지속가능한 산림경영에 적합한 표본조사 방법의 개발 (Development of a Forest Inventory System for the Sustainable Forest Management)

  • 본 연구는 지속가능한 산림경영에 적합한 표본조사 방법을 제시하기 위해 계통적 추출법, 계통적 집락추출법, 그리고 층화집락추출법을 이용하여 경기도 양평군의 산림을 대상으로 자료를 수집한 후 통계검증을 실시하였다. 표본조사 방법은 계통적 집락추출법이 가장 효율적인 것으로 분석되었는데, 계통적 집락추출법을 적용할 경우 집락의 형태와 집락 내의 표본점 간의 거리를 결정하기 위해 5가지 집락의 형태와 표본점간의 거리 4가지에 대하여 통계검증을 실시하였다. 그 결과 집락의 형태는 삼각형 그리고 집락 내의 표본점 간의 거리는 50m가 가장 적합할 것으로 평가되었다.

Collective Forest Management System in Japan: a Case Study in Osawa Property Ward Forest

  • Iriai an Indigenous forest management system in Japan from the viewpoint of "common pool resources" was a success resilient institution and resulted with sustainable production system and environmental conservation. This study was conducted in Osawa of the Nagano prefecture through group discussions, field observations and an in-depth field survey. Osawa Property Ward Forest is managed under the concept very much similarly to traditional "Iriai". This study firstly examined the changes of collective forest management system in terms of awareness and interest in forest management; forest management activities; role of forest; and collection of forest products. Then it analyzed the current threats for collective forest management have been identified as: land abandonment due to loss of benefits and lack of active community participation; deterioration of forest environment particularly the micro-climate and aesthetic values; conflict with local government authorities restraining the use of money in property ward forest and conflict with outsiders on damping of the garbage. Community cantered forestry management rules; livelihood contribution; protection of environment; local initiatives for protection and economic activities are the prevailing opportunities for collective forest management. The main requirements for revitalization of collective forest management are explained as local reciprocity; imposition of community based forest rules; encouraging local innovations; and building partnerships with stakeholders. Collective forest management system addresses the limitations of conventional forestry models, which had invalidated traditional 'iriai' institutions, and key to restoring sustainable use of forest and environmental resources. Cross-institutional collaborations together with responsibilities of local communities would ensure the revitalization of forest resources.

  • 본 연구는 환경친화적이고 경제적인 녹색임도 건설에 기초 정책자료를 제공하고자 우리나라의 산지지형 및 산림특성을 고려하여 임도밀도를 산정하였다. 그 결과, 효율적인 산림관리 및 보호를 도모하고 공익적 기능의 고도 발휘를 위한 사회간접자본(SOC) 개념에서의 기본임도밀도는 8.57 m/ha로 나타났으며, 또한 지속가능한 산림경영 체계를 구축하기 위한 산림경영기반시설 개념에서의 적정임도밀도는 14.01 m/ha로 산출되었다.

Towards Sustainability of Tropical Forests: Implications for Enhanced Carbon Stock and Climate Change Mitigation

  • Tropical forests constitute almost half of the global forest cover, account for 35% of the global net primary productivity and thereby have potential to contribute substantially to sequester atmospheric $CO_2$ and offset climate change impact. However, deforestation and degradation lead by unsustainable management of tropical forests contribute to the unprecedented species losses and limit ecosystem services including carbon sequestration. Sustainable forest management (SFM) in the tropics may tackle and rectify such deleterious impacts of anthropogenic disturbances and climatic changes. However, the existing dilemma on the definition of SFM and lack of understanding of how tropical forest sustainability can be achieved lead to increasing debate on whether climate change mitigation initiatives would be successful. We reviewed the available literature with a view to clarify the concept of sustainability and provide with a framework towards the sustainability of tropical forests for enhanced carbon stock and climate change mitigation. We argue that along with securing forest tenure and thereby reducing deforestation, application of reduced impact logging (RIL) and appropriate silvicultural system can enhance tropical forest carbon stock and help mitigate climate change.

에머지(Emergy) 개념을 이용한 산지가치의 계량화에 관한 연구 (A Study on the Quantification of Forest Land Values Using the Emergy Synthesis)

  • As forest land takes up 65% of the Korean peninsula, there have been continuing conflicts between the development and conservation of forest land. As the income level has changed over time, the usage of forest land in society has changed. There has been increasing demands for forest land for urban development and recreational use. On the other hand, a large proportion of the land is required to be preserved for the forest and the natural ecosystem in it. The existing management system for the forest land has been designed focusing on the management of the trees on the land, and not the land itself. Due to this limitation, the current management system of forest land has failed to protect the forest land from being developed indiscreetly, making it difficult to conserve and develop the forest land in an efficient way. A major question in forest land management is how to integrate economic use activities with the supporting ecosystems to maximize performance of the ecological-economic system. In order to promote sustainable use of forest resources, and to achieve efficient forest land management, it is prerequisite to evaluation on forest resources of natural ecosystems. Quantitative measures are needed that signify how necessary the services and products of forested ecosystems are to human endeavors. In this study, the natural wealth provided by forest land was quantified based on emergy synthesis. Emergy is a universal measure of real wealth of the work of nature and society made on a common basis. Thus, Calculations of emergy provide a basis for making choices about environment and economy following the general public policy to maximize real wealth. The goals of forest land management to achieve balance between the ecology and economy of its integrated system and to foster equity among the diverse outcomes of the forest land were assessed with emergy. Emergy was demonstrated to holistically integrated and quantify the interconnections of a coupled nature-human system allowing the goals of ecological balance and outcome equity to be measured quantitatively. Doing so will provide a better understanding of the basis of forest land wealth and the consequences of management decisions.

The Perspective of Forest Certification in South Korea: Case Study of Questionnaire for Forest Products Manufacturers and Consumers

  • This study was conducted in the spring of 2005 through personal interviews to examine the opinions of forest products manufacturers and consumers about the perspective of forest certification in South Korea and to characterize those consumers who expect the activation of a forest certification system in South Korea. Study results indicated that consumers showed more positive aspect for the activation of forest certification than forest products manufacturers. Respondents who had a negative view for establishing a forest certification system in South Korea pointed out a lack of customers' demand for certified wood products as the most important reason. Results also showed that, even when a forest certification system would be introduced as a possible policy for helping to attain sustainable forest management, it would take at least 5 to 10 years to establish a forest certification system in South Korea. To facilitate the establishment of the system, many respondents suggested that an increased public awareness of forest certification systems was the most required precedent condition, and government for manufacturers and forest management association for consumers had to certify forest management practices as a competent organization. A profile of consumers who expected the activation of a forest certification system would describe in relative terms as the highly educated female who interviewed in the city of Seoul and of the 20 age bracket. Although there were an increased public awareness and positive prospective of forest certification by consumers and forest products manufacturers, it is required to arouse much more interest of consumers about the system.

국내 산림정책과 지속가능발전목표(SDGs)간의 연관성 분석 (Analysis on the Linkage between SDGs Framework and Forest Policy in Korea)

  • This study analysed the linkage between national forest policy in Korea, namely the $5^{th}$ National Forest Master Plan, 2016 Korea Forest Service Performance Management Plan, the $3^{rd}$ National Sustainable Development Plan, and UN Sustainable Development Goals (SDGs). The 7 strategies of the $5^{th}$ National Forest Master Plan were related to 11 Goals of SDGs, and 5 strategies of 2016 Korea Forest Service Performance Management Plan were associated with 7 areas of SDGs, and 4 strategies within $3^{rd}$ National Sustainable Development Plan were linked to 7 Goals of SDGs. Among 87 national forest indicators compiled from three respective forest-related policies of Korea, 45 national indicators were related to 18 SDGs indicators. This indicates that 52% of national indicators of Korean forest policy are reflecting the language of SDGs. However, seeing from SDGs perspective, only 18 out of 241, which accounts for 7.8% of SDGs indicators are related to national indicators. The findings imply that a number of national forest-related indicators do not meet the diverse dimension of SDGs which provides potential areas for forest to contribute. Based on the findings, following recommendations were suggested: 1) the term used in forest policy should be aligned to SDGs targets so that it can be embedded in national policies, and 2) indicators should be further contextualized as well as in its assessment system. Lastly, it suggests for leveraging 3) '5 Processes of sub-national climate change adaptation plan' and the core concept of REDD+ MRV which could provide fundamental background for implementing SDGs framework to national forest policy.

인간간섭하의 소나무림의 현존량변화와 농촌경관시스템내에서의 산림관리 (Biomass Changes of a Human-influenced Pine Forest and Forest Management in Agricultural Landscape System)

  • It is necessary to obtain information about the productivity of the human-influenced forest and to understand the consumption of biomass resources in secondary forest in order to examine the resource flux by human activity in rural landscape. Thus the aims of this study were to elucidate the biomass and their use of secondary Pinus densiflora forests and to discuss sustainable utilization of secondary forests in rural landscape system. This study was carried out in Yanghwa-ri, Kongjugun, Chungcheongnam-do, central Korea. The changes of growth rate and aboveground biomass of a pine forest for 2 years were analyzed to understand forest management regimes in rural pine forests. Through allometric equations deduced from 25 sample trees, biomass was estimated. The biomass increase of pine forest was approximately 16.36 t/ha/yr in the unexploited stand and 12.24 t/ha/yr in the exploited stand. These were nearly equal to those of natural pine forests in central Korea. This result proved that human-influenced pine forest in rural landscape as well as the natural one has high potentiality to provide forest products. Making graveyard in forest-land was the important disturbance and land-use which currently occurring in rural landscape in the study area. Finally, we presented some forest management for stutainable and positive uses of secondary forests as one of the local energy resources in terms of the holistic landscape-ecological view.

Greenbelt Systems Play an Important Role in the Prevention of Landscape Degradation Due to Urbanization

  • Greenbelts were designated by the Korean government in 1971 in 14 large cities to prevent uncontrolled urban expansion. Recently, deregulation of the greenbelt system has resulted in further development, but the ecological role of greenbelts has not been fully considered when decisions about urban management are being made. We examined the ecological roles of the greenbelt system in the Seoul metropolitan area and prepared sustainable management and improvement plans based on our analysis of landscape characteristics using satellite images covering a ${\sim}30$-year period. The loss of forest cover during this period in the greenbelt areas was lower than that in the areas outside and inside of the greenbelt. Fragmentation of forest cover was correlated with the pattern of loss of forest cover. The NDVI of the greenbelt remained steady at 90% of that in outside of the GB for three decades. This suggests that the greenbelt system has performed its primary roles well. However, the remaining green space was not adequate to provide a sink for air pollutants even when the greenbelt area was included. We discuss how the negative effects of urbanization can be reduced through sustainable management and restoration to promote ecological functioning in greenbelts and urban landscapes.

재생에너지로서 산림바이오매스 활용 촉진을 위한 주요국의 정책분석을 통한 한국의 접근전략 (S. Korea's Approach Strategy through Policy Analysis of Major Countries to Promote the Use of Forest Biomass as Renewable Energy)

  • Forest biomass energy is based on scientific evidence in response to carbon neutrality and the climate crisis, international consensus, and environmental-geographic characteristics of each nation. In this study, the authors aimed to analyze macroscopic forest biomass energy policies for ten major countries. They categorized them into six detailed categories (Sustainable utilization, Cascading Uutilization, Replacement of fossil fuel/Carbon intensive products, Utilization of forest by-products/residues as the source of energy, Contribution to carbon-neutral/climate change, and Biomass combined with CCS/CCUS ). In addition, the surveyed nations have developed a policy consensus on the active use of forest biomass with sustainable forest management except for the cascading utilization category. Furthermore, the authors evaluated the mid to long-term plans of the Korean government for improvements in the policy and legal aspects. As a result, the authors derived four major directions that South Korea should approach strategically in the future (1) secure financial resources for sustainable forest management and stimulating investment in the timber industry, (2) promote unified policies to establish a bio-economy, (3) enhancement of the forest biomass energy system, and (4) reorganization and promotion of strategy centered on the opinions of field experts in internal and external instability.
