Persistent accidents related to food safety and expanded international trades have urged the world to be aware of the gravity of the accidents. Accordingly many countries have tried to come up with various laws, regulations, measures, support networks and educational programs for the agenda, particularly focusing on harmonizing food safety technologies among nations and fostering professionals. Also, APEC newly organized Food Safety Cooperation Forum (FSCF) in 2007 to exert multi-dimensional efforts to improve food safety for Asia Pacific nations. Up to now, 35 activities have been promoted since 2007 and additional 20 activities are waiting for their turns for action on the list of APEC project agenda. FSCF has the objective that it helps the stakeholders in food supply chain develop their own competence in that area, thus increase international trade among nations and maintain the globe healthy by applying the highest standards and best practices for the management of food safety ranging from production to consumption. To achieve this strategic objective, APEC subsequently formed Partnership Training Institute Network (PTIN) to build up the multilateral networks of specialists from governmental agencies engaging in food safety management, industries, academia and international organizations in Asia-Pacific region. This attempt made it possible for the world to exchange their scientific and technological information concerning food safety and strengthen related education and training. Today, international cooperation is essential for food safety management. Therefore, we need to participate actively in the activities of APEC FSCF to contribute to improving food safety technologies for the member countries of APEC. We also need to connect the domestic support programs with theirs.
Areas of forensic have been used as a tool in many fields of police investigation, detective, such as research relating to the criminal investigation. Despite it is failure to obtain a central role and status, forensic is nonetheless necessary. This study recognizes the importance of police and forensic activities, and in reviewing the level of support for actual condition of science and forensic investigations, and it has tried to find the problems. Based on this, this study discusses development plans of the working system to explore whether it can improve the efficiencies of forensic activities from the realistic restrictions. These days, one of the main problems that police forensic activities encounter is lack of labor and human resources on the arrested. Therefore, this study aimed to looking for realistic ways to improve efficiencies of forensic agents First, changing the working system and the restructuring the command system requires a long-term perspective. In other words, a regional forensic system is required. Second, the establishment of a Police Investagation Specialization to ensure the professionalism of the investigation is necessary. Third, the system should improve forensic specialties. Fourth, the R&D organization should established to improve the capability for forensic investigations.
The purpose of this study is to provide information to understand the context of the Antarctic Treaty System by looking back on its development process. It also aims to review the roles and activities of the CEP in the System in order to support the improvement of our Antarctic science policy. This study considered the developmental histories of independent conventions for Antarctic conservation and Protocol on Environmental Protection to the Antarctic Treaty under the system. CEP, established in accordance with the Protocol, has expanded its roles in the ATCM under the circumstances of climate change and increasing human activities in the treaty area. I examined CEP's functions, relationships with formal observers, and its activities along with CCRWP. In addition, I have estimated the contribution of the Parties to the CEP based on the documents submitted by the Parties. The leading Parties of the System have strengthened their initiatives to expand contributions to CEP with their output based on national Antarctic Program. However, Korea has not been able to take initiatives in the System even though Korea has invested considerable resources in its Antarctic program. To strengthen Korea's capability to instigate initiatives in the system, I suggest the following approaches: Firstly, Korea should improve its Antarctic science policy based on the newly established CEP five-year work plan; Secondly, Korea should organize a long-standing expert group to focus on Antarctic environmental policy and related scientific information; finally, Korea should intensify its collaboration with other Parties in developing Antarctic environmental priority issues.

This study evaluates Japan's Official Development Assistance (ODA) projects in Thailand from 2011 to 2013 by deploying the Sendai Framework for Disaster Risk Reduction (SFDRR) and the Organization for Economic Cooperation Development (OECD) evaluation criteria. Special attention is placed on disaster-related development assistance activities of Japan through reviewing long-term impacts of the projects. The Japan International Cooperation Agency (JICA) has played a crucial role in transferring Japan's experiences on disaster risk management to developing countries, including Thailand. The study highlights two flood risk management projects in Thailand with the support of JICA after the 2011 floods, namely the Project for the Comprehensive Flood Management Plan for the Chao Phraya River Basin and the Project for Flood Countermeasures for Thailand Agriculture Sector. The case studies demonstrate that the projects were efficiently and effectively conducted for meeting Thailand's needs and requirements. JICA provided multi-hazards risk analysis through scientific data as well as local knowledge. However, achievements of the project did not last for long because of a lack of Thai stakeholders' commitment and JICA's post-project management. It is concluded that a development agency should consider impacts and sustainability of flood risk management projects more carefully from the stage of planning, and the practical application of the knowledge, and technologies should also be monitored progressively after the completion of the project.
Objectives: This paper aims to discuss the current situation of and future directions for health promotion practice(HPP) and research in private sectors in Korea. Methods: Publications and web-site information of public health organizations, WHO-Health Promoting Hospitals member institutes, health/medical academic societies, and professional unities were collected and reviewed. Activities of Korea Association of Health Promotion(KAHP) were described in detail considering its leading role in health examination and promotion field in Korea. Results: The most common HPPs in private sectors were health education and public health campaigns for the prevention and management of diseases. Tailored health promotion programs for lifestyle changes and longitudinal follow-ups were the routine process for managing high risk groups at KAHP. Health promotion research in private sectors have focused on identifying health problems and behavioral determinants, and planning, implementing and evaluating health promotion programs. The most serious issues in HPPs of the private sectors were limited budget and manpower along with a lack of public recognition and a system-level support. Conclusion: To promote HPPs and research in private sectors, a system for financial sustainability should be introduced. They also need scientific evidence from research. 'Borderline medicine', a discipline specialized in management of high risk borderline group, could lead HPPs to sustainable private practices.

In the framework of COMS(Communication, Ocean and Meteorological Satellite) programme, the first bipropellant propulsion system for GEO satellite has been developed successfully. So far Korea has its own experience of development of a monopropellant propulsion system for LEO satellites, i.e., KOMPSAT's. Other types of propulsion systems for a satellite, such as cold gas and electric propulsion etc., are being developed somewhere in Korea, however they are not commercialised yet, apart from those two systems aforementioned. This paper mainly focused on the design of the Chemical Propulsion System(CPS) for the COMS, joint scientific and communications satellite. It includes descriptions of the general system design and a summary of the supporting analysis performed to verify suitability for space flight. Essentially it provides an overview and guide to the various engineering rationale generated in support of the COMS CPS design activities. The manufacture and subsequent testing of COMS CPS are briefly discussed. Feasibility of COMS CPS to an interplanetary mission is proposed as well.

The purpose of this study is to examine the effects of small group inquiry skills on improving science process skills and attitudes toward science in elementary school science. The research questions of this study were as follows. First, effects of small group inquiry skills on improving science process skills in elementary school science. Second, effects of small group inquiry skills on improving attitudes toward science in elementary school science. The subjects of this study is two classes from 6th grade elementary classes in Busan. The experiment class practiced small group inquiry skills, while the control class practiced self inquiry. To verify the effect of the experiment, ANOVA was conducted. The main findings of this study are as follows. First, the small group inquiry skills gave a significant influence on increasing the science process skills, including the basic science process skills and the integrated science process skills, of students. Especially, among subordinate factors of science process skills between groups, it was effective to increase abilities of observing, reasoning, interpreting data, formulating hypothesis. It is necessary for teachers to make an effort to teach according to steps of the small group inquiry skills and to support inquiry activities, in order to increasing the science process skills. However, frequency of additional lessons have a little influence on increasing the science process skills. Second, there is meaningful change in the attitudes toward science for those who studied the small group inquiry skills. Also, they affected subordinate factors of the attitudes toward science, like the attitudes toward science inquiry, the happiness about science class. This study shows that the small group inquiry skills give a positive influence on the science process skills and attitudes toward science in elementary school science.

According to the annual emission estimates of U.S.A., fugitive dust, the particulate matter entrained in the ambient air which is caused from man-made or natural activities such as movement of soil, vehicles, equipments and windblown dust, contributes 90% of PM$_{10}$ emission. In spite of an importance of fugitive dust emission in PM$_{10}$ estimation, it is excluded in the national emission inventory of Korea so far. In this paper, an emission inventory of fugitive dust for each region and in major cities throughout the country, which is the first time in Korea these values have been compiled, is presented. Sources of fugitive dust emission have been classified into paved/unpaved roads, construction operations, agricultural operations, and natural sources. The emission factors of the existing fugitive dust emission were reassessed in a way that significantly improved the reliability of the estimated result. The Korea's first national emission inventory of fugitive dust by administrative districts proposed in this paper would provide scientific reference data for establishing an reduction strategy of PM$_{10}$ and preparing effective control measures, and would contribute to academic achievement in the atmospheric environments field and the establishment of CAPSS (Clean Air Policy Support System).stem).
The aim of this study was to provide the way of activation plans of leisure activities for older people through the current status and problems in welfare center for the elderly in Korea. Various social phenomena and issues have been found to occur in rapidly social-structure changes and urban civilization. Especially, processing an aging society for no preparation is one of the broader question of our country. Developing the scientific and civilization lengthening our span of life is given more leisure time than past. Unfortunately, older people could not independently stand for in their leisure, if society does not support for them. It means that they might feel the enough time to monotone life, depression and a sense of alienation. The following ideas would be expressed to the way of activation plans of elderly leisure. First, the elderly leisure facilities for leisure and publicity activities should be supplemented or strengthened. Second simple entertainment-oriented programs in the physical and psychology learning to adapt for them should be obtained through leisure activities for older people. Third, more senior recreation specialists or therapists should be educated for leisure activities. Fourth, the concept of leisure in older people's idea should be changed through the education. Fifth, people who work in the welfare center for the elderly should develop the leisure programs or activities for older people. Last the new culture of leisure concept should be constructed in our society between the two and three generation for sharing and participating the leisure.
The Reform Movement(戊戌變法) of 1898 was a boundary tablet of modern history of science and technology which inherited the past and ushered in the future. Kang Youwei(康有爲), as a leader, his scientific thoughts opened up the way of Chinese enlightenity campaign and pushed the development of Chinese modem science and had an important position in modem history of scientific thoughts. He put forwards a series of practical suggestions on political reform that provided a solid guarantee and support in system for scientific development.
