DEVELOPMENT OF GEOLOGICAL DISPOSAL SYSTEMS FOR SPENT FUELS AND HIGH-LEVEL RADIOACTIVE WASTES IN KOREA

  • Two different kinds of nuclear power plants produce a substantial amount of spent fuel annually in Korea. According to the current projection, it is expected that around 60,000 MtU of spent fuel will be produced from 36 PWR and APR reactors and 4 CANDU reactors by the end of 2089. In 2006, KAERI proposed a conceptual design of a geological disposal system (called KRS, Korean Reference disposal System for spent fuel) for PWR and CANDU spent fuel, as a product of a 4-year research project from 2003 to 2006. The major result of the research was that it was feasible to construct a direct disposal system for 20,000 MtU of PWR spent fuels and 16,000 MtU of CANDU spent fuel in the Korean peninsula. Recently, KAERI and MEST launched a project to develop an advanced fuel cycle based on the pyroprocessing of PWR spent fuel to reduce the amount of HLW and reuse the valuable fissile material in PWR spent fuel. Thus, KAERI has developed a geological disposal system for high-level waste from the pyroprocessing of PWR spent fuel since 2007. However, since no decision was made for the CANDU spent fuel, KAERI improved the disposal density of KRS by introducing several improved concepts for the disposal canister. In this paper, the geological disposal systems developed so far are briefly outlined. The amount and characteristics of spent fuel and HLW, 4 kinds of disposal canisters, the characteristics of a buffer with domestic Ca-bentonite, and the results of a thermal design of deposition holes and disposal tunnels are described. The different disposal systems are compared in terms of their disposal density.

Proposal of an Improved Concept Design for the Deep Geological Disposal System of Spent Nuclear Fuel in Korea

  • Based on the current high-level radioactive waste management basic plan and the analysis results of spent nuclear fuel characteristics, such as dimensions and decay heat, an improved geological disposal concept for spent nuclear fuel from domestic nuclear power plants was proposed in this study. To this end, disposal container concepts for spent nuclear fuel from two types of reactors, pressurized water reactor (PWR) and Canada deuterium uranium (CANDU), considering the dimensions and interim storage method, were derived. In addition, considering the cooling time of the spent nuclear fuel at the time of disposal, according to the current basic plan-based scenarios, the amount of decay heat capacity for a disposal container was determined. Furthermore, improved disposal concepts for each disposal container were proposed, and analyses were conducted to determine whether the design requirements for the temperature limit were satisfied. Then, the disposal efficiencies of these disposal concepts were compared with those of the existing disposal concepts. The results indicated that the disposal area was reduced by approximately 20%, and the disposal density was increased by more than 20%.

  • 사용후핵연료의 지층처분의 대안으로 심부시추공을 설치하여 지하 3-5 km 구간에 사용후핵연료를 처분하는 개념이 여러나라에서 제시된 바 있다. 특히 미국 샌디아국립연구소의 최근 연구 결과를 분석하고, 국내 적용을 위한 한국형 캐니스터 디자인과 심부시추공 디자인 개념을 처분 소요 면적과 함께 제시하였다.

  • 우리나라에서 발생하는 사용후핵 연료를 CANDU형과 PWR형 2종류로 구분한다. PWR형 사용후핵 연료의 경우 적절한 공정을 거쳐 원료물질로 다시 사용할 수 있는 물질을 많이 포함하고 있어 재활용 공정을 고려할 수 있다. CANDU형 사용후핵 연료는 천연 우라늄을 원료물질로 사용하고 있어 재활용 가능성이 거의 없으므로 직접 처분을 고려하고 있다. 본 논문에서는 PWR형과 CANDU형 사용후핵연료 모두를 직접 처분하는 개념으로 개발한 한국형 사용후핵연료 처분시스템을 바탕으로 CANDU형 사용후핵연료 처분 시스템을 향상시키는 방안을 도출하고자 하였다. 이를 위하여, 현재 원자력발전소에서 사용하고 있는 사용후핵연료 60 다발(Bundle) 용량의 저장바스켓을 포장 활용하는 방안으로 처분용기 개념을 개선하였다. 이들 개선한 처분용기를 기반으로 하여 사용후핵연료의 심지층 처분시스템에 있어서 주요한 제한요건인 폐기물로부터 발생된 열로 인하여 완충재의 온도가 $100^{\circ}C$를 넘지 않도록 하는 요건을 만족시키면서 효율을 향상시킨 처분시스템 개념을 제시하였다. 제시한 처분 시스템 개념들은 장기저장 및 회수성이 용이한 방안을 도입한 개념과 개선한 처분용기를 1개 처분공에 2단으로 처분하는 것으로서 이들 개념을 기존 한국형 처분시스템과 효율성 측면 에서 비교 분석하였다. 본 연구를 통하여 얻은 CANDU 사용후핵연료 처분개념은 단위면적당 열효율, U-density, 처분면적, 굴착량, 완충재 및 폐쇄 물질량을 30~40 %까지 효율을 향상시킬 수 있었다.

iKSNF, the Control Tower for the R&D Program of SNF Storage and Disposal

  • Three government bodies, that is, the Ministry of Science and ICT (MSIT), Ministry of Trade, Industry, and Energy (MOTIE), and Nuclear Safety and Security (NSSC), jointly established the Institute for Korea Spent Nuclear Fuel (iKSNF) in December 2020 to secure the management technologies for spent nuclear fuel (SNF). The objective of iKSNF is to successfully conduct the long-term research and development program of the 「Development of Core Technologies to Ensure Safety of Spent Nuclear Fuel Storage and Disposal System」. Our program, known as the first multi-ministry program in the nuclear field of Korea, mainly focuses on developing core technologies required for the long-term management of SNF, including those for safe storage and deep geological disposal of SNF. The program comprises three subprograms and seven key projects covering the storage, disposal, and regulatory sectors of SNF management. Our program will last from 2021 through 2029, with a budget of approximately four billion USD sponsored by MSIT, MOTIE, and NSSC.

사용후핵연료봉 밀집을 고려한 심지층처분 개념 분석 (An Analysis of the Deep Geological Disposal Concepts Considering Spent Fuel Rods Consolidation)

  • 사용후핵연료 또는 고준위폐기물의 안전한 처분을 위하여 지난 수십 년 동안 많은 나라들이 다양한 처분대안을 연구하여 왔다. 본 논문에서는 심지층처분기술에 있어서 사용후핵연료를 직접 처분하는 방안으로서 처분효율 향상을 위한 다양한 방안 중의 하나로 고려할 수 있는 PWR 사용후핵연료 집합체를 해체하여 연료봉을 밀집한 경우에 대한 처분 효율을 분석하였다. 이를 위하여, 우선 사용후핵연료 연료봉 밀집개념과 관련 처분용기 및 심지층처분 개념을 설정하였다. 이 개념에 근거하여 심지층 처분시스템의 공학적방벽 설계에 있어서 가장 중요한 요건인 완충재의 온도 제한요건을 만족시키는지 여부를 확인하기 위하여 각 처분개념 별로 열해석을 수행하였다. 그리고, 처분공 간격, 처분터널 간격 및 처분용기 열발산 면적에 따른 열해석 결과를 바탕으로, 단위처분면적 관점에서의 처분효율을 비교/분석하고 평가하였다. 또한, 사용후핵연료봉을 밀집시킨 경우에 있어서 냉각기간에 따른 처분개념을 분석하였다. 분석결과에 따르면 사용후핵연료봉을 밀집하여 심지층처분하는 경우 처분효율 측면에서 불리한 것으로 판단되었다. 다만, 사용후핵연료의 냉각기간을 70년 이상으로 장기화 할 경우 처분효율은 향상될 것으로 예상되지만, 사용후핵연료의 내구성 및 장기저장에 따른 조건 등 추가적인 분석이 필요하다.

KBS-3 개념에 따른 포화된 암반내 사용후핵연료 처분을 위한 열, 수리, 역학적 특성 해석 (Thermal, Hydraulic and Mechanical Analysis for Disposal of Spent Nuclear Fuel in Saturated Rock Mass in the KBS-3 Concept.)

  • Reference concepts for the disposal of spent nuclear fuel and the current status of underground rock laboratory were studied. An analysis to simulate the deep disposal of spent nuclear fuel in saturated rock mass was conducted. Main input parameters for numerical study were determined based on the KBS-3 concept. A series of results showed that the temperature distribution around a cavern reached the maximum value at about 10 years after the emplacement of spent fuel. The maximum temperature at the surface of canister was more than about 12$0^{\circ}C$ at about 4 years. This temperature was not much higher than the temperature criteria to meet the performance criteria of an artificial barrier in the KBS-3 concept. The maximum upward displacement due to the heat generation of spent fuel was about 0.9cm at about 10 years after the emplacement of spent fuel. It turned out that the vertical displacement became smaller with the decrease in heat generation of a canister. The quantity of groundwater inflow into a disposal tunnel increased by about 1.6 times at 20 years after the emplacement of spent fuel with the increase of pore pressure around a cavern.

Managing the Back-end of the Nuclear Fuel Cycle: Lessons for New and Emerging Nuclear Power Users From the United States, South Korea and Taiwan

  • This article examines the consequences of a significant spent fuel management decision or event in the United States, South Korea and Taiwan. For the United States, it is the financial impact of the Department of Energy's inability to take possession of spent fuel from commercial nuclear power companies beginning in 1998 as directed by Congress. For South Korea, it is the potential financial and socioeconomic impact of the successful construction, licensing and operation of a low and intermediate level waste disposal facility on the siting of a spent fuel/high level waste repository. For Taiwan, it is the operational impact of the Kuosheng 1 reactor running out of space in its spent fuel pool. From these, it draws six broad lessons other countries new to, or preparing for, nuclear energy production might take from these experiences. These include conservative planning, treating the back-end of the fuel cycle holistically and building trust through a step-by-step approach to waste disposal.

Reference Spent Fuel and Its Characteristics for a Deep Geological Repository Concept Development

  • This study addresses the reference spent fuel and its characteristics for developing a geological repository concept. As a disposal capacity of the reference repository system to be developed, spent fuel inventories were projected based on the basis of the Nuclear Energy Plan of the Long-term National Power Program. The reference spent fuel encompassing a variability in characteristics of all existing and future spent fuels of interest was defined. Key parameters in the reference fuel screening processes were the nuclear and mechanical design parameters and the burnup histories for existing spent fuels as of 1996 and for future spent fuels with the more extended burnup the initial enrichment and its expected turnup. The selected reference fuel was characterized in terms of initial enrichment, bumup, dimension, gross weight and age. Also the isotopic composition and the radiological properties are quantitatively identified. This information provided in this study could be used as input for repository system development and performance assessment and applied in fuel material balance evaluation for the various types of back-end fuel cycle studies.

  • In this paper, the thermal stress analysis of spent nuclear fuel disposal canister in a deep repository at 500m underground is done for the underground pressure variation. Since the nuclear fuel disposal usually emits much heat and radiation, its careful treatment is required. And so a long term safe repository at a deep bedrock is used. Under this situation, the canister experiences some mechanical external loads such as hydrostatic pressure of underground water, swelling pressure of bentonite buffer, and the thermal load due to the heat generation of spent nuclear fuel in the basket etc.. Hence, the canister should be designed to designed to withstand these loads. In this paper, the thermal stress analysis is done using the finite element analysis code, NISA.
