With international urgence of terror situation, many methods of terror techniques and skills are appearing and more intense and threatening terror is braking out not only in the air(plane), but also in the sea(ship). Korea is surrounded by 3 sides of sea and is a proud maritime nation that should advance to foreign country through the sea because South Korea and North Korea are confronting. Korea depend on the maritime transportation, 99.7% of exporting, importing material resources. Therefore, acquisition of the marine safety has the great affect on national security and economical life. On the high tension of situation about threat and possibility of maritime terroism, the potential ways of the improvement policy for counter-tactics against big maritime terror are the following. First, we should construct clear and well-organized network for accurate information about maritime terrorism Second, we should have the information of all domestic, foreign passenger's ships Third, national important facilities such as atomic energy plant, thermo-electric power plant, shipyard need policies to manage all emergency situation Fourth, government authorities should improve tactic abilitities by competing with support and budget inside of nation as well as outside of nation. To develop big maritime terror of our country, we will have to hold cooperative training & tactics contest of big maritime terror by cooperating educational industry organization with similar institute, improve the ability of members of big terror and acquire tactics information by excavating and exchanging a new technique through tactics seminar and public hearing.

본 연구는 독일의 테러 위협과 이에 대응하기 위한 정부의 테러대응 정책을 통해 한국이 지향해야 할 테러대응 정책의 개선 방향을 제시하였다. 그 결과 첫째, 테러대응 정책의 법제화 방안이 마련되어져야 할 것이다. 둘째, 통합적인 테러대응 관리센터가 구축되어져야 할 것이다. 더불어 정보 상황을 감시, 분석하는 인터넷상의 테러 관련 협동센터가 설립되어져야 할 것이다.

9${\cdot}$11 테러이후 전 세계적으로 "테러방지법"의 입법필요성이 제기되고 있으나 우리나라는 아직까지 이렇다 할 결과물을 만들어내지 못하는 상황에 있다. 현재 정부는 테러의 위협에 대비하기 위하여 "국가대테러활동지침"(대통령훈령 제47호, 1982. 1. 21 제정)에 근거하여 관계기관 간 업무를 분담하고 협력체계를 구축하여 대테러 업무를 수행하도록 하고 있다. 그러나 이러한 규정은 대통령 훈령으로서 국가긴급상황에 대처하는에 많은 한계를 내포하고 있다. 따라서 이 연구는 각국의 테러방지법안과의 비교를 통해 우리나라의 테러대응을 위한 유일한 근거규정인 "국가대테러활동지침"이 테러 개념에 대한 정확한 범위을 설정하지 못하고 있으며, 테러대응 기구로서의 테러대책회의와 테러대책상임위원회의 운영상의 문제점, 또한 테러정보통합센터의 문제점 및 테러범죄에 대한 예방적 조치의 결여와 대테러관련 수사상의 문제점 등을 지적하였다. 이러한 문제점을 보완하기 위한 향후 "국가대테러활동지침"의 입법방향으로 "국가대테러활동지침"의 제정 목적을 현재의 테러대응 환경에 맞게 재설정하고, 테러 및 대테러 활동의 개념을 명확히 하고, 테러대응 조직체계를 일원화 하며 테러대책 상임위원회 의장의 당연직화 및 테러예방을 위한 개인정보 열람 등 테러관련정보 수집권한의 강화와 테러 관련자 및 자금에 대한 신고체계의 보완을 골자로 향후 테러 대응을 위한 규정을 개선하여야 한다고 제시하고 있다.

On this study, we extracted pending problem and controversial point from management of disaster such as terror for domestic massive performance and then, investigated countermeasure plan against disaster for massive performance through comparison and analysis between anti-disaster strategy of Korea and U.S. U.S are conducting security system actively for passenger of major facilities such as public institution. Nonetheless, In U.S that has the world's best security system, serious affair such as 911 terror and Boston marathon terror are continued to happen. When considering domestic situation that North Korea and South Korea are antagonistic to each other, it is judged when it is high time to prepare for threat of terrorism. Accordingly, On this study, through analyzing of latest terror attacks in U.S and disaster risk in the nation, we analyzed in detail countermeasure plan classified as legislation, operation of security system, instilling a sense. As the result of this analyzing, using by flow-chart, we suggested domestic optimized disaster management system for massive performance. Consequently, we propose to establish systematized disaster management system such as preliminary survey of disaster influence for massive performance.

세계 여러 나라는 2001년 9. 11테러 이후 공항과 항공기에 대한 보안시설을 강화하고 탑승객과 적재 화물에 대한 검색 수준을 높이는 등 항공테러를 방지하기 위한 노력을 기울이고 있다. 특히 미국은 9.11테러의 피해 당사국으로 2001년 이후 관련 법제를 강화하고 조직을 개편함은 물론, 보다 많은 예산을 확보하여 보안장비를 개발하고 있다. 가까운 일본의 경우에도 2007년 11월 20일부터 자국에 입국할 때 지문과 화상정보를 제공하지 않으면 입국이 거부되는데 일본 법무성은 개정된 '입국관리 및 난민인정법'에 따라 16세 이상 모든 외국인을 대상으로 이 제도를 실시하며 지문정보는 데이터베이스화 하여 일본 당국에 보관되며 체류 관리와 범죄수사에 이용된다면서 이번 조치는 테러를 방지하기 위한 절차라고 밝혔다. 그런데 보안장비와 시설의 개발이나 검색, 지문과 화상 등 관련 정보의 데이터베이스화를 비롯한 대부분의 분야는 과학기술의 요구되고 있다. 이 과정에서 과학기술 콘텐츠의 적용 필요성을 절감한 선진국을 중심으로 이미 오래 전부터 많은 예산과 인력이 투입되어 장비개발과 시설보완에 진력하였다. 그 결과 과학기술의 발전과 콘텐츠 응용 정도에 따라 테러예방 분야도 눈부신 발전을 해 온 것이 사실이다. 특히 컴퓨터와 정보통신 기술을 응용한 콘텐츠는 테러예방은 물론이고 안전을 목적으로 한 여러 분야에서 필연적으로 요구되고 있다. 예를 들면, 공항 출입자에 대한 단순한 모니터링으로부터 탑승수속과 화물에 대한 검사, 탑승객에 대한 보안검색과정은 물론이고 근래에는 전자여권의 제작과 판독, 생체정보의 입력과 확인에 이르기까지 넓게 생각하면 콘텐츠가 적용되지 않는 경우가 없을 정도로 보편화 되어 있는 실정이다. 본 연구에서는 항공테러 예방을 위한 콘텐츠 적용 사례 가운데 현재 사용 중인 콘텐츠 응용 장비와 시설, 그리고 콘텐츠를 이용한 일부 보안시스템에 대하여 연구하고자 한다.

This research shows the method about the auto extinguishing system construction for the subway train's safety operation. The safety system is the total auto extinguishing system which it is able to overcome the emergency situation, to see fast using the sensing system, to interface using the communication system, finally to extinguish the large-scale fire happened. The system model is the total disaster mitigation system model preventing the arson or terror. and to apply a method of the fire extinguishing system using reinforced fire extinguishing agency in the world first. It is to use the subway train and the railroad train which is prevented and mitigated the large-scale demage the same as the arson and the terror.

The strengthened aviation security measurements caused by increased terror threat all around the world have air passengers annoyed by uneasy treatment and some delayed process. The service level of air travel and competitiveness of airlines industry has been weakened also. The aviation security process is mainly conducted at an airport. The threat level of airport is not usually same airport to airport, and the quality of aviation security activity is neither same. However, ICAO requires every international airport to conduct similar process to ensure aviation security without considering situational difference of each airport. The paper has objectives to develop reasonable security measurements based on risk management concept. It studied the ways of achieving target level of security of an airport, considering the threat situation of the airport and its ability to conduct security procedures.

최근 일본인 인질사태와 시리아 조종사의 화형, 우리나라 김군의 IS테러단체의 가입과 같은 사건이 발생하면서 우리나라도 IS테러와 관련하여 더 이상 예외가 아니라고 할 수 없을 것이다. 또한 IS테러집단은 전 세계인을 상대로 특히 영웅이 되고 싶고 비판력이 약하며 소외되어 있는 10대 청소년을 대상으로 대화나 게임 등의 SNS를 통한 IS가입을 권유하면서 자국 내 국민은 물론 다른 나라의 불만세력이 있거나 운둔형인 국민들까지 언제든지 테러단체에 가입 할 수 있는 환경을 만들면서 IS테러단체의 테러행위는 자국 내 국민에 의해서도 외국인이나 이주민에 의해서도 발생될 수 있는 상황이 되었다. 따라서 이 연구에서는 이러한 IS테러단체의 테러행위에 대한 심각성을 인식하고, IS테러단체의 공습확대에 따른 자국 내 테러발생 위험성에 대해 외국의 사건사례 등을 검토하여 이를 예방하고 대응할 수 있는 방안을 모색해 보고자 하였다. 그 결과 IS테러단체의 공습확대에 따른 자국 내 테러발생 위험성성은 존재하며 그 원인에 대한 대응 방안은 다음과 같다. 우선, IS테러단체의 사이트에 대한 내국인의 접근을 막기 위한 대테러방지법이 마련되어져야 하며, 다음으로는 각 기관과의 테러정보에 대한 교류와 협력 그리고 이를 통한 역할분담이 이루어져 테러가 발생했을 경우 신속하면서도 적절한 대책이 이우어져야 한다. 마지막으로 자국민 특히 10대 청소년에 대한 테러관련 교육과 테러에 대비한 안전강화프로그램이 개발 및 실행되어야 할 것이다.

As a countermeasure under accidental occurrence situation, First, as application form of martial arts, A security guard foster ability that can protect a target person of guard and own body under accidental occurrence situation through incessant martial arts practice. To achieve this purpose, incessant training mental power and physical strength reinforcement should be kept on to prevent, therefore make a safety control function for such as weapon, small arms, explosive, vehicles terror etc. happened under accidental occurrence situation. Second, according to the contents of training based on the classification category of martial arts for security guard under accidental situation, a security guard must keep safety distance necessarily lest a target person of gurad should be attacked by attacker, therefore, intercept an attack opportunity if a safety distance between a target person of guard and attacker is not kept. Third, It is to practice confrontation techniques based on the type of attack. A security guard must develp situation disposal ability that can cope properly with the attack using empty hands, murderous weapon, small arms, explosive by case or individual or mass of threat that impose danger and injury in a target person's body of guard.

사이버터러나 사이버전(cyber warfare)은 더 이상 가상적 상황이 아닌 현실적이며, 실체적인 안보상황으로 상대국의 군사지휘체계는 물론 통신, 에너지, 금융, 수송체계 등 국가 주요기능 무력화의 전쟁 개념의 확대로 재인식과 국가적 차원에서의 사이버보안 미래전략 수립이 필요하다. 각 국의 사이버전(戰) 동향 분석 및 국내 사이버전(戰) 현황 분석을 통해 사이버보안 기술개발과 산업육성, 그리고 인력양성 전략 마련과 기존의 정보보호 정책과 법·제도을 바탕으로 신규 정책수요에 대한 체계적 발굴과 이를 통해 지속적 발생 가능한 국가적 위기를 효율적으로 관리하고, 효과적이며 능동적으로 사이버전(戰)에 대응할 수 있는 중·장기적 사이버보안 미래전략 수립에 대하여 제안한다.
