Analysis of the Effect on the Location Evaluation of Golf Course according to the Unit Grid Size applied in the Slope Analysis(In flank of Environment) (경사도 분석에 적용하는 단위격자크기가 골프장의 입지 평가에 미치는 영향 분석(환경적 측면에서))

  • In this study, the problems were analyzed that derived a different position evaluation results depending on the unit grid size that are applied to the terrain slope analysis conducted to assess the its position and environmental impacts in the prior environment reviewing process of golf course construction projects. For this purpose, the unit grid size were analyzed that can precisely reflect a actual terrain by analyzing the change of a slope percentage according to the change of unit grid size about 12 golf courses is currently in progress of construction work through the environmental consultation or ongoing consultation. And the consultation availability of environmental assessment was reverified by applying the unit grid size derived through this study about a study golf course. In the result of study, the bigger grid size for slope analysis is set, the greatly gradient is changed and the slope ratio of the higher elevation was lowly evaluated in comparison with actual terrain. The analytical result that most closely match the actual terrain was extracted in the case applied $5m{\times}5m$ of the unit grid sizes setting in this study. So, we proposed this study results to the ministry of environment and could be amended the unit grid size of $5m{\times}5m$ as standard for the analysis of slope. Also, if new grid size for site evaluation is applied to the study sites, 4 sites exceed the standard suggested the existing regulations and they are not proper as golf course site in flank of environment.

The Research of Improvement and Development Process for protection in Korea Private Security (한국 신변보호업의 발전과정과 개선방안 연구)

  • The Private Security Industry of Korea began after served security service for the United States army of 8 division. The industry grew up after establish private security regulation on December 31th of 1976. Early 1980's the industry was accelerated from bringing technical knowledge of developed nations rapidly. Also, private security was gotten into the spotlight by one of futurity industry instead public security after companies performed 86 Asian game and 88 Seoul Olympic successfully. Therefore, the industry became to increase qualitatively and quantitatively. From late 1990's the private security regulations were revised fifteen times and created about education system, bodyguard, and leader of security. 3,836 private companies and 150,030 private guards had operated until 2012. However, some of companies received administrative measure, because of the companies ran immorally. The minor companies are continuously closed down from the leader's inefficient operation. Approval standard of establishment has imperfect law. Solutions of problems are to provide high quality service, to expand company affairs, to attract specific customers through efficiency expert, to change standard of leader of security guards, to establish security education institution through the government and to intensify requirements to establish the company.

Configuration of Test Field for Introduction of IEC 60364-4-44 to Domestic System (IEC 60364-4-44의 국내 도입을 위한 실증시험장 구성)

  • This paper presents the final configuration of test field and test items for the application of IEC 60364-4-44 in Korea. IEC 60364-4-44 provides rules for the protection against the effects of conducted and radiated disturbances on electrical installations. Especially this standard deals with the protection of low voltage facility against the ground fault in the high voltage side of power distribution system. Many countries define the regulations on the use of electrical facilities based on their own power system and technical references which are considered to be suitable for them. The background of circuit of IEC 60364-4-44 is based on the ungrounded system as most of European countries. However, domestic electric power distribution system is based on multi-grounding system different from European system. Therefore, it is necessary to evaluate or prove the effect of the IEC 60364-4-44 for introducing and applying it to the domestic grounding system as a national standard. The authors with KEA(Korea Electric Association) carried out a project on the application of IEC 60364-4-44 to Korean electrical installations of buildings sponsored by Korean ministry of commerce, industry and energy for three years(2004.4.1$\sim$2007.3.31). The test field is established in K.E.R.I.(Korea Electrotechnology Research Institute), which is the purpose of evaluating the formula to calculate touch voltage and stress voltage in the IEC standards. This paper presents some considerations and final configuration of test field to evaluate and introduce the IEC 60364-4-44 applicable to domestic rule for the protection against ground fault.

A study on the concentration and health risk of trihalomethanes in drinking water (음용수중 Trihalomethane의 오염과 그 위해성에 관한 조사연구 - 주요 14개도시를 대상으로 (1988. 9-1989. 2) -)

  • This study was conducted as a nationwide survey In Korea to determine the THM (trihalomethane) concentration levels in the drinking water of 14 selected cities. The survey was underdtaken in one city (Kwangju) during September and October of 1988 and 14 cities in January through February of 1989. The results were as follows : 1. The $KMnO_4$ consumption was 10.6mg/l-11.6mg/l in Pusan and Ulsan, exceeding the drinking water standard of 10mg/l. Pusan, Inchon, Kwangju, Ulsan, Mokpo and Junju areas also exceeded the ammonia nitrate standard of 0.5mg/l. Other tap waters surveyed were detected below the drinking water standards. 2. The THM concentrations of tap water measured in January and February of 1989 were detected in the range $1.20{\mu}g/l-150.8{\mu}g/l$. 3. In the comparative study of the THM concentration of tap water measured in the Kwangju area during September and October of 1998, the average THM concentation of $145.63{\pm}70.72{\mu}g/l$ showed a sixfold increase compared to that of $23.8{\pm}8.31{\mu}g/l$ surveyed in January and February 1989. 4. The proportion of the four THM compounds found in tap water was bromoform, 47% ; chloroform, 30% ; chlorodibromomethane, 13% ; and dichlorobromomethane, 10%. 5. Since the results indicate that the concentration of bromoform was 2-10 times higher than that of chloroform measured in the seaside district of Pusan, Ulsan and Cheju Island, it is reasonable to assume that the raw water was somehow Influenced by seawater. 6. The average lifetime cancer rate of the population exposed to chloroform measured in the surveyed areas was 17 cancer incidences per 1 million population. From the above results, the existence of THM in the distribution systems seems to be inevitable, since chlorine disinfection is performed in water treatment plants In our country. There seems to be a trend of increasing. THM cncentrations due to the contamination of raw water. In order to establish my form of regulations, health risk assessment is an imminent subject.

A Study on the Evaluation Index of Crown Height given Marine Environmental Factors and Ship Characteristics (해상 환경 및 선박 특성을 반영한 마루높이 평가지표에 관한 연구)

  • Korea has recently selected twenty-two ports for reinforcement breakwater installation of protection facilities, due to rise sea level caused by global warming and increase in the number of typhoon and tsunami. In addition, due to consistent enlargement of ship size, dredging for depth of water for large vessel's berthing and enlargement of berth is under construction. However, no definite construction plan for the reinforcement and lengthening of crown height, which has close relationship with the safe mooring of ships. In this study, domestic and foreign design criteria of crown height were analyzed, and the crown height evaluation index and evaluation method were developed by dividing it into environment and ship elements. In particular, in the case of ship evaluation index, each step was set up in 4 steps according to domestic and foreign regulations, weighted by each step, and the safety level of crown height was evaluated. As a result of the mooring safety simulation of the 100,000 ton cruise ship, the appropriate minimum crown height standard was derived to be 3 m above A.H.H.W. The results of this study are expected to be used as basic data to propose the crown height standard reflecting ship characteristics.

  • Recently, there has been increasing demand for power quality in power supply devices. The IEC 61000-3-2 standard requires that the AC / DC power supply for lighting meet the specifications for the power factor (PF) and total waveform distortion (THD). In addition, advanced countries in Europe are regulating the ripple rate as 15 ~ 30% for the flicker phenomenon caused by the change in the amount of foot energy due to the change in current of the output terminal. Therefore, domestic standards and regulations are being updated. This study adopted the Flyback converter to satisfy the PFC standard, and has the circuit first and second insulation function. To reduce the low frequency ripple of the LED current, Flyback, Coupled Inductor, LC parallel resonance filter, LLC resonance filter, and Cuk were simulated by PSIM to mimic each LED driving circuit. A coupled LC resonant circuit with a coupled inductor on the primary side and LC resonance on the secondary side was also proposed for output side ripple reduction.

A Study on the Necessity to Revise the Standards for the Main Dimensions of Liquefied Gas Carriers (액화가스운반선 주요치수에 대한 기준 개정 필요성에 관한 연구)

  • Recently, the demand for liquefied gas has been increasing for various reasons, including environmental problems, and as a result, transportation of liquefied gas through a ship is increasing, and several terminals are also being constructed to accommodate it. The size of the terminal to be constructed shall follow the result if the target ship is clearly determined. Otherwise, the size of the vessel that the terminal intends to accept shall be determined, and then, the dimensions of the vessel given in the regulations or standards shall be used. In this regard, it was found that the main dimensions of the proposed vessels are substantially different from those actually operating and the standard for large-sized vessels has not been established in the process of determining the size of the target vessel by using the "Port and Fishing Port Design Standards" and commentary(2017), which recently is most commonly used as port design criteria in order to construct the liquefied gas terminal. Because of these problems, a revision of the standard for the major dimensions of liquefied gas carriers was proposed through an analysis of the current status of ships in service, as there could be many differences between interested parties in determining the size of the target ships and terminals and evaluating the safety of terminals. It is expected that the proposed revision will be used as a more appropriate and realistic criterion for determining the size of ships and terminals in the future and will prevent unnecessary terminal construction costs.

Comparison of Instrument Characteristics on the Total Organic Carbon Analysis Method in Water Samples (수질분야 총유기탄소 분석방법에 따른 장비별 특성 비교)

  • TOC, which can measure more than 90% of organic substances, can be measured quickly and easily,replacing BOD and COD, which were indicators of organic pollutants. According to water quality pollution control standards, when measuring TOC, if the inorganic carbon ratio in the sample is over 50%, the NPOC (Non-Purgeable Organic Carbon) method should be used. If volatile organic compounds (VOCs) are present at a certain concentration, the TC-IC (subtracting inorganic carbon from total carbon) method should be used. To validate the limitations of these analytical conditions, experiments were conducted by varying the ratio of TOC to IC in purified water and measuring the concentration of TOC in test solutions. The results showed no significant difference between the TC-IC method and the NPOC method. When measuring samples with added VOC standard solutions, it was observed that the carbon loss due to purging was not significant when using the NPOC method. Therefore, it is concluded that the choice of analytical method does not lead to significant differences when VOCs are present in the sample. To account for potential variations in results based on water quality pollution control standards and regulations regarding the approval and testing of environmental measurement devices, a comparison of field sample concentration values was made using two widely used types of TOC analyzers in Korea. The results showed variations of 0.02 to 0.83 mg/L between methods depending on the manufacturer, highlighting the need for caution when selecting an instrument.

Treatment of Contaminated Sediment for Water Quality Improvement of Small-scale Reservoir (소하천형 호수의 수질개선을 위한 퇴적저니 처리방안 연구)

  • Pollutants from industry, mining, agriculture, and other sources have contaminated sediments in many surface water bodies. Sediment contamination poses a severe threat to human health and environment because many toxic contaminants that are barely detectable in the water column can accumulate in sediments at much higher levels. The purpose of this study was to make optimal treatment and disposal plan o( sediment for water quality improvement in small-scale resevoir based on an evaluation of degree of contamination. The degree of contamination were investigated for 23 samples of 9 site at different depth of sediment in small-scale J river. Results for analysis of contaminated sediments were observed that copper concentration of 4 samples were higher than the regulation of hazardous waste (3 mg/L) and that of all samples were exceeded soil pollution warning levels for agricultural areas. Lead and mercury concentration of all samples were detected below both regulations. Necessary of sediment dredge was evaluated for organic matter and nutrient through standard levels of Paldang lake and the lower Han river in Korea and Tokyo bay and Yokohama bay in Japan. The degree of contamination for organic matter and nutrient was not serious. Compared standard levels of Japan, America, and Canada for heavy metal, contaminated sediment was concluded as lowest effect level or limit of tolerance level because standard levels of America and Canada was established worst effect of benthic organisms. The optimal treatment method of sediment contained heavy metal was cement-based solidification/stabilization to prevent heavy metal leaching.

Registration and Description of Public Records in Korea : A Comparative Analysis of Korean Recordskeeping System with the International Standards (한국의 기록물 둥록 및 기술에 대한 기록관리적 접근)

  • Registration and description of records are important elements of processing which provide with the background information of production of records and business-related information. They also enable to search and use the records. In this paper, I examined the Korean registration and description system defined in the Public Records Management Act which directs the records creating agency to register records in creating offices and directs the "professional archives" to make "basic registrations" and "detailed registrations" of the records. In the analysis and comparison of two different registration and description systems with the known international standards of records and archives management, such as ISO15489 and ISAD(G), I intended to evaluate the Korean records and archives management system and suggested recommendations for the renovation of the Korean recordskeeping system. Despite we have unique office business procedures and the culture of officialdom, and despite we have developed our system based on the established business procedures and office culture, it would be preferable to adopt or follow the international standards and established best practices. After the comparative analysis, I recommended some innovations in the filed of registration and description. For instance, in the basic registration. we would better to install an item of "simple contents summary." We may also need the multiple-level description. The fonds level description and the series level description should be introduced to our archival automated management system. We need to establish a Korean standard of description adopting the rules of the ISAD(G) and ISAAR(CPF). Essential requirements for electronic records management, such as contextual and structural information, should be incorporated in the new standard. Documentation of records disposition also should be reinforced to guarantee the authenticity of records and to ensure control of the records. To implement the recommendations for the standard, we need to amend the Public Records Management Act and its Regulations and Rules. Also it is imperative to redesign the GARS integrated archival automated management system.
