Recently great loss of life and property is occurring because of fire, natural disaster, earth quake, tsunami and so on. People spend 80~90% of their time indoor environment like office, supermarket, campus. Therefore Indoor navigation and guidelines system became so essential for most of all. Incase of emergency we must be careful earlier, in such a cases 5G kind of new technology may also cannot work. So immediate action and quick routing notification for guidelines and protection is the most. Considering this issue We proposed indoor evacuating guidance system based on microcontroller Wi-Fi board for Indoor APP using mobile. Focusing various kind of technology like, ok google, voice search APP we purposed node architecture based system. When we listen fire alarm while living inside the room. Then to be safe we connect with server and start Arduino UNO+IoT ESP8266 Wi-Fi shield version1-IoT module to store data in MySQL DB server. We make application to escape out from the building up-to the three exits giving information from source point to destination. Our program can send information to the users emergency location and situations. For this when the user get sound or vibration in their mobile device it indicate fire out near by. At that time we update message from Arduino to DB server for the fixed current position inside the building which give routing signal for that fire out location by changing values from 0 to 1. We have user in point 10 where user is near by. Later we detect Wi-Fi signal form Nodemcu as room of each floor and try to connect with user. Main purpose of this paper is to save life of people in short time and find out the shortest path up to nearest exits in the time of emergencies and rescue them.
Obtaining knowledge of the absorbed dose up-taken by a certain material when it is exposed to a specific ionizing radiation field is a very important task. Even though there are a plenitude of methods for determining the absorbed dose, each one has its own strong points and also drawbacks. In this article, an innovative idea for the development of a new gamma-ray dosimetry system is proposed. The method described in this article is based on optical colorimetry techniques. A color standard is fixed to the back of a BK-7 glass plate and then placed in a point in space where the absorbed dose needs to be determined. Gamma-ray-induced defects (color centers) in the glass plate start occurring, leading to a degree of saturation of the standard color, which is proportional, on a certain interval, to the absorbed dose. After the exposure, a high-quality digital image of the sample is taken, which is then processed (MATLAB), and its equivalent $I_{RGB}$ intensity value is determined. After a prior corroboration between various well-known absorbed dose values and their corresponding $I_{RGB}$ values, a calibration function is obtained. By using this calibration function, an "unknown" up-taken dose value can be determined.
The results of Reactivity-Initiated Accidents (RIA) experiments have been analysed and the main variables affecting the fuel failure propensity identified. Fuel burn-up aggravates the mechanical loading of the cladding, while corrosion, or better the hydrogen absorbed in the cladding as a consequence of corrosion, may under some conditions make the cladding brittle and more susceptible to failure. Experiments point out that corrosion impairs the fuel resistance for RIA transient occurring at cold conditions, whereas there is no evidence of important embrittlement effects at hot conditions, unless the cladding was degraded by oxide spalling. A fuel failure threshold correlation has been derived and compared with experimental data relevant for BWR and PWR fuel. The correlation can be applied to both cold and hot RIA transients, account taken for the lower ductility at cold conditions and for the different initial enthalpy. It can also be used for non-zero power transients, provided that a term accounting for the start-up power is incorporated. The proposed threshold is easy to use and reproduces the results obtained in the CABRI and NSRR tests in a rather satisfactory manner. The behaviour of advanced PWR alloys and of MOX fuel is discussed in light of the correlation predictions. Finally, a probabilistic approach has been developed in order to account for the small scatter of the failure predictions. This approach completes the RIA failure assessment in that after determining a best estimate failure threshold, a failure probability is inferred based on the spreading of data around the calculated best estimate value.

In order to vitrify the combustible dry active waste (DAW) generated from Korean Nuclear Power Plants, a glass formulation development based on waste composition was performed. A borosilicate glass, DG-2, was formulated to vitrify the DAW in an induction cold crucible melter (CCM). The processability, product performance, and volume reduction effect of the candidate glass were evaluated using a computer code and were measured experimentally in the laboratory and CCM. The glass viscosity and electrical conductivity as the process parameters were in the desired ranges. Start-up and maintaining glass melt of the candidate glass were favorable in the CCM. The product of the glass product such as chemical durability, phase stability, and density was satisfactory. The vitrification process using the candidate glass was also evaluated assuming that it was operated as economically as possible.

Since 1997 the United Kingdom has pursued creative industry and creative city development in accordance with the New Labor Party policy, strengthening its cluster policy by assigning creative city policies to traditional manufacturing-oriented regions. Tech City in London, one of the most successful examples of digital clusters, is an area in which diverse ecosystems for venture business integration have been established, as the once barren space began to spontaneously develop. For this region, systematic linkages including universities, private companies, start-ups, and accelerators have been added, along with the UK government's active support system. As a result of this opportunity, the scale of the UK start-up ecosystem has significantly grown, the number of local companies has surged, and brand effect has greatly improved. Tech City is an example of a well-balanced combination of public effort and private governance, based on the region's historical background and its potential for growth. It is an effective coordination of public policy and private active investment, services, research, and education. The market platform for institutional technology and commercialization, and aggressive investment shares in the risk, have lead to its growth as a start-up and an innovative city. Britain's efforts to expand the nationwide cluster for the future-oriented digital economy is most noteworthy.

Living Lab is one of open movements regarding social innovation, which mainly utilizes scientific technology to improve local residents' life value. Even though various attempts have been made, Living Lab projects that deal with actual life-related problems of local communities are not sufficiently being made. This study aims at organizing existing Living Lab studies and to draw political issues in perspective of solving regional problems and developing local communities. Above all, policies should be proceeded in a way that fully understands and reflects local problem since communication with local residents or end-users will be increased. It is required to support certain products or solution development that fits specific local situation based on their resource and demands. In addition, local small businesses or start-up companies should be given opportunities to conduct experiment and revise new technology, product or service on the spot. It would be a useful example to utilize ICT technology and contents such as local cable TV network, for Living Lab. Living Lab can establish itself as an effective reformation process only if it remains to function for the sake of solving issues of local community and residents. Practical undertones would be able to be obtained once this exploratory study turns into empirical case study.
This paper presents a cascaded coil flux control based on a Current Source Parallel Resonant Push-Pull Inverter (CSPRPI) for Induction Heating (IH) applications. The most important problems associated with current source parallel resonant inverters are start-up problems and the variable response of IH systems under load variations. This paper proposes a simple cascaded control method to increase an IH system's robustness to load variations. The proposed IH has been analyzed in both the steady state and the transient state. Based on this method, the resonant frequency is tracked using Phase Locked Loop (PLL) circuits using a Multiplier Phase Detector (MPD) to achieve ZVS under the transient condition. A laboratory prototype was built with an operating frequency of 57-59 kHz and a rated power of 300 W. Simulation and experimental results verify the validity of the proposed power control method and the PLL dynamics.

The glass viscosity and electrical conductivity as the process parameters were in the desired ranges. Start-up and maintaining glass melt of the candidate glass were favorable in the CCM. The product quality of the glass such as chemical durability, phase stability, etc. was satisfactory. The vitrification process using the candidate glass was also evaluated to be operated as economically as possible.
The Korean government has provided various policy devices to boost technology transfers between academia and industry since the establishment of the Technology Transfer Promotion Act in 2000. Along with the enactment of the law, the Korean government mandated the establishment of a technology transfer office at national and public universities and encouraged technology transfer activities. Despite the quantitative expansion of technology transfer offices (TTOs), operational inefficiency was brought up. As a supplementary policy, the Korean government implemented a line of projects to support the labor and business expenses of leading TTOs. This research questions whether the project greatly affected the technical efficiency of TTOs. We analyze publicly available university panel data from 2007 to 2015 using a one-step stochastic frontier analysis. The results suggest that the program was marginally effective at shifting the technical efficiency distribution to the right on average, but it failed to maximize its impact by diversifying the policy means based on targets. The marginal effects of the program on technical efficiency differ according to the research capability and size of each school. We also compare technical efficiency against the licensing income at the start and end of the program. Technical efficiency increased for the leading TTOs, and both measures show improvements for unsupported TTOs. Our empirical results imply that diversifying the program for universities with different characteristics may have improved the effectiveness of the policy.

This study is about the suggestion of reduction method for social insurance cost of startup SMEs Based on the study abroad and the current status of Korea we suggest several methods such as direct and indirect support, exemption, deferment/loan. For the economic effect analysis, we derived benefits and costs. Employment, value added, and revenue increasing effects are considered as benefits. Costs are analyzed by each method. In case of exemption, the analysis is impossible. Analysis results show that direct and deferment/loan case have an effect of 563,469 jobs creation, added value of 26.82 trillion wons, and increase in tax revenues about 82.4 billion wons. In case of exemption, There are 105,368 jobs creation, 5.02 trillion wons of added value, and 15.4 billion wons of increase in tax revenues. And for each case, there are costs 9.58 trillion won, 5.42 trillion won, 1.79 trillion won.
