국방교육체계 정립과 육군대학 군사학 교육체계 발전방향 (A suggestion for reforming defense education system and army college education program in the next decade)

  • The purpose of this paper is to recommend the Ministry of Defense(MOD) for revolutionizing the current defense education system. As an instructor and an education planning officer of the ROK Army College, for last dozen months, the author has been embarrassed whenever tried to figure out what would be the role, functions, and educational goals of the college. In a nutshell, there has not been any general guidance for educating field grade officers. This unbelievable defect mainly comes from the absence of a responsible organization in the MOD. Even though it has the education branch under the department of personnel affairs, it doesn't have capabilities to design and implement the consistent and valuable education policy. Therefore, the development of defense education should begin with reinforcing the organization and functions of the MOD education branch. We need more experts on education( i.e. Ph.Ds of Education) and experienced specialties on defense education so that we could develop the overall guidance for military professional education. In addition, we need to enact the "defense or military education act" in a tentative name. This will ensure the legitimacy and continuity of defense education guidance initiated by the MOD. In a conclusion, it is senseless to think the blueprint for the Army College out until the preconditions mentioned above are matured. We must begin with rectifying the higher educational system.

초등학생의 당, 나트륨, 지방 섭취 저감화를 위한 교육용 웹사이트 및 e-learning system 개발 (Development of an Educational Web Site and e-Learning System for Elementary School Students to Reduce Sugar, Natrium and Fat Intakes)

  • This study was carried out to reduce children's sugar, natrium and fat intakes and establish their healthy lifestyle. To achieve these goals, we developed an educational web site and an e-learning system. The targets of this web site are children, parents and educators. This site has various information about sugar, natrium and fat, and has special menus for each target: such as the 'Let's study' for children, 'Guides for child's eating' for parents, and 'Educational softwares, Lesson plans/materials, and Textbooks/Teaching guides' for educators. We developed three nutrient characters and applied them to the web site. We provided information in the form of texts, images, flash and sounds. This site has special boards in 'Nutrition cafe' menu to interchange information or their successful stories between the connecters. We developed an e-learning system with two courses. One is for junior elementary students and the other is for senior students. Children can study each nutrient step by step in a course according to their academic ability and concern. Also, they can evaluate their academic achievement in this system, which was uploaded into 'Let's study' in children menu in the web site. Conclusively this web site and e-learning system could contribute to reducing children's sugar, natrium and fat intakes by helping children study them systematically and effectively by on-line system. We expect this e-learning system would be a new nutrition education system to make nutrition education more active.

산학협력기반 공학교육모델에 관한 연구 (A Study on Engineering Education based on Cooperation between University and Enterprises)

  • 기존 공학교육 모델은 기업들로부터 만족을 얻지못하고 있다. 본 논문은 이를 극복할 수 있는 새로운 공학교육모델, 엔지니어링 하우스 교육모델을 제안하고 있다. 엔지니어링 하우스는 3개의 공간으로 구성되어 있다. 세 가지는 교육, 연구, 기업지원공간 등이다. 무엇보다도 교육공간이 가장 중요하다. 우리는 이 공간을 기반으로 학부생에게 실용기술을 교육하고자 하였다. 특히 기업의 전문가가 학부교육에 참여하게 된다. 학부교육에 참여하는 기업들은 연구도 공동으로 진행하게 되는데, EH를 공동으로 관리하는 $2{\sim}3$명의 교수와 산학협력하게 된다. 이 과정은 학생, 교수, 기업인 모두가 공동으로 참여하게 된다는 것이다. 그리고 EH내 모든 시설은 기업인에 개방되어 있고, 학생들도 기업과의 협력 중에 이들 장비 사용법을 배우게 되고 취업으로도 연계되는 장점도 있다. 즉 EH는 산학협력 기반위에 교육과 취업이 연계되는 모델인 것이다. 새로운 교육모델은 산학협력에 기반을 두고 학부생을 기업맞춤형으로 교육할 수 있는 좋은 프로그램이 될 것으로 기대하고 있다.

미국과 한국의 공학교육인증 체제 비교에 대한 사례 연구 (A Case Study on Comparison Between Korea and America in Accreditation System of Engineering Education)

  • 본 연구에서는 EC2000 시스템하에서 2007년도에 공학교육 인증평가를 받은 한국의 A대학과 미국의 M 대학의 공학교육인증 체제를 비교, 분석하고자 한다. 연구의 목적을 달성하기 위해 해당 프로그램의 자체평가보고서 분석 및 홈페이지 검색을 실시하였다.한국과 미국의 공학교육인증 기준은 거의 대동소이하나 한국의 인증기준이 행정적인 지원 체제나 각 평가기준별 자율순환체제를 강조하고 있음을 알 수 있었다. 인증평가별 체제를 살펴보았을 때 미국의 장점을 꼽아보면 체계적인 교육과정 운영과 설계교육, 교과목 중심의 프로그램 학습성과 평가 체제, 교수들의 연구 및 학생지도에의 지원 체제이다. 한국의 장점은 다원적인 지원 체제를 기반으로 하고 평가에서의 정량적인 지표 활용이 많기 때문에 이를 교육개선에 활용하기 쉬운 면이 있고, 학생포트폴리오의 활용을 통한 체계적인 학생 지도가 가능하다는 점이다.

중·서 교육 패러다임의 접변과 변화 (Acculturation and Educational Paradigm Shift of China for Western Educational System)

  • This research starts based on the assumption that the changes of educational system in China which had been caused by accepting western educational system in the late Qing Dynasty and the early Republic of China are indeed considered as a paradigm shift of educational system in China, This research aims first to investigate what kinds of problems and changes Chinese educational system confronted at that time and second to examine what kinds of implications such changes and problems of paradigm shift may have today in China. In order to achieve the goals of this research, I first researched changes and characteristics of educational paradigm shift occurred in the history of China. On the basis of those findings, I tried to analyze acculturation problems of Chinese educational system for that of western countries at that time, their implications in present time Chinese educational system, and the possibility of further paradigmatic shift in present Chinese education. In this paper, I assumed three historical paradigmatic shifts in educational system in China which had big influences on the foundation of Chinese education, such as the introduction of Confucian Thoughts, the introduction of Civil Examination System in Sui Dynasty, and lastly the introduction of western educational system in the late Qing Dynasty. The last paradigmatic shift occurred by the introduction of western education system into China was very different from the previous two paradigmatic shifts in China in that it was literally initiated by the world with cultures different from those of China, and that's why it is called Spatial Collision. It was also one of the many changes China had been forced to confront unvoluntarily. It was done for many other complicated factors such as the greed of western imperialistic countries, spreading of Christianity and missionary education, domestic resistance against long feudal reigning of Qing Dynasty, and lastly the intellect's eagerness for new knowledge and new ways of thinking. What is surely regretful for the paradigmatic shift of Chinese educational system was that it had been triggered by those many heterogeneous factors, thereby leading to such a sudden, entire and complete shift of Chinese education system. In addition, it was done without a deeper and further consideration of Chinese education system with thousand years of tradition. This situation could be understood to be an impetus strong enough to encourage the advent of a new paradigm propelled by rapid economic growth of China, many problems of western education system, reconsideration of Chinese tradition, and strengthening of women power in China, etc.

Proposing a Pre-service Teacher Training Program for the Gifted Education

  • Since 1998, an elementary teacher education institute in Korea has hosted the center for the gifted education. The institute hired undergraduate students to escort and liaison each class of the gifted student participants with assisting classroom activities. These liaison teachers observed the gifted classroom activities and evaluated them by using a given checklist and filling out pre-made evaluation forms. Currently this system is being transferred from part-time jobs for students to earn allowance into well organized pre-service teacher program focusing on the gifted education. In other words, the purpose of system is being shifted from how liaison teachers facilitate the gifted program to how the system helps the liaison teachers to be quality teachers for the gifted who can understand what the gifted are and how to facilitate them. Analyzed were the self reports of the liaison teachers regarding their perceptions and beliefs of the gifted and their education program. It was found participant liaison teachers purposed to have more live experiences with getting along with students as well. Liaison teachers’ perceptions on establishing a gifted teacher professional education sequence were reported in this study. The potential scaffolding of the pre-service teacher education program model of the gifted education was provided as a consequence of this study.

한국 치의학 교육 평가인증제도의 현황과 발전방향 (The Present Situation and Future Direction of the Korean Dental Education Accreditation System: Present and Future)

  • The Korean Institute of Dental Education and Evaluation (KIDEE) was established in 2007 to provide the quality assurance in dental education. The KIDEE has been recognized by The Ministry of Education from Jan. 2015 for 5 years. KIDEE had accredited basic dental education programs of all 11 Korean dental schools. The dental accreditation system was introduced to encourage the improvement for dental schools, to ensure the quality of dental practice and most of all, to establish an internationally compatible system of evaluation and accreditation. The accreditation system in Korea is supported by voluntary service of many dental professionals and contribute to improve the quality of dental education program in all institutions. The accreditation by KIDEE let the students and the dentists be taught with assured education program and the all Koreans be cared by the qualified dentists. A quality education system thus provides a sufficient number of qualified dental health professionals to meet the workforce needs of the nation. Ultimately, this should result in quality oral health care for the public. Finally, by specifying the competencies of graduates, the standards will define the scope of dental practice. This may serve to define the profession of dentistry and differentiate it from other health professions, or to differentiate among the specialties in dentistry in the case of advanced dental education programs.

21세기 지식 기반 사회에서의 지속가능발전 교육 방향 탐색 (An Inquiry into the Orientation of Education for Sustainable Development in the 21st Century Knowledge-Based Society)

  • In spite of the perceived importance of sustainable development in society, we still fails to reflect consistently our best understandings about the sustainable development and education for sustainable development. The purpose of this study is to inquire into the orientation of education for sustainable development in the 21st Century knowledge-based society. The results of this study can be summarized as follows. First, it is necessary to provide newly defined sustainable development which enables us to transform unsustainable way of life into environmentally sound and sustainable development. Education for sustainable development is defined as a basic education that have a mature understanding among the human, nature and wisdom of life. Second, we should emphasis on a system thinking, basic communication in order to encourage education for sustainable development as a learning strategy. Third, we should suggest both individual and community learning education for sustainable development. Finally, we develope knowledge system of sustainable development in accordance with the theories of knowledge management. In conclusion, it is necessary to approach education for sustainable development in the context of the knowledge-based society and the information age. It enables us enhance a new awareness and attitudes towards sustainable development. Furthermore, it is expected to develop an education program for the sustainable development of understanding.

대학의 재정 안정화를 위한 재정확보에 관한 연구 (A Study of Securing various Financial Resources for the Financial Stability of the Private Colleges)

  • The private college education plays a crucial role both in training and supplying manpower needed for national economic growth and in increasing employability and personal labor earnings of individual workers. In oder for private college education to effectively respond to the rapid changes in industrial and occupational structures, it is necessary to secure appropriate level of investment funds and manage them efficiently. For this, it is required to discuss the structure, magnitude and management mechanism of the current private college education finance, changes in future demand for private college education and resultant changes in budget estimates, and new financial resources and allocation schemes. This study attempted to analyze current status and problems of private college education finance in Korea and, based on this analysis, to suggest future policy directions to improve private college education finance system. In order to make the private college education system in Korea competent and competitive enough to survive in international market, it is prerequisite to provide enough budget for the private college education and to manage the private college education finance in more efficient ways. First, for securing the adequacy and stability of investment budget for the private college education, it is recommended to 1) increase the government budget and put emphasis on the private college education; 2) diversify financial resources and induce financial contribution from private sector such as school juridical persons and enterprises. Second, for higher efficiency of financial management, it is recommended 1) make valid allocation standards and mechanism; 2) introduce competition system; 3) develop and utilize evaluation mechanism for the private college education finance to check adequacy, efficiency, accountability, and effectiveness; 4) apply consumer-oriented financial management scheme. In addition to the above policy measures, it is necessary to 1) make scientific forecasts of industrial and occupational structures periodically and apply these analyses to medium & long-term the private college education planning; and 2) redesign budget accounting system and develop the private college education performance indicators for the evaluation of accountability of the private college education institutions and administration institutes.
