Korea has good mutual relations with Russia and China in many fields, not just in science and technology, but also in trade. That is, it stands on a point of time in which an epoch-making turning point for mutual interests could be realized depending on how to join Russia's high technology with Korea's industrial technology with capital, or how to connect Korean -Chinese mutual concern and each other's advanced technology. The purpose of this study is to present scientific and technical information management policy for efficient su n.0, pport for technical cooperation with Russia and China. Bearing this purpose in mind, the concept of technical cooperation along with scientific and technical information management policy was closely examined. The correlation between the progress of technology and the type of scientific and technical information was examined, while the flow of scientific and technical information accompanying technical cooperation was studied. The methodology adopted for this study includes document research, empirical analysis and fact-finding survey. For document research, the writer analyzed the contents of scientific and technical information managing operations and the types of information to be utilized in the course of technical cooperation by examining domestic and foreign documents on international technical cooperation. For empirical analysis, the contents of actual results of scientific and technical information managing operations for technical cooperation with Russia and China were put in order and analyzed, while contents of survey conducted by organizations related to these countries for technical cooperation were synthesized and examined for fact -finding survey.

This study analyzed how the subcontracting business relations and structures of cooperation affect the relationship skills (Outcome) that is divided into three steps. We analyzed integrated data every other year from 2005 to 2009. As a results, in the execution of technical cooperation trade relations have influenced the positive attributes, but recently their influence has been weakened. As for technical cooperation, the structure should alleviate the problem of the uneven performance of technical cooperation. We suggested that technical expertise and infrastructure make possible the culmination of the long-term technological competitiveness level.

This study was aimed at analyzing the structural relationship among such factors as industrial environment, technological cooperation, technological innovation performance and management performance that are essential to technological innovation of small and medium-sized companies. For this aim, an analysis was conducted to determine which of the factors in industrial environment has impact on technological cooperation of small and medium-sized companies. An empirical analysis was also performance to find what kind of effects the technological cooperation may have on technological innovation and management performance. From the analyses, it became known that: first, changes in industrial environment have influence on technical cooperation factors including production technology, technical information, technical manpower and fund for technology that are assorted by means of factorial analysis; second, the technological cooperation of small and medium-sized companies has impact on their technological innovation performance; and third, the technological cooperation of small and medium-sized companies has impact on management performance.

This study analyzed the effect of cooperation activities among SMEs. In order to study empirical analysis, we classified the types of cooperation into four dimensions: technology cooperation, human resource cooperation, sales cooperation and financial cooperation. Review the role of the collaborative philosophy as a predictor. This study also analyzed the relationship between cooperation philosophy, cooperation activities and performance. The results of this study are as follows: First, the result of path analysis between cooperation philosophy and cooperation activities shows that cooperation philosophy has an important influence on technical cooperation, human resource cooperation, sales cooperation and financial cooperation. Second, the results of the relationship between cooperation activities and achievements, technical cooperation, human resource cooperation, and sales cooperation have an important influence on cooperation performance. The meaning of this study is as follows. Analyze empirical tests using the PSBP model from a partnership perspective. We are trying to verify the relationship with SMEs. Therefore, we can suggest a beneficial implication to explain the importance of cooperation activities between SMEs. Also, SME business units have a problem with technical information leakage when they form partnerships, but in order to overcome this problem, we can use cooperative philosophies and avoid negative views.

This study examines the technical level of North Korea's S&T and identifies areas for potential North-South cooperation. First, North Korean media is analyzed for situations and trends from 2010 to 2015. Despite some commendable achievements, North Korean S&T remains lacking in basic science and commercialization potential. Despite an awareness of the importance of international cooperation, North Korea is hampered by international sanctions and their own caution, consequently concentrating their efforts on China. Details of their cooperation reflect their interests and needs to a certain extent, although their collaborations were mainly in the form of meetings and conferences rather than active joint research. To assess the potential areas of cooperation with South Korea, this study also draws on interviews with NGOs and professionals working with North Korea. The country's present situation is analyzed and some practical examples of possible cooperation is suggested. North Korea has the potential to expand its cooperation not only with South Korea but with many other countries. North Korea also promisingly expresses interest in cooperation.

The purpose of this study is to present scientific and technical information management policy for efficient support for technical cooperation with Russia and China. Bearing this purpose in mind, the main function, of Korea's scientific and technical information managing organizations related to Russia and China and the status of information management were examined, then the realities of, and controversial points on, technical cooperation have been investigated and analyzed. On the basis of this, this paper tried to present measures concerning the establishment of scientific and technical information managing policy, the securing of budget, the enforcement of scientific and technical information managing operations and the promotion of a comprehensive organization for scientific and technical information management.

For a successful international technical cooperation through the government has tried many alternatives. However, international technical cooperation through international exhibitions Activation did not occur yet in our country. In this paper, accompanied by the Germans in 2009 states "Year of Korea" through the international technical cooperation to enable the policy to run the case study suggests implications for the government to find us through the aims of the study. For this paper, the researchers direct 20 to 30 April 2009 Hannover Messe, Germany Visit, officials and Interviews were conducted with officials. This paper consists of five chapters is the total. Chapter 2 describes the characteristics for Hannover Messe and Chapter 3 of 2009 "Year of Korea" was through a case study. Chapter 4 Messe Hannover, Germany, examined through the results and outcomes Section 5, we derive policy implications.

With respect to the increasing social demands on environmental protection and technological advancement, collaboration between universities, technical societies, industrial associations and governmental agencies are become more and more important in recent years. Particularly during the last decade, interdisciplinary and inter-industrial cooperation appeared to be significant for making Japanese industries more global and effective to cope with those social requirements whereas the individual companies could not achieve comprehensive solutions. The author will review the current movements on the inter-organizational cooperation activities and future directions in Japan.

In this paper has been developed a process model for the international technical cooperation. Model consists of five steps: Beginning phase, Partner search phase, contract phase, execution phase and exit phaseInthe beginning phase. The industries need to know about their own require and in the partners search phase they have difficulty navigating partner and to find the fit partner. In agreement phase the industries have problme with international law and in the execution phase they have cultural difficulties. Therefore, the government may need to seek support programs for each step.

While North-South cooperation (NSC) continues to play a considerably dominant role in international development cooperation efforts, there is growing criticisms across the world as to the role and effectiveness of the NSC to support the developing countries to meet their development needs. As such, South-South cooperation (SSC) has become a subject of discussion in recent years across the world in international development and has increasingly become popular as an effective aid modality. However, there is unavailability of sufficient empirical studies about the efficacy of the SSC in the context of Bangladesh. The present paper attempts to examine two KOICA's projects to facilitate HRD in ICT in Bangladesh taking into consideration of Korea as a southern country. The study revealed that Korea's bilateral development cooperation efforts have been effective so far to fulfill their objectives. The findings of the study put forward that SSC may work in the form of technical cooperation to support the developing countries, provided that technical cooperation is demand-driven, and that there is sufficient level of absorptive capacity and supportive policy as well on the part of developing partner country to utilize external skills and technology.
