  • Wireless Internet is capable of transmitting data for voice, text and video by wireless network, and recently wireless internet industry is one of the most widely issued. And, Operators, device manufacturers and contents providers are busy in developing technology and standardization. In this paper, we focus on the trends of standardization for wireless internet to enhance the industry and to have a competition compared to other countries. Lastly, we analysed the government's policy for wireless internet.

  • Recently, telecommunications industry undergoes the rapid environment change such as the rapid technology development, shortening of product life cycle and so on. ITU-T as the representative international standardization organization reforms working methods for coping with the change of telecommunications environment and more efficient standardization. In this paper, we will examine the change of standardization working methods of ITU-T coping with the change of telecommunications environment and suggest a national policy to promote the efficient international standardization.

  • The domain of database standardization can be divided into three fields; general database, data, and database by basic reference model. The international activities for the database standardization are currently being proceeded variously and actively. This article analyzes the status of the activities of ISO/TC46 in the information & documentation and ISO/IEC JTC1/SC32 in the data management and interchange, and proposes a plan for strenthening the activities of the domestic technical committees related to these activities. This also presents the status of the legislative organizations of the domestic databases standardization and the directions of promoting their activities.

  • GIS can be used on almost entire fields of the world, such as the national land management, environmental management, disaster management, enterprise activities, and general lives. GIS is called as an infrastructure of the knowledge information on the cultural society. For insuring the national power on the periods of the unlimited competition, it is very important to establish the national information infrastructure. Purpose of the NGIS project I is to development on living benefits of peoplethrough an efficiency of policy and rationalism of planning. In order to achievement of this purpose, the NGIS project I has been established using the national geographic information base planning. The NGIS project I consists of the master management part, the geographic information part, the technique development part, the standardization part, and the land Information part. These five GIS project parts are operated by four governmental ministers and related institutions, such as minister of transportation and construction, minister of science and technology, minister of information and communication, minister of administrative and home affaires. The NGIS I project is to establishment of the nation spatial information systems, such as various nationwide digital maps, GIS technique development, GIS education, GIS standardization, and GIS researches.

  • At present, agriculture in Korea is experiencing difficulties, such as a stagnation in farm income, an increase in imported agricultural products, a decrease in arable land, a decrease in the self-sufficiency rate of grain, a decrease in rural population, and aging. To solve these problems and vitalize the rural economy, our government is promoting its 6th industrialization policy, which links agriculture with primary industry, secondary, industry and tertiary industry, and as well as smart agriculture based on information and communication technology. Smart agriculture is an agriculture form used to improve the quality of life in rural areas through making greater efficiency and intelligence by applying ICT convergence technology to the whole entire process of agricultural production, distribution, and consumption in the areas of outdoor agriculture, facility horticulture, and livestock. Therefore, in this paper, we analyze the policy, technology, and standardization trends of domestic and foreign smart agriculture, and suggest ways to apply them to domestic smart agriculture during the in the introduction stage.

  • As the computer-based electronic processing of financial transactions become more and more popular in financial areas, the need for more efficient and secure infrastructure has been increased. This Paper addresses the current status and Policy issues in building such infrastructure for electronic financial transactions in Korea. We examine our financial computer networks, electronic payment and clearing systems, standardization, and related laws, comparing with those in United States, Japan, and European countries and suggest policy recommendation in each area.

  • With the Sunshine policy, exchange of materials and cultures inter Koreas has been broadened and expectancy of reunification is getting higher. Especially, medical supplies and medicines are one of the biggest parts in the exchange goods. So, preparing an unified official drug standard preparing new medical administration system is required. We compared the Korean pharmacopoeia with North Korean Pharmacopoeia. Two pharmacopoeias have been developed in different direction and have many differences in the nomenclature and format. In this study, we compared general notices, general rules for preparations and crude drugs, monographs, general tests, processes and apparatus.

Legitimate Public Policy Objectives of and Exceptions to Digital Trade Agreements (디지털 무역협정의 예외 조항 및 사례 연구: 정당한 공공정책 목표를 중심으로)

  • The growing impact of cross-border movement of information is increasing interest in information policy through digital trade agreements in major trading countries. Major trading partners are calling for the inclusion of their digital policies in trade agreements to strengthen market dominance and protect personal information. This study analyzes the meaning and disputed settlement cases of the WTO's public policy objectives and examines the tendency of stakeholders to standardize legitimate exceptions to public policy objectives in digital trade. The study also examines the desirable direction of digital trade standardization suitable for the changing international trade environment. There is still debate about the specific objectives that should be included and the extent to which they should be allowed to restrict trade, however this study finds that there is a growing consensus on the need for legitimate public policy objectives to be included in digital trade agreements. The study concludes that the desirable direction of digital trade standardization is to strike a balance between the need to protect legitimate public policy objectives and the need to liberalize digital trade. This balance will need to be adjusted as the international trade environment continues to change.

  • CT(Culture Technology) became one of the leading industries with fast growth in its contribution to an economy not only in Korea, but also in the world. This study suggests policy direction and priority of CT in the perspective of technology standardization and its classification. As a result, this study proposes a new 'CT Classification' using the value chain concepts contrary to previous classification. In addition, we suggest standardization priority, especially, in the sectors of 'CT Distribution/Service', 'CT Marketing', 'General CT management' based on our survey research of production side. Consequently, our research suggests an important strategic bases for decision makers in CT policy and development both government and private sectors.
