Evaluation of Policy for Reduction of Private Tutoring Expenditure based on Systems Thinking: Focusing on Roh and Lee Governments (시스템사고를 통한 사교육비경감정책 평가: 노무현 정부와 이명박 정부를 중심으로)

  • The purpose of this paper is to evaluate the policies for reducing private tutoring expenditure in Roh Mu Hyun and Lee Myeong Bak Government using Causal Loop analysis based on the Systems Thinking perspective. The results are as follows. First, high educational achievers receive more private tutoring than lowers and children who have rich parents have better chance to take private tutoring than the others. It reflects the social characteristics which emphasize the academic ability and educational background. Second, two governments implemented educational policies to control the private tutoring expenditure as balancing loops ; strengthening public education, providing after school programs and EBS KSAT teaching and improving the entrance exam of university. Third, they overlooked the unintended feedback loops coming from 1) incongruity between causes and countermeasures of shadow education 2) wrong perception of substitutional relationship between public education and shadow education 3) side effect of the policy increasing the weight of student record 4) problems of diversifying high schools 5) dilemma of easing the burden of testing through admission officer system. The conclusion is that policies of reducing the private education expenses have failed because two governments don't consider unintended Feedback Loops in the process of making education policies. So we have to make policies based on Systems Thinking and reducing private education expenses should not be the purpose of strengthening the public education.

  • Recent aggressive threats by North Korea using small drones have heavily impacted on ROK(Republic of Korea) society and it seems to be agreed that counter-drone systems are required to protect our properties. ROK government has been investigating current counter-drone systems for national important facilities. However, there is no consensus standard to evaluate the systems. This paper is to propose a counter-drone system evaluation framework which is the outcome through RMA(Revolution in Military Affairs) thinking process. The RMA thinking process is currently well-implemented in ROK army to develop future military strategy. The proposed framework has 4 categories - threat analysis of North Korea small drones, convergence of detection, tracking and neutralizing systems, integrated operations and available experts and organization - which have corresponding criteria.

The Korean Defense Industry System and Its Policy Leverages (한국 방위산업의 시스템과 정책 레버리지)

  • The Korean defense industry was brought up in the government policy since 1970's. The important parts of defense industrial technologies have not been developed, and usually introduced from overseas. Moreover, the development of advanced technologies was not actively stimulated or pursued, consequently shaping the current structure of the defense industry which lacks global competitiveness due to the dearth of high technologies necessary for high-technology weapons. This research analyzes the systems of the Korean defense industry through a systems thinking approach in order to understand the whole mechanism and to find ways to improve the defense industry. Finding some leverages is the main purpose of systems thinking, that yields desirable results with a little effort. The three policy leverages are: (1) the policy for timely fielding; (2) the R&D investment for development and production of domestic high-technology weapons; and (3) the policy measures for exports. The research findings will contribute to the invigorating and developing the Korean defense industry by providing policy-makers and acquisition practitioners with systematic understanding and insight into the dynamics of the defense industry for them to make and execute efficient policies taking into account the Korean overall defense industry.

Systems Thinking for the Crisis and Improvements of Healthcare Delivery System (시스템사고로 본 의료전달체계의 위기와 개선방안)

  • This study structurally analyzes major inefficiency of Korea's healthcare delivery system by utilizing the systems thinking. In particular, the phenomenon of patient's concentrated visits to large hospitals, waste of resource due to competitions between clinics and large hopitals, and the structure of oversupply were visualized using the causal loop diagram. The inefficient structure of healthcare delivery system can be understood more clearly by utilizing the major system archetypes of 'success to the successful', 'tragedy of commons', 'escalation' and 'limits to growth'. This study also finds solution from archetypal structure suggested by Wolstenholme. The inefficient status of healthcare delivery system might be explained by the 'out of control' archetype. In conclusion, the public resources such as the national health insurance need to be acknowledged as the entire achievement. All the participants should cooperate with each other in order to improve the inefficiency of the healthcare delivery system. In addition, the arrangement of incentive system for cooperation, acceleration of health information technology, and development of innovative business models make the sustainable healthcare delivery system.

An Analysis of the Dynamics of the Capitalism's Evolution with Systems Thinking (시스템사고를 통한 자본주의 진화과정의 동태성 분석)

  • This study aims to understand how and why each stage of capitalism grows and changes into the new direction in the moment of crisis, based on the systems thinking approach through the causal loop feedback structure. To achieve the research purpose, it classifies the evolution process of the capitalistic economic system into 4 types: Capitalism 1.0(Classical Laissez-Faire Capitalism), 2.0(Revised Capitalism), 3.0(Neo-liberalism), and 4.0(New Capitalism for the Future). This study focuses particularly on by which feedback structure the growth, crisis, and new transition of capitalism could be explained. The main research results are as follows. The intended positive feedback structure caused the growth at each early stage of capitalism. After that time, as a result of the uncontrolled growth, the negative feedback structure controlling its growth operated on the one hand, while the positive feedback structure amplifying the crisis did on the other hand. The study suggests the Resilient Capitalism as the new evolutional direction of Capitalism 4.0. It can contribute to strengthening its resilience by which all the economic players can recover promptly and flexibly from the crises such as the failure of competition and unemployment.

  • South Korea has the defense burdensharing agreement with the United States in reference to the U.S. troops stationed in Korea since 1991, based on Special Measure Agreement(SMA). Due to the growth of Korea's economic power and the U.S. provision of the security environment on Korean penninsula, the U.S. government steadily demanded the rise of contributions to common defense from South Korea and South Korea accepted most of the U.S. requests without proper principles of negotiation concerning the cost sharing. This paper analyzes the systems of the Korea-U.S. cost sharing program through a systems thinking, that yields desirable results with a little effort. The three policy leverages are: 1) the development of negotiation principles; 2) the policy making closely linked with National Defense Reform Basic Plan; 3) the policy making with responsibility burdensharing than cost burdensharing. This paper findings will contribute to the developing the Korea-U.S. cost sharing program by providing policy-makers and policy-practitioners with systematic understanding and insight into the dynamics of the program. Also, this will enable the program to execute more effectively with a concrete formula.

  • This study aims to explore the new paradigm of regional development strategy with the theory of Resilience. Resilience can be defined in terms of a set of interacted capacities to absorb and adapted to different kinds of shocks and disturbance at the regional level. This study focuses particularly on the interaction of component of resilience with the context of regional development strategy. As a result of the Systems thinking approach about dynamic interactions between resilience components and regional problems, this study find that there are many feedback structures which is need for a better understanding of the complex regional resilient development system. This study suggests that the Archytypes of resilience-focused strategy of regional development, which could help achieve an evolution for regional community and people to adapt and bounce back from crisis.

Research Trends of Cognitive Systems Engineering Approaches to Human Error and Accident Modelling in Complex Systems (복잡한 시스템에서의 인적오류 및 사고모형의 인지시스템공학적 연구의 동향)

  • Objective: The purpose of this paper is to introduce new research trends of human error and accident modeling and to suggest future promising research directions in those areas. Background: Various methods and techniques have been developed to understand the nature of human errors, to classify them, to analyze their causes, to prevent their negative effects, and to use their concepts during design process. However, it has been reported that they are impractical and ineffective for modern complex systems, and new research approaches are needed to secure the safety of those systems. Method: Six different perspectives to study human error and system safety are explained, and then seven recent research trends are introduced in relation to the six perspectives. The implications of the new research trends and viable research directions based on them are discussed from a cognitive systems engineering point of view. Results: Traditional methods for analyzing human errors and identifying causes of accidents have critical limitations in complex systems, and recent research trends seem to provide some insights and clues for overcoming them. Conclusion: Recent research trends of human error and accident modeling emphasize different concepts and viewpoints, which include systems thinking, sociotechnical perspective, ecological modelling, system resilience, and safety culture. Application: The research topics explained in this paper will help researchers to establish future research programmes.

Effects of 3-Steps Mind Map Activities on the System Thinking of Science Gifted Students: Focused on the Astronomy Contents (3단계 마인드맵 활동이 과학영재 학생들의 시스템 사고 향상에 미치는 효과 : 천문 내용을 중심으로)

  • This study is focused on how the science gifted students can improve their system thinking by applying 3-steps mind map activities about astronomy contents. Through the pre-study two times, 9 students in 6th grade were participated in this study. It was analyzed the degree of improvement of systems thinking through the science gifted students' mind maps, causal maps and their interviews. The results of the study showed that the experimental group's system thinking who learned 3-steps mind map activities was more complex and diverse than the controlled group's. Therefore 3-steps mind map activities that have been developed in this study will be valuable as an alternative to improve their system thinking. Through this study, 3-steps mind map activities were confirmed that by inducing background knowledge activation and thinking systematization can be an alternative to improve the system thinking of science gifted students. So the 3-steps mind map activities can be helpful in cultivate human resources with creative problem solving ability based on their system thinking.

  • In the 4th Industrial Revolution situation it is essential to need the high quality of software in diverse industrial areas. In particular current software centered schools attempt to educate the creative thinking based coding to non-major students and beginners of computer. But the problem is insufficient on the definition and idea of the creative thinking based software. In addition in a aspect of coding education for non-major and new students we recognize to have no relationship between creative thinking methods and coding. In other words we should give them how to practically code and design through learning the creative thinking. To solve this problem we propose the codification of design thinking mechanism without the knowledge of software engineering through mapping creative thinking with software development process. With this mechanism we may expect for students to have some coding ability with the creative design.
