A Study on Effectiveness Analysis and Development of an Accident Prediction Model of Point-to-Point Speed Enforcement System (구간단속장비 설치 효과 분석 및 사고예측모형 개발)

  • According to the National Police Agency, point-to-point speed enforcement system is being installed and operated in 97 sections across the country. It is more effective than other enforcement systems in terms of stabilizing the traffic flow and inhibiting the kangaroo effect. But it is only 5.1% of the total enforcement systems. The National Police Agency is also aware that its operation ratio is very low and it is necessary to expand point-to-point speed enforcement system. Hence, this study aims to provide the expansion basis of the point-to-point speed enforcement operation through analysis of the quantitative effects and development the accident prediction model. Firstly, this study analyzed the effectiveness of point-to-point speed enforcement system. Naive before-after study and comparison group method(C-G Method) were used as methodologies of analyzing the effectiveness. The result of using the naive before-after study was significant. Total accidents, EPDOs and casualty crashes decreased by 42.15%, 70.64% and 45.30% respectively. And average speed and the ratio of exceeding speed limit decreased by 6.92% and 20.50%p respectively. Moreover, using the C-G method total accidents, EPDOs and casualty crashes decreased by 31.35%, 66.62% and 10.04% respectively. And average speed and the ratio of exceeding speed limit decreased by 3.49% and 56.65%p respectively. Secondly, this study developed a prediction model for the probability of casualty crash. It was dependant on factors of traffic volume, ratio of exceeding speed limit, ratio of heavy vehicle, ratio of curve section, and presence of point-to-point speed enforcement. Finally, this study selected the most danger sections to the major highway and evaluated proper installation sections to the recent installation section by applying the accident prediction model. The results of this study are expected to be useful in establishing the installation standards for the point-to-point speed enforcement system.

The improvement directions of Inland Logistics Information System for the Efficient National Logistics (국가물류 효율화를 위한 내륙물류 정보화 발전 방향)

  • Recently, according to changes of global logistics environment, various issues have been presenting. These issues are including the pursuit of low cost-high added value, the realization of sustainable logistics system, the protection of environment, and the development of ubiquitous techniques. To cope with these environment changes and improve the national logistics system, the government have carried out various logistics policies and pushed ahead development of national logistics information network. But still, from a view-point of national logistics, there are several inefficient elements such as information inconnection and code/data unstandardization. In this paper, the survey result of domestic inland-logistics information system status will be presented and the future developments will be presented for the efficient national logistics.

Analysis of safety risk factors of fishermen on the Korean tuna purse seiner (우리나라 다랑어선망어선의 어선원 안전 위험요소 분석)

  • Tuna purse seine fishery (TPF) constitute more than 60% of distant water fishery production in Korea based on a statistic of 2018, and 28 ships from four different companies were under operation at the western and central Pacific Ocean. On this research, common risk factors during TPF were investigated via enumeration of five years Korean fisherman's insurance payment statement, followed by some counterplans to diminish the accident rate. The accident rate of TPF on the Pacific Ocean peaked by 43.0% in 2014 and constantly decreased to 23.0% until 2018, presenting an average of 33.6%. Meanwhile, the accident rate on the Indian Ocean reached the highest point 55.1% in 2014 and declined to 11.6% in 2016, having an average of 24.7%. The average accident rate of the Indian Ocean scored 8.9% lower than the rate of the Pacific Ocean, but no statistic significance was observed. Depending on the process of operation, 'casting or hauling of net' was the most frequent part that people received an injury (40.4%). When the accidents were classified by their types, 'falling down' was the most recurrent cause of the injuries (28.5%). At the point of severity, the worst injuries were induced by crush hazard. Considering aforementioned accident frequency and severity, all the factors on the accident type list were divided into three different groups including high risk, moderate risk, and common risk. This study is expected to contribute to the reduction of occupational accidents during the work of fishermen and establishment of a safety management system for distance water fishing vessels.

The Status of National Logistics Information System and The Future of Railway Logistics Information System (국가물류정보화 현황과 철도물류정보화 발전방향)

  • Recently, as change in global logistics environment, various issues have been presenting. In this paper, the survey result of global logistics environment change, logistics policy of a developed countries, domestic logistics policy and information system status will be presented. And from these status, suggestive points are mentioned. Finally the status of railway logistics information and future developments are presented.

  • As people make efforts on accident prevention, the number of accidents is decreasing, fatal major industry accidents are rather than increasing so that the number of deaths has not decreased. Under these conditions, there is an attempt to introduce and perform the safety vacational education system as a means for keeping from major industry accidents. Therefore, in this paper, we analysis vacational education of manufacturing industry in safety point of view and suggest the technique efficiently measuring and managing each safety management. Proposed the technique shows that the specification on safety determines weight through the managers of firms and each process is suggested by using SN Ratio.

Study on the effect of 3 point belt on chest compression

  • This study suggested a method to increase the quality of chest compressions in patients with cardiac arrest during transport. When providing cardiopulmonary resuscitation to a cardiac arrest patient in the pre-hospital phase, the quality of chest compressions should be improved by using a three-point fixed belt to the ambulance. Because the quality of the chest compression was increased when the 119 paramedic wears a 3-point fixed belt in addition to the chest compression method. Also, paramedics are less likely to be at risk. Therefore, if a 3-point fixed belt is worn in an ambulance during transport, 119 paramedics will be able to secure safety and provide high-quality chest compressions to cardiac arrest patients.

THE ADDITIONAL POINT SYSTEM OF NATIONAL HEALTH INSURANCE FOR DENTAL TREATMENT IN PATIENTS WITH A SPECIAL HEALTH CARE NEED IN KOREA (한국의 장애인 환자 치과 진료를 위한 국민 건강 보험 가산제도의 종류 및 청구 현황)

  • In order to increase the accessibility of dental care for people with disabilities, National Health Insurance Service has implemented an additional point system of National Dental Insurance for dental treatment of patients with a special health care need (AID). The purpose of this study is to investigate the types and status of AID in Korea using data of the Health Insurance Review and Assessment Service from 2011 to 2017. The basic consultation fee is increased by 9.03 points (713 won) for brain disorder, intellectual disability, mental disability, or autistic disorder. From 2011 to 2015, the number of claims with a basic consultation fee increased from 90,456 to 141,179. Dental treatment and surgical treatment fee is increased by 100% of the defined insurance score for each of the 15 items. During the five years from 2012 to 2016, the number and amount of claims for each item increased steadily. Of the total claims for 5 years, endodontic treatment was highest, with 107,477 cases, followed by 51,641 cases of scaling. There are two types of dental safety observation fee, simple and complex. The simple safety observation fee is 10,370 won per day, and the complex safety observation fee is 20,750 won per day. Dental safety observation fees were charged 34 times in 2015, 14 times in 2016, and 41 times through May 2017. From 2011 to 2017, the number and amount of claims using AID for dental care for people with disabilities increased. However, considering that the number of registered dental users with disability was about 560,000 in 2016, the number of claims using AID is 1-20,000, which is less than 2% of registered dental users with disability. Therefore, it is necessary to expand dental services for people with disabilities including AID.

  • Safety of workers and productivity in construction site are affected according to the conflict status of work spaces which are performed at a time. The interference among the work spaces in construction site should be minimized because it becomes a blocking factor that causes construction delay and low productivity. Those factors can be managed by reasonable H&S (Health & Safety) practice. This research suggests the requirements of H&S practice and rules to establish the strategy of H&S management based on the literature reviews related to H&S rule. The suggested H&S rule can be visualized for searching space conflict point if the rule is linked with visual simulation tool. Accordingly the research results can be used for improving and visualizing construction productivity by work space control in 4D/nD CAD system.

A Study on the Safety of Small LPG Storage Tanks at External Fires (외부화재시 LPG 소형저장탱크의 안전성에 관한 연구)

  • The purpose of this study is to study the safety of a small LPG storage tank with a capacity less than 3 ton when it is exposed to an external fire. First, simulation studies were carried out using ASPEN Plus and PHAST to demonstrate that overpressurization in the tank can be relieved by discharging the LPG through an adequately sized safety valve, but the release may lead to the secondary risk of fire and explosion around the tank. Next, the temporal variations of the temperatures of the lading and tank wall were obtained using AFFTAC, which showed that the tank wall adjacent to the vapor space could be overheated in about 11 min to such a point that the weakened strength might cause a rupture of the tank and subsequent BLEVE. The consequences of the BLEVE were estimated using PHAST. Finally, several practical measures for preventing the hazards of overheating were suggested, including an anti-explosion device, sprinkling system, insulation, heat-proof coating, and enhanced safety factor for tank fabrication. The effectiveness of these measures were examined by simulations using AFFTAC and ASPEN Plus.

Comparison of Test Standards for the Performance and Safety of Agricultural Tractors: A Review

  • Purpose: The objective of this paper was to compare test standards regarding the performance and safety of agricultural tractors to identify the differences in test conditions, measurement tolerances, and test procedures. Based on the comparison, some recommendations were proposed for possible revisions or improvements to current tractor test standards. Methods: The test standards and codes of major standards development organizations (SDOs), such as the Organization for Economic Cooperation and Development (OECD), the International Organization for Standardization (ISO), the American Society of Agricultural and Biological Engineers (ASABE), EC type approval, and the board of actions of the Nebraska Tractor Test Laboratories (NTTL), were selected and analyzed. Comparison of the test standards: The ISO provides references for fuel and lubricants for tractor tests, and the OECD provides additional measurements for calculating fuel consumption characteristics during the power take-off (PTO) tests. The ISO, EC type approval, and the ASABE provide PTO protective device and the safety requirements. During drawbar power tests, seven transmission ratios are selected for fully automatic transmissions, according to the OECD. In case of hydraulic lift tests, ISO 789-2 and OECD Code 2 advise the use of a static lift force, while SAE J283 advises the use of additional dynamic lift capacity tests for a better representation of in-field operations. The OECD, the ISO, and EC type approval determine the seat index point (SIP), whereas the ASABE determines the seat reference point (SRP) for roll-over protective structure (ROPS) tests. Diversified measurement tolerances were among the braking performance test standards. The European Union (EU) has developed daily limits for vibration exposures with adaptations from ISO 2631-1. Electromagnetic compatibility evaluations are emerging of high-efficiency tractors due to the long-term conformance to electromagnetic emissions and interferences. Comparisons of tractor test standards discussed in this paper are expected to provide useful information for tractor manufacturers and standards development personnel to improve the performance and safety test standards of tractors.
