거대연구장비 기반 혁신클러스터 건설의 가능성과 한계: 국제과학비즈니스벨트 조성 및 발전을 위한 시사점 (The Opportunities and Limitations of Building an Innovation Cluster Based on Large Scale Research Facilities: Implications for Developing and Advancing the Korean International Science-Business Belt)

  • 본 연구는 거대연구장비(LSRF) 기반 혁신클러스터 조성의 가능성과 한계점을 확인하고, 국제과학비즈니스벨트에 대한 시사점을 제공하고자 하였다. 우선 기존 문헌을 분석하여 혁신클러스터의 성공요인을 도출하였으며, 이들을 지식 및 기술, 거래비용 및 집적경제 등의 주요소, 소프트웨어 하드웨어적 인프라와 정부정책 및 전략 등 보조요소로 구분하였다. 그리고 이를 분석의 틀로 활용하여 CERN과 SPring-8등의 LSRF에 대한 사례연구를 수행하였다. 연구결과, 우선 지식 및 기술 측면에서 CERN과 SPring-8 공히 다양한 혁신 과정이 존재하여 혁신클러스터화에 유리한 점이 존재하였다. 지식과 기술이 LSRF를 활용한 연구로부터는 물론, 해당 설비의 건설, 운영, 관리 과정에서도 개발되고 파급되었다. 그러나 SPring-8의 경우 장비의 특성으로 인해, 거래비용 및 집적경제 측면에서 기업들에게 불리한 곳에 위치하는 문제점이 있었다. 또한 SPring-8은 경우 소프트웨어 하드웨어적 인프라의 미흡으로 인한 한계도 존재하였다. 정부 정책 및 전략과 관련하여, CERN은 다국적 기관이라는 특성상 정책적으로 특정지역의 클러스터화를 추진하지 않았으며, SPring-8은 다른 요소의 불리함에도 불구하고 정부의 지원에 따라 어느 정도나마 클러스터 구축이 촉진될 수 있었다. 종합하면, LSRF는 기술 및 지식 차원에서 다양한 기회 제공이 가능하였으나, 장비의 특성상 거래비용 및 집적경제 측면의 불리함이 존재하였다. 소프트웨어 하드웨어적 인프라와 정부 정책 및 전략은 주요인의 장점과 단점을 보완하는 요소로 작용하였다. 이러한 결과를 반영하여 본 연구는 과학벨트를 위한 시사점으로 전주기 관점에서의 참여자 그룹 발굴, 산업 인프라 및 정주환경 관점에서의 인센티브, 인근지역의 산업적 특징을 고려한 입주유치 전략 마련, 지식 인센티브 강화 전략 등을 제시한다.

The Singular Economy: End of the Digital/Physical Divide

  • The divide between the "digital" economy and the traditional "physical" economy is outdated. In fact, we are in a transition to a singular economy. This paper classifies economic objects (including actors) as either physical or virtual and argues that due to emerging technologies, these objects are interacting with each other in both physical and increasingly digital spheres in tandem. This paper recognizes the elemental difference between atoms and bytes but argues that physical and digital economic activities are becoming inseparably intertwined. Furthermore, arbitrarily dividing the economy into two categories - one "physical" and the other "digital" - distorts the overall view of the actual execution of economic activity. A wide range of innovations emerging concurrently is fueling the transition to a singular economy. Often referred to as the elements of the Fourth Industrial Revolution (4IR), four emerging technological areas are reviewed here: distributed ledger technology, artificial intelligence/machine learning/data sciences, biometrics and remote sensor technologies, and access infrastructure (universal internet access/electricity/cloud computing). The financial services sector is presented as a case study for the potential impact of these 4IR technologies and the blurring physical/digital line. To reach the potential of these innovations and a truly singular economy, it requires the concurrent development of social, organizational, and regulatory innovations, though they lag in terms of technological progress thus far.

What Ecosystem Factors Impact the Growth of High-Tech Start-ups in India?

  • This paper empirically establishes the role played by the ecosystem related parameters in the emergence and growth of high technology start-up clusters in India. It is mainly based on secondary data from six major start-up hubs in India during the period 2005-2013. Our results throw up several interesting findings. First of all, we find that traditional infrastructure related factors or robust macroeconomic situation in general are not the most important drivers. What really seem to matter are the specific start-up ecosystem related factors - such as the Internet penetration, volume of deal flow, availability of VC funding and a pre-existing critical mass of relevant high technology businesses and skill-sets. Above all, our study points out that high economic growth alone will not automatically lead to spillovers in the form of a vibrant start-up ecosystem. Rather it has to be a product of conscious and concerted policy efforts at all levels that directly address the main challenges faced by the early-stage start-ups.

  • The smart convergence environment, in which all industries are converged around ICT infrastructure -- with the eventual inclusion of both industry and culture -- looms. With the emergence of new convergence industries such as smart medicine, smart cities, and smart automobiles, the ICT infrastructure is recognized as the foundation of the overall economy. As such, the importance of the next generation of information and communication construction businesses, which constructs the ICT infrastructure, is highlighted under the smart convergence paradigm environment; various multilateral policies to foster the information and communication construction business -- led by the Ministry of Science, ICT, and Future Planning -- are being implemented. Like other infrastructure industries, however, the estimation of the demand function of the information and communication construction business overall is essential for effectively establishing promotional policies for information and communication construction businesses. However, there has been no study which theoretically estimates the market demand function in the information and communication construction business thus far. The pursuit of a creative economy is a national agenda, as the significance of accelerating the ICT infrastructure is emphasized. Therefore, this paper seeks to estimate quantitatively the demand function in the information and communication construction business using empirical data and a statistical model and then to present policy implications which will aid the development of the information and communication construction business.

  • As the number of fields adopting ICT (Information and Communication Technology) increased, it was necessary to diagnose the information service status of corporations and present improvement plans in agriculture. Therefore, we designed and conducted various surveys to understand the information service status of domestic agricultural company corporations.The research included ways to utilize information technology, establishing infrastructure related to information technology, current status of information technology application and impact on performance. Specifically, the main purpose of this study was to subdivide related corporations by industry and sales level and provide differentiated management implications for each sector. This is because the type of information service and information technology support that each corporation needs varies greatly depending on the industry and sales level. We provide customized management and policy proposals based on descriptive statistics and regression techniques.

A Study on the Development Plan of Smart City in Korea

  • Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

시설물 진단장비의 성능인증제 도입에 관한 연구 (A Study on the Introduction of Performance Certification System of Inspection and Diagnostic Equipment for Infrastructure)

  • 연구목적: 최근 시설물 점검 및 진단과 관련된 기술이 빠르게 발전하고 있다. 따라서 진단장비의 신뢰성 확보가 중요한 과제가 되고 있으며, 본 논문에서는 시설물 진단장비에 대한 검사 및 인증 제도의 도입 및 발전방안에 대하여 연구한다. 연구방법: 기존의 시설물진단장비에 대한 인증연구 내용을 종합하여, 복수의 인증제도안을 마련하고 전문가를 통해서 도입방안을 검토한다. 또한 인증제도의 도입을 위한 법률개정사항을 검토하고, 세부적인 운영규정을 마련하는 한편 운영시나리오에 기반 한 인증제도의 단계적 발전방안을 검토한다. 연구결과: 사용 중에 있는 시설물 점검 및 진단 장비, 첨단기술이 활용된 신규 진단 장비를 모두 고려할 수 있도록 4가지 루트를 통한 검사 및 인증 방안을 구성하였다. 또한 단기적으로는 단순 검사제도에서 장기적으로는 정식 인증제도로 전환하여 새로운 인증제도 도입에 따른 시장의 혼란을 최소화하고 신뢰성을 확보 할 수 있도록 하였다. 그리고 제도 도입에 따른 법률개정 사항 검토하고 세부운영규정을 개발하였다. 또한, 인력, 시설, 규격 등을 고려한 장기적인 발전 시나리오에 따른 단계적 발전방안을 제시하였다. 결론: 시설물은 종류가 다양하고 규모가 점점 대형화하고 있어서 국가 차원의 시설물 안전관리 강화를 위해 4차 산업기술을 이용한 진단장비의 보급과 인증을 통한 신뢰성 확보가 중요하다. 또한, 전체적인 시설물 안전관리 강화를 위해서는 점검 및 진단 체계 강화와 함께, 신기술 활용 인력을 양성해야 한다. 또한 장기적으로는 정기적인 점검이 아닌 IoT기술을 접목한 상시적인 시설물 점검체계를 도입하고 이를 적극적으로 수용하는 기관에게 적극적인 인센티브를 부여하여 도입을 촉진할 필요가 있다.

Policy Direction for Promoting the Satellite Data Use in Public Sector

  • With the ready access to the high resolution satellite image data, users of and areas covered by satellite image data are constantly on the rise world-widely. Korea will also be able to take full advantage of the satellite data once the Korea Multi-Purpose Satellite 1 (KOMPSAT-l) is successfully launched. Harmonizing satellite data production and application technology and users' needs, along with the guiding policy is essential for promoting satellite data use. Up to now, the Korean government has mainly concentrated on developing production technology for the satellite instruments. However, the imminent task of independent satellite data production demands a promotion policy for satellite data use. In this context, the policy is defined as an important medium for identifying the role and status of satellite image information at the national level and also preparing the legal as well as systematic foundation for producing, building, distributing, and packaging satellite data. The present paper aims to examine the role and status of the satellite data as well as their current status and problems in Korea in reference to the National Spatial Data Infrastructure, and finally to provide the policy directions to promote the satellite data use in public sector on the basis of the preceding analyses.

웹 표준을 준수하는 인증서기반 통합 인증 프로토콜 (Certificate-based SSO Protocol Complying with Web Standard)

  • 공인인증서의 원리 기술인 공개키 기반 구조는 인터넷 환경에서 본인확인, 부인 방지, 문서의 위변조 방지 등의 기능을 제공하는 보안기술이다. 국내 정부기관 및 금융기관들은 인터넷 서비스의 보안 사고 방지를 위해 ActiveX를 이용한 PKI인증시스템을 사용하고 있다. 그러나 ActiveX와 같은 플러그인 기술은 보안에 취약할 뿐만 아니라 특정 브라우저에서만 사용가능하기 때문에 사용자에게 불편함을 초래한다. 이러한 문제점을 해결하기 위해 웹 표준(HTML5) 기반의 인증 기술 연구가 활발하게 진행되고 있다. 최근 국내은행에서 최초로 웹 표준 기반의 PKI인증 기술을 도입하였다. 하지만 채택된 방법은 웹 스토리지의 동일 출처 정책으로 인해 각 사이트마다 인증서를 등록해야 하는 불편함이 있다. 본 논문에서는 동일 출처 정책의 단점을 해결하면서 웹 표준을 준수하는 인증서 기반 통합 인증 프로토콜을 제안하고 안전성을 증명한다.

"Peaceful Uses" of Outer Space and Japan' s Space Policy

  • Space development and utilization must be conducted within a framework of "peaceful uses" principle under Space Treaty. Japan ratified the treaty in 1967, and interpreted "peaceful uses" as "non-military uses" then. A ghost of "peaceful uses" principle has been hung over Japan up to the moment. Japan's space development and utilization has been conducted with genuine academic interest, and therefore Japan did not introduce space infrastructures to national security policy and did not facilitate growth of space industry. When the Cold War ended, Northeast Asian security environment makes Japan difficult to maintain an interpretation as "non-military uses". Besides the change of external security environment, the domestic industry situation and a series of rocket launching failure needed reexamination of Japan's space policy. Japan is gradually changing its space policy, and introducing space infrastructure in a national security policy under a "generalization" theory that gave a broad interpretation of "peaceful uses" principle. Council for Science and Technology Policy (CSTP) adopted a basic strategy of Japan's space policy in 2004. Since then, a long-term report of Japan Aerospace Exploration Agency (JAXA), an investigation report of Society of Japanese Aerospace Companies (SJAC) and a proposal of Japan Business Federation (JSF) were followed. Japan will promote space development and utilization in national security policy with a "strictly defensive defense" strategy and "non-aggressive uses"principle for protection of life and property of Japanese people and stabilization of East Asian countries.
