The Federal Legislations and School Library Standards in the School Library Development of the U. S. (미국 학교도서관 발전에 있어서 연방 법률과 학교도서관 기준)

  • The purpose of this study Is to investigate how federal legislations for school libraries and school library standards have affected the development of school libraries in the U. S. The U. S. school library statistics, school library standards, and federal legislation were analyzed. The results show that school libraries have been developed by continuous supporting from federal legislation, rather than that of states' governments or school districts. The school library standards also are considered important factors for school libraries' improvement. As understanding the history of the U. S. school libraries' development, Korean school libraries are needed persistent supports from Korean government.

  • It was considered that the construction of new towns between the late 1940s and the early 1990s affected the increase of the number of public libraries in the U.K. Many new towns are being built in Korea. This is a very good chance to build more public libraries in Korea. This study selected and examined Milton Keynes which is one of the best new towns in the U.K. to see how the public libraries were built in the new town. It was revealed that the plan of building public libraries was included in the new town plan and public libraries were built according to these plans.

  • The purpose of this study is to analyze the development strategy of academic libraries in the U.S., U.K., Australia, and Canada which have been established in response to the problems faced since the 1990s. Major problems, which academic libraries in various countries have commonly experienced include continuing decrease in library expenditures, changing role of libraries themselves, changing nature of library collections, development of information technology and technological intrastructure on campus, steep increase in prices of scholarly journals, and relative decrease in purchasing powers of libraries. In this study, discussed are the strategic planning and solutions carried out at the national or government level, rather than by individual libraries. Their efforts commonly focus on such measures as resource sharing, shared catalog and storage facilities, cooperative purchasing and negotiation for scholarly journals, etc.

  • This study examined the definitions and characteristics of TQM, procedures, problems and benefits of TQM and investigated the cases in U.S.A. and U.K. in a n.0, pplying TQM to libraries. It is necessary that libraries and information centers should a n.0, pply TQM for management innovation in order to overcome present and future crisis. As a result of study, there are three suggestions as follows. First, To be developed the TQM model for various types of libraries by national or library world. Second, To conduct TQM successfully in libraries and information centers, it is necessary to comprising the elements as follows. 1) Vision, committment and leadership of top management 2) Change of library's organizational culture 3) Learning and training of organizational members 4) Interests and participation of organizational members 5) Empowering and respecting people 6) Rewards for performance and accomplishments 7) Benchmarking 8) Measurement of performance and benefits. Third, TQM activities in libraries are developed into quality movement.

  • As the Internet connections and services at U.S. public libraries have increased dramatically since 1990s, defining, assessing and measuring quality of these new electronic services have become a critical issue. This research was a study designed to identify key dimensions of Internet service quality at public libraries by providing a systematic framework for measuring and assessing the quality of Internet services. The study used modified SERVQUAL and SERVPERF instruments which have been widely used service quality measurement in business marketing areas and LibQUAL+ model which are widely adopted service quality measurement instrument in most of the academic libraries in U.S.

  • The purpose of this study is to describe the problems. which academic libraries in the V.S., U.K., Australia, and Canada have faced since the 1990s. These problems are mostly caused by environmental changes in higher education. In this study, only discussed are the problems that academic libraries in various countries have commonly experienced. but not unique ones libraries in each country has due to its own national, societal, cultural, academic or informational situations. Major problems include continuing decrease in library expenditures, changing role of libraries themselves. changing nature of library collections, development of information technology and technological Infrastructure on campus, steep increase in prices of scholarly journals, and relative decrease in purchasing powers of libraries. These Problems are all closely inter-related, and seem to require more comprehensive and systematic strategic solutions carried out by the national or government intervention, rather than individual libraries.

  • This study aims to explore the significance of homework help service as a library program to support young people in the community and investigate the characteristics of homework help services in U.S. public libraries. It reviews the previous literature on the cases and trend of homework help services in U.S. public libraries. It also investigates the practice and characteristics of homework help services using an email survey targeting public libraries that offer the services. The results are analyzed in terms of the user, collection, space, public relations and human resources of homework help services. This study may contribute to eliciting the service plan on homework help service in its planning and implementation stage in public libraries.

  • This study examines and compares public library services for immigrants in the U.S. in the early 1900s and nowadays. U.S. public libraries in the early 1900s supported the Americanizing movement by opening English language classes and providing information that is essential for U.S. citizenship. Public librarians also recognized the importance of foreign language materials; by providing foreign language materials and developing diverse services to reach immigrants, public libraries eventually hastened assimilation processes. Despite a gap of one hundred years, the situation today is not very different. Public libraries still try hard to serve their ethnic patrons with extensive foreignlanguage collections and culturally diverse library programs, while still emphasizing English language education.

  • As the number of University libraries which adopt subject divisional Plan in Korea is increasing, lots of problems are coming out, which results from a lack of close examination and analysis before adopting, and the lack of continuous checking and evaluation after adopting. Therefore, this article will do the following. First, study the example of the U.S. university libraries which have a longer history of subject division adoption than Korea. It covers going through the situation at the moment of adopting, the phase of development and decline Second analyse the differences between the libraries in U.S. and Korea on the basis of first study. Finally, study the resonable adoption method considering the changing circumstances aound Libraries and forecast the future movement in adopting the Subject division plan in the university libraries in Korea.
