  • In Chapter 40, "Information for decision-making", of Agenda 21, it was Slated that, "indicators of sustainable development need to be developed to provide solid bases for decision-making at all levels and to contribute to a self-regulating sustainability of integrated environment and development systems." Sustainable development has been defined as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs", An indicator that measures sustainability should therefore focus on this definition. One of the most widely used frameworks for environmental indicators is the Pressure-State-Response model proposed by the OECD. And we introduced the the Driving force-State-Response framework, the adaptation of Pressure-State-Response model, for UN sustainable development indicators. Therefore, in our country, indicators for sustainable development should be developed by using the DSR framework.

  • Nowadays, the environmental conservation has become a hot issue. Also the sustainable city issue is recognized as one of the most important tasks to be solved urgently for urban development. Therefore, the current indicator for sustainable city has been analyzed only as a segment of the environmental indicator which is one kind of branch of social indicator. However, considering the degree of pollution and heightened concern, it is time to develop a new and improved framework for the analysis of the sustainable city indicator. This study aims for the development of sustainable city indicator and the examination of practical method for the use of them. Urban sustainable city indicators are based on the "Pressure-State-Response (PSR) framework" which has been adopted by Organization for Economic Cooperation and Development (OECD). The indicators suggested in this study is composed of the following categories: 1. Indicators of natural environment itself, such as land structure (available land use index etc.), bio-species (bio-diversity index etc.), environment resources (water quantity index etc.) 2. Indicators of relationship between man and environment, such as sustainability of using material (recycle of water index etc.), pressure size (pressure index on air etc.), effort of prevention (environmental basic facility index, etc.) 3. Indicators of environmental state, such as landscape and culture (historical & cultural index etc.), environmental pollution (air pollution index etc.) A sustainable city environment is necessary and obtainable, yet its realization seems to be difficult. The urban pollution problems have become more serious than ever before thus requiring much interest. Therefore, this kind of study is meaningful for the establishment of policy objective, and the development and management environmentally sound and sustainable cities.

Method offered by the author has been tested based on materials and statistics of regions in Kazakhstan. Suitability and usability of the proposed system of criteria and indicators for measuring of economic, social and environmental sustainability of regional systems was proved. Based on this analysis it was found out that there are regions in Kazakhstan that differ from each other by most of key indicators of sustainable regional development and this tendency is increasing. Conclusions and recommendations. As a result of this analysis, the authors have substantiated a number of proposals on methods of analysis to be used, improvement of methods of regional development, implementation of institutional reforms, as well as improvement of regional statistics. This article provides recommendations that can be successfully used in the management practices by public authorities to implement a new regional strategy focused on sustainable development in future.

  • In this study we examine Taiwan's overall performance in accordance with sustainable construction by developing an appraisal indicator framework. The framework consists of five layers, from bottom to top: the indicator; the indicator category; the core cluster; the theme; and the overall performance. The procedure for the development of a sustainable construction indicator system is outlined. Finally, a framework consists of 3 themes, 10 core clusters, and 33 indicator categories are established. Following the established framework, 67 proper indicators are selected for each category in the framework, and data of the 53 indicators are collected respectively from a nation's statistical databank in Taiwan. Sustainable construction index aggregated step-by-step from the indicators, the indicator categories, the core clusters and the themes is computed to assess Taiwan's progress in sustainable construction. The preliminary results and the discussion are reported.

  • Both the national land plan and the environmental plan reflect the need for sustainable land use and management. However, the linkage between the plans is reduced due to the lack of integrated management. Therefore, this study developed indicators to achieve integrated management. A total of 59 environmental plans were reviewed for the development of indicators, and a total of 74 integrated management indicators were derived through a three-stage process. In this process, the relevance of the integrated management indicators of this study to the UN 's sustainable development goals (SDGs) is presented in order to derive indicators that meet the level of international consultation. In order to facilitate the utilization of the indicators, the final indicators are divided into seven areas: natural ecology, water resource and quality, urban and green space, atmospheric, energy, landscape, resource circulation and waste. Furthermore, the indicators were classified into national, regional, and city level. Accordingly, the final indicator can be adapted to the field of influence of the planned to be established, and the indicator can be selected and applied to the level of the plan. The final indicators can be used to examine the extent to which the national plan reflects the contents of the environmental plan and can be used as an aid to confirm the contents to be included in the plan when establishing a new national plan.

Statistic data were used to calculate indices. 3rd step is adoption stage of Qualitative Indicators which were tested with questionnaire survey analysis. As a results, SDIs for Chungcheongbuk-Do -38 Quantitative SDIs within 4 provisions of 11 items with 8 Qualitative indicators categorization be put off- is developed. With the application test, 5 Quantitative Indicators- were found to be not adaptable because of lack or none of statistic data. Among the 8 Qualitative Indicators, 3 pairs found to be similar results in each pair which needed to be integrated into one. With them, bio-species related and health related Indicators were proposed to be newly added. Nation wide Sustainability comparison between divisions and Ecological Indicator selection are another themes to be considered.
