Species Composition and Stand Structure of Natural Forest, Timber-harvested Forest and Degraded Forest in the Bago Yoma Region of Myanmar

  • Tree species diversity is an important aspect of forest ecosystem stability. Tree species inventories at defined sites and in minimum diameter classes give a reliable indicator of the diversity level as well as the structural stability level of a study site. This study was conducted to investigate the species composition and the stand structure of the natural forest, timber-harvested forest (logged-over forest) and degraded forest of the Oak-twin Township in the Bago Yoma Region of Myanmar. Natural forest showed the highest family and species richness in all the investigated forests. At the family level, Verbenaceae occupied the highest importance value index (IVI) in all the forest stands while teak (Tectona grandis Linn. f.) occupied the highest IVI at the species level. However, the small diameter classes of T. grandis and other commercial species were less than those of big diameter classes in all the investigated forests. This abnormal pattern of diameter distribution could be a problem for the sustainable production of commercial timber species in the near future.

The Impact of Community-Based Forest Management on Local People around the Forest: Case Study in Forest Management Unit Bogor, Indonesia

  • The issue of sustainable forest management (SFM) continues to emerge as part of the REDD+ mechanism mitigation efforts. Especially for some developing countries, such as Indonesia, forest management is required to provide benefits to the welfare of local communities in addition to forest conservation efforts. This study aims to identify the economic, social, and environmental impacts of community-based forest management (CBFM) implementation activities, which is one of the implementations of SFM at field level. The primary objectives were to find out the impacts of CBFM activities based on local people's perceptions and to identify what factors need to be considered to increase local people's satisfaction on CBFM activities. The data from 6 sub-villages was derived through surveys with local people involved in CBFM activities, interviews with a key informant, and supported by secondary data. The results of the study state that CBFM activities have increased the local people's income as well as their welfare, strengthening the local institution, and help to resolve conflicts in the study area. CBFM has also been successful in protecting forests by rehabilitating unproductive lands and increase forest cover area. By using binary logistic regression analysis, it found that income, business development opportunities, access to forests, conflict resolution, institutional strengthening, and forest rehabilitation variable significantly affected the local people's satisfaction of CBFM activities.

Analysis of the potential bamboo forest as an effort towards local wisdom-based ecotourism in sustainable spring conservation

  • Background: Bamboo forests provides benefits for nature and the welfare of the people of Turen in Malang Regency and Sumbermujur in Lumajang Regency. They interact with the forest to live through the development of forest potential based on local wisdom. This is believed to prevent various adverse impacts on the forest. Local wisdom is related to beliefs or/and taboos, ethics and rules, techniques and technology, as well as forest/ land management traditions carried out by the community in building, managing forests, and Turen springs in Malang Regency and Sumbermujur in Lumajang Regency. Therefore, it is important to study the potential of bamboo forests in Turen and Sumbermujur for ecotourism, the development of bamboo forest ecotourism in Turen and Sumbermujur based on local wisdom, and the potential of bamboo forests in Turen and Sumbermujur in sustainable spring conservation. Results: Bamboo forest ecotourism has become an attractive tourist attraction. It is also beneficial for environmental conservation and the welfare of the surrounding community. The potential of bamboo forests in ecotourism development consists of various types of old bamboo that are fertile which offer environmentally friendly tourism activities by prioritizing aspects of nature conservation and socio-cultural empowerment of the local community. This cannot be separated from the belief that bamboo has supernatural powers (as a protector), so they do not dare to take or damage the existing bamboo. This behavior has a positive impact on springs that are still sustainable. Conclusions: Therefore, the charm of the bamboo forest is a potential that can be developed through ecotourism based on local wisdom. The development of bamboo forest ecotourism based on local wisdom is able to meet the living needs of the surrounding community.

  • Forest biomass energy is based on scientific evidence in response to carbon neutrality and the climate crisis, international consensus, and environmental-geographic characteristics of each nation. In this study, the authors aimed to analyze macroscopic forest biomass energy policies for ten major countries. They categorized them into six detailed categories (Sustainable utilization, Cascading Uutilization, Replacement of fossil fuel/Carbon intensive products, Utilization of forest by-products/residues as the source of energy, Contribution to carbon-neutral/climate change, and Biomass combined with CCS/CCUS ). In addition, the surveyed nations have developed a policy consensus on the active use of forest biomass with sustainable forest management except for the cascading utilization category. Furthermore, the authors evaluated the mid to long-term plans of the Korean government for improvements in the policy and legal aspects. As a result, the authors derived four major directions that South Korea should approach strategically in the future (1) secure financial resources for sustainable forest management and stimulating investment in the timber industry, (2) promote unified policies to establish a bio-economy, (3) enhancement of the forest biomass energy system, and (4) reorganization and promotion of strategy centered on the opinions of field experts in internal and external instability.

  • 본 연구는 국립산림과학원에서 개발된 GIS 기반 산림기능평가 프로그램을 활용하여 국유림 산림경영계획을 위한 임 소반단위 산림기능구분도 작성을 목적으로 연구를 수행하였다. 산림기능구분방법은 프로그램을 이용하여 Grid 단위 기능별 잠재력을 평가한 후 소반단위 기능 잠재력의 최대값을 찾아 기능평가도를 작성하고 기능우선순위에 따라 산림기능구분도를 작성하였다. 산림경영계획 수립에 필요한 최종 산림기능구분도는 우선적으로 지속가능한 산림자원관리지침의 법정림을 구분하고 다음으로 지방 산림청 자체기준에 따라 구분하였으며, 나머지 산림은 산림경영계획 담당자가 우선순위 산림기능구분도를 참고하여 구분한 결과들을 중첩하여 작성하였다. 연구결과 산림기능평가 프로그램을 이용한 Grid 단위의 기능별 잠재력평가를 통해 임 소반단위로 산림기능을 평가함으로서 국유림 산림경영계획 수립시 필요한 자료를 제공하여 합리적인 산림경영계획 수립을 가능하게 하였으며, 지속가능한 산림자원관리지침과 지방산림청 자체기준에 따라 기능을 구분할 수 있는 방법을 개발하였기 때문에 국유림 산림경영계획작성에 필요한 산림기능구분도를 보다 손쉽게 작성할 수 있었다.

Towards Sustainability of Tropical Forests: Implications for Enhanced Carbon Stock and Climate Change Mitigation

  • Tropical forests constitute almost half of the global forest cover, account for 35% of the global net primary productivity and thereby have potential to contribute substantially to sequester atmospheric $CO_2$ and offset climate change impact. However, deforestation and degradation lead by unsustainable management of tropical forests contribute to the unprecedented species losses and limit ecosystem services including carbon sequestration. Sustainable forest management (SFM) in the tropics may tackle and rectify such deleterious impacts of anthropogenic disturbances and climatic changes. However, the existing dilemma on the definition of SFM and lack of understanding of how tropical forest sustainability can be achieved lead to increasing debate on whether climate change mitigation initiatives would be successful. We reviewed the available literature with a view to clarify the concept of sustainability and provide with a framework towards the sustainability of tropical forests for enhanced carbon stock and climate change mitigation. We argue that along with securing forest tenure and thereby reducing deforestation, application of reduced impact logging (RIL) and appropriate silvicultural system can enhance tropical forest carbon stock and help mitigate climate change.

  • 본 연구는 환경친화적이고 경제적인 녹색임도 건설에 기초 정책자료를 제공하고자 우리나라의 산지지형 및 산림특성을 고려하여 임도밀도를 산정하였다. 그 결과, 효율적인 산림관리 및 보호를 도모하고 공익적 기능의 고도 발휘를 위한 사회간접자본(SOC) 개념에서의 기본임도밀도는 8.57 m/ha로 나타났으며, 또한 지속가능한 산림경영 체계를 구축하기 위한 산림경영기반시설 개념에서의 적정임도밀도는 14.01 m/ha로 산출되었다.

최대 엔트로피 기법으로 도출한 지속 가능한 송이 생산 전략 (Sustainable Production Strategy of Pine Mushroom (Tricholoma matsutake) using the Maximum Entropy Technique)

  • 송이(Tricholoma matsutake)는 인공재배가 불가한 임산물로 노동 이외의 투입 요소가 적은 반면 가격이 높아 산촌 주민의 수익 증대에 큰 역할을 해왔다. 이러한 송이의 특성은 과도한 채취로 이어져 송이 자원의 고갈이 염려되는 상황이다. 송이의 지속 가능한 생산 전략을 제시하기 위하여 송이채취업의 생산함수와 송이의 성장함수를 추정하였다. 두 함수 추정에 필요한 정보의 제약을 고려하여 최대 엔트로피기법을 활용하였다. 2005년부터 2011년까지 송이의 생산량과 노동 투입량만으로 송이채취업의 생산함수와 송이의 성장함수를 도출한 것이다. 연구 결과, 송이 생산량은 노동 투입보다 자원량에 영향을 더 받았으며, 노동투입 부문에서는 송이채취업을 전업으로 하는 임가의 생산에 대한 노동 탄력성이 송이채취업을 겸업으로 하는 경우보다 컸다. 송이채취업의 생산함수와 송이의 생장함수를 이용하여 송이의 지속가능한 최적 생산 조건을 도출하였는데, 최근 7년의 실제 송이 생산은 지속가능한 최적 생산수준을 만족하지 못하는 것으로 나타났다. 따라서 송이 생산이 지속 가능한 최대 수준까지 도달할 수 있는 송이 자원량이 되도록 지금의 송이 생산을 억제하는 것이 필요하다.

Collective Forest Management System in Japan: a Case Study in Osawa Property Ward Forest

  • Iriai an Indigenous forest management system in Japan from the viewpoint of "common pool resources" was a success resilient institution and resulted with sustainable production system and environmental conservation. This study was conducted in Osawa of the Nagano prefecture through group discussions, field observations and an in-depth field survey. Osawa Property Ward Forest is managed under the concept very much similarly to traditional "Iriai". This study firstly examined the changes of collective forest management system in terms of awareness and interest in forest management; forest management activities; role of forest; and collection of forest products. Then it analyzed the current threats for collective forest management have been identified as: land abandonment due to loss of benefits and lack of active community participation; deterioration of forest environment particularly the micro-climate and aesthetic values; conflict with local government authorities restraining the use of money in property ward forest and conflict with outsiders on damping of the garbage. Community cantered forestry management rules; livelihood contribution; protection of environment; local initiatives for protection and economic activities are the prevailing opportunities for collective forest management. The main requirements for revitalization of collective forest management are explained as local reciprocity; imposition of community based forest rules; encouraging local innovations; and building partnerships with stakeholders. Collective forest management system addresses the limitations of conventional forestry models, which had invalidated traditional 'iriai' institutions, and key to restoring sustainable use of forest and environmental resources. Cross-institutional collaborations together with responsibilities of local communities would ensure the revitalization of forest resources.

  • The National Forest Inventory (NFI) is important for providing fundamental data for basic forest planning and the establishment of forest policies for the purpose of implementing sustainable forest management. The purpose of this study is to present the development of Korea's NFI including legal basis, sampling design, and measured variables and to review the usage of NFI data. The survey methods and forestry statistics among the Unites States, Canada, Japan, China, and European countries were briefly compared. Total 140 publications utilizing NFI data between 2008 and 2015 were categorized with 15 subjects. Korea has conducted the NFI 6 times since 1971, but only the $6^{th}$ NFI is comparable with the fifth, the previous NFI, because the permanent sampling plots have been shared between the periods. The Korean Forestry Statistics contains only half as many variables as that of advanced countries in Forestry. More researches were needed to improve consistent measurement of diverse variables through implementation of advanced technologies. Additional data for Forest Health Monitoring since the NFI $6^{th}$ must be under quality control which will be an essential part of the inventories for providing the chronological change of forest health.
