learning facilities in Korea, investigate their characteristics for operating methods, and present proposals for the efficient operation and management of ecological learning facilities. For this purpose, a list of ecological learning facilities in Korea was established and 50 facilities were surveyed about the current status regarding the operation and management. Based on the survey, operation form, interpreter and volunteer, visitor, budget and revenue, promotion method, and other items were analyzed. Concerning the operating forms, most of the facilities were direct-operated facilities by government, and they are operating mainly by officials. Visitors are mostly families on weekends, while kindergarten children are main visitors during weekdays. Most facilities have higher proportion of visitors nationwide, and they get information mainly from websites operated by facilities and related organization. The annual operating budget and revenue depend on the facility size and operating forms, and the direct-operated facilities by government use higher budget compared to commission-operated ones. For the efficient operation of ecological learning, expert with specialized knowledge should participate in the operation, and intuitive and informative websites should be established and continually managed. In addition, it is necessary to support revenue of by national and local governments and to secure external funding network like local companies and donation.
Health impact assessment in the environmental impact assessment is conducted to determine whether to exceed the standard of each single substance and to establish appropriate reduction measures. In some development projects, although all substances in risk assessment meet the standard, exposure concentration is very close to it. However, considering the cumulative exposure of all substances, health effects are likely to occur considerably severer than those of individual substances, so it is necessary to prepare a concrete and improved methodology for integrating evaluation of emissions to identify the health effects actually exposed to receptors of living things. This study established the definition of cumulative risk assessment through overseas advanced cases and domestic and foreign literature reviews, and proposed a methodology for utilizing cumulative risk assessment considering health effects on multiple substances when developing industrial complexes. Applied by the proposed methodology, integrated indicators forfourtypes of hazardous heavy metals (Ni, Cr6+, Cd, As) emitted from industrial complexes were calculated, and applicability was tested with case of the industrial complex development projects conducted over the last decade (2011-2020).
In this study, DNN-based models were learned using air quality determination data for 2017, 2019, and 2020 provided by the National Measurement Network (Air Korea), and this models evaluated using data from 2016 and 2018. Based on Pearson correlation coefficient 0.2, four items (SO2, CO, NO2, PM10) were initially modeled as independent variables. In order to improve the accuracy of prediction, monthly independent modeling was carried out. The error was calculated by RMSE (Root Mean Square Error) method, and the initial model of RMSE was 5.78, which was about 46% betterthan the national moving average modelresult (10.77). In addition, the performance improvement of the independent monthly model was observed in months other than November compared to the initial model. Therefore, this study confirms that DNN modeling was effective in predicting PM2.5 concentrations based on air pollutants concentrations, and that the learning performance of the model could be improved by selecting additional independent variables.
Multilateral Development Banks (MDBs) have actively responded to global climate change, and developed and operated the Common Principles for Climate Finance Tracking. They estimate climate finance in a granular manner with a conservative view. In other words, the MDBs track their financing only for those elements or proportions of projects that directly contribute to or promote climate adaptation or mitigation. The MDBs have reported jointly on climate finance since the first edition in 2012, which reported for 2011 and up to the 10th edition in 2021, which reported for 2020. MDBs apply two difference methodologies for adaptation and mitigation. For adaptation, the methodology is based on a context and location specific approach and captures the amounts associated with activities directly linked to vulnerability to climate change. For mitigation, it is evaluated in accordance with a comprehensive list of activities thatreduce greenhouse gas emissions. The result of climate risk assessment is one of the major due diligence items for MDBs alongside with that of environmental and social impact assessment. Under the circumstance that many countries endeavor to deal with climate change at project level, it is meaningful to understand how MDBs have addressed climate change issues in their project approval process. This would be a good reference to establish a methodology for responding to climate change and to expand scope of environmental and social impact assessment.

A human in urban areas has depended on ecosystem for well-being, so it is important to evaluate urban ecosystem services which contribute significantly to human well-being. In this study we classified ecosystem functions and set indicators used for evaluating ecosystem services of urban park by Delphi method. As a result, it derived 12 items and 14 indicators of ecosystem services to evaluate them such as vegetable garden, canopy cover, biodiversity, and educational programs. Based on the derived evaluation indicators, the feasibility of the indicators was examined by applying to two urban parks, Maetan park and Seoho-Ggotme park, in Suwon City. We also suggested strategies to improve each ecosystem services based on the results of evaluation. It is significant to recognize unknown services in urban parks. The results can be used for improving urban ecosystem services consistently in response to current rapid urbanization. In the future, the city should make a master plan on ecosystem service on urban area, beyond urban park, considering both of quality and quantity.
The master plan for the Four Rivers Restoration Project (June 2009) was devised, the procedure of pre-environmental review (June 2009) and environmental impact assessment (Nov. 2009), and post-environmental impact survey were implemented, and 4 times audits also inspected. and finally the Ministry of Environment's Four Rivers Investigation and Evaluation Planning Committee proposed the dismantling or partial dismantling of the five weirs of the Geum River and Yeongsan River. But controversies and conflicts are still ongoing. Therefore, this study intend to reestablish the management plan for the four major rivers by reviewing and analyzing the process so far. The results are as follows. First, a cost-benefit analysis should be performed by comparing the water quality impact of weir operation and weir opening. Therefore, it is inevitably difficult to conduct cost-benefit analysis. Second, according to the results of cost-benefit analysis on the dismantling of the Geum River and the Yeongsan River, the dismantling of the weir and the regular sluice gate opening was decided. However, there is a problem in the validity of the decision to dismantle the weir because the cost-benefit analysis for maintaining the weir is not carried out. Third, looking at the change in water quality of 16 weirs before and after the Four Major Rivers Restoration Project, COD and Chl-a were generally deteriorated, and BOD, SS, T-N, and T-P improved. However, in the cost-benefit analysis related to water quality at the time of weir dismantling, only COD items were targeted. Therefore, the cost of BOD, SS, T-N, and T-P items improved after the project were not reflected in the cost-benefit analysis of dismantling weirs, so the water quality benefits were exaggerated. Fourth, in the case of Gongju weir and Juksan weir, most of them are movable weirs, so opening the weir alone can have the same effect as dismantling when the water quality deteriorates. Since the same effect can be expected, there is little need to dismantle the weirs. Fifth, in order to respond to frequent droughts and floods, it is desirable to secure the agricultural water supply capacity to the drought areas upstream of the four majorrivers by constructing a waterway connected to the weir. At present it is necessary to keep weirs rather than dismantling them.

In Korea, the technical techniques for assessing visual impacts are standardized, but the methods for assessing the marine landscape itself are not standardized and need to be improved. In particular, in the landscape impact assessment of offshore wind power generation in Korea, it is necessary to recognize the landscape itself as a receptor and prepare a system that can evaluate the characteristics and sensitivity of the landscape. In this study, we propose an evaluation method for preparing a marine landscape quality assessment document that reflects the project characteristics of offshore wind power projects, and examine the possibility of utilization by applying it to actual project sites as an example. To evaluate the quality of marine scenery in offshore wind power projects, evaluation items of landscape characteristics, physical characteristics, and socio-cultural characteristics were evaluated based on the preliminary survey contents, and the quality of marine scenery was divided into five grades. Next, the evaluation criteria of the evaluation items were synthesized and the quality of the marine landscape was classified into preservation grade (grade 5), semi-preservation grade (grade 4), buffer grade (grade 3), semi-improvement grade (grade 2), and improvement grade (grade 1). In addition, the Sinan-Ui Offshore Wind Farm, an actual project site, was randomly selected to conduct the evaluation process and examine its utilization. This study aims to complement the existing method of visual impact assessment in offshore wind power projects and evaluate the quality of the marine landscape itself to effectively conserve marine landscape resources during offshore wind power projects. Rather than relying on mechanical and quantitative evaluation, this study is expected to be used as a basis for comprehensive understanding of the location and socio-cultural characteristics of the project site and for communication and cooperation with stakeholders.

Urban development is continuously being carried out to stabilize housing supply. The importance of ecosystem services assessments considering the various urban spatial structures is emerging as land use change in the wake of urban development has impact on the provision of ecosystem services. However, few studies are available as to the effects of land use transition in agricultural land due to urban development on ecosystem services. The purpose of this study is to examine the applicability of decision-making in the urban planning process by analyzing the impact of land use change on ecosystem services due to urban development. Therefore, the scenario was set on before and after the city development, targeting Namyangju Wangsuk Zone 1 and InVEST model was used to compare and analyze changes in value of ecosystem services. Analysis results of ecosystem services before the urban development, it turned out that habitat quality and water yield increased overtime but carbon storage and crop production decreased. Analysis results of ecosystem services after the urban development indicated that all items in ecosystem services by scenario decreased more than in 2018. Among the scenarios of urban development, compact city had the lowest value of water resource supply but had the highest value in terms of habitat quality, carbon storage amount, and crop production. The study results demonstrate that the compact city has positive effects on ecosystem services and is expected to be used as the basic data for supporting policy decision-making in the establishment of future urban development and management plans.
