A Study on the Observer Training and Implementation for Effective Normal Operation Safety Survey (NOSS)

  • Normal Operation Safety Survey (NOSS) is a safety management tool used by air traffic control organizations to measure data related to threats and errors to proactively prevent accidents before they occur. NOSS was developed to be applied to the air traffic control field according to the concept of Line Operation Safety Audit (LOSA) conducted by airlines to reduce human errors in the cockpits. Safety management based on data is crucial for the prevention of control-related accidents, and the competency of observers for this is important for the successful implementation of NOSS. Based on LOSA implementation experiences and expert interviews, this paper introduces the international NOSS methods and discusses the key factors required for effective observation and the implementation methods and implications of NOSS observer training.

환경스트레스 모델을 통한 해양탐사·조사선의 격자형 운항방식과 운항요인 상관관계에 관한 연구 (Correlation of Marine Exploration-Survey Vessel Operation Factors and Grid-Type Operation Method through ES Model Analysis)

  • 해양공간 이용 수요와 중요도의 지속적인 증가에 따라 국내에서의 해양탐사 및 해양조사활동이 활발히 수행중이다. 이러한 활동을 위해 운항되는 해양탐사조사선은 목적 및 탐사선박에 따라 특수한 운항패턴을 가지므로 해상교통위험도를 고려한 연구가 필요하다. 본 연구에서는 해양탐사·조사선의 운항이 해상교통에 미치는 영향을 각 요인별 상관관계로 파악하고자 하였다. 우리나라에서 활동중인 해양탐사·조사선 현황을 파악하였고 일부 해양물리탐사선의 특수한 운항실태를 식별하였다. 운항자부담감의 결과를 비교하기 위해서 운항요인 중 각 2가지를 독립변수로하여 ES Model 기반의 해상교통류시뮬레이션을 수행하였다. 분석결과 교통량, 선박 길이, 속력 순으로 운항자 부담감이 두드러지게 변화하는 것을 확인하였다. 또한 인근 해상교통흐름과 선수방위(침로)가 거의 유사한 운항 침로를 설정할 경우 운항자 부담감이 다소 감소하는 것을 확인하였다. 이에 따라 해양탐사·조사선이 운항계획을 설정할 단계에서 인근 해상교통현황을 파악하여 운항방식에 반영한다면 운항자 부담감을 감소시키는데 기여할 것이다.

전남 진도지역 낭장망 어업에 있어서 혼획 연구 (A Study on a Bycatch of the Gape Net in Jindo Area of Jeollanam-do)

  • In order to survey the conditions of bycatch and discards for a gape net, a series of filed surveys was carried out total 10 surveys on two gape nets operated in the coastal area of Jindo during July to November 2008. The all catches in each survey were measured the body length, weight after sorted species. The analysis of catch data was conducted to separate 'first operation' and 'general operation'. In this study, the first operation defined as hauling the fishing gears that soaked over 10 hours because of setting on the previous day. The general operation means the haul of fishing gears conducted at intervals of one of or two hours after first operation. The bycatch in this study is defined as the other species except for anchovy, and bycatch rate refers to the proportion of bycatch to total catch. From the survey results, the average bycatch rates on first operations were 50% and 51% for Masa-ri and Supum-ri areas in Jindo, respectively. Also, the average bycatch rates on general operation were 2% and 3% for Masa-ri and Supum-ri areas in Jindo, respectively. The proportion of anchovy to total catch caught represented 75.5%. It needs the research on the selective fishing technology to reduce the bycatch on the gape net fishery.

선박 검사 교육훈련을 위한 VR 선박 환경 구축 (Development of VR Ship Environment for The Educational Training of Ship Survey)

  • The ship surveyor makes a scheme of reasonable ship operation by examining whether the ship has been properly constructed in accordance with the rule of classification societies and international conventions or whether the facilities of the ship in operation meet the standard stipulated by law. Even though the ship surveyors of classification society generally consist of people who have the skill of design or operation of a ship, it takes a long time to train a surveyor to the maturity level. This paper describes the development of survey simulator based on virtual ship environment that enables the surveyor minimize trial and errors to survey the ships. By using VR(Virtual Reality) based survey simulator, surveyors possibly achieve improvement of competence in survey quality by means of safe and immersive training environment. In order to improve the usability and utility of the VR simulator, the ship 3D model has been generated using 3D CAD model for design and production in shipyard. Through this, we suggested the possibility of consistent use of 3D model as the digital twin of a ship.

지방의료원 수술부 영역 및 면적 구성에 관한 조사·분석연구 - 순면적을 중심으로 (A Study on the Space Zoning and Area Composition of the Operation Department in Regional Public Hospitals - Focused on Net Floor Area)

  • Purpose: To establish guidelines for local public hospitals, the survey was conducted primarily on the current status of local public hospitals, focusing on the zone configuration and the spatial area of the operating department. Methods: 3 Methods have been used in this paper. 1) Analyzing drawings to derive the net floor area of each room. 2) A literature survey about composition of the zone by infection control. 3) Observation survey for user circulation analysis. Results: The operation department consists of the major, secondary, support and connected zones according to the user's actions. The spatial area composition ratio for each zone is major zone: 41.79%, secondary zone: 10.87%, support zone: 23.10%, and connected zone: 24.24%. Implications: This study is a basic research for guideline for the operation department in local public hospitals. In this study, zones configuration of the operation departments are classified in terms of user actions and room functions. In the future, it is required to establish criteria considering infection control and copper connection aspects.

Operation of StarDB web services and its Virtual Observatory supports

  • We present the current operation status of StarDB web services by showing its user access statistics. The StarDB web services started its operation in late November, allowing world-wide users to access results of new variability analysis for Northern Sky Variability Survey light curves. New analysis results of various time-series data have been added to the StarDB services. Importantly, our services have supported a simple cone search, which is an internationally well-defined catalog search interface in the international Virtual Observatory systems. We have collected user access statistics such as how users find our analysis data since its operation in later November. We expect our analysis of the StarDB operation to help Korean community members who plan and operate their own web services preparing for a future era of big survey data.

하수관거시설의 침수대응 운영·관리 실태 연구 (I) (Survey on sewerage operation/management planning for flooding (I))

  • A nationwide questionnaire survey was conducted to investigate the actual conditions of local authorities in operating and maintaining sewerage systems especially for urban flooding. The questionnaire includes the incidences of flooding since 1980, the existence of any guidance for preventing flood damage and the design frequency currently used for sewers in each local authority. Among 160 local authorities responded to the survey, 95(59.3%) has experienced flooding more than once since 1980 while only 36(37.9%) of the 95 has prepared operation/maintenance guidelines for flooding. Most of the respondents have applied the 10 year design frequency for sewer design and 57(35.6%) of them agreed to adjust the 10 year design frequency regulation.

공과대학의 이론 및 실험·실습 원격수업 운영현황 조사 및 학생 인식 탐색: COVID-19 대응 운영 중심으로 (Survey of Status of Operation and Students' Perception about the Theory-focused and Practice-focused Online Classes in Engineering Colleges: Based on the Implementation of Online Class in Response to COVID-19)

  • This study was to investigate the operation status and the students' perception for both theory-focused and practice-focused online class in engineering college that were implemented in responses to COVID-19. For this purpose of the study, the survey including the open-ended questions were conducted to the 147 students in college of engineering in 2021 at one of the universities located in the metropolitan area. The survey were analyzed by SPSS 26.0 and then findings were as follows. First, while the most students were satisfied with the operation of online classes that were implemented in response to COVID-19, many students were unsatisfied with the practice-focused online class. Also, there were some differences in the level of students' satisfaction for some factors of online class operation in terms of the students' background. Second, there were significant differences in some parts of students' satisfaction in terms of the background of students. specifically, males students were more satisfied with the supports of teaching assistant in online classes than female students and the junior and senior levels of students are more satisfied with the teaching strategies of online classes than freshman and sophomore year students. Third, the level of students' satisfaction was different in terms of the types of online platforms as well as the methods of communication between students and professors. Finally, even though the students in the college of engineering understand the benefits in the online classes, they indicated the limitations and difficulties for participating in practice-focused online class and demanded the improvement of the operation for the online lab classes. The further research needs to be conducted to investigate the status of operation for online lab and practice classes in college of engineering.

  • 이 연구에서는 2008년 전국 공공도서관 평가사업에서 제시되었던 평가지표에 대해 현장사서들이 인식하는 실제 업무에의 유용성을 조사하였다. 자치단체 대, 중, 소그룹 및 교육청 대그룹에 속하는 사서들을 대상으로 설문조사 한 결과, 항목별 유용성에서는 계획부문이나 계량화된 측정이 용이한 항목에서 유용성이 높았고, 인적자원이나 시설과 같은 항목에서는 유용성이 낮았으며, 도서관 그룹별, 혹은 사서의 특성에 따른 유용성 차이는 기각되었다. 이러한 분석을 토대로 향후 공공도서관 평가 사업의 개선방안을 제시하였다.

WISE AND AKARI

  • The first all-sky mid-/far-infrared survey by IRAS in the 1980s, has been followed by only two more, by AKARI, from 2006, and WISE in 2010. I discuss some features of the WISE survey, and highlight some key results from early extragalactic observations that have been made by the science team during the operation of the telescope, and the post-operation proprietary period during which the public release data products were being generated. The efficient survey strategy and very high-data rate from WISE produced a catalogue of 530 million objects that was released to the public in March 2012. The WISE survey strategy naturally provided the deepest coverage at the ecliptic poles, where matched comparison fields were obtained using Spitzer, and where AKARI also observed deep fields. I describe some of the follow-up work that has been carried out based on the WISE survey, and the prospects for enhancing the WISE data by combining the AKARI survey results are also discussed. While the all-sky AKARI survey is less deep than the WISE catalogue, and is still being worked on by the AKARI science team, it includes a larger number of bands, extends to longer wavelengths, and in particular has very complementary band passes to WISE in the mid-infrared waveband, which will provide enhanced spectral information for relatively bright targets.
