A general practice in software ordering behavior in public sector has been an enormous obstacle standing in development path of Korea's software industry. Standard on software development cost estimation is supposedly based on Function Point, but in general, it is on headcounting (a number of people involved in a project). Moreover, it is difficult to change a contract in an on-going project, since statement of work is not precisely and carefully described. But it has a simple solution. Design and Implementation should be a separate project, as in construction industry, and both power and responsibility for design should be given to an expert with a national-level qualification. Here, there is a simple way for Korea to reborn as one of the strongest software country.

Recently, the Ministry of Education is striving to move education and school libraries toward the information age and to create an atmosphere open education. School libraries need to be furnished with lots of useful materials for the curriculum of open education. School libraries need to be furnished with lots of useful materials for the curriculum of open education. Therefore, school libraries should adopt the concepts and techniques of marketing. The results of this study can be summarized as follows. 1. Nonprofit organizations such as school libraries should adopt the concepts and techniques of marketing to solve the problems for the rational management of the system. 2. Marketing techniques can be adopted in the areas such as collection development, service fee, selection of the place of library, advertising, better library user organization etc. 3. School libraries should be total educational information centers to realize educational goal and the curricular. 4. Procedures for marketing strategies for school libraries are embodied in mission statement, environmental analysis, marketing audit, marketing mix, marketing segmentation, evaluation methods etc. 5. The 4 "Ps", product, price, place, promotion make up the marketing mix for school libraries.libraries.

The purpose of this paper was to analyze the content of impact prediction in EISS, in order to find the degree of the acuracy of impact prediction . 30 EISS were selected as analysis objects through variance miximization strategy. Content analysis of the selected EISS was performed by 5 analysis items, such as quantification of measurement, range of impact area, time frame of impact, likelihood of impact, and explict characterization of impact significance. The results showed that the accuracy investigated by the 5 items was very low. In conclusion, 5 suggestions were proposed in order to improve the credibility of EIS as a scientific report. The 5 suggestions were : 1) impact prediction should be described by quantitative measurement; 2) In establishing the time frame of the impact and the referent populatioin influenced by the impact, the characteristics of the proposed action should be carefully considerd; 3) the significance of the predicted impact should be quantitatively described; 4) specific description should also be used in the likelihood or the probability of the predicted impact in a real world; 5) equal emphasis should be put on the three environment, including natural and social as well as living environment.

Byunzheng(辨證), 'Identification of Patterns' implies the process of identifying the original cause from symptoms and signs. Each symptom and sign has a meaning that manifests. But in Clinic, it is difficult to recognize the main cause through symptoms and signs by itself, because the patients complaint their symptoms differently. When considering Byunzheng, not only one symptom of one cause but relationship of manifested symptoms and causes are necessary. The object of Byunzheng is to diagnose Illness and disease through symptoms and signs and to coordinate Therapeutic Methods by Byunzheng. In Byunzheng, there are patterns according to the function of Internal Organs(臟腑), the Channels, the Eight Principles, the Five Elements and etc. Process to Diagnose Byunzheng is the most important. Until present, it is not clear to conclude the Byunzheng process or criteria. In certain case of Byunzheng is recognized by doctor's intuition, but most case is needed for conscious reasoning. Therefore, in this statement, process of conclude Byunzheng is reviewed rather than describing each character of Byunzheng.

In this article, the current technological state of OPC (Openness, Productivity, and Collaboration; formerly "OLE for Process Control") standards and the problem statement of these OPC standards are discussed. The development of an OPC clientserver framework for monitoring and control systems is introduced by using the new OPC Unified Architecture (UA) specifications, Service Oriented Architecture (SOA), web services, XML, etc. The developed framework in turn minimizes the efforts of developers in learning new techniques and allows system architects and designers to perform dependency analysis on the development of monitoring and control applications. The potential areas of the proposed framework and the redundancy strategies to increase the efficiency and reliability of the system are also represented according to the initial results from the system that was developed by the Visual Studio 2008 and OPC UA SDK.

The major purpose of this paper is to develop an uncertainty estimate for the calibration of thermopile instruments used to measure solar radiation parameters. We briefly describe the solar radiation parameters most often measured, instrumentation, reference standards, and calibration techniques. The bulk of the paper describes elemental sources of error and their magnitude. We then apply a standard error analysis methodology to combine these elemental error estimates into a statement of total uncertainty for the instrument calibration factor. Our results allow one to evaluate the accuracy of a radiometric measurement using thermopile instrumentation in the light of the application, such as engineering test evaluation or for validation of theoretical models.

This paper describes the analysis of extrusion process and integrity for the condenser tube which is component of the heat exchanger in automobile and air conditioning apparatus. As development of the analysis method using computer, recently. It have been applied to the 3-dimensional hot extrusion process with complex section area of the non-steady statement and then results of the analysis have been applied to optimal die design and process design. As the result, this paper confirmed that used extrusion die of the research is satisfactorily designed to dimensional accuracy. And the stress point of view, condenser tube confirmed that it was influenced by the flow pressure of alternative regrigerants.

The purpose of this paper is to present a method of multi-objective, stochastic optimization in water resources system which investigates the development of potential non-normal deterministic equivalents for subsequent use in multiobjective stochastic programming methods, Given probability statement involving a function of several random variables, it is often possible to obtain a deterministic equivalent of it that does not include any orginal random variables. A Stochastic trade-off technique-MSTOT is suggested to help a decision maker achieve satisfactory levels for several objective functions. This makes use of deterministic equivalents to handle random variables in the objective functions. The emphasis is in the development of non-normal deterministic equivalents for use in multiobjective stochastic techniques.

In this paper, we will to check and to correct mis-recognized word using Eojeol information. First, we divided into 16 classes that constituents in a Eojeol after we analyzed Korean statement into Eojeol units. Eojeol-Constituent state diagram constructed these constitutents, find the Left-Right Connectivity Information. As analogized the speech of connectivity information, reduced the number of cadidate words and restricted case of morphological analysis for mis-recognition Eojeol. Then, we improved correction speed uisng heuristic information as the adjacency information for Eojeol each other. In the correction phase, construct Reverse-Order Word Dictionary. Using this, we can trace word dictionary regardless of mis-recongnition word position. Its results show that improvement of recognition rate from 97.03% to 98.02% and check rate, reduction of chadidata words and morpholgical analysis cases.

Using ethnographic methods, this study identified the meaning of paternal experience through 1 to 2 hours of individual interviews with the fathers of preschool children. The interviewees were 33 middle-class fathers from 28 to 41 years of age, Twenty had infants under 36 months of age the others had preschool children 37 months of age and older. Results were summed up with two statements : The first is that paternal experience with the under 36-month-old infants can be called "the stage of adjustment". The other statement is that paternal experience with 37-months and older preschool children can be called "the stage of model-building as a father".
