PERFORMANCE EVALUATION FRAMEWORK FOR ENGINEERING CONSULTANTS OF TAIPEI RAPID TRANSIT SYSTEMS

  • The quality of performance evaluation on engineering consultants that provide design-related technical services is difficult to be measured, and only a handful of papers discussed the quality during the design stage. Although design cost is relatively far less than construction cost for a project, the decisions made in the design phase have a significant impact on the final products of the project, especially for large public construction projects. Therefore, this research focuses on reviewing and then establishing a performance evaluation framework for the consulting firms that execute detailed design and provide technical services for the Taipei Rapid Transit Systems (TRTS). By interviewing experts, this study first established a set of indicators to evaluate these firms' performance. Then, those indicators were incorporated into the four aspects of balanced scorecard (BSC) to establish the architecture of the evaluation mechanism. The weight of each indicator was calculated by analytic hierarchy process (AHP) from a survey conducted among experts. The results showed that the top-three indicators were quantity take-off, functions conformity, and budgeting. The framework of performance evaluation established by this study can be applied to measure service performance during the design stage. It not only facilitates the monitoring of consulting firms, but also helps to reduce unnecessary change orders and disputes during the construction stage.

섬진강과 영산강 하구의 식물플랑크톤 기원 색소분포 변동 (The Pigments Variation of Phytoplankton in the Seomjin and Yeongsan River estuary)

  • 섬진강 및 영산강 하구의 환경변화에 따른 식물플랑크톤의 상관성을 조사하기 위해, 2016년 4월부터 11월까지 매월 현장조사를 수행하였다. 조사 정점에서 용존무기질소(DIN, dissolved inorganic nitrogen)와 규산염(DSi, dissolved silicate)은 강으로부터 유입되는 담수의 영향을 강하게 받았다. 특히 섬진강하구에서는 DIN과 DSi가 내측에서 점차적으로 외해로 확산되는 특성을 보였으나, 영산강 하구는 복잡한 지형학적 특징으로 내측과 외해와 잘 섞이지 않았다. 식물플랑크톤 분류군별 지표색소를 활용하여 분류군별 분포를 조사하였다. 규조류 지표색소인 fucoxanthin은 섬진강, 영산강 하구에서 각각 평균 0.61±1.00 ㎍ l-1, 0.76±1.22 ㎍ l-1로 나타나, chlorophyll a 이외 다른 색소에 비해 2배 이상 높은 농도를 나타내었다. 와편모조류 지시색소 peridinin은 현미경 검경결과와 와편모조류의 출현양상과 유사한 경향을 보였다. 소형 녹조류, 은편모조류, 남조류는 현미경으로 관찰되지 않았으나, 각각의 지표색소 chlorophyll b, alloxanthin, zeaxanthin은 일정하게 검출되어, 하구역 내 상기와 같은 종의 출현가능성을 시사하였다. 결과적으로 본 연구의 색소분석을 통하여, 하구역 상류의 환경 특성이 연안내만생태에 영향을 미칠 수 있다는 것을 밝혔다. 특히 영산강 하구는 인공적인 배수갑문의 독특한 특성으로, 대량방류되는 담수에 의하여 연안내만에서 관찰되는 담수종이 일시적으로 분포하였다.

Quality monitoring of complex manufacturing systems on the basis of model driven approach

  • Monitoring of complex processes faces several challenges mainly due to the lack of relevant sensory information or insufficient elaborated decision-making strategies. These challenges motivate researchers to adopt complex data processing and analysis in order to improve the process representation. This paper presents the development and implementation of quality monitoring framework based on a model-driven approach using embedded artificial intelligence strategies. In this work, the strategies are applied to the supervision of a microfabrication process aiming at showing the great performance of the framework in a very complex system in the manufacturing sector. The procedure involves two methods for modelling a representative quality variable, such as surface roughness. Firstly, the hybrid incremental modelling strategy is applied. Secondly, a generalized fuzzy clustering c-means method is developed. Finally, a comparative study of the behavior of the two models for predicting a quality indicator, represented by surface roughness of manufactured components, is presented for specific manufacturing process. The manufactured part used in this study is a critical structural aerospace component. In addition, the validation and testing are performed at laboratory and industrial levels, demonstrating proper real-time operation for non-linear processes with relatively fast dynamics. The results of this study are very promising in terms of computational efficiency and transfer of knowledge to manufacturing industry.

The Current Status of BCG Vaccination in Young Children in South Korea

  • Background: Delivery of Bacille Calmette-Gur$\acute{e}$in (BCG) Tokyo vaccine, with the multipuncture device, has been much preferred over BCG Pasteur, with the intradermal method, possibly due to the easier manner of administration, a desire to avoid any trouble with scars, as well as side effects and higher profits to providers in South Korea. Methods: To determine BCG scar status in 0~6 year old children vaccinated with two BCG vaccines (Pasteur BCG vaccine with intradermal method and BCG Tokyo vaccine with percutaneous method), the data from the national BCG scar survey in 2006 was analyzed. Results: Based on the national survey, the high proportion that were vaccinated with BCG Tokyo vaccines with the multipuncture method (64.5%) was noted in 0~6 year old Korean children. From inspection of scar formation, as an indicator of vaccination, the median number of the visible pin scars from the percutaneous method was 16 (interquartile range, 12~18) in the Korean children, and pin scars decreased as the age of the children increased (p<0.001). Conclusion: The findings in this survey clearly showed a growing preference of parents for the BCG Tokyo vaccines by the multipuncture method in South Korea.

  • As number of cyber traders are growing, the uses of technical analyzing indicators in trading increase as well. Parabolic SAR, which indicates changes of trend in the market, is one of the most used indicators by cyber traders. Especially when a market shows a specific trend, it is very useful. However, this indicator often gives late signals and shows less trustful ones in a stable market. This paper proposes a method that give more conservative signals by a composition of Parabolic SAR and Moving Average. The experiment will compare the earning rates of using only Parabolic SAR strategy and of using a composition strategy of Parabolic SAR and Moving Average.

일반인과 조명전문가의 LED조명에 관한 의식비교 (A Comparative Study on Consciousness of LED Lighting between the General Public and Lighting Expert)

  • With low carbon and green growth as the policy indicator, Korea has been concentrating on a variety of researches and technical development as well as recommending the LED lighting facility as part of Green Energy policy to cope with the environment and energy crisis. While the interest on LED has been increasing, the development of LED is still in its early stage and researches on diverse aspects of LED are not sufficiently implemented. Thus, this paper aimed to get the data that would help the expansion of LED lighting by comparing and analyzing the awareness and knowledge level of the public and experts on LED lighting.

전립선암에서 $^{18}F-FDG-PET/CT$ ($^{18}F-FDG-PET/CT$ in Prostate Cancer)

  • Prostate cancer is the second leading cause of cancer death of men in western countries and the death related to this disease in Korea is also getting increased. Although anatomic imaging tools such as transrectal US or MRI have been playing a great role in detection of primary prostate lesion, the evaluation of regional lymph node or distant organ metastasis using these modalities is not successful. $^{18}F-FDG-PET$ scan is emerging diagnostic tool for various malignancies. Considering the usual characteristics of prostate cancer such as slow growing and osteoblastic metastasis, the application of FDG PET scan to this disease might be limited. However, in advanced prostate cancer refractory to chemotherapy, FDG PET scan show strong FDG uptake and SUV changes in serial PET scan can be a good indicator of treatment response. Although FDG PET can be useful only in limited cases of prostate cancer, its indication can be widened in future owing to rapid technical improvement and accumulated experiences in this field.

해저 송유배관 유지관리를 위한 기준 보완 제시 (Supplementation of Regulation on the Offshore Oil Pipeline for Maintenance)

  • The study aims to supplement facility management plan and safety regulations & standard of oil pipeline by searching and reviewing related regulation & standard inside and outside of the country. Korean regulation & standard is reviewed based on harbor and fishery design standard of the ministry of maritime affairs and fisheries, general technology standard of oil pipeline safety regulation, gas excavation construction and safety maintenance indicator of Korea gas corporation. Global regulation & standard is reviewed based on U.S standard inspection for offshore pipeline and Europe/Mexico standard inspection for offshore pipeline. The contents of offshore pipeline installation is inserted into pipeline sector for objected facilities of safety inspection regulation & standard and, the standard of safety inspection for offshore pipeline is newly presented into pipeline maintenance part of the planning facilities management with its inspection period and method.

  • 송배전 system에서 모선관리 및 운용에 있어 초고압 차단기는 매우 중요한 역할을 담당하고 있다. 선로의 운전상태와 차단기의 투입 상황 인식 및 확인은 필수요건이다. 이러한 차단기의 운전상태를 전자적인 신호성분을 검지하여 비접촉식 개폐 확인 unit가 필수적으로 대두되고 있다. 이 unit는 고신뢰성, 고안정성을 요구하며 정확한 표시가 필요하다. 송배전의 모든 System에 적용 가능하며 적용시 선로와 차단기의 운전 및 보수에 절대적인 안정성을 제공한다.

제6기 지역보건의료계획의 제3차 국민건강증진종합계획 건강증진 지표 활용도 (Utilizing health promotion indices of the 3rd national health plan in the 6th Community Health Plans in South Korea)

  • Objectives: This study was aimed to investigate utilization of health promotion indices of the 3rd National Health Plan 2011-2020 (HP2020) in the 6th Korean Community Health Plan. Methods: Health promotion indices were defined as a set of indicators on smoking, alcohol drinking, physical activity, nutrition and obesity used in HP2020. This indices were categorized into essential indicator, accessory indicators and others. Based on chi-square test, we analyzed utilization of health promotion indices in 186 Community Health Plans by regional classifications: four large influence areas (SudoGangwon, Chungcheong, Gyeongsang and HonamJeju) and four regional classification (metropolitan district, city, urban-rural area and rural area) Results: Among total 186 plans, indicator utilization rate were 97.8% in smoking, 71.0% in alcohol drinking, 91.9% in physical activity, 99.5% in nutrition and 72.0% in obesity. Utilization rates of alcohol drinking indicators and essential indicators in alcohol drinking show significantly difference by four large influence areas (p<0.01) and four regional classification (p<0.01). Essential indicators in physical activity show significantly difference by four large influence areas (p<0.01). Conclusions: Central government must provide technical assistance and educate personnel in community health centers and provincial health department about meaning and usefulness of Health Plan 2020 indicators.
