There is increasing consensus that global warming is seriously affecting the Arctic region. Sea Ice decreases and sea level rise have led to environmental change in Arctic Ecosystems, while also making the Arctic sea route more accessible to humans. There are complicated international governance dynamics in play, in addition to commercial and scientific interests in the Arctic region. This provides a unique opportunity for Korea to lead the future direction of Arctic policy in response to the global issues such as climate change and economic or scientific interests. Korea acquired Ad-hoc Observer status of the Arctic Council(AC) in 2008, which is the only pan-Arctic intergovernmental organization. It consists of six working groups: ACAP, AMAP, CAFF, PAME, EPPR, SDWG that implement research, survey, and monitoring. AC's Observer country has the opportunity to participate in a diverse range of activities such technical and expertise support, research and monitoring, financial support and conference organization. In order for Korea to expand its activities in the Arctic region, we suggest the following approach: First, Korea should become more actively engaged with the Arctic Council and its activities; Second, Korea should construct organized collaborative networks of national experts to respond to Arctic issues; Third, Korea should develop collaborations with Arctic states; Finally, Korea should intensify its research on international relations and international laws related to the Arctic region.

Although the functional ingredient has been evaluated by the Korea Food and Drug Administration (KFDA) based on scientific evidence, the levels of scientific evidence and consistency of the results might vary according to emerging data. Therefore, periodic re-evaluation may be needed for some functional ingredients. In this study, we re-evaluated scientific evidence for the antioxidant activity of coenzyme Q10 as a functional ingredient in health functional food. Literature searches were conducted using the Medline and Cochrane, KISS, and IBIDS databases for the years 1955-2010 with the search term of coenzyme Q10 in combination with antioxidant. The search was limited to human studies published in Korean, English, and Japanese. Using the KFDA's evidence based evaluation system for scientific evaluation of health claims, 33 human studies were identified and reviewed in order to evaluate the strength of the evidence supporting a relation between coenzyme Q10 and antioxidant activity. Among 33 studies, significant effects for antioxidant activities were reported in 22 studies and their daily intake amount was 60 to 300 mg. Based on this systematic review, we concluded that there was possible evidence to support a relation between coenzyme Q10 intake and antioxidant activities. However, because inconsistent results have recently been reported, future studies should be monitored.

The purpose of this study was to describe the scales of attitudes toward science and the validation of instruments for students and their parents. These instruments include three scales: cognition about value of science, affection toward science & science learning, and conative participation in scientific activities. A sample of middle school students (N=198) and their parents (N=153) was selected. Data analysis indicated that the instruments developed in this study had proper validity and reliability measures (${\alpha}=0.93$ for student questionnaire, ${\alpha}=0.88$ for parent questionnaire). The results reveal that both students and parents were well aware of the academic/vocational and social value of science, but they had low awareness of the individual value. In spite of that, students have positive feelings regarding enjoyment toward science and science learning, their self-concept and self-efficacy were low. And parents' responses were observed to support their kids in general field but not in science. Especially, female students had low participation in scientific activities and also their parents had low support for scientific activities (p<.0.1). Finally, there were positive correlations between students' attitudes toward science and their parents' affection toward science & science learning and conative participation in science activities.

The article considers one of the areas of development of artificial intelligence where there is the development of computer intelligent systems capable of performing functions traditionally considered intelligent - language comprehension, inference, use of accumulated knowledge, learning, pattern recognition, as well as learn and explain their decisions. It is found that informational intellectual systems are promising in their development. The article is devoted to intelligent information systems and technologies in educational activities, ie issues of organization, design, development and application of systems designed for information processing, which are based on the use of artificial intelligence methods.
This article advocates for a Mode 3 science policy. Compared to the university research-based Mode 1 knowledge production system and the knowledge application-centric Mode 2 innovation system, Mode 3 can be defined as a system that integrates both Mode 1 and Mode 2-type knowledge production models. In this article, based on the major characteristics of the Mode 3 scientific knowledge production system, I agree with the advocates of Mode 3 that constructing a knowledge society requires an inclusive form of knowledge production and innovation system through the democratization of knowledge production as well as the promotion of social values. Moreover, the mechanisms for creating accountable innovation in the Mode 3 system should be given more attention from the science research and policy communities to make public policy for scientific and technological innovation more reflective of social changes. Similar to the ways that the Mode 1 and Mode 2 scientific knowledge production approaches have influenced the development of science policy models, the Mode 3 scientific knowledge production approach, or Mode 3 science, also has the potential to shape a new science policy model. I will refer to this as Mode 3 science policy. In an effort to conceptualize the democracy- and society-centric Mode 3 science policy model, I will articulate science policy strategies in four science policy domains in South Korea from the context of the Mode 3 science approach. These include (1) evaluation of publicly-funded research activities, (2) valorization of scientific knowledge (that is, enhancement of the value of scientific knowledge through governmental action), (3) development of a science policy decision-making support system, and (4) anticipatory foresight of science, technology and society. When adopting and implementing a Mode 3 science framework, one progressive change is to increase socially desirable innovation such as responsible innovation.

This study investigated two science teachers' practical knowledge shaped during their science classes which intend to realize social construction of scientific models. The teachers' practical knowledge was qualitatively examined in terms of five content categories defined by Elbaz through the reflection-in-action based on video data of their teaching as well as the reflection-on-action based on their narratives and interview data obtained after their classes. The results shows: 1) two science teachers implemented their practical knowledge on appropriate subject matter knowledge when they provided students with scaffoldings to support building scientific models during the classes. 2) The teachers' knowledge about science curriculum played important roles to change the purposes of the classes from the transmission of difficult science concepts to the construction of scientific model appropriate to learning goals. 3) The teachers' implementation of pedagogical knowledge changed toward supporting students' group activities and model generations aligned to the intention of social construction of scientific models. 4) The teachers' practical knowledge about their 'selves' showed that a teacher's perception and implementation of his/her roles of helper, guide, or facilitator are important for students to construct scientific models through group activities. 5) The two teachers' practical knowledge the milieu of schooling is realized by their modes of interactions with student groups during their classes. Two teachers acted like a co-player with his students or like a coach to students near a playground. We discussed domain-specific characteristics about scientific model construction.

e-Science Service Integration Workbench is the core tool that enables IT-based computation and engineering researchers to collaborate their research activities via data sharing, by semi-automatically supporting the activities. Workbench provides the researchers with a scientific workflow by establishing the environment that is capable of finding, registering, composing, and executing services-legacy codes wrapped with grid services or web services-they need to use. In other words, designing their scientific workflow through the workbench, they can receive or share its final result with their collegues by submitting jobs they describe to computational resources such as supercomputers or grids or requesting an experiment. In this paper, we propose an implementation architecture of e-Science Service Integration Workbench to support grid services of Grid Middleware.

Since Daejeon observatory has been built as the first astronomical science museum(ASM) whose theme is astronomy and space, many ASMs have been built or are being built by the governmental support. ASMs are requested to perform an important role as the educational venue that can be experienced the scientific activities for supplementing regular science education. This study investigated the analysis of the connection to astronomy-related contents of science curriculum revised in 2009 for exhibits of 17 ASMs. As a result, exhibits of ASMs show the low reflectivity to science curriculum and are very biased to standard of accomplishment. That is, they are not sufficient enough for the students to reach the learning objectives. However the astronomical scientific activities which are hard to be performed in regular school curriculum can be experienced at ASMs. Additionally, since exhibits of ASMs are easy to access and accept, they can provide the effective educational activities and learning effect. Therefore, ASMs have to be improved for supplementing regular science education through the informal curriculum of astronomical scientific activities by the producing and displaying good astronomy-related exhibits.

In this study the authors developed the practice-centered science camp program which was based on the review of out-of-school scientific activities and the standards of HASA (Hands, Head and Heart At Science Activity) curriculum emphasizing on hands-operated skills. After applying this science camp program we confirmed the validity of the program based on the students' responses at the camp. Using students' reports written during the camp and their essays written on the web-site after camp, we analyzed students' responses into four categories; knowledge, inquiry, hands-operated skills, and scientific attitudes. Also we evaluated the components of the science camp programs and students' perception of science and science-related attitudes using a questionnaire before and after the camp. In terms of contents and activities for the development and application of science camp, our result showed that the science camp program should be complemented to connect real life with high-tech science and include more activities related hands-operated skills and competition activities evoking constructive competitive spirits. In conclusion, we can infer that the agencies which take parts of the national policy enterprise related science education, such as Scientific Education Research Center, must develop and specialize science camp program with more competitive human resource system and economic support. Science educators should give more attention on joining school science education with out-of-school science education, which might have a positive effect on students' attitudes and participation toward science.
We examined the inquiry activities in the material domain of the elementary science textbooks and experimental workbooks based on 2009 revised curriculum. The analysis framework was SEP (Science and Engineering Practices) - 'Asking questions and defining problems', 'developing and using models', 'planning and carrying out investigations', 'analyzing and interpreting data', 'using mathematics and computational thinking', 'constructing explanations and designing solutions', 'engaging in argument from evidence', and 'obtaining, evaluating, and communicating information'. Sub-SEP of each grade band were also used. The results showed that the $3^{rd}{\sim}5^{th}$ grade science textbooks and workbooks mainly emphasized 'make observations and/or measurements', 'represent data in tables and/or various graphical displays', or 'use evidence to construct or support an explanation or design a solution to a problem' among around 40 sub-SEP. In the case of the inquiry activities for $6^{th}$ grade, majority of sub-SEP included were also only 'collect data to produce data to serve as the basis for evidence to answer scientific questions or test design solutions', 'analyze and interpret data to provide evidence for phenomena' or 'construct a scientific explanation based on valid and reliable evidence obtained from sources'. The type of 'asking questions and defining problems', 'using mathematics and computational thinking' or 'obtaining, evaluating, and communicating information' were little found out of 8 SEP. Educational implications were discussed.
