Diffusion of ICT from the view of ICT generation: The experience in the UK during the 1980s

  • This paper aims to provide a better understanding about how Information and Communication technology (ICT) has diffused. The investigation is conducted with the consideration of ICT evolution in terms of technological change and usage pattern. The definition used is presented as 'the ICT is a process of convergence of technologies between information-processing and information-transforming technologies, mainly due to the advent of microelectronlcs'. After examining technological changes of ICT, the diffusion path of ICT is traced through the usage ratio in total input and/or investment based on Input-Output tables (I-O). It shows that the evolution of ICT from the change of usage pattern is an up-and-down usage pattern rather than a uni-modal usage time path. With this recognition, the diffusion index is prepared.   • The Russian Far East Region covers an area of 6 Million and 216 thousands km2 and it is as vast as 36% of the Russan Federation on one hand. And this region also exists in a very severe climate condition as 90% of the region is covered with permanently frozen land on the other. This vast region has many of the world's richest natural resources : woods, fish, non-metals, energy resources, and other. The Russian Far East Region is prompts to participate in the world economy, specifically Asian and other Parcific Natiops along with the recent changes in the national structure of Russia. Although the transition to market economy and foreign investment in Russia is not sufficient, the time has come for us to actively promote technological exchanges with Korean and Russian Far East Region which are of our prosopective neighboring countries and seek for mutural relationships with us.

  • Moving Target Defense(MTD) is a novel security technology concept in which the IT infrastructure changes its form actively and prevents various types of cyber attacks. Network address moving technology is the field that has been most actively researched in terms of MTD. A number of studies on network address moving published over the last decade have suggested a virtual address-based network address moving technology for efficiency in the implementation. However, virtual address-based network address moving technology has serious vulnerabilities in terms of security and availability. This paper examines the technological characteristics of the existing studies and analyzes their limitations. It suggests security requirements to be considered when designing the network address moving technology through a technological analysis.

Numerical study on the effect of crack network representation on water content in cracked soil

  • The presence of cracks changes the water content pattern during seepage through a cracked soil as compared to that of intact soil. In addition, several different crack networks may form in one soil type. These two factors result in a variation of water contents in the soil matrix part of a cracked soil during seepage. This paper presents an investigation of the effect of crack network representation on the water content of the soil matrix part of cracked soil using numerical models. A new method for the numerical generation of crack networks incorporating connections among crack endpoints was developed as part of the investigation. Numerical analysis results indicated that the difference in the point water content was large, whereas the difference in the average water content was relatively small, indicating the uniqueness of the crack network representation on the average water content of the soil matrix part of cracked soil.

  • Recently, in FMS composing of various automatic equipments, the machines with lower operating costs, and with higher operating costs and replacement costs resulting from deterioration have been appearing successively as a result of rapidly advances in technology. "Control Limit Policy" [1] by using Markov decision policy, a kind of optimal economic replacement decision, well reflects and represents this environment. In this paper, it is reviewed that the decision method of the forecasted replacement alternatives in planning horizon under technological advances is derived. The proposed method is applied to a numerical example and some characteristics are examined by sensitivity. It is clarified that the method is relatively insensitive to changes of parameters at the present decision. decision.

  • Ship technology has advanced in many diverse directions in recent years, a trend that can be expected to continue. The effect of this both on the physical equipment now being usedand under construction and on the attitude of mind of many of those responsible for its operation is profound. The technological changes in shipping have brought about an increasing trend towrard more delegation of authority from shoreside to ship management. With increased shipboard responsibility the shipping industry would benefit from seeming that more of the management subjects were learned by nautical students. It is clear advantage that companies should draw into their general management structure men with seafaring experience. At the same time the the boards of shipping companies should include more men with high technological qualificatiions and experience.

  • As the speed of technological changes increase with the investment requirements steadily expanding, private firms and government-funded research institutes experience similar pressures with respect to the necessity of risk reduction and technological alliances in R&D activities. This paper first attempts to review previous research in managing R&D projects with large, risky, and long-term investment requirements. Our primary focus is placed on the "fuzzy front-end" (FFE) projects with uncertainties at the investigation and planning stages. We analyze various elements that create FFE conditions, classify them into basic constructs, and suggest tools and methods to deal with FFE conditions. The findings suggest that both initial FFE conditions and the effectiveness of FFE management affect the performance of the project later on, and thus, especially for large projects, we must deal with FFE seriously in a comprehensive manner. We utilize in-depth panel interviews and case studies to approach the research questions.

Nonlinear structural modeling using multivariate adaptive regression splines

  • Various computational tools are available for modeling highly nonlinear structural engineering problems that lack a precise analytical theory or understanding of the phenomena involved. This paper adopts a fairly simple nonparametric adaptive regression algorithm known as multivariate adaptive regression splines (MARS) to model the nonlinear interactions between variables. The MARS method makes no specific assumptions about the underlying functional relationship between the input variables and the response. Details of MARS methodology and its associated procedures are introduced first, followed by a number of examples including three practical structural engineering problems. These examples indicate that accuracy of the MARS prediction approach. Additionally, MARS is able to assess the relative importance of the designed variables. As MARS explicitly defines the intervals for the input variables, the model enables engineers to have an insight and understanding of where significant changes in the data may occur. An example is also presented to demonstrate how the MARS developed model can be used to carry out structural reliability analysis.

  • The main purpose of the article is to study the features of innovation and project management. The rapid growth of scientific and technological progress in our time is leading to such profound changes that a passive, slow response to the development of science and technology leads to a growing backlog. That is why the main direction of efficient production should be a constant striving to improve product quality, timely replacement of the assortment, minimization of inventories, and ensuring the flexibility and mobility of technological processes. Based on the results of the study, the main features of innovation and project management were characterized.

Research on the Emergence of Dominant Design from Technological Competition in the Flat-panel Display Industry (평판 디스플레이 기술경쟁에서 지배적 디자인의 출현에 관한 연구)

  • Electronic displays have developed as instruments that function as windows of information to satisfy the bidirectional needs of electronic device manufacturers and users. The cathode-ray tube (CRT) display once dominated the display industry. Now, the liquid crystal display (LCD) is dominant, and promising displays are competing to become the next-generation display. Displays reflect the characteristics of the information and communication technology (ICT) industries, such as technological changes, innovative features, and competitive dynamics, and have technologically evolved to dominate the industry and market through various ICT devices. This research utilizes a dominant design concept and examines the case of the flat-panel display industry to propose a comprehensive framework, which considers technological, organizational, and environmental characteristics, of the determinants influencing dominance in the technology-intensive ICT industry. The results show that a dominant design in the flat-panel display industry emerges from technological competition among several designs, based on technological characteristics and market acceptance, and dominates the industry and market by various environmental factors. Our results emphasize the difference between generic technologies and the speed of technological innovation and expand the understanding of the emergence of a dominant design. Furthermore, this paper suggests practical implications for establishing a competition strategy and strategic guidance for other ICT industries as well as the display industry.
