This research has analyzed the options of improving 'National Basic Livelihood Security Program' and factors influencing on them, focusing on the 345 social welfare officials' recognition and assessment of the program. As a result of the analysis, some difference has been identified in the assessment of respective options in accordance with how social welfare officials recognize and assess the program and its recipients. The assessments as to the options of improving restrictions on the able-bodied poors, implementation of the individual benefit method, and so forth were shown differently according to the age; years of service; amount of work; rationality of the criteria for selecting recipients; levels of payment by the 'National Basic Livelihood Security Program'; possibility of the recipients' exit from poverty; achievements of the self-supporting program; and evaluation of the program improvement efforts of the government. Based on this result of analysis, key tasks and improvement options for the 'National Basic Livelihood Security Program' have been explored on the occasion of the 10th anniversary of the program.

The oriental medical insurance system which began to operate in 1987 in Korea is based on unionism and divided into 3 parts; one part for the worker, a second part for the community inhabitants, and a third part for the public service personnel and private school personnel. Today the medical problem must be the most important social assignment to be considered. The medical system of contemporary industrial society has began greatly stood out in relief as a part of social welfare not emphasized on gainings of physicians. Accordingly systematization of the oriental medical insurance was strongly Pursued and it was developed to to the extent of entire nation insurance. Though the history of it is very short, most of the people are getting benefit from the insurance system by the social security system method. This study develops the Oriental Medical Insurance, the Workmen's Accident Compensation Insurance, the Pension System in relation to the industrial accident compensation of Employees, along with the ideas and principles of social insurance.
Purpose - This article analyzes the impact of macroeconomic variables of the United States, China, and Korea on KOSPI and VKOSPI, in that United States and China have a great influence on Korea, having an export-driven economy. Design/methodology/approach - The influence of US, China, and Korea interest rates, industrial production index, consumer price index, US employment index, Chinese real estate index, and Korea's foreign exchange reserves on KOSPI and VKOSPI is analyzed on monthly basis from Jan 2012 to Aug 2023, using multifactor model. Findings - The KOSPI showed a positive relationship with the U.S. industrial production index and Korea's foreign exchange reserves, and a negative relationship with the U.S. employment index and Chinese real estate index. The VKOSPI showed a positive relationship with the Chinese consumer price index, and a negative relationship with the U.S. interest rates, and Korean foreign exchange reserves. Next, dividing the analysis into two periods with the Covid crisis and the analysis by country, the impact of US macroeconomic variables on KOSPI was greater than Chinese ones and the impact of Chinese macroeconomic variables on VKOSPI was greater than US ones. The result of the forward predictive failure test confirmed that it was appropriate to divide the period into two periods with economic event, the Covid Crisis. After the Covid crisis, the impact of macroeconomic variables on KOSPI and VKOSPI increased. This reflects the financial market co-movements due to governments' policy coordination and central bank liquidity supply to overcome the crisis in the pandemic situation. Research implications or Originality - This study is meaningful in that it analyzed the effects of macroeconomic variables on KOSPI and VKOSPI simultaneously. In addition, the leverage effect can also be confirmed through the relationship between macroeconomic variables and KOSPI and VKOSPI. This article examined the fundamental changes in the Korean and global financial markets following the shock of Corona by applying this research model before and after Covid crisis.

This study was conducted on 1,174 retirees in their 50s and 60s nationwide using the 7th data of the National Pension Service's National Elderly Security Panel Survey. We were able to confirm the following results through the SPSS WIN 18.0 program.. First, men showed a higher level of education than women. From these results, it is expected that men will be better prepared for retirement. Second, men had spouses and two or more household members than women. According to previous studies showing that men are better prepared for retirement if they have a spouse, it is expected that men are better prepared for retirement. Second, 38% of men and 62% of women were voluntary retirees. Third, both men and women responded that their own and spouses should play the main role in preparing for retirement. Fourth, both men and women had very low rates of preparation for old age, economic independence, and public and private pensions. Among them, women were lower than men. Fifth, economic problem solving, health, and medical care were the priority as parts to be done for retirement in oneself and society. Based on these results, the directions for preparing retirees for retirement are as follows. First, education on wage peak system, retirement age extension and financial management for involuntary retirees is required, and guidance and management methods on health care and disease should be provided to address needs for health and health care. Women had more voluntary retirees than men, and they need to know why. Second, when both men and women are very poor at preparing for retirement, there should be job creation measures to ensure that they and their spouses are fully prepared for retirement.

Objective : The purpose of the study is to find the factors affecting a social phenomena of the elderly and suggest a basic data for efficiency of a senior policy and type of the life in Korea. Methods : We refereed to sources from the Korean Statistical Information, the National Pension Service, and the Ministry of Health and Welfare. We also surveyed and analysed the depression and death anxiety among the elderly in 2014. Results : First, most of them were low educated people and family composing a couple. An annual income were average. Second, medical costs were increasing constantly in proportion to the increase of aging population. Third, they had high depression index resulting from negative thinking of the future and themselves. Fourth, the death anxiety level of them were more than moderate and that was about the death of themselves and the process of the death. Conclusion : It is needed to help physical, mental, and social health and improve the quality of the life in the elderly through social program established a variety of special fields like occupational therapy and family support program belonging to the government.

In this study, using KLoSA data, it was verified whether subjective expectations and depression had a multi-mediated effect on life satisfaction of the elderly with dementia and mild cognitive impairment. As a result of the analysis, first, it was analyzed that the higher the IADL of the elderly with dementia and mild cognitive impairment, the lower the subjective expectation, the higher the depression, and the lower the life satisfaction. Second, it was analyzed that as the subjective expectations of the elderly with dementia and mild cognitive impairment increased, depression decreased and life satisfaction increased. Third, it was analyzed that IADL in the elderly with dementia and mild cognitive impairment not only directly affects life satisfaction, but also indirectly affects life satisfaction through subjective expectations and depression, so it has a multi-mediated effect. Therefore, it is necessary to expand subjective expectations by expanding service providers that can support daily life restrictions for the elderly with dementia and mild cognitive impairment, providing regular programs by experts to reduce depression, and establishing new national pension benefits for dependents.
We have been experiencing an lengthened life expectancy due to rapid industrialization, economic and medical development. In particular, the elderly population was only 5.1% of the total population in 1900s when the senior centers were established, but 30 years later, the elderly population aged 65 or older reached 6.54 million in 2015 and became 14% in 2017. There is a very meaningful correlation between service quality of the senior welfare center and the life satisfaction of the elderly, where the elderly spend their leisure time on a daily basis. Accordingly, this study tried to identify the desirable conditions that the elderly think and the difference from the desired status and the actual status to identify what information and services should be provided by senior welfare centers. Gwanak Senior Welfare Center has provided senior welfare service for local seniors for 30 years since its establishment and contributed to silver welfare policy establishment based on the accumulated experiences. In the coming era of GDP 30,000 dollars, National Pension era and average life span 100 years, the new creative silver welfare programs should be introduced such as qualitative programs rather than quantitative, programs for caring minorities, complimentary or actual expense programs, creative programs rather than passive ones, and diversity of the subjects. This study would like to present the future direction for the next 30 years.
The purpose of this study was to improve the understanding of stress coping in the very old and elderly and to improve life satisfaction through stress reduction as the population ages. To this end, this study aimed to test the mediating effect of social support on the relationship between stress coping and life satisfaction among very old people. In particular, we paid attention to the differences in stress coping from the existing elderly population and took the view that they should be studied as an independent group. To confirm this, we analysed 275 men and women aged 85 years and older who responded to the fifth supplementary survey of the National Elderly Security Panel (KReIS) conducted by the National Pension Service. IBM SPSS 26 was used to test the mediating effect of social support on the effect of stress coping measures on life satisfaction in the very old elderly. The results of the significance test of the independent variables on the mediating variable showed that stress coping was positively significant, i.e., the higher the level of stress coping, the higher the life satisfaction. In addition, the results of the significance test of the effects of the independent variables and mediators on the dependent variable showed that coping with stress had a significant effect, and the mediator, social support, also had a significant effect on life satisfaction. Therefore, this study suggests the need for social support to improve the level of life satisfaction through coping with stress in the very old elderly.
The purpose of this study was to investigate the various contents of legal life's conflicts and constitutional applications by analysing on the constitutional judicial precedents regarding to social welfare law. The total cases of constitutional precedents are 62 totally, and 22 precedents among 62 are analysed through content analysis. These 22 constitutional precedents consist of nine cases of concerning Social Insurance Act, six cases in National Pension Act, two cases in National Basic Livelihood Protection Act and one cases in Social Welfare and Service Act. The major contents of these precedents are regarding to operational principles of social insurance system, rule of entitlements, benefits, social welfare organizations and the constitutional right such as property right, equal right, right of happiness. And also there are precedents to review how the rule of Act is interpreted or how the process of right protection is. Findings in this study show that Korean Constitutional Law has characteristics of welfare nationalism and social capital economics orientations, and sanctions legislation and administration discretion.
Recently, United Nations found that 38% of global carbon emissions are generated in the building sector, surpassing other industries (32%) and transportation (23%), and ESG is actively used as a way to reduce carbon emissions in the building sector, led by overseas advanced countries. In Korea, as the National Pension Service announced "Consider ESG with more than 50% of investment assets" this year, the move to introduce ESG in the building sector is accelerating, centering on construction companies and asset management companies. However, as the domestic ESG evaluation system is still mainly focused on corporate governance and social responsibility, interest in the environmental sector is lagging behind that of advanced countries. As ESG in the building sector is expected to grow rapidly over the next 10 years, I would like to suggest the following development directions. The first is the expansion of the incentive system. In order for the government to successfully implement policies related to ESG in the building sector, incentive system such as tax reduction and building standards should be expanded further than now in addition to negative systems such as rent restrictions and punishment taxes due to regulatory violations. Second, standardized ESG standards are established. Rather than creating an independent Korean ESG standard that is far from global standards, it is necessary to organize the common parts of global standards and evaluation methods and create and provide guidelines in the form of standard textbooks that can be used equally by all stakeholders. Third, it is an effort to link ESG in the building sector with Digital Transformation(DX). This is because actual energy savings and carbon emission reduction can be realized only when the operation method of the building sector, which is operated mainly by manpower, is digitalized and converted to an intelligent way.
