  • The Chinese urge for the imperial power is a major threat to the today's peaceful international order. Such arrogant and delusional goal could be the very critical obstacle against the Korean security and national interests due to the geographical proximity. Today, the interesting dynamic of Uyghur nationalism, Uyghur terrorism, and the oppressive Chinese state terrorism could provide an meaningful prediction for the situation that the Korean nation may face in the future. In this regard, the present paper describes the interaction between Uyghur nationalism, Uyghur terrorism, and the Chinese state terrorism. The today's terrorism is a multi-dimensional security matter in that national independence, political and economic discrimination, non-state terrorism, and the hegemony competition among superpowers are intricately interrelated. Uyghur terrorism and related matter tend to show the nature of today's terrorism as a multi-dimensional security matter.

  • Ie is popular belief among the authorities concerned and their apologists that media coverage of terrorism promotes terrorism and is used as publicity by terrorists. Generally speaking, however, in reporting terrorism, the media become not terrorists' but state's means of publicity, and condemn terrorism, while rationalizing state's violence against terrorism. Terrorists may be successful in attracting public attention at the initial stage of terrorism, but usually fail in publicizing their cause. This fact notwithstanding, the authorities concerned and their apologists maintain thar media coverage of terrorism should be controlled, because it works as publicity for terrorists. Now it can be said that there is an intention to control the media when it is asserted that media coverage of terrorism works as publicity for terrorists. To present these arguments, this article discusses the news values and publicity aspect of terrorism, reviews some problems of and misunderstanding about media coverage of terrorism, and for illustrations, look into the American media's coverage of the 9-11 terrorism against the U. S. and "war on terror". that is, state terrorism taken as a countermeasure to it by the U. S.

  • We can feel the fear through the reports of outbreaking centers of terror. Also, we noticed through "the 9.11 terror" that there exists no safety zone from terrorism. However, we should question ourselves whether we are relaxing attention or ceasing anxiety too much in the perimeter, as in the peninsula of Korea. Through "the 9.11 terror", the vulnerability of the United State's homeland security has been exposed, giving a serious damage to the national pride. President Bush started the war against terror to strengthen global joints of anti-terrorism, identify terrorists and contribute to the global peace, adopting offensive realism including preemptive attack concept which means to remove the threat preemptively. In today's reality of international politics, where the inhuman, indiscriminate, and anti-civilizational international terror became greater, extending to the stage of war, the international societies' agony and focus lies on how to banish it. The 9.11 terrorism, which is a new form of terrorism, is being distinguished from conventional terrorism into new terrorism. New terrorism is a new form of terrorism meaning that you do not know the enemy, the goal does not exist and they conscientiously use the weapons of mass destruction. This paper is a work meant to help understanding new terrorism, the new form, by a comparative analysis with the conventional terrorism. Therefore the origin, concept and general characteristics new terrorism is picked out and the representative forms of it, which are suicide bombing, cyber, biochemical and nuclear terrorism, are analyzed in detail in theoretical manner.

  • Korea has been a victim of State supporting terrorism by North Korea even before international society realize the terrorism threats because of 9.11 in US. However, state supporting terrorism against South Korea by North Korea went along with East/West Cold War System by US and the Soviet Union. It is because socialism that Kim Il-sung who established a separate government in North Korea with the political, economic, social and military support of the Soviet Union selected as his political ideology justifies terrorism as the tool to complete the proletariat revolution. North Korea's state supporting terrorism is being operated systematically and efficiently by military of North Korea. It gives big worries to international society not only by performing terrorism against Korea but also by dispatching terrorists and exporting terrorism strategies to the third world countries. In this situation, terrorism against Korea has met a new transition point at 9${\cdot}$11 in US. As South Korea is confronting North Korea and the war has not ended but suspended, the alliance between US and Korea is more important than anything else. Because of this Korea decided to support the anti-terrorism wars against Afghanistan and Iraq of US and other western countries and send military force there. The preface of the anti-terrorism war has begun as such. On October 7, 2001, US and UK started to attack Afghanistan and Taleban government in Afghanistan was dethroned on December 7, 2001. US and western countries started a war against Iraq on March 20, 2003. On April 9, 2003 Baghdad, the capital of Iraq fell, and Saddam Hussein al-Majid al-Awja government was expelled. During the process, the terrorism threat against South Korea has expanded to Arab terrorists and terrorism organizations as well as North Korea. Consequently, although Korean government, scholars and working level public servants made discussions and tried to seek countermeasures, the damages are extending. Accordingly, terrorism against Korean companies in overseas after 9${\cdot}$11 were analyzed focusing on Nation, Region, Victimology, and Weapons used for the attacks. Especially, the trend of terrorism against the Korean companies in overseas was discussed by classifying them chronologically such as initiation and termination of anti-terrorism wars against Afghanistan and Iraq, and from the execution of Iraqi President, Saddam Hussein al-Majid al-Awja to December 2010. Through this, possible terrorism incidents after the execution of Osama bin Laden, the leader of Al-Qaeda, on May 2, 2011 were projected and proposals were made for the countermeasures.

  • The key objective of terrorism is to create favorable conditions for certain political, ideological, or religious interests through deliberate social chaos and the spread of fear. Accordingly, terrorist groups rally the means and methods capable of spreading fear among the public through shocking violence. Consequently, as terrorism manifests the progress in modern civilization and the structure of international community, its concepts, means, and methods evolve organically with the progress. The characteristics of the modern terrorism include that it has evolved as a means of war against countries by non-state militant groups, and suicide terrorism is spreading like epidemic as it fits the strategies of Islamic extremist and terrorist organizations as a part of international politics based on terrorism. The humanity's efforts to eliminate the threat of terrorism led to decades of implementing premature policies of military force, but they were found ineffective and resulted in the spread of extreme threat of suicide terrorism. For prevention of suicide terrorism, the efforts must be made to dismantle the basis of suicide attacks through addressing religious alienation and antipathy against a civilization using the notions similar to treatment of pathology considering psychological motives of suicide terrorists.

Unconstitutionality of Call to Arms for Police Action (치안활동을 위한 군병력동원의 위헌여부에 관한 고찰)

  • As for the anti-terrorism bills, which were submitted to the National Assembly, the mobilization of anti-terrorism commando, which was designated or established by the National Defense Minister, is mobilized the military troops without being based on marital law in light of the constitutional law, thereby possibly violating the constitution, first of all, with regards to mobilization of anti-terrorism commando, which was formed with military troops. The anti-terrorism commando is the military force, which was trained professionally for the anti-terrorism activity. Thus, the violation of human rights may be greatly reduced rather than what general soldiers are putted in the public-order activity such as anti-terrorism. However, it is thought to be desirable to make it possible for the input of special forces, which were trained professionally in relation to anti-terrorism activity, through constitutionally revising the constitutional law. As for the provision of 'support for military troops' in the anti-terrorism bill, what is a case that the nation's important facilities and multi-use facilities are difficult to be protected from terror with the anti-terrorism commando and police force needs to be constitutionally regarded as resulting in reaching the level enough to correspond to 'a state of national emergency equivalent to wartime incident.' Thus, enacting the future anti-terrorism law, it is thought to be unnecessary for having the provision of 'support for military troops' with receiving criticism obstinately for possibly violating the constitution.

A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.
