To examine the structure and distribution of the Keum River plume produced by continuous river discharge we carried out three-dimensional numerical model experiments with or without Coriolis force and tide. When Coriolis force is included but tide is not the model plume forms the clockwise circulation north of southern channel in the developing stage. As the plume expansion progresses the center of circulation moves to the southwest, with fuming the discharging axis of low-salinity water to the southwest from the mouth of southern channel. These results are explained mainly in terms of barotropic geostrophy by surface slope maintained with accumulated low-salinity(buoyant) water in front of the estuary mouth due to of offshore strong salinity front. When the M$_2$ tide is included the model plume extends farther to the northwest, forming large tongue-like salinity distribution. The tidally averaged surface flows of the offshore plume are mainly in geostrophic balance. These changes in plume distribution are explained in terms of low-salinity water advection by tidal excursion and active tidal mixing; the former supplies low salinity water to the north off the estuary mouth and the later increases mean sea level along the plume and surface salinity in northern shallow coastal area. The main features of observed Keum River plume(Lee et al., 1999; Choi et al., 1999), which showed the northwestward deflection of the plume axis and northward deepening of the plume thickness from the estuary mouth region, are well reproduced by the model in which tide is included.

In this study, an implicit one-dimensional model, DWRM(Dynamic Wave Routing Model) was developed by using the four-point weighted difference method. By applying the developed model to the Keum River, the parameters were calibrated and the model applicability was tested through the comparison between observed and computed water levels. In addition, the effects of the construction of an estuary dam to the flood wave were estimated as a result of the model application. The results of the study can be summarized as follows; 1. The roughness coefficients were evaluated by comparison between observed and computed water level at Jindu, Gyuam and Ganggyeung station in 1985. The Root Mean Squares for water level differences between observed and computed values were 0.10, 0.11, 0. 29m and the differences of peak flood levels were 0.07, 0.02, 0. 07m at each station. Since the evaluated roughness coefficients were within the range of 0.029-0.041 showing the realistic value for the general condition of rivers, it can be concluded that the calibration has been completed. 2. By the application of model using the calibrated roughness coefficients, the R. M. S. for water level differences were 0.16, 0.24, 0. 24m and the differences of peak flood level were 0.17, 0.13,0.08 m at each station. The arrival time of peak flood at each station and the stage-discharge relationship at Gongju station agreed well with the observed values. Therefore, it was concluded that the model could be applied to the Keum River. 3. The model was applied under conditions before and after the construction of the estuary dam. The 50-year frequency flood which had 7, 800m$^3$/sec of peak flood was used as the upstream condition, and the spring tide and the neap tide were used as the downstream condition. As the results of the application, no change of the peak flood level was showed in the upper reaches of 19.2km upstream from the estuary dam. For areas near 9.6km upstream from the estuary dam, the change of the peak flood level under the condition before and after the construction was 0. 2m. However considering the assumptions for the boundary conditions of downstream, the change of peak flood level would be decreased.

Based on field observed tide, tidal currents and depth data, hydrodynamic changes on the Keum River Estuary has been analyzed in which huge complex constructions has been made simultaneously. According to the analyses from acquired data over 2 years, rapid increasing of tidal currents and resulting scouring of 50 cm/yr has been reported in flow-guided dikes region of Kunsan Outer Port. However inner part of the Saemankeum sea dike and Kunjang Industrial Complex dike, 30 cm of sedimentation were found during 2 months of fall season in tidal flats and hence very rapid transition of hydrodynamic system on this area are resulted from those constructions which are still on going nearby.
Keum River discharges 6.4billion tons of fresh water annually into the Yellow Sea. More than 60% of the total discharge is concentrated in summer, differentiating distinct low-discharge and high-discharge periods for the estuarine environment. The concentration of SPM(Suspended Particulate Matter) is, in general, very high, except sometime during rainy season, and turbidity maximum is often observed, especially during spring-tides(Lee and Kim, 1987).
The south-western part of Korea is situated in an unbalance of water supply and demand relating to the Keum, Mankyung, Dongjin and Youngsan River and their estuary reservoirs. For example, the Keum River estuary reservoir is discharging the larger amount of yearly runoff into the sea due to the small storage capacity, while Saemankeum estuary reservoir which is under construction, has the smaller runoff comparing with its strorage capacity. And the downstream area of the Youngsan River, such as Youngkwang, Youngam are deficient in water due to larger demand and smaller supply. In order to solve the above unbalanced water supply and demand and also to improve the water use effciency, the Hierarchical Operation Model for Multi-reservoir System(HOMMS) has been developed and applied to analyze the multi-reservoir operation assuming that the above reservoirs were linked each other. The result of this study shows that $2,148{\times}106\;\textrm{m}^3$ of annual additional water requirement for agricultural and rural water demands are required in this region at 2011 of target year, and these demands can be resolved by diverting and reusing $1,913{\times}106\;\textrm{m}^3$ of the released water from the estuary reservoirs into the sea.
The Keum River Estuary was investigated two times in April and July, 1986, to study process controlling chlorophyll distribution in estuarine waters. During the surveys, distribution patterns were studied for chlorophyll-a, nutrients, ph, SPM (Suspended Particulate Matter), DO (Dissolved Oxygen), temperature, salinity, etc. During April survey(low-discharge period), sea water penetrated to Kangkyung, about 35km upstream from the constructing weir, while in July (high-discharge period) only to 3 km upstream from the weir,In April SPM showed very high concentrations (500mg/l)on the average. But very low concentrations(about10mg/l)were observed in July due to high discharge of fresh water.Chlorophyll-a concentrations showed large variations both in time and space :much higher concentraations in July than in April and sharp decrease in concentrations at the fresh water-sea water interface (April:$6.5\mu\textrm{g}/{\ell}$ for fresh waters and 41.4\mu\textrm{g}/{\ell}$ forestuarine waters). Differebce ub chlorophyll-a concentrations for these two surveys appear to be caused mainly by the difference in effectiveness of penetrating lights controlled by SPM in the waters. Sharp decrease in chlorophll-a at the fresh water-sea water interface is believed to be resulted from mass mortality of fresh water phytoplankton caused by changes in osmotic pressure in the region. Observations in the same regions such as increase in AOU(Apparent Oxygen Utilization)and ammonia, decrease in PH,probably resulted through decomposition processes of dead planktons,furtuer support the idea.

In order to analyze water supply capacity in estuary barrage dam, a system was developed in which base model was consisted of daily water balance model and daily inflow model. Agricultural water demand to paddy fields and domestic and industrial water demand were considered in this daily water balance model. Also outflow volume through sluice gate and inside water level at time to start outflow was conditioned initially to simulate reservoir storage. The DAWAST model was selected to simulate daily reservoir inflow in which return flows from agricultural, domestic and industrial water were included to simulate runoff. Using this developed system, water supply capacity in the Keum river estuary reservoir was analyzed.

We have monitored nutrients, chlorophyll, suspended solids, and salinity in the Keum Estuary to understand the temporal fluctuation of oceanographic parameters and to illustrate any variation due to the gate operation of the Keum River Dike from June, 1995 to September, 1996, approximately for 500 days. Tidal range is used as the key factor to explain the fluctuations and atmospheric parameters such as air temperature, wind velocity and rainfall are also used supplementally. The fresh water discharge was selected as another major impact on the estuarine environment due to the gate operation of the Keum Dike. In addition, daily variation by tidal cycle was investigated twice in April and July, 1996. In diurnal variation, salinity was positively correlated with tidal elevation, whereas negatively correlated with nutrients. Relatively high suspended solid and chlorophyll contents were found in the period between high and low tide. In 500 days continuous observations, salinity was negatively correlated with the volume of fresh-water discharge, but positively correlated with nutrients. A major chlorophyll bloom occurred in spring. A similar pattern of variation was observed between suspended solid and the neap-spring tidal cycle. In comparison with the data of the Keurn Estuary before the gate operation of the Keum River dike, fresh-water discharge predominated other environmental factors during the rainy season. In addition, the velocity of tidal current and the concentration of suspended solid were decreased, while nutrients and chlorophyll contents were increased.
CTD, light transmission and tidal current data obtained off the Keum estuary in August, 1991 and 1992 were analyzed to look into the plume movement and the vertical structure of the plume changing with tidal currents. When the river plume was developed by a localized torrential downpour, the initial plume showed a surface lens of low salinity in the section south of the Yeon-Do. The axis of surface lens moved with tidal currents which flows mainly northeastward and southwestward tn the study area and the excursion of the lens axis reached 7 km. The plume during the ebb period showed a symmetric lens structure of low salinity which extends vertically to 3 m below the surface. During the flood period the plume deepened to 6 m below the surface in its northen side forming a sharp salinity front, which results in an asymmetric lens. We suggest that the salinity front with deepened plume moved to the north repeatedly, resulting in temperature increase and salinity decrease in the northern region off the estuary. When the river discharged continuously the large volume over 20 days, the plume forming surface lens extended to the Sybidongpa-Do and deflected to the north.

Analyzing the tide data taken at Kunsan inner and Outer ports, non-tidal and mean sea level and harmonic constants of major constituents are investigated to examine the effects of the dyke gate operation on the sea level change in Keum River estuary. Non-tidal and annual mean sea levels decrease at Kunsan Inner and Outer ports after the dyke gate operation, especially showing an abrupt drop of non-tidal sea level at Kunsan Inner port. This non-tidal sea level drop results in the mean sea level gradient change between the inner and outer port, which can be mainly explained in terms of the decrease of river discharge from the dyke. Amplitudes of the $M_2$ and $S_2$ tides at the Inner port increase after the dyke gate operation, showing an abrupt jump, and phases of both tides slightly decrease. Amplitude and phase of the $K_1$ and $O_1$ tides show slight changes after the dyke gate operation. This significant change of semi diurnal tide amplitude is believed as a result of superposition of incident tidal wave and reflected tidal wave from the dyke.
