최근 국내는 보안통제가 강화됨에도 불구하고 사이버공간에서 국가의 주요기반 시설이 해킹당하는 사례가 증가하고 있다. 우리나라는 인터넷 등 고도화된 정보통신기술을 갖추고 있으나 북한 및 테러단체의 사이버테러로 위협을 받고 있다. 그럼에도 불구하고 국내의 사이버테러와 관련한 정책은 법과 제도적 장치가 미비하여 제대로 된 사이버테러 정책 및 전략계획을 수립하는데 한계가 있다. 따라서 본 연구는 좀 더 현실에 적합하고 효율적인 정책수립을 위한 시사점을 제시하고자 하였다. 연구의 목적을 달성하기 위해 전략기획의 이론적 분석틀에 따라 영국의 사이버안보 전략을 국내의 사이버안보 정책과 비교분석하였다. 그 결과 몇 가지 문제점이 도출되었다. 첫째, 국내의 사이버안보 정책은 외적환경을 고려하지 않았다. 둘째, 국내의 사이버안보의 목표설정과 정책 간의 연계성이 부족하고 모호하여 혼란을 초래하고 있다. 셋째, 국내 사이버안보의 세부 집행계획을 각 부처별로 수립함에 따라 부처 간의 혼재 등 부작용이 발생할 개연성 높은 것으로 나타났다. 넷째, 국내의 사이버안보 정책에 대한 평가와 환류는 평가 기준을 마련하는데 한계가 있는 것으로 나타났다. 따라서 국내의 사이버테러 대응을 위한 실효성 있는 정책수립을 위해서는 사이버안보정책의 전략적 접근을 통하여 장기적인 측면에서 비전과 구체적인 목표를 설정하고, 목표에 따라 임무를 제시하여 효율적인 집행계획을 수립할 필요가 있다. 그리고 국내 사이버안보정책의 문제점을 보완 개선하기 위해서는 지속적인 평가와 환류가 필요하다.

The introduction of strategic environmental assessment (SEA) has strengthened and extended the value of environmental impact assessment (EIA) as a foundational tool for sustainable development. In particular, SEA helps to overcome the limitation of project EIA as a 'stand alone' approach, applied relatively late in the decision making cycle. SEA is applied to policy, plan and programme (3P) proposals, when major alternatives are open and systematic consideration can be given to their environmental effects. This process also corresponds to options appraisal of development proposal to find the best practical outcome having regard to all potential impacts. There are imperatives for sustainable development (SD) that are shaping future directions for EIA and SEA internationally, regionally and locally. There is a shift toward more integrative approaches of using EIA and SEA as sustainability tools in cooperated environmental management system (EMS). Korea has established and applied EIA for over twenty years for various projects. Given its coverage, the current EIA system is SEA exclusive. The Prior Environmental Review System (PERS), which is a SEA-type of system, was applied in the late 1990s, mainly for various developing planning programs. The current PERS has been modified as a SEA type system, but in general, policy is not going to be covered.

한국군은 북한의 탄도미사일 위협에 대응하기 위해 단층방어의 취약점을 보완할 수 있는 다층방어를 구성 중이다. 이에 따라 다층방어체계의 요격률을 극대화 할 수 있는 운용방안 연구가 필요하며, 한국형 미사일 방어체계의 운용방안을 연구하기 위해서는 한국군의 작전환경, 전략적 타격체계의 효과 등을 종합적으로 고려해야 할 것이다. 따라서 본 연구는 한국형 미사일 방어체계의 특성을 반영한 시뮬레이션을 구성하고 총 4가지 요격미사일 운용방안을 선정하여 비교분석 하였다. 시뮬레이션 결과, 탄도미사일 위협 추정량과 요격미사일 보유량, 전략적 타격체계의 효과를 종합적으로 고려하는 것이 다양한 상황에서 높은 요격률을 달성할 수 있음을 확인하였다.

A strategic decision making needs a sound process modeling to find out the right path of organizational changes; however, dynamic feedback processes involved in a real world business, make it difficult to predict the outcomes of strategic decisions. In this paper, we present a conceptual framework to facilitate strategic decision making process for organizational changes. The framework, which employs the concepts of analytic network process (ANP) and system dynamics (SD), can be used to prioritize various projects under consideration and to make a long-term strategic plan in a constructive manner.
