A Study on the Regulations of U.S. Government Procurement (미국(美國)의 정부구매(政府購買) 관련법규(關聯法規)에 관한 고찰(考察))

  • The governments of almost countries have the rules and procedures that the purchasing entities have to follow, in order to ensure that the best value for money spent is obtained in procuring goods and services. However, there are often some of important problems in their rules relating to government procurement. Namely, almost countries have a variety of discriminatory regulations for foreign suppliers in the government procurement laws with the object of national security, economic welfare, and protection of domestic market from international competition. For this reason, several advanced countries had reached the Plurilateral Agreement on Government Procurement during Tokyo Round(1973-1979) and Uruguay Round(1986-1994). However, the provisions of two agreements do not apply to all products made by the government but only to those made by purchasing entities specified by each member country in its list in the Appendix. Accordingly, the size of goods and services purchased from foreign suppliers were comparatively not large. As we know well, the United States have spent a large amount of money from federal and state government budget. But the portion of procurement from foreign suppliers is still small, compared with the portion of procurement from domestic suppliers. The main reason are that U.S. has applied for long time the so-called Buy American Act to government procurement positively and maintained many kinds of other domestic regulations which have discriminatory provisions for foreign goods and foreign suppliers. On the recognition of these points, this thesis deals with the Buy American Act and other U.S. domestic laws, regional and bilateral, and plurilateral agreements including WTO Agreement on Government Procurement. As a result, the author found that there are several concerns and problems in the U.S. regulations relating to government procurement. It include the provisions on priority procurement of U.S.-produced products, local contents requirements, set-aside procurement from small business, and exclusion of preferential procurement from the developing countries.

Determination of diphencyprone and its photo-degradation product incompounded preparations using HPLC

  • Diphencyprone (DPCP) is frequently used as a compounded preparation in dermatology for the treatment of alopecia and recalcitrant warts based on the immune reaction of skin allergy. However, DPCP is a non-recognized agent in Pharmacopoeia, because there are no criteria or analytical method for quality control of its powder and formulation. DPCP is unstable under light irradiation because as it easily decomposes to diphenylacetylene (DPA). This study aims to develop a simultaneous HPLC analytical method for analyzing DPCP and DPA in the raw materials and compounded preparation. The method required a C18 column ($250{\times}4.6mm$, $5{\mu}m$) at $40^{\circ}C$ with a mobile phase of (A) 0.01 M phosphoric acid in water and (B) acetonitrile at UV 220 nm. DPA conversion to DPCP in the powder and compounded preparations was accelerated after light exposure for 60 min. In addition, this resulted in different patterns depending on the wavelength of light and the formulation. That is, DPCP in compounded preparation was more unstable than that in the powder. However, the DPCP formulation in amber bottles was observed to remain stable, although the measured concentrations of DPCP were somewhat different from the nominal concentration of the compounded preparations. The control of the exact concentration is required for effective disease treatment, depending on the state of the patient. In conclusion, these results will be useful for the recognition of DPCP in Pharmacopoeia and new DPCP formulation development to prevent photodecomposition.

  • Even though the automation of industrial machinery has dramatically increased, most industries still require human hands for the production of goods. Our hands are essential to our existence. For this reason, hand injuries caused by industrial accidents have become an important issue lately. Most hand injuries are external wounds and constitute 38.6% of disabling industrial accidents. This significant statistic cannot be ignored by rehabilitation programs. The rate of success in operations of finger and hand injuries has increased, but relatively less consideration has been given to physical therapy, rehabilitation, research, or systematic installment in terms of welfare, which would help the injured carry on the nominal life they lived before their injury. Therefore, it is necessary to study systematically all related aspects to provide patients with physical therapy, rehabilitation, and social welfare, in order to restore their social, professional, and economical capabilities. Physical considerations, functional usability, and cosmetic restoration, as well as the patients' mental state must be addressed. The results of the study shows several problems. Medical appliances, manpower, and the environment of the treatment rooms are very poor. The patients cannot receive treatment early enough nor enough treatment because of too many patients for too few physical therapists. Close cooperation between physical therapists and doctors, nurses, or related departments is lacking. Furthermore, it is irrational that industrial accident premiums for the exert; e treatment of hand injury patients are not itemized. Lack of recognition of the importance of specialty in hand injury therapists leads to the lack of professionalization of systematic hand injury treatment In order to solve these problems, the professonalism of physical therapy should be acknowledged and particular treatment courses should be available and/or required. Based on the understanding of the hand injury patients' needs, new theories of physical therapy should be developed and modem medical appliances and facilities should be available, in order to provide the patients with qualitative medical treatment, which then will facilitate the patients' recovery.

A study on Uniform Electronic Transactions Act (미국 통일전자거래법(UETA)에 관한 고찰)

  • Uniform Electronic Transactions Act (1999) Drafted by the National Conference of Commissioners on Uniform State Laws. The Act allows the use of electronic records and electronic signatures in any transaction, except transactions subject to the Uniform Commercial Code. The fundamental purpose of this act is to remove perceived barriers to electronic commerce. The Act's a procedural statute. It does not mandate either electronic signatures or records, but provides a means to effectuate transactions when they are used. The primary objective is to establish the legal equivalence of electronic records and signatures with paper writings and manually-signed signatures. With regard to the general scope of the Act, the Act's coverage is inherently limited by the definition of "transaction." The Act does not apply to all writings and signatures, but only to electronic records and signatures relating to a transaction, defined as those interactions between people relating to business, commercial and governmental affairs. The exclusion of specific Articles of the Uniform Commercial Code reflects the recognition that, particularly in the case of Articles 5, 8 and revised Article 9, electronic transactions were addressed in the specific contexts of those revision processes. In the context of Articles 2 and 2A the UETA provides the vehicle for assuring that such transactions may be accomplished and effected via an electronic medium. At such time as Articles 2 and 2A are revised the extent of coverage in those Articles(Acts) may make application of this Act as a gap-filling law desirable. Similar considerations apply to the recently promulgated Uniform Computer Information Transactions Act (UCITA). Another fundamental premise of the Act is that it be minimalist and procedural. The general efficacy of existing law, in an electronic context, so long as biases and barriers to the medium are removed, confirms this approach. The Act defers to existing substantive law. Specific areas of deference to other law in this Act include: i) the meaning and effect of "sign" under existing law, ii) the method and manner of displaying, transmitting and formatting information in section 8, iii) rules of attribution in section 9, and iv) the law of mistake in section 10.

Survey: Tabletop Display Techniques for Multi-Touch Recognition (멀티터치를 위한 테이블-탑 디스플레이 기술 동향)

  • Recently, the researches based on vision about user attention and action awareness are being pushed actively for human computer interaction. Among them, various applications of tabletop display system are developed more in accordance with touch sensing technique, co-located and collaborative work. Formerly, although supported only one user, support multi-user at present. Therefore, collaborative work and interaction of four elements (human, computer, displayed objects, physical objects) that is ultimate goal of tabletop display are realizable. Generally, tabletop display system designs according to four key aspects. 1)multi-touch interaction using bare hands. 2)implementation of collaborative work, simultaneous user interaction. 3)direct touch interaction. 4)use of physical objects as an interaction tool. In this paper, we describe a critical analysis of the state-of-the-art in advanced multi-touch sensing techniques for tabletop display system according to the four methods: vision based method, non-vision based method, top-down projection system and rear projection system. And we also discuss some problems and practical applications in the research field.

An Analysis on the Satisfaction of Radiology Students with their Major (방사선(학)과 학생들의 전공만족도분석)

  • This study was conducted with a goal to identify the factors that determine radiology students' satisfaction with their major and to provide the basic data for efficient education and career guidance. The result indicated that the students' satisfaction with the professors' roles was high. However, overall, the level of satisfaction with the curriculum was found to be low. In addition, it was analyzed that there was a large gap between recognition and practice of self-directed learning. In the correlation analysis, the professors' roles were also found to be a very important factor. Based on the result, the professors' roles of center(teaching or state examination, students with questions etc.,), it was concluded that improvement of the radiology students' satisfaction with their major would help the students adapt themselves to the major and school successfully and develop a positive character to perform as professionals in the future.

Improvement of Ornamental Fish Industry through analysis of recognition and market scale of the Ornamental Fish (관상어 시장규모 및 인식도 분석을 통한 관상어산업의 개선과제)

  • This study estimated the size of ornamental fish market as the basis survey for the development of the ornamental fish industry in Korea. It presents improvement projects agendas for the development of the Korean ornamental fish industry by investigating the challenges of the ornamental fish industry and consumer awareness. First, looking at the size of the ornamental fish market, calculated on the basis of survey results, the size of ornamental fish market is analysed as 231.8 billion won. The actual ornamental fish market is presumed to be much larger than this considering unclear gross sales from e-commerce and group sales, goods excluded from the ornamental fish export, expensive ornamental fish transaction from smuggling are missing. Ornamental fish industry and consumer awareness survey results can be described as follows: First, revenue structure of the ornamental fish market depends on a handful of expensive purchasing group rather than on low-cost consumption group. Second, many members of the ornamental fish producers, wholesalers, road shops are small-scale. Third, the sale of aquarium fish and aquarium fish related supplies in road shop have different market structures. Fourth, ornamental fish consumption is in the ongoing recession. Fifth, ornamental fish industry hopes for expansion of distribution and Research & Development. Sixth, satisfaction of ornamental fish consumers is generally low. As described above, ornamental fish industry in Korea are vulnerable in the market structure and industry is small and the consumer's satisfaction degree is staying in the 'normal' level. If current state will continue, future consumption can be reduced. It is necessary to increase the competitiveness by using various method including reorganization of the structure of the ornamental fish industry even though it is hard to reach conclusion only with the results of the survey.

  • Control architecture of the action based robot engineering can be divided into two types of deliberate type - and reactive type- controller. Typical deliberate type, slow in reaction speed, is well suited for the realization of the higher intelligence with its capability to forecast on the basis of environmental model according to time flow, while reactive type is suitable for the lower intelligence as it fits to the realization of speedy reactive action by inputting the sensor without a complete environmental model. Looking at the environments in the application areas in which robots are actually used, we can see that they have been mostly covered by the uncertain and unknown dynamic changes depending on time and place, the previously known knowledge being existed though. It may cause, therefore, any deterioration of the robot performance as well as further happen such cases as the robots can not carry out their desired performances, when any one of these two types is solely engaged. Accordingly this paper aims at suggesting Goal-oriented Geometric Model(GGM) Based Intelligent System Architecture which leads the actions of the robots to perform their jobs under variously changing environment and applying the suggested system structure to the navigation issues of the robots. When the robots do perform navigation in human life changing in a various manner with time, they can appropriately respond to the changing environment by doing the action with the recognition of the state. Extending this concept to cover the highest hierarchy without sticking only to the actions of the robots can lead us to apply to the algorithm to perform various small jobs required for the carrying-out of a large main job.

A Study on Design Development Direction for Designing Aging Friendly City through The Case Analysis (사례분석을 통한 고령친화도시 디자인 개발방향연구)

  • The purpose of this study is to suggest a foundational design direction for seniors, according to paradigm shift in aging society. This paper researched on current state of the aging society through literature study and defined the theoretical concept that set the foundation of the study. Secondly, for building an age-friendly city, relevant studies on seven cities were selected and their regional design guidelines were analyzed. As a result, essential design elements for building the aging-friendly city were defined as safety, recognition, and accessibility. A detailed design guideline that applies the three elements with understanding on seniors is required to construct the environment for a senior-friendly city. Ultimately, the result of this study is expected to be in practical use as a fundamental resource for age-friendly city design.

The Study on Senior Citizens and Korean Medicine University Students' Satisfaction about Medical Service and Senior Citizens' Perception of Medical Welfare Service (의료봉사에 대한 노인과 한의대생의 만족도 및 노인의 의료복지서비스에 대한 인식 조사)

  • Objectives : The purpose of this study is to examine senior citizens' perception of medical welfare service in Daejeon, and to investigate the level of Korean Medicine University students' satisfaction about medical services that they have done. Methods : We visited Daejeon city hall and Dae jeon Seo-gu community health center, and interviewed them. After that we select two population and did two different surveys. First, to investigate the current state of medical services and medical welfare in Daejeon, we select neglected class senior citizens who were serviced at social welfare center. Second, we select Daejeon Korean Medicine University student to investigate the level of satisfaction about medical services and pre-education. In first population, we random select 25 of 34 senior citizen who visits mere social welfare center. In second population, we random select 78 of 115 Korean Medicine University student who belongs to medical welfare club. Results : We found some advantages and problems in medical services. A lot of senior citizen who were serviced at social welfare center showed high level of satisfaction about medical service. But there were few citizens who knows about health & medical welfare. And most Korean Medicine University student who services medical service to neglected class senior citizens showed high level of satisfaction. Conclusion : We concluded that medical welfare for senior citizen needs more publicizing. Because result of our survey, many senior citizens showed not only low level of recognition in medical welfare service, also showed low utilization rate in public health center. And most Korean Medicine University students were satisfied with themselves about medical service that they have done, it seemed medical service gives beneficial influence to not only senior citizen but also Korean Medicine University student.
