  • The aim of this research is to devise and grope for the solution to the problems and betterment of both the present tax system facing the country and the present conditions of small businesses in order to develop small businesses and strengthen the competitiveness of them; as a result, this paper lays a strong emphasis on the point that small businesses must take a more tax reduction than big businesses in view of influence on national economy. However, it is important that small businesses try to exert itself to provide competitiveness in the market. It is also necessary that although the administration helps frame the policy of small businesses toward reduction in tax, it must set up strong measures to help the tax reduction of them centering around competitive businesses.

  • Recently, the world is facing many difficulties in all areas as a result of price instability and the Russian-Ukraine war. Personally, as many jobs disappear, household income is declining sharply. In particular, the possibility of such bankruptcies is relatively increasing in small and medium-sized enterprises (SMEs), and it is highly likely that this will continue for the time being. In this situation, countries around the world are continuously making efforts to improve corporate productivity. In Korea, the smart factory support project implemented by the Smart Manufacturing Innovation Promotion Team has been continuously promoted for the past several years, providing opportunities for SMEs in need to improve productivity and change the corporate structure. In this study, the current status of smart factory promotion at home and abroad was examined, and problems and improvement measures were studied for the insufficient efficiency in the smart factory promotion system implemented in Korea.

Low-Complexity MPEG-4 Shape Encoding towards Realtime Object-Based Applications

  • Although frame-based MPEG-4 video services have been successfully deployed since 2000, MPEG-4 video coding is now facing great competition in becoming a dominant player in the market. Object-based coding is one of the key functionalities of MPEG-4 video coding. Real-time object-based video encoding is also important for multimedia broadcasting for the near future. Object-based video services using MPEG-4 have not yet made a successful debut due to several reasons. One of the critical problems is the coding complexity of object-based video coding over frame-based video coding. Since a video object is described with an arbitrary shape, the bitstream contains not only motion and texture data but also shape data. This has introduced additional complexity to the decoder side as well as to the encoder side. In this paper, we have analyzed the current MPEG-4 video encoding tools and proposed efficient coding technologies that reduce the complexity of the encoder. Using the proposed coding schemes, we have obtained a 56 percent reduction in shape-coding complexity over the MPEG-4 video reference software (Microsoft version, 2000 edition).

  • The world is presently facing key challenges due to the population explosion, shortages in renewable sources of energy, and environmental problems. One important aspect of ecological intensification is the use and improvement of marginal lands and spaces often ignored, until now. Goats are known to be well adapted to scrubs, forage trees, and rangelands. Goats could contribute marginally, but significantly, to the growing demand for meat without using arable lands. Since 2000, there were 752 million goats globally, and goat livestock increased by 26.8% in 2010, accounting for 954 million heads. Goats are widespread due to their high adaptability to different environmental conditions and nutritional regimes, high productivity, and low maintenance cost. A significant growth in goat number was noticed in the period 2000~2010 in the Netherlands (+113.83%), in spite of the 9.75% decrease in EU-27. A cheese making goat farm in the Netherlands showed how it can survive in the one fifth size of the average. It may be a good model for the Korean goat industry since it uses seasonal breeding and results in reduced "goaty" flavor in the cheese.

  • The European Alps face a number of major threats - from habitat loss to pollution, from mass tourism to the impacts of climate change. The European alpine climate has changed significantly during the past century, with temperatures increasing more than twice the global average. This makes alpine mountains especially vulnerable to changes in the hydrological cycle and decreases in snow and glacier cover, which are already occurring. In winter, artificial snow-making is currently the most widespread strategy to extend and supplement natural snow cover and secure winter tourism. Artificial snow-making is not only very costly, but also has knock-on effects such as increased water consumption and energy demand or ecological damage, which may lead to negative externalities. The European Alps facing the challenge of changing climate and anthropogenic pressures.

China and Economic Cooperation in the East Asian Region

  • The purpose of this study is to explore the emergence of Chinese economy and the possibility of economic cooperation between the East Asian countries, which will facilitate the solution to structural problems in the economy and industries of these countries. This study presents that China will remain essential to the East Asian economy and changes are anticipated in its economic growth rate, growth strategy and risks. How to respond to them will be the critical movement that will determine the future course of the East Asian economy. To solve this question, firstly each government of East Asian countries needs to come up with strategies that will leverage China for their industrial upgrade and economic development even when the risks facing China are realized. Second, each government of East Asian countries should make a wise approach towards a free trade agreement between EATR and China.

Computation of Incompressible Flows Using Higher Order Divergence-free Elements (고차의 무발산 요소를 이용한 비압축성 유동계산)

  • The divergence-free finite elements introduced in this paper are derived from Hermite functions, which interpolate stream functions. Velocity bases are derived from the curl of the Hermite functions. These velocity basis functions constitute a solenoidal function space, and the gradient of the Hermite functions constitute an irrotational function space. The incompressible Navier-Stokes equation is orthogonally decomposed into its solenoidal and irrotational parts, and the decoupled Navier-Stokes equations are then projected onto their corresponding spaces to form appropriate variational formulations. The degrees of the Hermite functions we introduce in this paper are bi-cubis, quartic, and quintic. To verify the accuracy and convergence of the present method, three well-known benchmark problems are chosen. These are lid-driven cavity flow, flow over a backward facing step, and buoyancy-driven flow within a square enclosure. The numerical results show good agreement with the previously published results in all cases.

  • One of the recurring problems facing energy control center dispatchers each day is how to operate the system during the periods of high load pick up and fluctuation. This method reduces the problem to a forward - revised by backward - sequence of dispatch problem, with the generator Limits being carefully adjusted between each time interval in the total intervals to be optimized. It is applied to system of 31 units. It is observed that the method presented here achieves that generation fellows the load changes without any mismatch.

  • Our global environment and ecology are now facing crisis due to the hrincreased waster materials caused by reckless abuse of resources and energy with the continuous development of our society. Therefore the whole nation should recognize the environmental pollution seriously and should accept sustainable development principles. The country is looking for actions against the problems in various ways. The introduction of reckless and duplicating western housing plan should be ceased but a new housing plan conforming to our nature should be found. In this regard, it is believed that it is a good alternative to succeed tradition and identity of Korean housing plan and suggest a new plan for better ecological housing by analyzing the environment friendliness of our traditional Korean houses. In this study, the traditional residential components were divided into physical and design aspects and the characteristics of environment friendly Korean traditional houses were analyzed.

Trends and Challenges of Using Welfare Technology in Elderly Care

  • There are several problems facing our society today that are caused by demographic changes, such as an increase in the ageing population. The rapid increase in the aging population leads to increases in medical costs and a higher demand for care services for the elderly. The needs and burdens associated with elderly care are growing, but the human resources and costs to meet these needs are limited. Welfare technology has been suggested as an effective way to solve the discrepancy between higher welfare needs and limited resources. This study aims to explore the current trends and challenges of using welfare technology related to elderly care through literature review. Practical ways to expand uses of welfare technology are also provided. In order to make effective and practical use of welfare technology, public awareness and education, the cooperation of related organizations, the expansion and utilization of Living Labs, and the development and adoption of welfare technology are required.
