This paper reports the process of seismic fragility analysis for the rahman-type continuous bridge system. The target structure was the five span highway bridge with maximum pier hight of 72m. OpenSees software was used for the nonlinear time history analysis. In this study, 50 ground motions are considered for nonlinear time history analysis. For each ground motion, PGA was scaled from 0.1g to 2.0g with intervals of 0.1g in order to consider a wide range of the seismic intensity measure. In addition, yield displacement and ultimate displacement of each pier were calculated through section analysis. Based on the result of non linear time history analysis and section analysis, damage condition of target bridge was classified according to the definition of damage condition proposed by Barbat et al. As a result, it was predicted that Extensive Damage occurred at P1 when 0.731 g earthquake occurred in the longitudinal direction. Based on the seismic fragility analysis results, it is found that the probability of occurrence of Extensive Damage in the 4,800 - year period earthquake was about 4.2%. Therefore the target bridge has enough safety for earthquake.

As social needs are increasing to minimize the occurrence of external effect due to urban development and to diffuse the benefits of development to surrounding areas, diverse cooperative planning methods are increasingly being discussed. In the long term, laws and systems need to be refined to support cooperative planning, but prior to such development, elements, procedures, and methodologies wherein cooperative planning in U.S.A cases could be implemented were examined to derive the alternative to and implications of cooperative planning that can apply not only to single administrative districts but also to complex boundary new towns being developed by various local governments. This paper surveyed and analyzed the cases of Wisconsin State of the U.S.A, thereby deriving the following implications. First, joint planning areas should be established within the boundary area of various local governments to establish cooperative planning areas in special areas such as complex boundary new towns, and to this end, urban planning means should be prepared. Together with such efforts, to boost the flexibility of cooperative planning, life sphere unit-based planning unit should be established, and a well-organized operation system to activate communities should be prepared. Also, revenues, generated through regional growth, should be distributed to individual local governments through joint tax according to the agreed-upon ratios, and as such, measures to share services and operate joint tax in small-size regions should be secured. Together with such efforts, to establish cooperative governance, measures to manage conflicts through the participation by stakeholders and arbitrators should be prepared from the planning stage, and measures for implementing cooperative planning at the level of basic urban planning should be prepared.
The occurrence of complicating, multilateral social condition demands the strategy for facing many social state and consolidating public security against criminal loss. The lacking ability of local police for preventing crime can't satisfy the demand of security and can't get rid of fear of crime. At last, it brings a distrust of public confidence and became a factor of serious social crisis. We have problems - not only making an alternative plan for preventing crime, but also introducing CPTED(Crime Prevention Through Environmental Design) by environmental design, to expect crime prevention and to select systemic crime prevention system and the most suitable model. And we have a goal - to recognize the importance of guard activity for local crime, analyse public safety activity in community & focusing guard activity as a strategy for them, apply CPTED in police and private security company as a local crime prevention & setting effective model, and, make it as an index for preventing & dealing with intellectual, brutal crime. The rapid growth in the guarding-activity field lighten the burden of police for crime-prevention. But the misjudgement of some people blocks it to be settled institutionally. It needs to reconsider what is the effective crime-prevention method, at this point of time when the all parts of a nation changing into unlimited competitive, private self-control system.
This study examines the concepts of counter-act against the Bio-terrorism and the reaction system in advanced countries, thereby to find out reaction system necessary to Korea. Acts on anti-Bio-terrorism is divided to detection stage, protection stage, diagnosis stage and detoxication and neutralization stage according to flow of event occurrence. As for detection stage, Korea is developing it as contact type, while advanced countries are under development of the devices that may detect the terrorism from the remote distance. It is necessary for Korea to develop the remote-distant detection system as well as the contact type of device that may promptly operate. Among the protection gears, the quality of Korea's gas mask is recognized worldwide, but that of other outfits should be improved by applying the state-of-art science technology. The diagnosis device also should be developed to the extent that the dispatched initial action team may make immediate decisions necessary in the field. As the current trends for detoxication materials worldwide require the improvement to new materials harmless to human body and equipment, Korea is also required to acquire those materials. The technology for neutralization means the development of vaccine and antibiotics and it requires the development made by shared efforts worldwide. For this purpose, it is necessary to further develop Korea's medical technology. In addition, the further efforts are required in terms of reaction manual, training model, public communication efforts and preparation for trauma syndrome.
Since climate factors, such as precipitation, temperature, etc., show repeated patterns every year, it can be said that future changes can be predicted by analyzing past climate data. As with groundwater, seasonal variations predominate. Therefore, when a drought occurs, the groundwater level is also lowered. Thus, a change in the groundwater level can represent a drought. Like precipitation, groundwater level changes also have a high correlation with drought, so many researchers use Standard Groundwater Level Index (SGI) to which the Standard Precipitation Index (SPI) method is applied to evaluate the severity of droughts and predict drought trends. However, due to the strong interferences caused by the recent increase in groundwater use, it is difficult to represent the droughts of regions or entire watersheds by only using groundwater level change data using the SPI or SGI methods, which analyze data from one representative observation station. Therefore, if the long-term groundwater level changes of all the provinces of a watershed are analyzed, the overall trend can be shown even if there is use interference. Thus, future groundwater level changes and droughts can be more accurately predicted. Therefore, in this study, it was confirmed that the groundwater level changes in the last 5 years compared with the monthly average groundwater level changes of the monitoring wells installed before 2015 appeared similar to the drought occurrence pattern. As a result of analyzing the correlation with the water storage yields of 3,423 agricultural reservoirs that do not immediately open their sluice gates in the cases of droughts or floods, it was confirmed that the correlation was higher than 56% in the natural state. Therefore, it was concluded that it is possible to re-evaluate agricultural droughts through long-term groundwater level change analyses.

Reliable hydrologic data acquisition is the basic and essential requirement for efficient water management. Especially the acquisition of various stream data in a certain location is very important to construct on alarm system to response an urban flood which occurs frequently due to the effect of climate change. Although the frequency of stream inundation flood occurrence becomes low owing to the consistent stream improvement, the urban flood due to the drainage system problems such as deterioration and bad management occurs continuously. The consistent management and current status understanding of the urban drainage system is essential to reduce the urban flood. The purpose of this study is to develop the urban runoff network flow velocity monitoring system which has the capability of collecting stream data whenever, wherever and to whomever without expert knowledge using Code Division Multiple Access technique and Bluetooth near-distance wireless communication technique. The urban runoff network flow velocity monitoring system consists of three stages. In the first stage, the stream information obtained by using ubiquitous floater is transferred to the server computer. In the second stage, the current state of the urban drainage system is assessed through the server computer. In the last stage, the information is provided to the user through a GUI. As a result of applying, the developed urban runoff network flow velocity monitoring system to Woncheon-Stream in Suwon, the information necessary for urban drainage management can be managed in real time.
This paper analyzes the contents and the effects of the UNSC 2270, and its implications to South Korea's defense strategy and navy. The UN Security Council passed strong sanctions against North Korea which punish North Korea's 4th nuclear test. The sanctions compared to the previous ones require international society to take practical actions such as comprehensive trade bans as well as diplomatic isolation which will put significant pains on North Korea. Especially, these measures would greatly hamper economic development policy of Kim Joung-un regime. Because Kim Jung-un regime has inherent legitimacy problems which stems from the third family succession of the power, economic difficulties may play an important cause on the regime instability in the long term. In fact, the United States sees this possibility as an option to coerce North Korea in which North Korea choose denuclearization for its regime survival. Nevertheless, the prospects of the UN sanctions are not so optimistic. Considering North Korea's willingness for nuclear development and its level of nuclear technology, North Korea will try to play a gambit with the US and South Korea by exploiting its strategic advantages. North Korea's response will have three following strategies. First, it would actively pursue political and economic survival strategy by using China's support for the regime, strengthening its power grip in the name of countering US hostile policy, and enhancing peace propaganda. Second, North Korea will accelerate efforts to position its status as a nuclear de facto state. For this purpose, it could create nuclear crisis on the peninsula. Third, it would exploit local provocations as an exit strategy to get over the current situation. In order to counter North Korea's actions and punish North Korea's behavior strongly, South Korea needs following strategies and efforts. It should first make all the efforts to implement the UN sanctions. Strong and practical nuclear deterrence strategy and capability with the U.S. should be developed. Effective strategy and capabilities for the prevention and deterrence of North Korea's provocation should be prepared. For this purpose, North Korea's provocation strategy should be thoroughly reviewed. Active international cooperation is needed to punish and coerce North Korea's behavior. Finally, South Korea should prepare for the possible occurrence of North Korea's contingency and make use of the situation as an opportunity to achieve unification. All these strategies and efforts demand the more active roles and missions of South Korea's navy and thus, nullify North Korea's intention militarily.

Despite being like that at 2010 and 2011 cannot forget the elementary student suicide events which are shocking or sexual assault events occur from the campus.From elementary school 4 grade the students between junior high school 1 grade crime occurrence ratio are highest. These people the group leaving out mainly, suicide, with group violence and sexual assault problem gets up same problems. In order to solve like this problems stands the countermeasure of the dimension which is national certainly is necessary. But so far only the damage student and the parents have an interest in about like this problems and they hurt. We the smart phone of Android bases it will be able to solve like this problem points [ayp] from under planning and development boil the elementary student safe helper it will can use. When it uses the elementary student safe helper system which we propose before the accident occurs, it will grasp the state information of the student and it will be able to prevent an accident in advance. We will try to more efficient safe guard to elementary school student by real-time monitoring skill soon.

The developement of a HLW disposal canister is under way in KAERI using Cold Spray Coating technique. To estimate corrosion behavior of a cold sprayed copper, a creivice corrosion test was conducted at Southwest Research Institute(SWRI) in the United State. For the measurement of repassivation potential needed for crevice corrosion, three methods such as (1) ASTM G61-86 : Cyclic Potentiodynamic Polarization Measurements, (2) Potentiodynamic Polarization plus intermediate Potentiostatic Hold method, and (3) ASTM G192-08 (THE method) : Potentiodynamic- Galvanostatic-Potentiostatic Method, were introduced in this report. In the crevice corrosion test, the occurrence of corrosion at crevice area was optically determined and the repassivation potentials were checked for three kind of copper specimens in a simulated KURT underground water, using a crevice former dictated in ASTM G61-86. The applied electrochemical test techniques were cyclic polarization, potentiostatic polarization, and electrochemical impedance spectroscopy. As a result of crevice corrosion tests, every copper specimens including cold sprayed one did not show any corrosion figure on crevice areas. And the open-cell voltage, at which corrosion reaction initiates, was influenced by the purity of copper, but not their manufacturing method in this experiment. Therefore, it was convinced that there is no crevice corrosion for the cold sprayed copper in KURT underground environment.

A remote monitoring panel and control system was developed to control various valves and access control chambers, including gas shutoff valves used in CBR(Chemical, Biological and Radiological) facilities. The remote monitoring panel consisted of a main panel installed in the NBC (Nuclear, Biological and Chemical) control room and auxiliary panel installed in the clean room, and the size was divided into pure control and control including CCTV. This system can be monitored and controlled remotely according to the situation where an explosion door and gas barrier door can occur during war and during normal times. This system is divided into normal mode and war mode. In particular, it periodically senses the operation status of various valves, sensors, and filters in the CBR facilities to determine if each apparatus and equipment is in normal operation, and remotely alerts situation workers when repair or replacement is necessary. Damage due to the abnormal operation of each device in the situation can be prevented. This enables control of the blower, supply and exhaust damper, emergency generator, and coolant pump according to the state of shutoff valve and positive pressure valve in the occurrence of NBC, and prevents damage caused by abrupt inflow of conventional weapons and nuclear explosions.
