공정 및 작업단위등이 다양하고 복잡한 건설산업에서 작업일보의 관리는 매우 중요하다. 그러나 건설산업 분야의 다양한 건설프로젝트 관리 시스템은 작업 및 작업시 발생하는 정보들을 효율적으로 관리하지 못할 뿐만 아니라 하수급업체와의 연계가 되지 않아 실제적으로 이용되지 못하고 있다. 이것은 하수급업체에 대한 배려 없이 원수급업체 주도로 시스템이 구축/이용되기 때문이다. 이러한 이유로 하수급업체 중심의 시스템이 발전하지 못할 뿐만 아니라 프로젝트 진행에 있어서 발생하는 작업정보의 축적에 있어 누락 및 왜곡이 발생하는 문제점이 발생하고 있다. 따라서 본 논문의 목적은 웹을 기반으로 원수급업체와 하수급업체간 원활한 작업정보 관리 시스템의 개발에 관해 연구/분석하고 모델을 제시하는데 있다.

최근 수행되는 건설프로젝트가 대형화$\cdot$복잡화되면서 많은 공종에서 다양한 협력업체가 투입되게 되며, 기존의 관리 방식으로는 급격히 늘어나는 자원 및 작업의 정보를 관리하는데 한계점이 드러나고 있다. 이러한 현장공사의 효율적인 관리를 위해서 다양한 공사정보 관리 시스템들이 제시되고 있으나, 시공업체 중심의 시스템 관리와 협력 업체의 참여도 및 이해도 부족과 협력업체의 재무, 기술, 관리 측면에서의 영세성으로 인해서 효율적인 적용이 어려운 것으로 나타나고 있다. 또한 현장공사관리에 기초 자료로 제공되는 작업일보의 정보들을 수집/분석/관리하는데 상당한 시간과 인력이 소모되고, 정보의 사용주체와 사업수행단계가 바뀜에 따라 정보가 손실되며, 정보매체 및 입력방법과 입력주체가 바뀜에 따라 정보가 왜곡되고 누락되는 등 다양한 문제점이 나타나고 있다. 따라서 본 연구에서는 현장에서 작성되는 작업일보에서 인력/작업 정보 수집의 현황을 파악하여 작업일보의 기능 및 문제점을 분석하고, 작업일보의 업무 및 정보흐름을 분석하여 개선방향을 제시하는 것을 목적으로 하고 있다. 더 나아가, 작업일보의 작성프로세스를 개선하고, 협력업체 중심의 정보입력 및 관리를 통한 공사의 생산성을 향상시킬 수 있는 작업일보의 개선방향을 제시하고자 한다.

Purpose: The purpose of this study was to analyze the results of the productivity innovation partnership program and propose the method for improvement. We investigated 90 companies which are sub-contractors of Samsung Electronics, LG electronics, POSCO and so on. Methods: We developed and carried out a survey and analyzed the results of the program. The interviews are also performed. Results: This study shows that the partnership program is a effective method for improving quality and productivity of sub-contractors and it is necessary to extend coverage of this program. Conclusion: We suggested some improvement points of the partnership program and they are to be applied in the next year. The results show that the suggestion is helpful and valuable.

The market of building construction has been competitive in Hong Kong, perhaps as anywhere else in the world. The barrier to entry is low because there are relatively low requirements on the three factors of production - technology, manpower and finance. The prevailing building technology is traditional and labour-intensive. There is also not much need of capital because clients' periodic payments have been the main source of project finance. Further, capitalizing on trade sub-contracting, contractors have been able to keep their direct labour-force small and to transfer much of their business risk to the sub-contractors. Based on interviews to solicit the perception of a sample of building contractors on the particular issues of construction finance, we present the findings in this paper and discuss the various implications. We believe that the current practice of construction financing is both the cause and effect of the competition within, and the competitiveness of, the building construction sector in Hong Kong. We conclude that the building construction sector is "locked or stuck" in this "equilibrium" of traditional technology, reliance on clients' finance and exploitation of sub-contracting. In this "equilibrium" state, there is hardly any motivation for contractors to engage themselves in product or process innovation. Consequently, any talk of industry reform or innovation could only remain just that. We believe that this problem is not unique in Hong Kong. The building construction sector in many other developed and developing economies is posed with similar if not the same problems and constraints. We conclude that there has to be some "external forces" to bring this "equilibrium" state to a higher level "equilibrium" one where higher value-added building construction services are supplied and demanded. This is a state where building contractors possessing innovative technology, better financial and manpower resources could thrive to build better buildings with innovative building methods and processes.

하도급관리는 하도급업체를 전문화, 계열화하여 성공적인 건설프로젝트를 수행하는데 있다. 품질관리에서 하도급관리는 하도급업체의 ISO9000시리즈의 품질시스템의 도입에서 그치는 것이 아니라 활성화가 이루어질 수 있도록 하여 효율화를 기하고 체질 개선을 하는 것이 필요하다. 따라서 본 연구에서는 하도급자가 ISO9000시리즈의 풀질시스템을 유지하는데 저해 요인을 TQM(Total Quality Management)의 개념을 응용한 설문조사로 분석하여, 개선을 위하여 하도급관리자인 원사업자의 역할을 모색해 보았다.

현장에서 수행되는 대부분의 공사는 다수의 공종과 다양한 협력업체가 공사를 진행해 나간다. 그러므로 투입노무자 및 자원의 관리 상 변수의 발생이 많아 공사정보관리에 어려운 점이 많다. 이러한 현장공사의 효율적인 관리를 위해서 다양한 공사정보 관리 시스템 들이 제시되고 있으나, 시공업체 중심의 시스템 관리와 협력 업체의 참여도 및 이해도 부족과 영세로 인한 적용 어려움이 문제점으로 나타나고 있다. 또한 현장공사관리에 기초자료로 제공되는 작업일보의 정보들을 수집/분석/관리하는데 상당한 시간과 인력이 소모되고, 이동시 정보손실, 수 작업에 의한 정보의 왜곡 및 신뢰성 저하 등등 다양한 문제점이 나타나고 있다. 따라서, 본 연구에서는 기존 협력업체가 작성하는 작업일보의 기능 및 문제점을 분석하고, 작업일보내의 생산성 정보의 흐름 및 생산성 향상 요인을 분석하여, 작업일보의 작성프로세스를 개선하는 것을 목적으로 하고 있다. 더 나아가, 협력업체 중심의 정보입력 및 관리를 통한 공사의 생산성을 향상시킬 수 있는 개선된 작업일보 시스템의 방향을 제시하고자 한다.

In the building construction, the specialist contractors play the important roles in the point of the quality securing. Therefore, it is very important for the construction industry to study the sub-package problem. The sub-package problem includes two problems which should be solved. One is to decide the scope of works of each specialist contractor, and another one is to decide the particular specialist contractor which carries out the work. However, the sub-package problem in Korea is not clarified yet, although the circumstance around it has changed rapidly. Many factors influence to the sub-package problem regardless of internal factors or external factors of the project. The general contractor usually decides the sub-package under considering the project conditions. In case of the internal factors, each general contractor manages the organization and materials. But the external factors are relatively more difficult to control and predict than internal ones. But out of the external factors, the legal system has very close relationship with a sub-package problem especially in Korean construction system. So, this paper clarifies relationship between the legal system relating subcontracting and the state of sub-package.

Risk Assessment to list possible safety disasters and their probability and severity is the starting point for effective safety management on construction project site. However, the safety managers in owners, construction supervisors, contractors, and sub-contractors still have difficulties in judging the priorities of safety activities and preparing responses to each potential safety disasters. Therefore, this study aimed to suggest a systematic method in assessing safety risk prior to commencement with the agreement of stakeholders. FMECA(failure mode effects and criticality analysis) was selected as a main assessment tool and it was modified according to the characteristics of construction projects and trades. Each risk is, firstly, evaluated with occurrence probability, possible loss and impacts to projects, and detections, and then risk priority number(RPN) is calculated. Subsequently, the managers of each stakeholder discuss the types, timing, and responsibilities of responses as a group decision-making process.

Recently, the Ministry of Labour, published clause 2 of Article 41 (Risk Assessment) of the Act "Industrial Safety and Health" dated 12 June 2013 in connection with continuous increase of accidents at construction sites in order to prevent accidents in industrial safety and health in new construction in accordance with the risk assessment on construction projects are realized after March 13, 2014. In this paper, positive method of calculating risk discussed by performing research the awareness of general contractors and sub-contractors with presenting risky situation is considered. The purpose will be a positive method of calculating risk and would be a sufficient base and give a positive direction in the development of new systems currently working in the construction and risk assessment which consider the characteristics of sufficient risk assessment system for future research.

This paper presents results from a computer-aided systems engineering application to system development projects. RDD-100 version of ALC Inc. was used in this work. The framework adopted in the study takes a unified approach to the system design and the process management associated with it, thereby coherent and full traceability between them is maintained. Conventional system engineering process supported by the tool is adopted in the system design. On the other hand, the same tool is also used to the systems engineering management to get full traceability between system design data and engineering management data. It is greatly helpful in managing many sub-contractors in the sense that the traceability can help identify the sub-project responsibility as well as the objectives of the project in coordination with interface requirements. We conclude with the advantage and limits of our unified approach.
