154kV 변전소 표준복구절차서의 개선방안에 대한 연구 (The Research for Improved Standard Operation Procedure in 154kV Substation)

  • 국내의 변전소에서 가장 많은 비중을 차지하는 변전소가 154kV변전소이다. 154kV변전소는 전체가 통일된 표준복구절차서를 가지고 고장이 발생하였을 경우 복구를 하게 된다. 현재 154kV 변전소에서는 Relay에서 고장을 감지하여 차단기가 전원을 차단한 후 운전원이 판단해 복구를 하여 정상 운전 상태나 부하 전환 등의 방법으로 전원을 공급도록 소개를 하고 있다. 현재 한국전력에서 만든 SOP(Standard Operation Procedure)는 15가지 기본적인 유형에 대해서 복구절차를 소개하고 있다. 하지만 현복구절차서에서는 유형의 부족이나 각 변전소의 상황 등을 모두 표현을 하지 못한다. 본 논문에서는 중요하고 필요한 유형과 변전소의 운전상황에 대한 표현, 앞으로의 개선방안 등에 대해서 제시하고자 한다.

  • 현재 한전에서 800여개 이상의 변전소를 운영하고 있으며, 이중 가장 많은 비중을 차지하는 변전소는 154kV 변전소로서 전체 변전소중 85%를 차지하고 있다. 지난 13년동안 154kV S/S내에서 발생하는 고장(T/L고장 제외)은 평균 약 183건이며, 고장복구 시간은 고장유형에 따라 다양하게 나타나고 있다. 전력설비의 고장이 발생했을 때 신속한 고장의 복구와 오조작으로 인한 파급고장을 방지하기 위하여 한전에서는 송변전 표준복구절차(Standard Operation Procedure, SOP)라는 매뉴얼에 따라 고장복구를 시행하고 있다. 그러나 기존의 표준복구절차는 다양한 고장원인과 설비감시 조건을 반영하지 못하고 있으며, 휴먼에러에 의한 오조작으로 고장 복구중 파급고장의 위험을 내포하고 있다. 따라서 본 논문에서는 154kV 변전소에서 전력설비 운전상태 및 감시조건과 고장발생 사례분석을 기반으로 기존의 송변전 표준복구절차(SOP) 문제점 및 개선사항을 제시하고자 한다.

  • This paper deals with a procedure of changing the current inspection & replacement periods for ROKAF aircraft parts. ROKAF is mostly operating aircraft of foreign makes, and takes maintenance actions according to Technical Orders(TO.) published by foreign aircraft manufacturers. Therefore ROKAF inspects and replaces specific parts at the time noticed from T.O.. These inspection and replacement periods are determined by manufacturers according to the standard operating environment and parts' durability. But the standard operating environment Is different from operator's environment. Because of this difference, the inspection and replacement periods have to be changed according to operators' operation environment. It is resonable that the manufacturer, having design materials and life test data of parts, changes those periods together with materials of operators' operation environment. But we have many difficulties in obtaining the design materials and life test data. Then this paper proposes a procedure of changing the periods of aircraft's parts with life data obtained during operating aircraft. For the reliability analysis, a software of RELEST (Reliability Estimation Version 1.0) is used.

  • Emergency preparedness plan(EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings(people, property and environment), and the boundary of accident recovery plan(ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet(MSDS), standard operation procedure(SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.

국내 지중열전도도 측정 방법의 한계 및 개선 방향 (Limitations and improvement of the in situ measurements of ground thermal conductivity in Korea)

  • The borehole heat exchanger of Geothermal Heat Pump (GHP) system should be sustainable and cost effective for long term operation. To guaranty the performance of the system thermal Response Tests (TRTs) with simple recommended procedures have been applied in many countries. Korea government developed a standard TRT procedure in order to control the quality on GHP projects. In the TRT procedure interpretation method has a rule that data set has to be interpreted by the line source model(LSM). The LSM employes some assumptions that surrounding medium is homogeneous and the line source is infinite and constant heat flux, however real ground condition is unisotropic and heterogeneous, and showing regional or local ground water flows in many cases. We need to develope improved evaluation models to estimate accurate ground thermal conductivity with respect to geological and influence of ground water because current TRT standard test procedure has limitations to be applied for every locations and system. This study surveyed the uncertainty of the thermal parameters from the interpretation method considering different evaluation period. The interpretation of 208 TRT data sets represents limitations of LSM application that some obtained ground thermal conductivities are statistically unstable and convergence time of ground thermal conductivity over test period shows trends responding the length of test period. This evaluation study will be helpful to provide some effective procedure for the thermal parameter estimation and to complement current TRT standard procedure.

전기자동차용 전동기/제어기의 시험 방법 (Test method for Motor/controller for Electric Vehicle)

  • 본 논문에서는 전기자동차용 전동기/제어기를 시험하기 위한 절차를 제시하였다. 현재 전기자동차용 전동기/제어기의 시험에 관한 국제 규격은 주로 안전 운전을 위한 최소 기준치를 정의하고 있지만 상세한 시험 방법에 대해서는 기술하고 있지 않다. 시험 항목 및 방법을 개발하기 위하여 기존의 선진국 규격에 대하여 전문가들의 의견을 바탕으로 보완 작업을 수행하였다. 개발된 규격에 따라 전동기/제어기의 시험 방법을 제시하였으며 다양한 부하 장치를 사용할 경우의 시험 방법을 제시하였다. 시험 절차는 주로 전동기 제어기 조합시험에 주안점을 두었으며 부하 장치로는 전동기-발전기, 와전류형 엔진 다이나모, 교류 다이나모 등을 사용하였으며 전동기/제어기를 차량에 탑재하지 않은 상태에서 전동기/제어기의 실제 주행모드 운전 특성을 시험하기 위한 방법을 제시하였다.

규격화된 분전반 제작을 위한 표준작업절차(SOP)의 공정 개발 (Process Development of a Standard Operating Procedure (SOP) for the Manufacturing of Standardized Distribution Boards)

  • The purpose of this study is to develop a SOP (Standard Operating Procedure) for a distribution board that can monitor the leakage current of a load distribution line in real time. The developed distribution board was fabricated by applying IEC 61439-1. It consists of the distribution board and an alarm device. The work process for making the distribution board was compliant with the KEMC (Korea Electrical Manufacturers Cooperative) regulations. And the AC distribution board range is 1,000 V. In addition, the voltage in DC is less than 1500 V. The distribution board receives a 3-phases and 4-wires power supply system and can supply power to the load of a maximum of 32 single or three phase distribution circuits. Also, leakage current measured on the power distribution board was used by sensors installed. The SOP of the developed distribution board consists of the installation standards for the short circuit alarm device and sensor, the surge protection device, switches and indication lamps, and other devices. The operation procedure was prepared so that each manufacturing step of the distribution board must be confirmed by the persons in charge of preparation, production, quality control and approval before moving forward to the next step.

경계면 스캔 기저 구조를 위한 지연시험 (Delay Test for Boundary-Scan based Architectures)

  • This paper proposes a delay fault test technique for ICs and PCBs with the boundary-scan architectures supporting ANSI/IEEE Std 1149.1-1990. The hybrid delay fault model, which comprises both of gate delay faults and path delay faults, is selected. We developed a procedure for testing delay faults in the circuits with typical boundary scan cells supporting the standard. Analyzing it,we concluded that it is impractical because the test clock must be 2.5 times faster than the system clock with the cell architect-ures following up the state transition of the TAP controller and test instruction set. We modified the boundary-scan cell and developed test instructions and the test procedure. The modified cell and the procedure need test clock two times slower than the system clock and support the ANSI/IEEE standard perfectly. A 4-bit ALU is selected for the circuits under test. and delay tests are simulated by the SILOS simulator. The simulation results ascertain the accurate operation and effectiveeness of the modified mechanism.

  • In this paper, we propose to re-size images using an oblique projection operator instead of the orthogonal one in order to obtain faster, simpler, and more general algorithms. The main advantage is that it becomes perfectly feasible to use higher order models(e.g., splines of degree n 3). We develop the theoretical background and present a simple and practical implementation procedure that uses B-splines. Experiments show that the proposed algorithm consistently outperforms the standard interpolation method and that it essentially provides the same performance as the optimal procedure (least squares solution) with considerably less computations.
