BP Modeling and Data Standardization for Logistics Cargo Tracking Process based on UN/CEFACT (물류 화물 추적을 위한 UN/CEFACT 표준 기반의 BP 모델링 및 데이터 정의)

  • As domestic logistics environment has changed into global logistics, various logistics parties are participating in processing logistics business. Goods is packed into container and delivered to consignee in steps. The goods may be damaged or lost since it has not directly delivered to consignee by single entity during the delivery process. Therefore, all parties want to know the flow of export/import cargos. However, it is very difficult to follow cargo flow consistently delivered from consignor to consignee. Because cargo flow does not be matched up information flow and information systems are based on neither standard business processes nor standard data, which makes it very difficult to associate logistics data among various logistic parties. This paper performs business process modeling for cargo tracking with international standard modeling methodology released by UN/CEFACT. And then, the standard data is defined for cargo tracking business process of unified and integrated business collaboration. The resulting business process model and data model will support international interoperability.

Facilitating Factors of and Barriers to Performance Improvement of Small Scale Enterprise Occupational Health Personnel in Korea (소규모 사업장 산업보건인력의 업무수행 분석)

  • In Korea, based on the Revised Law of Occupational Safety and Health a new entity of institution was set up in 1990 to provide occupational health services to SSE in which three sorts of personnel as a team have to be involved. These institutions, in charge of scores to hundreds of workplace area-wide, have been providing occupational health services without payment from employers or employees, and government reimburses through the Occupational Injury Prevention Insurance since 1993. As a service provider, a team is composed of doctors, nurses and industrial hygienists. Undergraduate and postgraduate educations for the SSE occupational health are not specified and the question on the performance of the personnel has been raised. This study was designed to analyze the facilitating factors of and barriers to the performance and its improvement of these personnel. In 1997, the survey was conducted with all 58 institutions. Structured questionnaires were mailed to 200 personnel who were providing the occupational health service for SSE. The response rate was 51.7% for doctors, 58.6% for nurses, and 60.3% for industrial hygienist, respectively. Results are as follows : 1) There is a guideline for occupational service mandated by the government. Under the guideline, the minimum frequency of visiting workplace is assured with six times of doctors, 17 times for nurse and industrial hygienist in a year. There are one doctor for every 200 factories, one nurse and one hygienist for every 100 factories. 2) All respondents have basic qualification for occupational health service. About 16.7%. of doctors are certified in industrial medicine or preventive medicine, and 64.7% of industrial hygienists had first grade certification. Totally 66.7% of personnel have been involved in occupational health for more than one year. 3) As a support system for the performance improvement, 66.3% respond that they have been provided with educational materials, advice related to industrial environment and guidance of MSDS from Korea Industrial Safety Corporation. Most respondents indicate the lack of concern of employers and employees as a main barrier to the improvement of the service. Also they are in the need of the training opportunity more focused on SSE. The Governments policy for SSE is a principal facilitating factor. Training program focused on SSE situation, manpower, technical support, etc. are areas to be improved to have a better occupational health service for SSE in Korea.

Legal and Policy Tasks for Raising a Climate Fund in Response to a New Climate Regime (신기후체제 대응을 위한 기후기금 조성의 법·정책적 과제)

  • On December 12, 2015, the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, in which several developed and developing countries all committed to participating in the reduction of greenhouse-gas (GHG) emissions. South Korea has submitted an intended nationally determined contribution (INDC) proposal with a target to cut down 37% greenhouse gas business as usual (BAU) until 2030 in preparation for the 2030 GHG BAU. Under the post-2020 regime, which will be launched from 2021 as the agreement entered into force early, it is expected that efforts to support GHG reduction and adaptation to climate change in developing countries will be accelerated with the utilization of technologies and financial resources of developed countries. South Korea has established the Basic Plan for Climate Change Response and the Basic National Roadmap for Greenhouse Gas Reductions by 2030 to promote the response to climate change at the government level. The Ministry of Science and ICT, as the National Designated Entity designated by the UNFCCC, has come up with middle and long-term strategies for climate technology cooperation. South-Korea has an abundance of energy-consuming industries to support its export-oriented industrial structure; it is thus expected that achieving the GHG reduction target will incur a considerable cost. Moreover, in order to meet the reduction target (11.3%) of the intended nationally determined contribution proposed by South Korea, it is necessary for South Korea to actively promote projects that can achieve GHG reduction achievements, and financial resources are needed as leverage to reduce risks that can occur in the early stages of projects and attract private sector investment. This paper summarizes the theoretical discussions on climate finance and conducted a comparative analysis on the status of the funds related to climate change response in the UK, Germany, Japan and Denmark. Through this, we proposed the legal and policy tasks that should be carried forward to raise public funds that can be used for creation of new industries related to climate change as well as to reduce GHG emissions in South Korea. The Climate Change Countermeasures Act, which has been proposed by the National Assembly of South-Korea, stipulates the establishment of funds but there is no additional funding except for general account. In this regard, it is also possible to take measures such as the introduction of carbon tax or the collection and use of royalties through technology research and development projects for climate change, such as Industrial Technology Innovation Promotion Act. In addition, since funds are used in various fields such as domestic greenhouse gas reduction, technology development, and overseas projects, it is necessary to establish a system in which various ministries cooperate with the operation of the fund.

Development of Classification Model for hERG Ion Channel Inhibitors Using SVM Method (SVM 방법을 이용한 hERG 이온 채널 저해제 예측모델 개발)

  • Developing effective tools for predicting absorption, distribution, metabolism, excretion properties and toxicity (ADME/T) of new chemical entities in the early stage of drug design is one of the most important tasks in drug discovery and development today. As one of these attempts, support vector machines (SVM) has recently been exploited for the prediction of ADME/T related properties. However, two problems in SVM modeling, i.e. feature selection and parameters setting, are still far from solved. The two problems have been shown to be crucial to the efficiency and accuracy of SVM classification. In particular, the feature selection and optimal SVM parameters setting influence each other, which indicates that they should be dealt with simultaneously. In this account, we present an integrated practical solution, in which genetic-based algorithm (GA) is used for feature selection and grid search (GS) method for parameters optimization. hERG ion-channel inhibitor classification models of ADME/T related properties has been built for assessing and testing the proposed GA-GS-SVM. We generated 6 different models that are 3 different single models and 3 different ensemble models using training set - 1891 compounds and validated with external test set - 175 compounds. We compared single model with ensemble model to solve data imbalance problems. It was able to improve accuracy of prediction to use ensemble model.

Cost-Effective Inter-LMA Domain Distributed Mobility Control Scheme in PMIPv6 Networks (PMIPv6 네트워크에서 비용효과적인 도메인 간의 분산 이동성 제어기법)

  • Proxy Mobile IPv6 (PMIPv6) is designed to provide network-based mobility management support to an MN without any involvement of the MN in the mobility related signalling, hence, the proxy mobility entity performs all related signalling on behalf of the MN. The new principal functional entities of PMIPv6 are the local mobility anchor (LMA) and the mobile access gateway (MAG). In PMIPv6, all the data traffic sent from the MN gets routed to the LMA through a tunnel between the LMA and the MAG, but it still has the single point of failure (SPOF) and bottleneck state of traffic. To solve these problems, various approaches directed towards PMIPv6 performance improvements such as route optimization proposed. But these approaches add additional signalling to support MN's mobility, which incurs extra network overhead and still has difficult to apply to multiple-LMA networks. In this paper, we propose a improved route optimization in PMIPv6-based multiple-LMA networks. All LMA connected to the proxy internetworking gateway (PIG), which performs inter-domain distributed mobility control. And, each MAG keeps the information of all LMA in PMIPv6 domain, so it is possible to perform fast route optimization. Therefore, it supports route optimization without any additional signalling because the LMA receives the state information of route optimization from PIG.

A Study on User Interface of the Broadband Access Network Operation Support System (광대역 가입자망 운용관리를 위한 그래픽 유저 인터페이스(GUI) 개발에 관한 연구)

  • Most of the time, developers spend their energy to analyze the main function of the system or make source codes. As a result, they can not consider user interface on their own system and this is true in most programmer's world. But we want to consider the design concept in developing mechanism. In this case we have to upgrade the legacy system which maintaining the transmission system using the copper cables, and add the transmission system using the optical fiber cables. Therefore we design the user interface make easy for end users who are using the maintaining system on copper cables not to confuse the new system which include optical fibers. Especially, we are consider the developing model of design policy and real user to make easy to use new system. In this paper we will describe the instance to adapt the design concept on Broadband Access Network Operation Support System.

A Study on Investors Determinants Addressed by Startup Entrepreneurs : In the Center of Startups in Water Industry (창업기업관점에서 바라본 투자자의 투자결정요인에 관한 연구 : 물산업 창업기업을 중심으로)

  • The purpose of this research is to improve the investment success rate for startups in the water industry for the development of the entrepreneurial environment of the Korean water industry. In this research, we identified investment determinants through prior research and stratified them, and then surveyed the investor group at the beginning of the start-up using the FGI method, and determined the order of the investment determinants of investors. At the same time, we classified 41 start-ups related to the water industry into two groups: the group that received investment and the group that did not in the early stages of the start-up. Then we investigated the understanding of the investor's investment determinants, ranked them, and compared them by using the AHP technique. Through this, this research proposes five implications. First, it is important for start-ups in the early stages to receive seed investment to revitalize investment for startups in the water industry. For this, startups need to understand investors and prepare to attract investment with the perspective of angel investors rather than the perspective of VC investors. Second, Start-ups in the water sector should consider that the characteristics of the founder are important in order to receive seed investment, and also need to define their business at the industry and market level, and provide relevant rationale to meet the expectations of investors who value industry expertise and experience, and to increase the possibility of seed investment, which is important in the early stages of a startup. Third, institutions, such as K-water(Korea Water Resources Corporation), that support water industry startups need to conduct open innovation business opportunities discovery programs linked to startups so that startups currently participating in the startup support program could have business opportunities from the business infrastructure of platform-forming companies in the water industry. In particular, such institutions should help founders develop their industrial expertise and careers by supporting this type of start-up preparation process through the participation of in-house venture founders. Fourth, when K-water uses the government start-up support fund to discover and foster founders, it should increase initial contact with seed investors, conduct more thorough verification of business plans, and develop programs that use government start-up support funds to prepare a business suitable for seed angel investors. Fifth, K-water should support seed by connecting funds for initial investment among funds operated by itself. It is also necessary to develop a program that links the company receiving the seed investment with VC investment, not angel investment in cooperation with the VC fund operation entity participating as an LP so that companies that have attracted seed investment could attract follow-up VC investment.

A Fast Global Mobility Supporting Scheme for IPv6 Using Global Mobility Agent (GMA) (Global Mobility Agent (GMA) 기반의 신속한 IPv6 전역 이동성 지원 방안)

  • The Proxy Mobile IPv6 (PMIPv6) has been standardized by the IETF NETLMM WG for network-based mobility management. The PMIPv6 can provide IP mobility for Mobile Nodes (MNs) with low handover latency and less wireless resource usage. But, since the PMIPv6 is basically designed for local mobility management, it cannot support directly global mobility management between different PMIPv6 domains. In the PMIPv6, since all traffic is routed through a Local Mobility Anchor (LMA), it causes a long end-to-end delay and triangular routing problem. Therefore, in this paper, we propose a fast network-based global mobility management scheme and route optimization scheme with a new network entity, called Global Mobility Agent (GMA). Numerical analysis and simulation results show that the proposed scheme is able to support global mobility between different public domains with low handover latency and low end-to-end delay, compared with the PMIPv6.

Classification of Growth Stages of Business Entities and Management Component Analysis in Forestry Convergence Industry (산림융복합산업 경영체의 성장단계 구분 및 경영요소 분석 연구)

  • The objectives of this study were to gauge the extent of the forestry business through establishing the definition of forestry industry from the perspective of economic convergence and to analyze key components that affect each growth phase of a forestry business entity by classifying them. A total of 1,397 "sixth-sector industry" management entities were certified by the Ministry of Agriculture, Food, and Rural Affairs in South Korea from 2012-2017. Of these, 259 (18.5%) were in the forestry sector. In this study, the 259 forestry management entities were further classified into three phases based on sales distribution: entrance, development, and maturity. The entrance phase (<100 million KRW), development phase (>100 million and <1 billion KRW), and maturity phase (>1 billion KRW) constituted 33.2%, 55.4%, and 12.4% of the total 259 entities, respectively. The results showed that most of the management entities were either in the entrance or development phases, and only a small portion was in the maturity phase. To identify the key variables that affect each of the phases, chi-square analysis was used. We designed the "sixth-sector industry" type as an independent variable, whereas selected region, business organization, manager age group, forest product, processing type, and service type were designated as dependent variables. The results of the analysis showed that the processing and service types influenced all three developmental phases. Moreover, as the phase advanced, processing type showed a higher proportion of health-functional ingredients, such as powder or extract from forest products, which enable to develop and produce a variety of products. Service type also changed from simple experience to integrated experience tourism and finally to tourism education. Distribution and sales channel also turned out to be a significant factor during the development phase. This study provides the basic information needed to guide government support in the implementation of a formal forestry business through convergence as well as to increase the efficiency of business management.

A Study on the Developmental Governance of Hyunpo Port (울릉도 현포항 개발 거버넌스 인식에 관한 연구)

  • This study investigated development method of governance of local residence, central and local government based on fishing ports as a new paradigm for restoration of sustainable space environment on Hyeonpo Harbor in Ulleung Island. According to the result of conducting a questionnaire survey on residents of Ulleung Island in order to carry out the research purposes, vulnerable living environment as poor accessibility and lack of hospital, community health center, and shopping district were pointed out as the biggest problem of residential environment in Ulleung Island of today. Secondly, there was a high recognition that development project on Ulleung Island of the government and local government is not actually contributing to the revitalization of regional economy and improvement in quality of life of Ulleung Island residents, and thirdly, lack of understanding on the importance or usage of various resources in Ulleung Island and insufficient support of the central government and local autonomous entity were pointed out as the bottleneck factors in implementation of the Ulleung Island development project. Fourthly, they perceived the current management level of Hyeonpo Harbor to be unsatisfactory. The results of this study demonstrated the importance of durability of development entities, vision of development of Hyeonpo Harbor, effort for the change of ownership mind, phased implementation considering reality of the area, and development that can provide small-scale profitable contents than a large theme.
