A System Dynamics View of Safety Management in Small Construction Companies

  • Due to unique characteristics of small construction companies, safety management is comprised of complex problems. This paper aims to better understand the complexity and dynamics of safety management in small construction companies. A system dynamics (SD) model was built in order to capture the causal interdependencies between factors at different system levels (regulation, organization, technical and individual) and their effects on safety outcomes. Various tests were conducted to build confidence in the model's usefulness to understand safety problems facing small companies from a system dynamics view. A number of policies were analyzed by changing the value of parameters. The value of a system dynamics approach to safety management in small construction companies is its ability to address joint effects of multiple safety risk factors on safety performance with a systems thinking perspective. By taking into account feedback loops and non-linear relationships, such a system dynamics model provides insights into the complex causes of relatively poor safety performance of small construction companies and improvement strategies.

  • All the libraries are facing major financial problems due to a variety of reasons such as non growing or even decreasing appropriations from their administration, continuing inflationary increases for journal and library materials, needs for new or improved facilities. increased costs for new technologies and networks and more demands for services. To address these financial problems, library administrators need to find ways to supplement their budgets through existing as well as new creative external funding strategies including grants, fundraising. sponsorship. resource sharing fees and others. This paper is drawing fundraising and sponsorship. But this financial aid is not an Aladin's lamp which, if rubbed three times, will give you three wishes and all the money you want. So this study is reviewed the history of fundraising, environmental situation in connecting with library law, status-quo, practical process for fundraising and existing sponsorship methods.

  • Recently, Korea Air Force has been facing a lot of problems in its pilot training system such as training time shortage due to the expensive gas price, noise pollution and difficulties in finding airspace for training. To tackle these problems, a new training system (called L-V training system) using both aircraft and its simulator has been suggested. In the system, a data link is established between aircraft and simulator to exchange their flight information. Using the flight information of simulator, aircraft can perform various air missions with or against imaginary aircraft (i.e., simulator). For this system, it is crucially important that fair fighting condition has to be guaranteed between aircraft and simulator. In this paper, we suggested an approach to impose a maneuvering restriction to simulator in order to provide fair fighting condition between aircraft and simulator.

  • One of the most urgent problems facing 21 century might seem to be a preparation for an advanced education against an information society and have relation to a new information supporting system in teaching as well as leaning. Nevertheless, our educational circumstances have a lot of problems because an effective information supporting contents for teaching and leaning is insufficient. Especially, we've never been making every effort to develope educational contents providing students with a type of information and knowledge database even though the education which come into use internet has been raising a social issue. Therefore, we propose a model of learning contents for supporting www based distance learning system.

  • Agro-fishing villages of agriculture and fishery are suffering deepening gap with urban areas due to depreciation from their products market opening pressure. They are facing problems of decreasing and aging population, poor settlement environment, etc. and losing their vitality for their low productivity and lack of young labor force. These issues of agro-fishing villages of agriculture and fishery are divided in so various items and classes that it is plausible to approach in a way to connect each issue in a small frame of each by selecting sub topics according to each item and each class rather than to solve the issues in a large frame. Chungchungnam-do is approaching the issues through 3 agro innovations(agro fishery, agro fishing villages, agro fishing people) in local government level and Durae enterprises are solving local problems through the self supporting residents' community business by utilizing local resources. This study is to draw clues and solutions to vitalize agro fishery villages through community businesses by detailed reviews and research on cases of Durae enterprises' characteristics and their vitalizations and provide a new alternative plan to agro fishery villages losing their vitality and demolishing their communities.

Job Creation in the Social Service Sector : A Critical Review of the Current Problems and the New Administration's Policies (사회서비스 10년 경험을 통해 본 사회서비스 일자리 정책의 과제)

  • Since 2006, the Korean government has introduced a series of policies to create social service related jobs. Facing the new social risk of Jobless Growth, the newly launched Moon Jae-In administration had no choice but to include job creation in the social service sector as one of the 100 National Tasks for the next five years. The primary purpose of this study is to provide based on the last 10 years' experience a critical analysis of the new government's social service job creation policies. It has been proven that containing budget growth and creating jobs are not compatible goals. The government's control over social service prices has been persistent for the last 10 years serving the purpose of containing social service budget. The author argues that low quality jobs and depressed social service market are the results of such policy. The current problems created by the past policies and a number of new problems that the new government's plan to establish so-called Social Service Corporation might create are discussed, and a set of policy tasks including a social insurance for social services are suggested as alternative solutions for the old and new problems.

Primary Health Care and Desirable Policy Directions in Korea (1차보건의료와 바람직한 정책방향)

  • The World Health Organization and its member states, in 1978, declared that primary health care is a key to attain the goal of Health for All by the goal of Health for All by the yeas 2000. As a member state of WHO, the Republic of Korea has participated in the declaration of ALMA-ATA and committed to put national efforts for devedoping and implementing primary health care approach with the spirit and content of this Declaration. Since 1978, to translate the spirit of the Declaration into realization, Korean goverment has developed a new category of health manpower such as Community Health Practitioners serving people living in remote rural areas and Village Health Workers serving voluntarily their own village, strengthened the function of Health Centers and Health Subcenters through their reorientation and improved the infrastructure by their new construction or renovation. While primary health care is viewed as an essential health care in Korea, there are some circles who follow a narrow definition in referring to the health care at the periphey of a health system, which is erroneous. Considering the PHC is accepted as the best alternative approach to health care to solve problems that modern health systems are facing, we propose the followings as desirable health policy directions that modern health systems are facing, we propose the followings as desirable health policy directions which might translate the persopective into action at the national level after reviewing past and current PHC approach in Korea : 1. To improve the equity through the reduction of gaps between those who have access to health care and those who have not. 2. To reinforce multisectoral approach and intersectoral coordination through the re- establishment of the National Health Council or establishment of equivalent organization at the central level. 3. To stengthen community participation through lacal people's empowerment by leadership training, changing planning process from the top-down approach to bottom-up and giving the priority to human resources rater than technology, 4. To reinforce the Ministries of Health and Social Affairs through upgrading its role and function to Coordinate Ministries which involve human welfare policies, and creating a Division which is in charge of PHC in the Ministry.

Present Status, Difficulties and Support Needs of Multi-cultural Families Raising Children under 3 Years Old Enrolled at Child Care and Education Centers (어린이집 재원 다문화 가정 영아의 양육 현황과 어려움 및 지원요구)

  • Objective: This study intended to analyze parenting characteristics, difficulties and support needs of multi-cultural families that had children under 3 years old, in order to develop their supporting resources. Methods: This study performed semi-structured interviews with 7 mothers from multi-cultural families that had their young children enrolled at child care and education centers in Gyeonggi Do. The interview data transcribed were analyzed using the successive contents analysis, and led to 4 themes and 12 sub-themes. Results: First, the mothers from multi-cultural families were married without understanding the Korean language and culture. Second, the multi-cultural mothers didn't properly respond to their children's needs in interaction and language aspects. As a result, the multi-cultural support centers and child care and education centers gave help to them. Third, in the view of the difficulties facing mothers, parenting problems caused by the lack of information concerning child education, the biased burden of parenting, and the different parenting values of Korean families were all expressed by the mothers. Fourth, regarding support needs, providing individual professional support for children and child-raising support for mothers, customized language and employment support for mothers and parenting education for fathers and family education on multi-culturalism are needed. Conclusion/Implications: Suggestions for decreasing the difficulties facing multi-cultural families that had children under 3 years old were discussed.

Evaluation of Internal through Analysis of Airflow and Ventilation of Coal Storage Shed (옥내저탄장 기류 흐름 및 환기량 분석을 통한 내부 유동 평가)

  • The stringent air environment conservation act forced to build an indoor dome for coal storage. However, it causes some problems due to accumulation of fly ash and harmful substances inside. To solve this problem, this study analyzed the pattern of internal airflow and the amount of ventilation for an indoor coal yard. Overall, the airflow inside the indoor coal yard tended to move to the southwest facing the mountain. In addition, sea-breeze was blowing from the northern louver window facing the sea, where airflow was flowing in. The total flow rate flowing into the indoor coal yard was 918,691 m3/h, and the number of natural ventilation per hour was 0.6 times. Therefore, it is proposed to install a forced ventilation device at the location where internal air flow is concentrated.

Optimal Provision of Service Facilities for Large-scale Land Development Projects: A Loan Scheme and a Consortium Approach (택지개발에 따른 기반시설 적기공급을 위한 유관기관 협조융자와 민간참여 방안)

  • One of the problems associated with the current system of land development projects implemented by the public sector in Korea is that various service facilities are not ready in time for the occupation of residential dwelling. A major cause of the problem is the lack of financial arrangements which would smooth the cash-flow of the suppliers of the facilities during the project period. In this paper we present two schemes which will contribute to the optimal provision of service facilities by easing the financial constraint facing the land developers and suppliers of the facilities. The first scheme involves channeling a fraction of profits from a land development project and of the proceeds of mandatory sales of Type II National Housing Bonds as a loan to the suppliers of the service facilities. The second scheme considers the participation of the private sector in the project as a member of a consortium comprising the Korea Land development Corporation, the National Housing Fund, and private developers. It is proved that each scheme is superior to the current system. as well as entailing a very small cost.
