This paper examines the characteristic records management activities and meanings of the regional council of the Gunma Prefectural Archives and the Tottori Prefectural Archives. Gunma Prefectural Archives and the Tottori Prefectural Archives have established a cooperation system between the municipalities and the municipalities and have promoted the establishment of the regional archives and developed various methodologies to improve the records management. This case study of the Japanese local archives will provide insights on the direction of the archives of the Korean local archives in the new transition period and the work design, especially the 'cooperation and cooperation' program with the local government.
The purpose of this study is to identify ways of remodeling from the traditional hanok to the modern local governmental facility in 1910s. Analysing architectural drawings in the National Archives of Korea, 58 hanok remodeling cases of 52 facilities were verified like the provincial office, county office, county court from 1907 to 1910s. Using hanok as the local governmental building, exterior walls were all changed to the scaled-wooden wall like one of western-wooden building in 1910s and the western-style entrance was set. Change of the plan caused by remodeling interior walls had an intention of the centralized closed plan. Remodeled semi-outer corridor using the space of the eave became changed to the inner corridor with expansion of space. Expansion of hanok for spatial demand was in three ways. First was the expansion towards the eave space, second was direct extension from hanok, and last was the use of external corridor to the new building. Using the eave space was simple but had limitation of space, it was planed with other expansion ways. The way of direct extension was usually used than the one with the corridor, because it was more economical way.

This study attempted to analyze the deposit stations in Japanese Colonial Era of Korea. To do this, this study reviewed the related literature such as articles, records, statistics, books and reports selected from databases, archives and libraries. The deposit stations were categorized by the colonial governmental bodies that included the central and local governments, by the non-governmental bodies that included the quasi-public organizations, the anti-Japanese organizations and the others and religious organizations and by the public libraries. These deposit stations were analyzed according to the time and purpose of establishment, the audience and area of the services, the ways of the services and the theme and quantities of the collections. Finally, the study could find that the deposit stations were widely adopted to supplement the lack of a library infrastructure by various administrative bodies and non-governmental bodies in Japanese Colonial Era of Korea.

This study analyzes the process of growth of Busan from a fishing village to the capital city of South Gyeongsang Province and the central city of transportation and commerce, and an industry with records. The results of the analysis are as follows: after the port opened in 1876, there has been a decline in settlement spaces in Dongnae; on the other hand, there has been an increase in migration spaces around the port of Busan. Waegwan (倭館) nearby Yongdusan Mountain (龍頭山) was changed to the Japanese concession; thus, the number of Japanese moving into Busan had rapidly increased. As a result, the Japanese government carried out reclamation work for securing available lands for the construction of port facilities and other facilities. The Japanese government built public offices and houses, as well as production facilities for daily necessities around the port of Busan. The opening of the Seoul Busan railway (京釜線) and the cross-channel liner between Busan and Shimonoseki (釜關連絡船) led to the growth of Busan and the development of its status. At this time, as the main industry of Busan was trade, Busan had grown as a commercial city. As Busan had grown as a central city of transportation and commerce, the provincial government building of Gyeongsangnam-do (慶尙南道) moved to Busan. Thus, Busan became the central city of local politics and administration. After the Land Survey Project, a large scale of farmers were recruited for low-wage work in the new port. Because of the abolition of the corporation law, Japanese capitalists moved into their colony in Busan. There, large-scale factories, such as the Joseon cotton textile factory, were established. Through this process, the locality of Busan was changed from a fishing village to a commercial city and, finally, to a city of commerce and industry.
Recently, in each local self-governments Japan, the importation of universal design policy is actively being expanded as a plan to maximize living satisfaction of.citizens within the region. This research investigates the background on how the local self-governments ended up importing the universal design administrative policy, investigates the policies which each self governing bodies have been promoting and presents necessary stipulations following those policies. When we sum up the necessity of promoting universal design by local self-governments, although the we carry various problems in the promoting process in the settlement of provincial era and promoting substantiality of it, we can point out the low birth rate phenomenon, progression of aged people's society, diversification of values as a result of social and economic maturity, etc. as social and economic background. For people's values, as they escape from the economic they attach great importance to economic supremacy, they respect culture, environment, etc. with higher level than economic aspect and the improvement of life's quality is becoming important. Meanwhile, the universal design which is known to many users as a usable design concept as reach to a point where it is getting attention as a basic concept of 21st century design. Today, each of local self-governments in Japan are making various efforts for unperturbed importation and application of universal design to local communities through homepage, universal design guideline or report, various workshops, etc. Especially, there are universal design policies of public areas, facilities, manufacture of other products and information for the contents of the policy. The enforcement of universal design policy puts importance in 1) the process of planning, alteration, policy scheme and decision making 2) the process of policy's enforcement 3) the probation process of all processes and I could find out that equal participation of roles by local citizens, citizen's organizations, companies with the administration hasn't been adopted for each of these processes.
This paper is an example of records & archival management in Sagamihara City, Japan. The purpose of this paper is to examine the process and main contents of the Japanese record community making 'exemplary records management system' in the region. Specifically, the organization of the Records Management Council, which performs the limited function and role of the 'advisory body', actively utilized the organization of 'local government', which is the main governance organization of municipal administration in the process of regulating the ordinances and related regulations. In this process, related record information at each stage of record management is actively provided to the members of the society. This case is significant in that it presents the "practical view" of the recording community in the reality of the records management in Korea where there is no archive, which is the material foundation of the realization of 'systematic record management'.
The organization for managing records and archives did not emerge together with the founding of the Chinese Communist Party. Such management became active with the establishment of the Department of Documents (文書科) and its affiliated offices overseeing reading and safekeeping of official papers, after the formation of the Central Secretariat(中央秘書處) in 1926. Improving the work of the Secretariat's organization became the focus of critical discussions in the early 1930s. The main criticism was that the Secretariat had failed to be cognizant of its political role and degenerated into a mere "functional organization." The solution to this was the "politicization of the Secretariat's work." Moreover, influenced by the "Rectification Movement" in the 1940s, the party emphasized the responsibility of the Resources Department (材料科) that extended beyond managing documents to collecting, organizing and providing various kinds of important information data. In the mean time, maintaining security with regard to composing documents continued to be emphasized through such methods as using different names for figures and organizations or employing special inks for document production. In addition, communications between the central political organs and regional offices were emphasized through regular reports on work activities and situations of the local areas. The General Secretary not only composed the drafts of the major official documents but also handled the reading and examination of all documents, and thus played a central role in record processing. The records, called archives after undergoing document processing, were placed in safekeeping. This function was handled by the "Document Safekeeping Office(文件保管處)" of the Central Secretariat's Department of Documents. Although the Document Safekeeping Office, also called the "Central Repository(中央文庫)", could no longer accept, beginning in the early 1930s, additional archive transfers, the Resources Department continued to strengthen throughout the 1940s its role of safekeeping and providing documents and publication materials. In particular, collections of materials for research and study were carried out, and with the recovery of regions which had been under the Japanese rule, massive amounts of archive and document materials were collected. After being stipulated by rules in 1931, the archive classification and cataloguing methods became actively systematized, especially in the 1940s. Basically, "subject" classification methods and fundamental cataloguing techniques were adopted. The principle of assuming "importance" and "confidentiality" as the criteria of management emerged from a relatively early period, but the concept or process of evaluation that differentiated preservation and discarding of documents was not clear. While implementing a system of secure management and restricted access for confidential information, the critical view on providing use of archive materials was very strong, as can be seen in the slogan, "the unification of preservation and use." Even during the revolutionary movement and wars, the Chinese Communist Party continued their efforts to strengthen management and preservation of records & archives. The results were not always desirable nor were there any reasons for such experiences to lead to stable development. The historical conditions in which the Chinese Communist Party found itself probably made it inevitable. The most pronounced characteristics of this process can be found in the fact that they not only pursued efficiency of records & archives management at the functional level but, while strengthening their self-awareness of the political significance impacting the Chinese Communist Party's revolution movement, they also paid attention to the value possessed by archive materials as actual evidence for revolutionary policy research and as historical evidence of the Chinese Communist Party.
This research takes an introspective and critical approach to the college level visual communication design education in Korea. As such, the changes of the college-level visual communication design curriculum in Korea are analyzed. Selected were 3 major design schools which have a relatively long design educational history in Korea. Those 3 schools are Hongik University, Seoul National University and Ewha University. The curricula were categorized and its changes were followed. The faculty members of those 3 schools were also analyzed. The college level design education began from 1946 at Seoul National University. The Koreas design education was influenced from the Japanese Design curriculum and then the American design curriculum from the beginning. The Korean design educators accepted those new design educational paradigm without any criticism, and it is now structurized in our design educational system. It caused the curriculum with practice-centered classes mostly, and the function centered design education without understanding of socio-cultural environments. The Korean design education needs more liberal arts which will lead us to more discourses about ourselves, and needs to employ more local design educators to solve the intellectual skewness in the Korean academic society in the field of Design.

Thus, I would like to set up the direction with street scenes of city can be formed through this study. Firstly, understanding the concept, special features, and strong, weark points of street scenes of city and outdoor advertising signs. Secondly, in present sitiation analysis, studing and comparing the chracteristic of our present outdoor advertising regulations with those of Japanese regulations. Thirdly performing the reserch upon now advertising signs can be influentia in city scenes and thereafter, issuing possible problem censequantly, I would like to suggest the direction of control policy of outdoor advertising signs as following (1). Leading differentiation of each reggion for the solution of environmental and scenic problem. (2). Non-realistic advertising regulation are needed to be amended for uping changing outdoor advertising signs. (3). Advertising problems should be settleed through effectiveness of outdoor advertising signs administration. (4). The problem of advertising agenics should be leaded short term and long term plan. (5). Collection of scenic pollution should be operated for building up a scenic and community consciousness. Therefore, with these suggestion of clear direction of polish, the improvement of city scenes and regional differentiation followed by activated local autonomy system can be induced so that a more beautiful city scenes can be achiveved.
