Estimate of Additional Construction Cost as Certifying G-SEED of Office Building in Korea

  • To improve environmental problem as globally climate changes, domestic and foreign government have been trying to reduce green gas emitted by all industries. With making the green building certification system that assess the substantiality and energy performance of building, a governments have been using by a way for reducing green gas emitted in building industry. G-SEED(Green Standard for Energy & Environmental Design) developed in Korea have been reinforcing, and a number of projects certifying the G-SEED have been increasing continuously. As a demand of G-SEED certification is rising, a question on the additional cost data as certifying G-SEED is rising. It is because additional cost as getting the certification is important fact for G-SEED level decision and whether getting the certification or not. Therefore, this study analyzed additional construction cost as certifying G-SEED through performance improvement and design change of general office building not to get G-SEED. In conclusion, an additional construction cost ratio of G-SEED projects to the reference building is drawn as certified level; +0.26%, silver level; +2.29%, gold level; +3.89%, and platinum level; +5.48%.

Technical Inefficiency in Korea's Manufacturing Industries (한국(韓國) 제조업(製造業)의 기술적(技術的) 효율성(效率性) : 산업별(産業別) 기술적(技術的) 효율성(效率性)의 추정(推定))

  • Research on technical efficiency, an important dimension of market performance, had received little attention until recently by most industrial organization empiricists, the reason being that traditional microeconomic theory simply assumed away any form of inefficiency in production. Recently, however, an increasing number of research efforts have been conducted to answer questions such as: To what extent do technical ineffciencies exist in the production activities of firms and plants? What are the factors accounting for the level of inefficiency found and those explaining the interindustry difference in technical inefficiency? Are there any significant international differences in the levels of technical efficiency and, if so, how can we reconcile these results with the observed pattern of international trade, etc? As the first in a series of studies on the technical efficiency of Korea's manufacturing industries, this paper attempts to answer some of these questions. Since the estimation of technical efficiency requires the use of plant-level data for each of the five-digit KSIC industries available from the Census of Manufactures, one may consture the findings of this paper as empirical evidence of technical efficiency in Korea's manufacturing industries at the most disaggregated level. We start by clarifying the relationship among the various concepts of efficiency-allocative effciency, factor-price efficiency, technical efficiency, Leibenstein's X-efficiency, and scale efficiency. It then becomes clear that unless certain ceteris paribus assumptions are satisfied, our estimates of technical inefficiency are in fact related to factor price inefficiency as well. The empirical model employed is, what is called, a stochastic frontier production function which divides the stochastic term into two different components-one with a symmetric distribution for pure white noise and the other for technical inefficiency with an asymmetric distribution. A translog production function is assumed for the functional relationship between inputs and output, and was estimated by the corrected ordinary least squares method. The second and third sample moments of the regression residuals are then used to yield estimates of four different types of measures for technical (in) efficiency. The entire range of manufacturing industries can be divided into two groups, depending on whether or not the distribution of estimated regression residuals allows a successful estimation of technical efficiency. The regression equation employing value added as the dependent variable gives a greater number of "successful" industries than the one using gross output. The correlation among estimates of the different measures of efficiency appears to be high, while the estimates of efficiency based on different regression equations seem almost uncorrelated. Thus, in the subsequent analysis of the determinants of interindustry variations in technical efficiency, the choice of the regression equation in the previous stage will affect the outcome significantly.

  • This study analyzed how the subcontracting business relations and structures of cooperation affect the relationship skills (Outcome) that is divided into three steps. We analyzed integrated data every other year from 2005 to 2009. As a results, in the execution of technical cooperation trade relations have influenced the positive attributes, but recently their influence has been weakened. As for technical cooperation, the structure should alleviate the problem of the uneven performance of technical cooperation. We suggested that technical expertise and infrastructure make possible the culmination of the long-term technological competitiveness level.

An Analysis of the Technical Efficiency of Industrial Water Input in Manufacturing (공업용수의 기술적 효율성 분석)

  • While water management policies in Korea have focused on industrial water demand during the last decade, the amount of industrial water usage has decreased significantly. This paper estimates the technical efficiency of industrial water in order to test whether the reduction of industrial water usage is a result of improving the level of technical efficiency of industrial water. This paper shows that the technical efficiency of industrial water use slightly decreased from 0.5183 in 1998 to 0.4853 in 2003. In addition, these estimates are much less than those of other inputs and so, there is still much room for reducing the amount of industrial water use through improving technical efficiency even though the average productivity of industrial water has improved during this period.

Seismic Analysis Methodology for Non-Nuclear Safety Piping in Nuclear Power Plants (원자력발전소 비안전등급 배관의 내진해석 방법론 연구)

  • Currently, there is no technical standard and regulation for seismic analysis of non-nuclear safety piping. Accordingly, ASME Sec.III ND, a standards applied to safety class 3 piping, is applied. However, the technical standard applied for other than seismic analysis is ASME B31, which leads to controversy. In this study, the feasibility of applying ASME B31E was confirmed by reviewing rulescomparing technical standards, and evaluating piping allowable stress margins. The evaluation revealed that applying ASME B31.1 as a technical standard is too conservative compared to ASME Sec.III ND. On the other hand, ASME B31E (issued at the request of the industry) clearly presents the technical standards for seismic analysis of ASME B31 piping, and shows a similar level of conservatism compared to ASME Sec.III ND. It is expected to reduce the controversy over technical standards for seismic analysis of non-nuclear safety piping by applying ASME B31E.

  • The military services have sought to improve the overall quality, management, and delivery of military technical information in all of its aspects. The efforts concentrated on developing IETM(Interactive Electronic Technical Manual) by using the application of computer technology for the storage, control, and presentation of maintenance, system-operation, training, and other forms of logistic-support technical information. In this paper, the methodologies are presented to evaluate the operational effectiveness of IETM which consists of confirmity and performance. Confirmity is evaluated by the check-sheet based on the standard of CALS, and performance by the comparison of the technician performance between IETM and paper-TM.

  • When it was a localized torrential downpour last year, a natural-slope fell down above a cut-slope. They were caused that stress was opened by cutting slope, ground water level rose quickly and a ground mass strength fell etc. So volume of ground mass increase because of that reasons, finally the disturbed ground was collapse. Therefore I suggest that safety of a natural-slope is a consideration, when a cut-slope is made by cutting ground.

  • Component-based development approach is used in modern software system development projects that are very complex and large-scale. Technical components are more effective rather than business components in software development. However, on the Microsoft .net environment, the technical component-based development issues are not adopted. Moreover, software architecture on the .net environment is not studied yet because the development platform is recently used in the development of enterprise-level system. This paper proposes a technical component-based software architecture on .net environment. Seven technical components - configuration, data access, exception, file I/O, log, message, and paging - are contained in the architecture. The proposed architecture enables developers to reduce development time and to concentrate business logic rather than architectural issues. To verify the proposed architecture and the components, a partner management system is developed based on the architecture.

  • The Cost of Engineering is composed of the $3{\~}5{\%}$ of total cost of construction. It is important the role of engineering in the first stage of the business. But, it was not more the technical level of domestic design stage than advanced state. Expecially, it was because of the cognition lack and unreliable results about technical development. The result of that, it was lacking to the draw results of foreign countries. And it was to waste national budget through overlapped adopting of similar technologies from abroad that few projects are performed as their original plan. Therefore, the research is proposed to the intensification plan of technical competitive strength in domestic construction engineering company to cope with the change of economic environment.
