  • This study focuses on the fact that the past government has been consistent with the one-sided withdrawal policy without any clear countermeasures in relation to the ongoing nuclear development of the DPRK. The purpose of this study is to improve the understanding of South Korea's North Korea policy and to present the direction of the North Korea policy in the future by comparing and researching the North Korea policy pursued by Lee Myung - bak government / Park-Geun-Hye government. Such an attempt will provide a basis for evaluating the previous government's policies toward North Korea, and will also help to find alternatives to sustainable inter-Korean relations and North Korea policy to achieve a unified Korea.

Present Status of Healthcare Strategy and its Application to Oral Health in D.P.R Korea (북한 보건의료전략의 분석과 치과 분야에서의 적용 현황 고찰)

  • In preparing for the era of Korean reunification, it is essential to consider the integration of medical systems and human resources. While Korean dental practitioners are expanding their activities in various fields both domestically and internationally, there are many restrictions on the activities for improving the health of North Korean people due to political and historical reasons even nowadays. In addition, there is little is known about the current state of dental health in North Korea. We analyzed the reports published by the World Health Organization (WHO) and the Ministry of Public Health of North Korea prepared individually or in cooperation, and investigated the current status of the health care strategy applied to the dental field by conducting a full investigation of the 2018 『Rodong』newspaper. Based on the above, we tried to grasp the major health care strategies in North Korea and their application. Understanding the direction and status of North Korea's health care system would be an important cornerstone for international cooperation and practical activities to improve oral health care of North Koreans in the future. And there is a need that studies should be steadily conducted in various methods to overcome the heterogeneity of the two Koreas in the long-term perspective.

Mosquito Species Composition and Plasmodium vivax Infection Rates on Baengnyeong-do (Island), Republic of Korea

  • Vivax malaria is a significant military and civilian health threat in the north of the Republic of Korea (ROK). The island of Baengnyeong-do is the westernmost point of the ROK and is located close to the southwestern coast of the Democratic People's Republic of Korea (DPRK). Mosquitoes were collected using a black light trap on Baengnyeong-do, and Anopheles spp. were assayed by PCR, to identify the species, and screened for sporozoites of Plasmodium vivax. Of a subsample of 257 mosquitoes, Anopheles lesteri was the most frequently collected (49.8%), followed by Anopheles sinensis (22.6%), Anopheles pullus (18.7%), Anopheles kleini (7.8%), and Anopheles belenrae (1.2%). The overall sporozoite rate was 3.1%, with the highest rates observed in An. kleini (15.0%), An. sinensis (5.2%), and An. lesteri (1.6%). No sporozoite positive An. pullus or An. belenrae were observed. The results extend our knowledge of the distribution and potential role in malaria transmission of An. kleini, An. lesteri, and An. sinensis, for an area previously considered to be at a low risk for contracting vivax malaria.

  • The research analyzed the collaborative research network based on the data of international academic papers in order to understand the structure of production of scientific knowledge by North Korean scientists. According to the analysis results, the subject areas of research were concentrated on basic science fields such as physics, mathematics and chemistry. The main collaborative research collaboration with North Korea is China, and the phenomenon has become stronger since Kim Jong Eun era. Major joint research in physics has moved from Germany to China. Among the research institutions that actively engaged in academic activities, KIM IL SUNG UNIV, ACAD SCI DPRK, KIM CHAEK UNIV TECHNOL, and UNIV SCI among 32 research institutes belonging to North Korean researchers who published international academic papers.

A Study on Seeking a Multilateral Cooperation Framework for the Inter-Korean Exchange of Intangible Cultural Heritage - Through a Multinational Nomination of a Representative List of Intangible Cultural Heritage of Humanity - (남북 무형유산 교류 협력의 다자간 협력 틀 모색 - 유네스코 인류무형문화유산 남북 공동 등재 사례 -)

  • Since the inauguration of the Kim Jong-un regime in 2012, the safeguarding and management system of cultural heritage in the Democratic People's Republic of Korea (DPRK) has been changing to a form similar to that of a democratic country's legal system. In addition, the National Authority for the Protection of Cultural Heritage (NAPCH) has continuously recorded and cataloged intangible cultural heritage elements in the DPRK, listing Arirang, kimchi-making, and ssireum on the UNESCO Intangible Cultural Heritage Representative List. In particular, the multinational nomination of ssireum in October 2018 is symbolic in terms of inter-Korean exchanges and cooperation for peace and reconciliation, raising expectations for the further multinational nomination of the two Koreas' intangible cultural heritage. Currently, South Korea lists 20 items on its Representative List of the Intangible Cultural Heritage of Humanity, three of which are shared by various countries with multinational nominations such as falconry, tug-of-war, and ssireum. However, when comparing the process of applying for multinational nomination in the three elements that follow, it is necessary to discuss whether these cases reflect the nature of multinational nomination. In particular, in the case of ssireum, without a working-level consultation between the two Koreas to prepare an application for a multinational nomination, each applied for a single registration; these applications were approved exceptionally as a multinational nomination by the Intergovernmental Committee under the leadership of the Secretary-General of UNESCO, and no bilateral exchanges have taken place until now. This is symbolic, formal, and substantially similar to the individual listings in terms of the spirit of co-listing on the premise of mutual exchange and cooperation. Therefore, the only way to strengthen the effectiveness of the multinational nomination between the two Koreas and to guarantee the spirit of multinational nomination is to request multilateral co-registration, including the two Koreas. For this, the Korean government needs a strategic approach, such as finding elements for multilateral co-listing; accumulating expertise, capabilities, and experience as a leading country in multilateral co-listing; and building cooperative governance with stakeholders. Besides, to reduce the volatility of inter-Korean cultural exchanges and cooperation depending on political situations and the special nature of inter-Korean relations, measures should be taken toward achieving inter-Korean cultural heritage exchanges and cooperation under a multilateral cooperation system using UNESCO, an international organization.

  • 본 연구는 북한의 식량난과 산림복구의 일환으로 추진되고 있는 임농복합경영의 현주소를 파악하고 북한의 임농복합경영이 가지는 대표적인 문제점이자 한국농어촌공사에서 접근할 수 있는 기술분야인 관개시설의 구축방안에 초점을 두어 해결방안을 모색하고자 하였다. 특히 임농복합경영 대상지의 경우, 산지를 개간하여 경사도 30° 이하의 경사지를 이용하고 있기 때문에 이 경우 토성이 사질 혹은 식질이 많아 보수력이 평지에 비해 크게 떨어지고 유효수분이 있는 토심도 낮기 때문에 가뭄 및 한발피해에 취약하다. 한발 시 관개를 위해 필요한 저수규모를 설정하기 위해서 강릉 안반데기와 영월 조전지구에서 산정한 단위용수량을 근거로 저수규모를 결정하였다. 계곡물이나 빗물은 자연흐름식 등의 방법으로 동력을 사용하지 않고도 집수할 수 있지만 하천이나 지하수를 퍼올려야 할 경우는 동력이 필수적으로 요구되기 때문에 대체에너지 활용을 고려하는 것이 필요하다. 따라서 임농복합경영을 위한 관개분야에 대한 대책으로 복합 취수원에 따라 하천, 지하수, 계곡, 빗물 등으로 구분하고 그에 따른 주요시설과 사업비를 산출하였다. 북한에서는 임농복합경영을 위한 경제성이 있는 규모로 50ha를 제안하고 있어 50ha규모의 임농복합경영 관수시설 부분에 대한 제안과 북한이 추진하고 있는 임농복합경영은 대부분 외부 지원에 의존하고 있기 때문에 지원의 용이성 및 가능성을 고려하여 10ha의 규모 역시 제안하였다. 50ha의 규모일 때 주요시설은 취수보, 양수장, 암반관정, 저수조, 물탱크, 송수관로, 급수관로, 급수대, 팜폰드, 둠벙, 배수로, 농로 등이며 수원공은 하천, 계곡, 지하수, 빗물이다. 동력은 태양광, 풍력으로 저수규모는 저수조에 2,000톤(40%여유수량), 팜폰드 및 둠벙에 800톤(60%여유수량)을 확보하였다. 10ha의 규모일 때 주요시설은 저수조, 물탱크, 급수관로, 팜폰드, 둠벙, 배수로, 농도 등이며 수원공은 빗물이다. 동력은 경사차를 이용한 자연흐름식 집수 방식으로 무동력이다. 본 연구는 향후 남북관계 개선시 우선 지원사업의 하나로 활용이 가능하다는데 의의가 있다. 50ha의 규모에 제시된 동인 태양광 및 풍력의 경우도 지속적인 유지관리 비용이 들지 않지만 초기 설치비가 높기 때문에 경제성이 있는 관개시스템을 개발할 필요가 있다.

Some Considerations on the Establisment of the Exclusive Economic Zone in Korea (한국의 배타적 경제수역 설정에 관한 연구)

  • The purpose of this paper is to search for reasonable and fair principles applicable to the delimitation of the Exclusive Economic Zone(which is called the EEZ, hereinafter) around the Korean Peninsula th-rought the comprehensive study of maritime boundary, which is one of the most important issues in the law of the Sea. So far, the sea has been exploited for activities such as fishery, transport and military stratedy, and en-vironmental policy and so on. From this time on, however, it becomes important to us as the major trea-sure-house of various resources which will be developed and used for diversified purposes. For these rea-sons, nowadays, more and more countries of the world are competing to secure waters as much as possible within their jurisdiction. And the regime of the EEZ was created as a result of this international trend. At last, it has been institutionalized as the 200-mile EEZ of a legal notion in the Convention on the Law of the Sea, which was adopted at the Third United Nations Conference on the Law of the Sea, in Jamaica on December 10, 1982. In adapting to this EEZ institution, Korea is faced with several complicated problems as it is bounded on three sides by the sea and all of its neighboring countries such as the PRC, the DPRK, Japan, Russia etc are less than 400 miles away between opposite countries. Therefore, when trying to delimit the boun-dary for the EEZ, it appears necessary to analyze applicable principles and rules of international law for delimitation mainly through the Convention on the Law of the Sea, and studies the trends of actual State practices and recent international precedents. It is hoped that such knowledge will enable Korea to secure sufficient resources and other sovereign rights without conflicting with the neighboring countries concer-ned. For the achievement of the above mentioned object. I analyzed the necessities of the establishment of the EEZ in Korea, the difficulties and practices of Korea's neighbors, and the changes and forthcoming trends in Korea's relations with its neighbors concerned on the basis of the general explanation of the EEZ regime. In conclusion, it is my opinion that for the establishment of the EEZ delimitation which neighbors around the Korean Peninsula should be applied reasonable and equitable principles considering the rele-vant circumstances which characterize the area definitely as well as the UN Convention on the Law of the Sea, 1982.

Spatial distribution of hydrocarbon reservoirs in the West Korea Bay Basin in the northern part of the Yellow Sea, estimated by 3D gravity forward modeling (3차원 중력 모델링에 의해 예측된 황해 북부 서한만 분지 석유 저류층의 공간적 분포)

  • Although an amount of hydrocarbon has been discovered in the West Korea Bay Basin (WKBB), located in the North Korean offshore area, geophysical investigations associated with these hydrocarbon reservoirs are not permitted because of the current geopolitical situation. Interpretation of satellite derived potential field data can be alternatively used to image three-dimensional (3D) density distribution in the sedimentary basin associated with hydrocarbon deposits. We interpreted the TRIDENT satellite-derived gravity field data to provide detailed insights into the spatial distribution of sedimentary density structures in the WKBB. We used 3D forward density modeling for the interpretation that incorporated constraints from existing geological and geophysical information. The gravity data interpretation and 3D forward modeling showed that there are two modeled areas in the central subbasin that are characterized by very low density structures, with a maximum density of about $2,000kg/m^3$, indicating some type of hydrocarbon reservoir. One of the anticipated hydrocarbon reservoirs is located in the southern part of the central subbasin with a volume of about $250km^3$ at a depth of about 3,000 m in the Cretaceous/Jurassic layer. The other hydrocarbon reservoir should exist in the northern part of the central subbasin, with an average volume of about $300km^3$ at a depth of about 2,500 m. A comparison between the TRIDENT derived gravity field and the ship-based gravity field measured in 1980s shows us that our results are highly reliable and there is a very high probability to detect another low-density layer existings in the northwestern part of the central subbasin.

Development of Fire Weather Index Model in Inaccessible Areas using MOD14 Fire Product and 5km-resolution Meteorological Data (MODIS Fire Spot 정보와 5km 기상 재분석 자료를 활용한 접근불능지역의 산불기상위험지수 산출 모형 개발)

  • This study has developed a forest fire occurrence probability model for inaccessible areas such as North Korea and Demilitarized Zone and we have developed a real-time forest fire danger rating system that can be used in fire-related works. There are limitations on the research that it is impossible to conduct site investigation for data acquisition and verification for forest fire weather index model and system development. To solve this problem, we estimated the fire spots in the areas where access is impossible by using MODIS satellite data with scientific basis. Using the past meteorological reanalysis data(5㎞ resolution) produced by the Korea Meteorological Administration(KMA) on the extracted fires, the meteorological characteristics of the fires were extracted and made database. The meteorological factors extracted from the forest fire ignition points in the inaccessible areas are statistically correlated with the forest fire occurrence and the weather factors and the logistic regression model that can estimate the forest fires occurrence(fires 1 and non-fores 0). And used to calculate the forest fire weather index(FWI). The results of the statistical analysis show that the logistic models(p<0.01) strongly depends on maximum temperature, minimum relative humidity, effective humidity and average wind speed. The logistic regression model constructed in this study showed a relatively high accuracy of 66%. These findings may be beneficial to the policy makers in Republic of Korea(ROK) and Democratic People's Republic of Korea(DPRK) for the prevention of forest fires.

International Cooperation Plan for DMZ World Peace Park: Focusing on NGO's international solidarity and support (DMZ 세계평화공원 조성을 위한 국제공조 방안: NGO의 국제연대 활동과 지원을 중심으로)

  • The purpose of this study is to analyze the roles and functions of NGO 's International Solidarity in the establishment of' DMZ World Peace Park ', the mechanism of operation, and the policy formation of NGO' s international solidarity. The establishment of the DMZ World Peace Park is a matter that can be achieved as a result of dialogue efforts between the two parties based on the agreement between the DPRK and the ROK government, but should take a more relaxed approach to the process issues in order to achieve such results And should be done in a long-term, step-by-step plan. In the process of realizing this, South Korea's own efforts alone are difficult, and it is necessary to seek various channels of dialogue with the international community so that North Korea can have dialogue negotiations. This will be the role of NGO, It should be noted. As a result, in order to establish 'DMZ World Peace Park', it is necessary to establish concrete road map of DMZ World Peace Park. In the first stage, it is necessary to organize and operate 'DMZ World Peace Park Promotion Committee' under the directorship of the President or Prime Minister, It is necessary to select candidates, to appeal to North Korea and to support the international community, and to participate voluntarily by the private sector. Phase 2 requires final settlement. Phase 3 will require a step-by-step road map, such as rapid construction of the Peace Park, expansion of peaceful use of the DMZ, and expansion of ecology, history and cultural tourism in the DMZ border area.
