Early detection of schedule delay in field construction activities is vital to project management. It provides the opportunity to initiate remedial actions and increases the chance of controlling such overruns or minimizing their impacts. This entails project managers to design, implement, and maintain a systematic approach for progress monitoring to promptly identify, process and communicate discrepancies between actual and as-planned performances as early as possible. Despite importance, systematic implementation of progress monitoring is challenging: (1) Current progress monitoring is time-consuming as it needs extensive as-planned and as-built data collection; (2) The excessive amount of work required to be performed may cause human-errors and reduce the quality of manually collected data and since only an approximate visual inspection is usually performed, makes the collected data subjective; (3) Existing methods of progress monitoring are also non-systematic and may also create a time-lag between the time progress is reported and the time progress is actually accomplished; (4) Progress reports are visually complex, and do not reflect spatial aspects of construction; and (5) Current reporting methods increase the time required to describe and explain progress in coordination meetings and in turn could delay the decision making process. In summary, with current methods, it may be not be easy to understand the progress situation clearly and quickly. To overcome such inefficiencies, this research focuses on exploring application of unsorted daily progress photograph logs - available on any construction site - as well as IFC-based 4D models for progress monitoring. Our approach is based on computing, from the images themselves, the photographer's locations and orientations, along with a sparse 3D geometric representation of the as-built scene using daily progress photographs and superimposition of the reconstructed scene over the as-planned 4D model. Within such an environment, progress photographs are registered in the virtual as-planned environment, allowing a large unstructured collection of daily construction images to be interactively explored. In addition, sparse reconstructed scenes superimposed over 4D models allow site images to be geo-registered with the as-planned components and consequently, a location-based image processing technique to be implemented and progress data to be extracted automatically. The result of progress comparison study between as-planned and as-built performances can subsequently be visualized in the D4AR - 4D Augmented Reality - environment using a traffic light metaphor. In such an environment, project participants would be able to: 1) use the 4D as-planned model as a baseline for progress monitoring, compare it to daily construction photographs and study workspace logistics; 2) interactively and remotely explore registered construction photographs in a 3D environment; 3) analyze registered images and quantify as-built progress; 4) measure discrepancies between as-planned and as-built performances; and 5) visually represent progress discrepancies through superimposition of 4D as-planned models over progress photographs, make control decisions and effectively communicate those with project participants. We present our preliminary results on two ongoing construction projects and discuss implementation, perceived benefits and future potential enhancement of this new technology in construction, in all fronts of automatic data collection, processing and communication.

The area covered by product liability in broadest sense is so vast that an attempt to analyse all its impact on the aviation world risk. Every effort has been made to confine our review of subject a closely as possible to its influence on aircraft manufacturers, airlines and passengers, in spite of strong connections with other spheres of commercial. Product Liability in aviation is the liability of aircraft's manufacturer, processor or non-manufacturing seller for injury to the person or property of a buyer or third party caused by a product which has been sold. Here-in a product is aircraft, third party is passengers who suffered damage by defective design, defective construction, inadequate instructions for handling in aircraft. Whenever a product turns out to be defective after it has been sold, there are under Anglo-American law three remedies available against the aircraft's manufacturer (1) liability for negligence (2) breach of warranty (3) strict liability in tort. There are Under continental law Three remedies available against the aircraft's manufacturer (1) liability for defective warranty (2) liability for non-fulfillment of obligation (3) liability in tort. It is worth pointing out here an action for breach of warranty or for defective warranty, for non-fulfillment of obligation is available only to direct purchaser on the basis of his contract with the aircraft's manufacturer, which of course weakness its range and effectiveness. An action for tort offers the advantage of being available also to third parties who have acquired the defective product at a later stage. In tort, obligations are constituted not only by contract, but also by stature and common law. In conclusion, There in no difference in principle of law. In conclusion I would like to make few suggestions regarding the product liability for aircraft's manufacturer. Firstly, current general product liability code does not specify whether government offices(e.g. FAA) inspector conducted the inspection and auditory certificate can qualify as conclusive legal evidence. These need to be clarified. Secondly, because Korea is gaining potential of becoming aircraft's manufacturer through co-manufacturing and subcontracting-manufacturing with the US and independent production, there needs legislation that can harmonize the protection of both aircraft's manufacturers and their injured parties. Since Korea is in primary stage of aviation industry, considerate policy cannot be overlooked for its protection and promotion. Thirdly, because aircraft manufacturers are risking restitution like air-carriers whose scope of restitution have widened to strict and unlimited liability, there needs importation of mandatory liability insurance and national warranty into the product liability for aircraft's manufacturers. Fourthly, there needs domestic legislation of air transportation law that clearly regulates overall legal relationship in air transportation such as carrier & aircraft manufacturer's liability, and aviation insurance.
In the performance of a wind turbine system, the blades play a vital role. However, they are susceptible to damage arising from complex and irregular loading (which may even cause catastrophic collapse), and they are expensive to maintain. Therefore, it is very important both to find defects after blade manufacturing is completed and to find damage after the blade is used for a certain period of time. This study provides a new perspective for the detection of internal defects in glass-fiber- and carbon-fiber-reinforced panels, which are used as the main materials in wind turbine blades. A gap or fracture between fiber-reinforced materials, which may occur during blade manufacturing or operation, is simulated by drilling a hole 5 mm in diameter in the middle layer of the laminated material. Then, a digital-image-correlation (DIC) method is used to detect internal defects in the blade. Tensile load is applied to the fabricated specimen using a tensile tester, and the generated changes are recorded and analyzed with the DIC system. In the glass-fiber-reinforced laminated specimen, internal defects were detected from a strain value of 5% until the end of the experiment, while in the case of the carbon-fiber-reinforced laminated specimen, internal defects were detected from 1% onward. It was proved using the DIC system that the defect was detected as a certain level of strain difference developed around the internal defects, according to the material properties.

The combined cycle power plant has a cycle of operating the gas turbine with fuel, such as natural gas, and then producing steam using residual heat. The fuel gas is supplied to the gas turbine at a level of 4 to 5 MPa, $200^{\circ}C$ through a compressor and a heat exchanger. In this study, the risk assessment method considering the piping system stress was carried out for safe operation and soundness of the gas fuel supply piping system. The API 580/581 RBI code, which is well known for its risk assessment techniques, is limited to reflect the effect of piping stress on risk. Therefore, the systematic stress of the pipeline is analyzed by using the piping analysis. For the study, the piping system stress analysis was performed using design data of a gas fuel supply piping of a combined cycle power plant. The result of probability of failure evaluated by the API code is compared to the result of stress ratio by piping analysis.

Although the number of chemical accidents has been declining since the Chemical Control Act of 2015, there have been repeated occurrences of similar types of accidents at printed circuit board (PCB) manufacturing facilities. These accidents were caused by the overflow of hydrochloric acid and hydrogen peroxide, which are toxic chemicals used in the printed circuit board manufacturing process. An analysis of the $Cl^-$ content to identify the cause of the accident showed that in the mixed route of hydrochloric acid and hydrogen peroxide, which are accidental substances, the $Cl^-$ concentration was 66.85 ppm in the hydrogen peroxide sample. Through reaction experiments, it was confirmed that the deformation of a PVC storage tank and generation of chlorine gas, which is a toxic gas, occurred due to reaction heat occurring up to $50.5^{\circ}C$. This paper proposes a facility safety management plan, including overcharge, overflow prevention, leak detection device, and separation tank design for mixing prevention in printed circuit board manufacturing facility etch process. To prevent the recurrence of accidents of the same type, the necessity of a periodic facility safety inspection and strengthening of the safety education of workers was discussed.
The imported foods, which are imported and sold domestically, are on the rise every year, and the scale is expected to be larger, including processing the imported raw materials. However, the origin of raw materials is indicated when declaring cargo for finished products of agricultural products, but the standardization of inspection information management system for raw materials is insufficient. In addition, there is a growing concern about the presence of residual pesticides or radioactivity in raw materials or products, and customer want to know production history information when purchasing agrifoods. It manages the hazard analysis of imported agricultural products, but most of them are global issues such as microorganisms, residual pesticides, food additives, and allergy components, etc. Therefore, it is necessary to share among the logistics entities in the entire transportation process the related data. Additionally, to do this, it needs to design an architecture and standardize business model. In this paper, it defines the architecture and the work-flow that occurs between the business process for collecting, processing, and processing information for tracking the status of imported agricultural products by steps, and develops XML message with UBL and the extracted conceptual information model. It will be easy to exchange and share information among the logistics entities through the defined standard model and it will be possible to establish visibility, reliability, safety, and freshness system for transportation of agricultural products requiring real-time management.

The need for safety management has arisen due to the increasing number of years of operated underground structures, such as tunnels and utility tunnels, and accidents caused by those aging infrastructures. However, in the case of privately managed underground utility ducts, there is a lack of detailed guidelines for facility safety and maintenance, resulting in inadequate safety management. Furthermore, the absence of basic design information and the limited space for safety assessments make applying currently used non-destructive testing methods challenging. Therefore, this study suggests non-destructive inspection methods using ultrasonic and impact-echo techniques to assess the quality of underground structures. Thickness, presence of rebars, depth of rebars, and the presence and depth of internal defects are assessed to provide fundamental data for the safety assessment of box-type general underground structures. To validate the proposed methodology, different conditions of concrete specimens are designed and cured to simulate actual field conditions. Applying ultrasonic and impact signals and collecting data through multi-channel accelerometers determine the thickness of the simulated specimens, the depth of embedded rebar, and the extent of defects. The predicted results are well agreed upon compared with actual measurements. The proposed methodology is expected to contribute to developing safety diagnostic methods applicable to general underground structures in practical field conditions.

In this paper, we propose an ultra compact S-Band PCM/FM telemetry transmitter. The equipment is compact, so it can be applied to a limited space and capable of stable data transmission was designed and manufactured even with specifications set differently for each operating environment and system. RF direct conversion structure is used for the miniaturization of equipment, an RF transmission board, Power distribution board, and a signal processing board were implemented on a single PCB, so that the function of the transmitter could be performed with a minimum device. According to the target specification, variable output of 1~10W and variable data rate of 390kbps~12.5Mbps is possible in S-Band(2,200~2,400MHz) without degradation of performance. To verify the performance of the equipment, the RF performance test and BER measurement test were performed after the equipment was manufactured. It was confirmed that the OBW, null-to-null bandwidth, 1st IMD, Spurious emission, Phase noise specification of the PCM/FM modulated signal which is presented by the IRIG standard were satisfied, and we can confirm the data received using the transmitter inspection equipment were transmitted normally without distortion.

In spite of that stop line and crosswalk should be aware of the most basic objects in transportation system, its features extracted are very limited. In addition to image-based recognition technology, laser and RF, GPS/INS recognition technology, it is difficult to recognize. For this reason, the limited research in this area has been done. In this paper, the algorithm to recognize the stop line and crosswalk is designed and implemented using image-based recognition technology with the images input through a vision sensor. This algorithm consists of three functions.; One is to select the area, in advance, needed for feature extraction in order to speed up the data processing, 'Region of Interest', another is to process the images only that white color is detected more than a certain proportion in order to remove the unnecessary operation, 'Color Pattern Inspection', the other is 'Feature Extraction and Recognition', which is to extract the edge features and compare this to the previously-modeled one to identify the stop line and crosswalk. For this, especially by using case based feature comparison algorithm, it can identify either both stop line and crosswalk exist or just one exists. Also the proposed algorithm is to develop existing researches by comparing and analysing effect of in-vehicle camera installation and changes in recognition rate of distance estimation and various constraints such as backlight and shadow.

Domestic bridges with a service life of more than 30 years are expected to account for approximately 54% of all bridges within the next 10 years. As bridges rapidly deteriorate, it is necessary to establish an appropriate maintenance plan. Recent domestic and international research have focused on the integration of BIM to digitize bridge maintenance information and then enhance accessibility and usability of the information. Accordingly, this study developed a BIM-FEM interoperability algorithm for bridge decks to convert maintenance information into data and efficiently manage the history of maintenance. After creating an initial crack BIM based on an exterior damage map, bridge specification and damage information were linked to a numerical analysis that performs damage analysis considering damage scenarios and design loads. The spread of cracks obtained from the analysis results were updated into the BIM. Based on the damage spread information on the BIM, an automated technology was also developed to assess both the current and future condition ratings of the bridge deck. This approach can enable an efficient maintenance of the deck using the history data from bridge inspection and diagnosis as well as future information on cracks and defects. The expected early detection and prevention would ultimately improve the lifespan and safety of bridges.
