전통시장 및 인접구역의 생계형 노점상 관리방안에 관한 연구 (A Study on Management Measures of Street Vendors in the Vicinity of Traditional Markets)

  • 노점상은 도시 저소득층의 주요한 생계수단이며 일종의 자구적 실업대책이기도 하다. 노점상은 전통시장 활성화를 둘러싸고 긍정적인 측면과 부정적인 측면을 동시에 가지고 있고 이러한 노점상의 이중적인 측면으로 노점상에 대한 문제 인식에 각 이해집단 간 혼란이 있는 것이 사실이다. 본 연구에서는 노점상 특징을 분석하여 이에 대한 문제점을 파악하고, 관련 이해집단들의 관계를 분석하여 노점상의 효과적인 관리방안을 제시하였다. 기존의 노점상 관리 방법이 단속과 정비를 중심으로 이루어져왔기 때문에 노점상과 정부당국과의 관계는 상호 협조적이지 못했으며, 노점상은 정부 정책에 대한 불신으로 인해 조직적으로 대응하는 현상까지 나타나고 있다. 노점을 하나의 유통형태로 인정한다는 전제 하에 노점상을 관리하는 방법은 양적, 질적, 조직적으로 다양하게 접근할 수 있겠으나, 모든 접근방법이 일시에 단면적으로 시행하는 것은 바람직하지 않다. 아직까지 팽배해 있는 노점상들의 정부 정책에 대한 불신 때문에 성급하고 무리한 제도권 유입을 위한 노력은 심각한 오해와 부작용을 낳을 수 있기 때문이다. 정책적으로 보더라도 정책의 형성단계와 집행단계에 있어 시의성이 요구되기 때문에 무리한 정책의 추진은 성과로 연결되기 힘들며 단계적 접근방법이 요구되듯, 노점상에 대한 정부의 관리 정책 또한 단계별 시행이 요구된다. 노점상 관리방안은 단기, 중기, 장기적으로 마련될 수 있다. 단기방안은 노점상들의 불신을 줄이고 그들에게 정책적·제도적 부담을 최소화 시키는 방안과 사업들이 마련되어야 하며, 중기방안은 노점상들을 질적으로 성장시켜 많은 노점상들이 본격적으로 제도권 안으로 유입될 수 있는 방안이 마련되어야 한다. 장기방안은 노점상들이 정부의 정책에 성공적으로 안착하고 이를 지속적으로 유지할 수 있도록 관리해 나가는데 도움이 되는 방안들로 구성되어야 한다. 또한 노점상과 관련된 정책은 다양한 이해관계자와 다양한 시각의 사업이 필요하기 때문에 포괄적인 노점상 관리를 위해서는 많은 이해관계자와 사업들이 유기적으로 연계되어 시행되어야 한다.

Young Adult Street Vendors and Adverse Respiratory Health Outcomes in Bangkok, Thailand

  • Air pollutants of concern include traffic-related air pollution, including particulate matter in respirable coarse and fine size fractions. There are no critical studies to date into associations between knowledge, awareness, and attitudes in using proper respiratory masks and prevalence of respiratory symptoms among urban street vendors in Thailand. In this study, we estimated adverse respiratory health outcomes among street vendors, in particular young adults, in Bangkok, Thailand, using a self-report questionnaire. Street vendors, who were not currently smoking and not having known diagnosed respiratory diseases, were recruited. They were selected from selected roadsides at Chong Nonsi, Bangkok. Participants (n = 30) reported having lower respiratory (50%), upper respiratory (37%), and other symptoms (70%). Also, 53% of participants had never used respiratory personal protective equipment (PPE: masks). Among those using PPE, all used masks not proper for particulate matter. Results suggested knowledge, awareness, and attitudes concerning proper PPE use needs to be increased among street vendors in Bangkok, Thailand.

Exposure to Atmospheric Particulates and Associated Respirable Deposition Dose to Street Vendors at the Residential and Commercial Sites in Dehradun City

  • Background: Street vendors spend relatively more time near roadways and are vulnerable to air pollution related health disorders. However, there is limited information on the quality of the air they breathe. The objectives of this present study were to calculate the mass concentration of atmospheric particulate matter (PM) in eight size fractions ($PM_{0.4-0.7}$, $PM_{0.7-1.1}$, $PM_{1.1-2.1}$, $PM_{2.1-3.3}$, $PM_{3.3-4.7}$, $PM_{4.7-5.8}$, $PM_{5.8-9.0}$, and $PM_{9.0--0{\mu}m}$) at commercial (CML) and residential site (RSL) in Dehradun city from November 2015 to May 2016. To estimate the corresponding respiratory deposition dose (RDDs) in alveolar (AL), tracheobronchial (TB), and head airway (HD) region on street vendors working at CML and RSL. To find the association of atmospheric PM with RDDs and the incidence of respiratory related disorders among street vendors. Methods: Andersen cascade impactor was employed for calculating the PM mass concentration. Questionnaire based health survey among street vendors were carried out through personal interview. Results: A significant difference (p < 0.05; t-test) between the mean $PM_{0.4-10{\mu}m}$ mass concentration at CML and RSL was observed with ($mean{\pm}SD$) $84.05{\pm}14.5$ and $77.23{\pm}11.7{\mu}g\;m^{-3}$, respectively. RDDs in AL, TB and HD region at CML was observed to be 9.9, 7.8, and 7.3% higher than at RSL, respectively. Health survey revealed 1.62, 0.96, 0.04, and 0.57 times higher incidence of cold, cough, breathlessness, and chest pain, respectively with street vendors at CML compared to RSL. Conclusion: The site characteristics plays a major role in the respiratory health status of street vendors at Dehradun.

길거리 음식에 대한 중${\cdot}$${\cdot}$대학생의 섭취 및 위생상태 인식과 미생물 분석 (A Study on Students' Intake of Street Foods and Their Perception toward Hygiene Status of Street Foods and Microbiological Analysis)

  • We investigated the intake trends of street foods for middle school, high school and colleges students through the survey study. In addition, the factors affecting the students' consumption of street foods and their perception toward hygiene status of street vendor were studied. The levels of total aerobic bacteria, coliform groups and enterobacteriaceae in Kimbab, eomuk, and eomuk-kukmul were counted using 3M petrifilms. More than ninety seven % of the respondents had experienced street foods. All the respondents ate street foods 1 to 5 times a month. Forty percent of the respondent stated that 'good taste' and 'time-saving convenience' were their reason for eating the street foods. Their favorite foods were ddokbokgi and various fried foods. All the students responded that frying oil, drinking water, and soy sauce as well as the street vendors' attire and their cooking tools in street vendor were unsanitary. Forty percent of the respondents ranked frying oil as the most unsanitary substance. Eighty percent of the respondents responded that an enforcement of hygiene should be imposed on the street foods vendor. There were significant differences (p<0.001) among the student's age in the opinion related to the reasons of eating street foods, hygiene enforcement, existence of street foods and interest of hygiene status of street foods. High correlation (p<0.05) between the frequency of street foods and snack intakes was shown, regardless of student's age. The result shows that those who eat snacks more than once a day tend to eat street foods more frequently. Aerobic plate counts in Kimbab in 5 different vendors exceeded 10$^5$/g and contamination levels of enterobacteriaceae or coliform in Kimbab exceeded more than 10$^3$/g, which did not satisfy the microbiological standards. In conclusion, although the respondents thought that the sanitation of street foods was poor, most of them want the street food vendor to be maintained with better hygiene condition. This indicated that the regulation for safe street foods should be enforced and educational information about the preparation and serving for safe street foods should be provided to street food vendor.

전북지역 초등학생의 길거리 음식 섭취 실태와 이에 대한 어머니의 인식도 (How Mothers Recognize Intake Status on Street Food of Elementary School Students in the Jeon Buk Region)

  • This research has been surveyed on street food and snack intake status of elementary school students in the Jeon Buk region and the recognition of mothers has been observed for the objective of providing base materials for appropriate eating habits and nutritional education. As for status on intake of street food, most students (97.3%) have shown to have eaten from the street vendors while mothers assume low frequency in their child's intake of street food. Favorite street food choices had an agreement between mother and student as ddukbokki and dakkochi. Students were more tolerant in sanitation and necessity of street food than the mothers. This research shows that there is a difference in the recognition of street food between the students and their mothers. There a need required for improvement in the system as to provide quality food and to prevent poor quality food being exposed to the students. Furthermore, practical and appropriate education must be conducted at home and at school for better choices of food and a better lifestyle. 거리 가판대에서의 초미세먼지(PM2.5)와 블랙 카본(BC)의 농도평가: 조리 가판대를 중심으로 (Assessment of PM2.5 and Black Carbon Concentrations among Street Vendors: Focusing on Cooking Stalls)

  • Background: PM2.5 and black carbon (BC) can be generated from cooking and from vehicle operation. Street vendors may be exposed to PM2.5 and BC due to their proximity both to roads and to cooking activities. Objectives: The objectives of this study were to evaluate the PM2.5 and BC concentrations in cooking stalls and to determine the effects of cooking activity and of types of cooking. Methods: Indoor and outdoor PM2.5 and BC concentrations, temperature, and relative humidity were measured in 32 stalls in April and May 2022. Behavioral factors such as the presence of cooking activity and types of cooking were observed. Student's T-test was performed using the difference of indoor and outdoor PM2.5 and BC concentrations to compare the effects of cooking activity and to compare types of cooking. Results: One-hour averages of the difference in indoor and outdoor PM2.5 concentrations for cooking stalls and non-cooking stalls were 9.7±15.7 ㎍/m3 (n=22) and -0.5±0.4 ㎍/m3 (n=10), respectively. The difference in indoor and outdoor PM2.5 concentrations in cooking stalls was significantly higher than in non-cooking stalls (p<0.05). The indoor PM2.5 concentration for stalls for Chinese pancakes and teokbokki exceeded the standards for indoor air quality in South Korea (50 ㎍/m3 ). The indoor PM2.5 concentration for Korean pancake stalls exceeded the standards for outdoor air quality in South Korea (35 ㎍/m3 for 24 hours). Conclusions: The PM2.5 concentrations in stalls with cooking activity was significantly higher than those in stalls without cooking activity. Some stalls with certain types of foods exceeded standards for indoor and outdoor air quality in South Korea. Better management of indoor air quality in stalls with cooking activities is necessary.

전통시장 근로여성의 건강실태 및 보건의료요구도 조사 (Women's Health Status Working at Traditional Marketplaces and Their Needs for Public Health Care Services)

  • Purpose: The purpose of this study is to analyze health status of women working in traditional marketplace and their needs for public healthcare services. Methods: A descriptive survey of 500 women working at three traditional marketplaces was conducted. Results: street vendors' health status were much poorer than store merchants'. Furthermore, psychosocial factors like job stress and depression were increased in street venders. Thus, the public healthcare programs required by them included exercise programs (28.2%) and health checkup (26.8%). In addition, 31.2% of the participants reported that they needed visiting nursing care services. The rate of occupational health and safety or employment insurances was as low as 10.8%. Conclusion: Effective interventions including psychosocial factors for women workers at traditional marketplaces need to be developed based on these results. Also, it is recommended that public health care services such as outreach services and visiting nursing care services for women working at traditional marketplaces be provided. Furthermore, institutional provisions such as insurances for protecting these vulnerable groups' health are needed.

전통시장 상권 활성화에 대한 상인들의 의식구조 고찰 : S상권을 중심으로 (Consideration of Traditional Markets' Impact on the Self-Consciousness of Retailers: A Focus on the S Marketing Area)

  • Purpose - This study used empirical methods to investigate the consciousness structure of vendors in the S marketing area, which is a commercial revitalization district in the country, and examined its effect on their business activities. Based on the results derived through the performance of an actual proof analysis, this study aims to facilitate the promotion of changes in the consciousness structures of traditional market vendors, with a view to allowing them to adapt to the current economic realities in the country. Further, this study aims to provide suggestions that would improve the efficiency of the commercial revitalization program of the government. Research design, data, and methodology - This study examined all the stores in the S marketing area using a questionnaire survey conducted over three weeks beginning on July 4, 2012, and involved the performance of a data analysis on 1,859 samples. The questionnaire consisted of two parts. The first part addressed the market revitalization and the second part addressed the store management strategies. Questionnaire responses were calibrated based on a Likert scale. Statistical analysis was conducted using PASW version 18.0. Results - The results of the analysis of the consciousness structure of merchants in the S marketing area have led to the discovery that they have a medium level of satisfaction with market revitalization. There was a difference in the perceptions of the concept of store management between merchants and customers. Merchants have poor strategies for store management, which do not go much beyond an imitation of the practices of large domestic discount stores. Conclusions - The appearance of big discount stores and the accompanying changes in people's consumption patterns have led to a decline in local market areas. The government has sought new ways to secure autogenic power for local markets. To create regional economies, the government enacted a revised "Law for creating traditional markets and shopping streets" in 2010 and introduced a commercial district revitalization program. This program, which originally supported only the S marketing area, has subsequently expanded into neighboring shopping districts so that the whole of the regional market can be revitalized. However, since the revitalization of the traditional market and the government support required for it were mostly limited to facilities, the result has not proved to be effective. Although there are several reasons why the government investment was characterized by poor efficiency, traditional market vendors' consciousness structure, which did not adapt well to the vagaries of time and its consequent changes, was a major cause. Only when vendors have a true merchant spirit can they have a real service focus that will enable them to clearly understand the distribution organization. This will have the effect of bring about complete customer satisfaction and will ensure the survival and development of traditional markets.

Tobacco Access and Availability for Vietnamese School Children (aged 13-15): Results from the Global Youth Tobacco Use Survey (GYTS) 2014 in Viet Nam

  • Efforts to reduce tobacco use among school children need to be based on understanding of access to cigarettes by these subjects because previous studies indicated that enforcement of laws for controlling tobacco sales seems to not affect teen/school children because they can obtain cigarettes from different sources. This paper aims to describe access to and availability of cigarettes among school students (aged 13-15 years old) according to the data from GYTS Vietnam 2014. In GYTS, a national school-based survey of students of grades 8-10, our findings showed that about 15% school children are current smokers who smoke at home, and that they could easily buy cigarettes from stores (63.2%), or someone else (27.8%), or street vendors (9%). Notably, over 85% of school children answered that they were not refused because of their age. This high percentage was nearly the same in the North (85.7%), the Centre (92.5%), and the South (89.7%) of Viet Nam. These findings show that it is quite easy for school children to obtain cigarettes and this is a crucial challenge for policy makers aiming to reduce tobacco use among youth in general and school-age students in particular.

유영철 연쇄살인사건 분석 (Analysis of the Case with Serial Killer Young Cheol Yoo)

  • 연쇄강력범죄가 빈발하면서 관련분야에 대한 논의와 관심이 증대되고 있는 가운데 본 연구는 유영철 연쇄살인사건에 대해 분석해 보았다. 이를 위해 본 연구는 첫째, 유영철의 범행과정을 계획적 침입살인인 부유층 노인 살인사건, 무계획적 우발살인인 황학동 노점상 살인사건, 계획적 유인살인인 직업여성 살인사건으로 나누어 살펴보고 둘째, 범행동기 범행대상 범행시간과 장소 범행수단과 방법을 분석해보고 셋째, 유영철 사건의 프로파일링기법에 대한 평가와 경찰수사의 문제점에 대해 살펴보았다. 유영철 연쇄살인사건은 첫째, 범행동기는 부자와 노인, 여성에 대한 증오, 질병과 사망에 대한 공포 등이 복합적으로 작용한 것으로 보인다. 둘째, 범행대상은 부유층 주택 노인, 노점상, 출장마사지와 전화방 도우미로 일하는 직업여성이었고, 피해자 수는 부유층 주택 노인 살인의 경우 4건의 범행에 남성 3명, 여성 5명이고, 노점상 살인은 1건의 범행에 남성 1명이며, 직업여성 살인은 11건의 범행에 여성 11명으로 총 16건에 20명이 살해되었다. 셋째, 범행시간은 부유층 주택 노인 살인의 경우 오전 10시에서 12시 사이에 일어났고, 직업여성의 경우 늦은 밤이나 새벽에 일어났으며, 범행 장소는 부유층 노인 살인의 경우는 강남구 신사동 삼성동, 종로구 구기동 혜화동의 밖에서 안이 잘 보이지 않는 100평 이상의 주택이었고, 직업여성 살인의 경우는 마포구 노고산동에 위치한 자신의 오피스텔이었다. 마지막으로 범행수단과 방법은 잭나이프는 위협수단으로 사용하고 자신이 직접 만든 해머로 두부 및 안면부를 가격하여 살해하였으며, 부유층 주택 노인 살인의 경우는 증거를 인멸하기 위해 강도로 위장하거나 방화를 하였고, 직업여성의 경우 사체를 토막 내어 암매장하였다. 일반적으로 연쇄살인사건에 있어서 각각의 연쇄살인 속에 나타나는 특징이나 동기, 목적, 과정이 모두 다르며 동일한 수법으로 연쇄살인을 저지른 경우도 있지만 그렇지 않은 경우도 많다. 다른 범죄와는 달리 연쇄살인은 살인범의 특성이나 취향이 많이 다르기 때문에 하나의 특정화된 모델만을 가지고 연쇄살인을 설명하는 데 무리가 따르게 된다. 각각의 연쇄살인 사건마다 나타난 특징을 정확하게 잡아서 자기 것으로 만들어야 하며, 연쇄살인범이 어떠한 생각을 가지고 살인을 저지르게 되었는지에 관한 심리적으로나 사고적으로 따라 가보는 추적상상의 과정이 반드시 같이 진행되어야만 한다. 연쇄살인과 같이 어려운 대상을 연구하고 이를 수사하기 위해서는 다양한 기법과 기술, 그리고 관련된 지식을 갖추고 있어야 한다. 이는 제도적인 노력과 함께 개별적인 노력도 함께 병행되어야 할 것이다.
